Clay loam oil as per KSPCB : 110 and 170 m3/Ha./day

3. Total green belt area is : 19.6 Hectare.

4. After expansion treated effluent from ETP : 890 cum/day

Hence total area requirement is : Treated effluent /Average hydraulic

5. Factory having existing green belt : 8.92 Hectare.

Therefore land available is adequate to take care of treated effluent utilization.

However the proposed 10.71 Ha green belt area will be developed within three year. The total

land available is 19.63 Ha (Existing-8.92+ Proposed-10.71). Hence the land available is adequate

even for proposed green belt development.

In additional to our green belt, the Farmers in the vicinity are also requested to supply the

treated water for their own land for crop cultivation.

ETP sludge used for plantation as manure. Effluent generation from 10,000 TCD expansion: process-253 CMD, Steam & vapour drain - 17 CMD, Cooling tower - 66 CMD, Boiler make up, DM backwash, sulphur burner after CPU - 534 CMD, Lab-20 CMD. Effluent generated from existing & expansion would be treated in existing ETP. Domestic effluent of existing unit is 45 CMD. Presently treated in septic tanks. Under expansion STP proposed.

Yes Presently, workers reside in the factory premises (colony) at 0.5 Km away from the main plant. No new colony to be established.

Yes No new boiler shall be installed under expansion project of sugar factory. Under the existing sugar and co-gen unit, a boiler of 140 TPH and two D.G. Sets of capacities 1010 KVA each is installed. Bagasse to the tune of 1526.4 MT/day is used as fuel for boiler for generating steam required for co-gen and sugar factory. Diesel to the tune of 200 Lit/Hr. is used as fuel for D.G. Sets. ESP is installed as air pollution control equipment for the existing boiler.

Yes Sources of noise in existing unit- cane carrier, turbines, mills, pumps, centrifuge, compressors, boiler house & D.G. Sets. Noise from transportation is fleeting source. Workers entering the work zone areas are provided with PPEs which gives reduction of 30 dB (A). The D.G. sets is not a continuous source of noise as it is operated only during power failure. As per the Noise Pollution (Regulation and Control) Rules, 2000 the D.G. set would be enclosed in a canopy.

Manufacturing Process for Sugar

Matured, clean and fresh cut sugar cane from the field of cultivators is brought by bullock carts, trucks &tractor trolleys to sugar factory site. It is weighted on the electronic platform type weigh bridge. The carts, trucks &trolleys are unloaded into cane carrier by mechanical unloader. The cane is cut into small fine pieces by means of chopper, leveler, cutter & fibrizor called the cane preparatory devices. The prepared cane is then crushed by five or six mill tandem. The imbibitions hot water is added before last mill for better extraction of juice. The all juice extracted is screened through DSM or rotary screen, weighted by mass flow matter and sent to boiling house for further processing. The last mill bagasse, which is a byproduct, is used for co-gen boiler as a fuel. Saved bagasse shall also be used for co-generation in the off-season.

The weighed and mixed juice is heated upto 70°C to 75°C in juice heater and sent to reaction tank where same is treated with milk of lime and SO2 gas and the pH is kept as 7 to 7.1. This sulphured juice is again heated up to 100°C to 105°C in juice heater and sent to clarifier for sedimentation. Here, clear juice and precipitated non-sugars, organic & inorganic chemicals are separated which are called mud of the clarifier. The mud is filtered by means of vacuum filter unit where sugary filtrate and press cake (pressmud) are separated. The filtrate is reprocessed and pressmud, which is a by-product, is used as manure in the cane cultivators' field.

The clear juice from clarifier having 95°C temperature is heated to 112°C to 115°C in the juice heater and taken to evaporator set where 16° Brix juice is concentrated up to 60° Brix syrup. Thereafter, it is again treated with SO2 gas and finally sulphured syrup is sent to pan floor supply tanks. At pan section, 3 massecuite boiling system or 3.5 massecuite boiling is adopted accordingly to purities of basic products.

Slurry is used for B & C grain preparation. After boiling massecuite in the vaccum pans, it is discharged in the crystallizers for maturation and cooling purpose. The cooled A, B, C massecuite are then taken for separation of sugar and mother liquor through continuous high speed and batch type automatic three speed machines. Thus, all mother liquors, B sugar and C sugar are taken form reprocess and the white sugar is taken from drying and cooling through hoppers and elevators to grader where 1.30, M30 & S30 sugar is separated. The dust is taken for reprocess. C mass mother liquor is called final molasses which is a byproduct that is sold for distilleries. It could be consumed in own distillery also for production of alcohol, ENA & ethanol. The above graded white sugar is taken to silo and then it is filled in bags after weighing (50 Kg net wt.) and same are sent to go downs for storage.

Manufacturing Process for Co-generation Plant

Cogeneration is broadly defined as the coincident generation of useful thermal energy and electrical power from the same input fuel. Thus, cogeneration can allow the energy consumers to lower their energy costs, through use of the energy normally wasted in conventional systems as losses. The useful thermal energy could be in the form of hot gases, hot liquids or steam; generally used for meeting the process and or heating requirements. When the thermal energy is required in the form of steam, industries employ steam boilers for raising the required steam at the required pressure and temperatures, suitable for the process.

Under proposed expansion project of sugar factory, 7500 TCD of cane crushing shall be done in 24 hours (i.e.) 312.50 TCH. The proposed co-gen plant is sized considering operation at 7500 TCD crushing capacity at present. The power distribution system has also been sized to meet with the power requirement at 7500 TCD crushing level. The steam and power requirement of the distillery will be supplied from the TG extractions of the new high pressure co-generation plant. Accordingly, the boiler capacity of the high pressure cogeneration plant is selected.

The proposed cogeneration power export scheme for the D.B.R.K. SSKL, Kolhapur plant, consist of a single boiler of 140 TPH capacity. The proposed system is capable of operating during the sugar off-season with bought out bagasse / biomass fuels/ cane trash etc. and the bagasse that is saved during the seasonal operation of the plant.

land available is 19.63 Ha (Existing-8.92+ Proposed-10.71). Hence the land available is adequate

even for proposed green belt development.

In additional to our green belt, the Farmers in the vicinity are also requested to supply the

treated water for their own land for crop cultivation.

PREFEASIBILITY REPORT

1.0 INTRODUCTION OF THE PROJECT

Deshbhakt Ratnappa Kumbhar Panchganga Sahakari Sakhar Karkhana Ltd. (D.B.R.K. Panchganga S.S.K.L.) leased unit of Shree Renuka Sugars Ltd. is located at Ganganagar, Ichalkaranji, Tal.: Hathkanangale, Dist. Kolhapur. The existing unit of D.B.R.K. Panchganga S.S.K. Ltd. comprises of 5000 TCD and 30 MW co-gen. The management of D.B.R.K. Panchganga SSKL has planned to go for expansion of sugar factory from 5000 TCD to 10,000 TCD (increased by 5000 TCD). The proposed expansion shall be carried out in existing premises of industrial unit. As per the provision of EIA Notification No. S. O. 1533 (E), dated 14.09.2006 and amendments there at the proposed expansion comes under Category ‘B’. As the interstate boundary comes within the 5 km study area at the shortest distance of 4.8 Km from industrial unit, the category changes from ‘B’ to ‘A’. The expansion project shall be undertaken & implemented by the management team of industry. The promoters have sound experience in the field of sugar factory and are well aware of the manufacturing processes of products to be undertaken for production. They have made thorough study of entire project planning as well as implementation schedule.

1.1 Need of the Project The Sugar industry in India is well maintained and growing at a steady pace, boasting of a consumer base of over billions of people. India is the second largest producer of sugar in the world. With more than 45 millions of sugarcane growers in the country, the bulk of rural population in India depends on this industry. One of the agro-based enterprises in India, sugar manufacturing is the second largest agricultural industry, after the textile sector. Sugar manufacturing in Maharashtra is one of the most notable sectors in the country. The pace of growth of this industry has been massive over the past few years. Most of the sugar units have by-product utilization plants, based on bagasse and molasses. Ethanol, power and paper projects have tremendous scope for development in India. Bagasse based power generation projects, installed in the premises of sugar factory, not only fulfill captive need of the industry but also make available surplus power which could be exported in the grid thereby providing value addition. 1.2 Employment Generation Potential The activities in proposed industry would improve the socio-economic status of people in the study area in terms of local labor employment and contract basis jobs. The proposed activity might provide employment opportunities to the local populace, especially in business and other services. Under proposed expansion no new workers will be appointed.

2.0 PROJECT DESCRIPTION 2.1 Location The proposed expansion project would be carried out in the existing premises of sugar factory and co-gen at Ganganagar, Ichalkaranji, Tal.: Hathkanangale, Dist. Kolhapur, Maharashtra State. The project site is located in an urban region and is about is 4 Km from Hathkanangale and 1.48 Km from Ichalkaranji (nearest habitation). Also, other features like railway station is Hathkanangale railway station at 4.42 Km and airport is 18 Km from project site. 2.2 Site Selection The selection of project site at the above-mentioned location was done in light of following considerations-

Availability of all basic facilities like raw material, water, power, man power etc. and other allied facilities.

The district has rail and road links to every destination so that procurement of raw material as well as marketing of finished product will be easier and economical.

Good communication facilities are available No national park or wildlife habitats fall within 10 Km radial distance from proposed

project site.

2.3 Alternative Site

No any alternative sites were examined as the expansion of sugar factory would be undertaken in existing sugar factory and co-gen. Site is located Taluka Hathkanagale and NOC for the same has been taken by Kabnur Grampanchayat. 2.4 The Products & Raw Materials

The products considered for manufacturing and their maximum production quantities are as under-

2.5 Investment

The capital investment of the existing sugar and co-gen unit is Rs. 210 Crores whereas the investment for sugar factory expansion would be Rs. 80.90 Crores. 2.6 Size / Magnitude of Operation D.B.R.K. Panchganga S.S.K.L. is involved in sugar factory production and electricity generation. The industry has existing 5000 TCD sugar factory and 30 MW co-gen plant. The management has planned to expand sugar factory from 5000 TCD to 10,000 TCD (increased by 5000 TCD). The industrial unit is a large scale unit.

2.7 Process Details

Sugarcane, which is used as a raw material in sugar factory, is grown in the field and harvested according to the maturity survey and date of plantation after ensuring maximum sugar content in the cane. Harvesting may be done either manually or mechanically. Thereafter, the cane is transported to the factory. Sugarcane is unloaded mechanically on cane carrier and subjected to different units like crushing mills, raw juice extraction & its processing, weighment of the juice, juice heater, clarifier, evaporator, pan boiling, crystallizer and ultimately centrifuge to obtain final product. The bagasse produced from the sugar factory is utilized as a fuel in the boiler. In the boiler saturated steam is produced, this steam is used for moving the power turbines to generate power and generated power is given to the grid.

2.8 Resource Optimization/Recycling and Reuse All the manufacturing units in D.B.R.K. Panchganga S.S.K.L. have been designed in versatile fashion by adopting latest process techniques as well as with state-of-the art machinery. The effluent from existing as well as proposed activities is treated in ETP provided in the existing sugar factory unit. The entire treated effluent quantity is used for gardening in own industrial premises and the sludge is used as manure. This same method of disposal would be continued in the proposed sugar factory expansion project. 2.9 Input Requirements and Infrastructure Facilities including Power Sources Water

The total water requirement for existing and proposed expansion project would be 2280 CMD. The same would be cane condensate water. No any fresh water will be required for expansion of 10,000 TCD crushing. Initial fresh water requirement before the start of crushing season would be 22,400 CMD. The domestic water requirement is 50 CMD for industrial workers. The fresh water is taken from Panchganga river. Refer additional attachment for water budget of existing & expansion activities and water lifting permission letter.

Fuel

Under the existing sugar and co-gen unit, a boiler of 140 TPH and two D.G. Sets of capacities 1010 KVA each is installed. Bagasse to the tune of 1526.4 MT/day is used as fuel for boiler for generating steam required for co-gen, sugar factory operations. No boiler shall be installed under expansion unit. Diesel to the tune of 200 Lit/Hr. is used as fuel for D.G. Sets. Power

The power required for sugar operation and construction work would be taken from existing D.G. sets. Manpower

Under the existing project, there are total 637 workers out of which, 116 skilled workers and 521 unskilled workers. No new employees will be employed under proposed expansion project.

2.10 Environmental Aspects under the Project

A) The Effluents

i) Domestic Effluent-

The domestic effluent generated under existing sugar and co-gen unit is 45 M3/Day. The domestic effluent of existing unit is treated in septic tanks followed by soak pits. After expansion, the domestic effluent of existing and proposed sugar and co-gen unit would be treated separately in proposed STP to be provided on site.

ii) Industrial Effluents- a) Sugar and co-gen unit

The trade effluent generated from existing and expansion activities shall be treated in existing ETP. The existing ETP comprises of primary, secondary treatment unit operations viz. oil skimmer, anaerobic tanks, aeration tank, Sec.clarifier, pressure sand filter, activated carbon filter, treated water sump and sludge drying beds. Refer additional attachment for ETP drawing.

B) The Emissions The steam required for the existing sugar, co-gen is taken from co-gen boiler of 140 TPH capacity. No new boiler shall be installed under proposed sugar factory expansion. ESP is installed as APC equipment for existing boilers.

From the combustion of fossil fuel like diesel and bagasse gases like SO2, NOX, SPM shall be emitted. From the sugar manufacturing operations as well as co-gen plant there would be no any process emissions. Thus, no any problems to the surrounding area would be created due to the Air Pollution aspect.

C) Noise Pollution Aspect

The source of noise generation would be the cane carrier, mills, pumps, compressors, and boiler house as well as stand by D.G. Set. Trucks will be used for transportation of

sugarcane and raw material as well as finished product. Noise generated from transportation is a fleeting source.

Two D.G. Sets having a capacity 1010 KVA is installed on site. However, this would not be the continuous source. Only in case of electricity failure, D.G. Sets would be operated. Additionally, D.G. Set shall be enclosed in a separate canopy to reduce the noise levels.

3.0 SITE ANALYSIS

3.1 Connectivity:

The proposed expansion activity is scheduled to commence at existing site at Ganganagar, Ichalkaranji, Tal.: Hathkanangale, Dist. Kolhapur, Maharashtra. The site is 4.42 Km from Hathkanangale and 1.48 Km from Ichalkaranji (nearest habitation). Also, other features like railway station is Hathkanangale railway station at 4.42 Km and airport (Kolhapur) is 18 Km from project site. 3.2 Land Form, Land Use and Ownership:

The premises have a gentle terrain and no prime agricultural land is sacrificed. The project proponent has taken No Objection Certificate (NOC) from the Grampanchayat Kabnur. The land for proposed project is solely owned by the project proponents. 3.3 Existing Land Use Pattern: The existing land use pattern of the Hathkanangale area is taken from Census Book of 2011; it has total geographical area about 55156.72 Ha.

3.4 Existing Infrastructure: The total land acquired by D.B.R.K. Panchganga S.S.K. Ltd. is 5,94,651.39 Sq.M. (59.4 Ha). For expansion activity most of infrastructure from existing unit like Admin Building, Cane Yard, Water Reservoir, Store, and Sugar Godowns etc. would be used. Some new equipments would be purchased under proposed expansion unit. 3.5 Soil Classification: Soils in the study area are identified as loamy soils.

3.6 Climate: The climate in Kolhapur district is extreme with large variations in the temperature. During summer the district experiences extreme heat while in the winter there is sudden temperature fall. The average rainfall in the district is 2000 mm. 3.7 Social Infrastructure Available:

The area is served with infrastructural facilities such as road, water and electricity supply, and telecommunication facilities. 4.0 PLANNING BRIEF 4.1 Planning Concept: The proposed expansion of sugar factory would be undertaken in existing manufacturing set-up with certain fine tuning in the set-up. Thereat, most of existing infrastructure like Admin Building, Common Utility, Canteen, Mill House, and Evaporator House shall be used. Further, treatment of the effluent from existing and expansion activities is done in the existing ETP. ESP in the form of APC equipment is installed for control of stack emissions. 4.2 Population Projection: The proposed project comes under Tal.: Hathkanangale, Dist.: Kolhapur. The population of the Hathkanangale is 4,07,228 according to census 2011. Out of which, the male population is 2,10, 277 whereas the female population is 1,96,951. 5.0 PROPOSED INFRASTRUCTURE

5.1 Industrial Area:

The total land acquired by D.B.R.K. Panchganga S.S.K. Ltd. is 59.4 Ha. For expansion activity most of infrastructure from existing unit like admin building, cane yard, water reservoir, store, and sugar godowns etc. would be used. The equipments which will purchased under 10,000 TCD expansion of sugar factory is attached in additional attachment. 5.2 Greenbelt Total land acquired by the industry for Sugar and Co-gen unit is about 59.4 Ha. Out of this, existing green belt is to the tune of 8.9 Ha. (15 % of total plot area) and proposed green belt area is 10.7 Ha (18 % of total plot area). 5.3 Social Infrastructure:

Amenities like education, medical, water supply, communication, road network, electricity etc. are available in the project area.

5.4 Connectivity:

The proposed project site is well connected by roads, rail and airport facilities. The National Highway No. 204 (NH-204) is at 4.78 Km. The Hathkanangale railway station is at 4.42 Km and Kolhapur airport is at 18 Km form proposed project site. 5.5 Drinking Water Management: For the proposed expansion of Sugar manufacturing unit fresh water for processing as well as domestic purpose would be sourced from Panchganga river.

5.6 Sewerage System: The domestic effluent under existing sugar and cogen unit is treated in septic tanks followed by soak pits. After expansion, sewage would be treated separately in proposed sewage treatment plant. 5.7 Industrial Waste Management: Industrial Effluent – The industrial effluent is treated in a full fledged ETP provided on

site.

Emissions – The emissions are from existing cogeneration boilers. ESP is installed as Air Pollution Control (APC) Equipment.

Hazardous Waste – The hazardous waste generated from the existing and proposed expansion activities of sugar and co-gen unit is spent oil and residue oil. The spent oil @ 2.5 MT/Yr. and residue oil @ 2.5 MT/Yr. is generated under existing unit. Under expansion unit spent oil @ 2.5 MT/Yr. and residue oil @ 2.5 MT/Yr. would be generated. The hazardous waste generated under existing as well as expansion of sugar factory will be reused in own boiler.

Solid Waste - Under expansion of sugar factory, solid waste would be generated in the form of ETP sludge @ 1 MT/Yr. Under existing unit, solid wastes i.e. boiler ash @ 21.6 MT/Day and ETP sludge @ 2.5 MT/Yr. is generated. Boiler ash is either sold to brick manufacturers/ farmers. ETP sludge is used as manure for plantation.

5.8 Solid Waste Management Under expansion of sugar factory, solid waste would be generated in the form of ETP sludge @ 1 MT/Yr. Under existing unit, solid wastes i.e. boiler ash @ 21.6 MT/Day and ETP sludge @ 2.5 MT/Yr. is generated. Boiler ash is either sold to brick manufacturers/farmers. ETP sludge is used as manure. 5.9 Power Requirement & Supply/Source:

Electricity required for manufacturing operations shall be met from in-house cogen boiler. 6.0 REHABILITATION & RESETTLEMENT (R&R) PLAN The expansion of sugar factory would be implemented in the existing sugar unit; there are no rehabilitation and resettlement issues involved. 7.0 PROJECT SCHEDULE & COST ESTIMATES 7.1 Date of Start: No major construction would be done, since most of infrastructure would be used from existing units like Admin Building, Common Utility, Canteen, Mill House. Some new equipments would be purchased under expansion unit. The crushing at 10,000 TCD in sugar factory would be initiated only after procurement of Environmental Clearance. 7.2 Estimated Project Cost: The capital investment of the existing sugar and co-gen unit is Rs. 210 Crores whereas the investment for sugar factory expansion would be Rs. 80.90 Crores.

8.0 ANALYSIS OF PROPOSAL The proposed expansion activity would be implemented in the existing sugar factory

premises which support adequate equipments, allied infrastructure, water and electricity.

Fresh water use will be minimized, as the condensate water will be available from cane juice evaporation. Primary, Secondary treatment units provided in the existing ETP on site.

The air pollution potential of the project is mitigated by installing ‘Electrostatic Precipitator (ESP)’ as Air Pollution Control (APC) equipment in addition to stack

Captive use of hazardous and solid waste generated. Provision of fire fighting system and fire hydrant system. Direct and indirect employment opportunities would be extended to the nearby

residents. Fire protection and safety measures would be provided to take care of fire and

explosion hazard. The proposed expansion project would be implemented by adopting latest

technologies and equipments thereby minimizing the pollution load in Environment.

Proposed Terms of Reference for EIA studies

1. Introduction

Deshbhakt Ratnappa Kumbhar Panchganga Sahakari Sakhar Karkhana Ltd. (D.B.R.K. Panchganga S.S.K. Ltd.) leased unit of Shree Renuka Sugars Ltd. is located at Ganganagar, Ichalkaranji, Tal.: Hathkanangale, Dist. Kolhapur. The existing unit of D.B.R.K. Panchganga S.S.K. Ltd. comprises of 5000 TCD and 30 MW co-gen. The management of D.B.R.K. Panchganga S.S.K. Ltd. has planned to go for expansion of sugar factory from 5000 TCD to 10,000 TCD (increased by 5000 TCD). The proposed expansion shall be carried out in existing premises of industrial unit. As per the provision of EIA Notification No. S.O. 1533 (E), dated 14.09.2006 and amendments there at the proposed expansion comes under Category ‘B’. As the interstate boundary comes within the 5 km study area at a shortest distance of 4.8 Km from industrial unit, the category changes from ‘B’ to ‘A’.

2. Description of Project Site

Site selection for setting up a project is governed by some criteria which includes certain conditions. The same are proximity to sources, proximity to end users, and availability of infrastructure like land free of encumbrance, railway, road, power, water and manpower. The proposed expansion site is well be connected by roads. The site is 4.42 Km from Hathkanangale and 1.48 Km from Ichalkaranji (nearest habitation). Also, other features like railway station is Hathkanangale railway station at 4.42 Km and airport is 18 Km from project site. A land of 59.4 Ha is earmarked by D.B.R.K. Panchganga S.S.K.L. for the existing and proposed expansion project. Adequate greenbelt would be provided as buffer to avoid the influence of the proposed project in nearby surrounding area. Water for the industrial activities of sugar factory, and co-gen is taken from the Panchganga river which is 6 Km from project site.

3. Proposed Terms of Reference

The purpose of Environmental Impact Assessment (EIA) is to determine as precisely as possible, within the present limits of knowledge and expertise, the likely environmental impacts of the proposed project. The objective would be to maintain a clean unit whose waste, if any, can be recycled/ reused to the maximum extent feasible. Feasibility of reuse and disposal of liquid and solid wastes generated from the project would be explored.

The Terms of Reference proposed for this EIA is as follows:

A. Project Description

• Summary of the project, project cost, project site location along with site map and details w.r.t. various Industries in area.

• Details w.r.t. promoters involved in the proposed project, their experience and expertise.

• The project would be coming up in grampanchayat on plots allocated through proper administrative procedure.

• Purpose and need of the project. • List of products and raw material required. • Details of manufacturing process. • Plot layout plan along with detailed area break-up. • End use of the products to be manufactured.

B. Description of the Environmental and Baseline Data Collection

• An area of 10 km radius around the project site at centre would be chosen as study area.

• Baseline environmental quality within 10 km radius of the project site would be assessed based on secondary data collected from various sources supplemented by data generated at site. Baseline data would be generated by considering the following environmental components:

i) Land Environment:

Information on ecologically sensitive locations within the study area would be collected through field visits (Archaeological Monuments, Monuments of Cultural and Historical importance, Drinking Water sources, Water bodies, Places of Scenic Beauty, Biosphere reserves, National Park, Wildlife Sanctuaries, Migratory Corridors, Defense Installation and other Ecologically Sensitive Areas). Land use pattern of the area / block to be collected from revenue records. Various physiographic landforms as per Survey of India (SOI) map and satellite images would be provided.

ii) Meteorology:

Meteorological data for Wind Speed, Wind Direction, Relative Humidity and Ambient Temperature would be generated close to the site. Readings would be noted on hourly basis for one season. Historical met data from IMD would be obtained to assess the climatic trend.

iii) Ambient Air:

AAQ data of the study area would be generated by following the guidelines for ambient air quality monitoring by CPCB. The monitoring locations would be selected based on historical wind speed and direction data obtained from IMD and screen modeling. In accordance with various sources of Air Pollution, the Ambient Air Quality with respect to the study zone of 10 Km radius surrounding proposed site would be monitored. The ambient air quality would be monitored for Six Stations (Proposed Site, Upwind- One Location & Downwind –Two Locations, Cross Wind- One Location, Nearest habitation- One Location) in the study area for Parameters viz. PM10, PM2.5, SO2, NOx, & CO.

iv) Ambient Noise:

A preliminary reconnaissance survey would be undertaken to identify the major noise generating sources in the area. Noise generating sources would be identified with respect to the activities, viz. industrial noise and ambient noise due to industries and traffic, which have impact on sensitive areas. Also, the noise levels within the industrial premises (indoor) will be studied. For noise level monitoring, 8 locations in the study area would be selected. The study area of 10 Km radius with reference to proposed plant site would be covered for noise environment. The four zones viz. Residential, Commercial, Industrial, and Silence Zones would be considered for noise monitoring. Some of the major arterial roads would be covered to assess the noise due to traffic. Noise monitoring would be undertaken for 24 hours at each location.

• Assessment of background noise levels. • Identification and monitoring the major noise sources of the existing activity. • Impact of noise on the workers as well as on general population.

v) Water Quality:

Surface and Groundwater sampling location within the study area would be identified based on Drainage Pattern, Water Utilization and location of Bore Wells/Dug wells.

Also, reconnaissance survey would be undertaken and monitoring locations would be finalized based on, • Topomaps to identify major water bodies. • Likely areas which represent baseline conditions.

Parameters recommended by CPCB / IS 10500 would be analyzed following the standard methods (APHA Procedure). Sampling would be done once during the study period. Four locations for surface water monitoring while the four locations would be considered for ground water monitoring would be selected from study area.

vi) Soil:

Soil samples would be collected from agriculture fields that are likely to be impacted from the project related air emissions, land disposal of wastewater and solid wastes. Soil quality analysis would be done for parameters like texture, moisture, organic matter, conductivity, pH, bulk density, water holding capacity and NPK values. Infiltration rate of soil samples collected from the dump yard site would be estimated. Sampling would be done once during the study period.

For studying soil profile of the region, four locations would be selected to assess the existing soil conditions in and around the project area representing various land use conditions.

vii) Flora and Fauna:

The listing of flora and fauna would be carried out by referring to the published documents of Forest / Wildlife Department and observations recorded by the Scientists during the field visits.

C. Socio – Economic Data

Baseline information would be gathered and compiled from secondary sources. These include Taluka Office, Collectorate, District Statistics Handbook (Census), Population Distribution, Occupational Pattern, Agriculture and Cropping Pattern, Educational Facility, Health Care Facilities, Literacy Rate, Infrastructure Facility, etc. would be collected. The demographic data would be compiled from the District Census Hand Book, 2011 for district Kolhapur. Also, visit to nearby villages and survey would be conducted through questionnaire and personal interaction.

D. Impacts Identification and Mitigation Measures

• Quantification of air pollution load from the proposed project would be done. Potential environmental impacts would be assessed qualitatively and quantitatively. In case the ambient air quality of the surrounding area is predicted to be critical then additional strategies would be suggested as air pollution mitigation measures. As well as for the water, soil, noise pollution and control of fugitive emissions proper mitigation measures would be suggested.

• Availability of water and impact on other users on account of water drawl for the proposed plant would be assessed using historical flow data of stream. Permission from competent authority to draw the required quantity of water would be obtained. 100% wastewater treatment and reuse option of the treated wastewater would be explored. Strategies would be suggested to ensure that the wastewater does not contaminate the environment.

• In the proposed expansion project, solid waste generated during the entire process would be in the form of sludge from wastewater. The boiler ash under existing unit is

used in composting or sold to brick manufacturers or landfill. The sludge from wastewater would be used as manure under existing and expansion process.

• Environmental Management Plan

As a part of the EMP, it is essential to formulate an Environmental Management Cell (EMC). The D.B.R.K. Panchganga S.S.K. Ltd. is already having a cell functioning under its existing sugar factory and co-gen projects. The cell works under Managing Director of the Industry and is responsible persons from certain departments have been taken as members. The EMC is responsible for all the activities and actions as well as outputs and management of entire infrastructure provided for control and abatement of pollution in the project complex. Further, the cell is also active in protecting state of environment in the study area around existing campus. Various programs and tasks towards conservation, awareness, promotion, review etc. are undertaken and implemented through the existing environmental management cell of the industry. Further, the EMC will be adequately expanded by incorporation of certain new members since the work load on existing ones is going to be increased substantially subsequent to commissioning of expansion projects.

• Reduction of adverse environmental impacts

� Improvement of environmental quality of the surrounding area � Waste minimization, reuse and resource recovery � Waste segregation to make the treatment and disposal cost-effective � Establish proper monitoring mechanism with adequate infrastructure

E. Risk Assessment

Risk assessment study is undertaken and disaster management plan is prepared to tackle any accident that may occur due to the proposed activity. Potential hazards that may arise out of storage/transportation of hazardous chemicals/materials or due to operation of various processes would be systematically identified using standard hazard identification procedures. Maximum credible accident scenarios would be considered for consequence analysis.

F. Occupational Health and Safety Programme for the Project

Based on standard procedures prescribed by the National Safety Council and provisions mentioned in the Factories Act, Occupational Health and Safety aspects of the project are identified and the same would be implemented under proposed expansion project.

G. Information on Rain Water Harvesting

Rainwater harvesting strategies within the project premises are adopted as measure to augment the available groundwater resources of the area / block.

H. Green Belt Development Plan

Total land acquired for Sugar Factory & Co-gen is 594651.39 Sq.M. The existing green belt area is 89197.7 Sq.M. (15 % of total plot), and proposed green belt area is 107037.25 Sq.M. (18 % of total plot)
