Health expenditure
Globally in 2006, expenditure on health was about 8.7% o gross domestic product, with the highest level in the Americas at 12.8% and the lowest in the South-East Asia Region at 3.4%. Tis translates to about US$ 716 per capitaon the average but there is tremendous variation ranging rom a very low US$ 31 per capita in the South-East AsiaRegion to a high o US$ 2636 per capita in the Americas.
Te share o government in health spending varies rom 76% in Europe to 34% in South-East Asia. Wheregovernment expenditure in health is low, the shortall is made up in low-income countries by private spending, about85% o which is out o pocket. Tis means that payment is made at the point o accessing health services. Suchpayment does not allow or pooling o risks and leads to a high probability o catastrophic payments that can result inpoverty or the household.
External resources are becoming a major source o health unding in low-income countries. From a share o 12%o total health expenditure in 2000, external resources represented 17% o low-income country health expenditure in2006. Some low-income countries have two thirds o their total health expenditure unded by external resources. Inthese situations, predictability o aid is an important concern.
Tese data are generated rom sources that WHO has been collecting or over 10 years. Te most comprehensiveand consistent data on health nancing are generated rom national health accounts that collect expenditureinormation within an internationally recognized ramework. National health accounts trace the nancing as it fowsrom sources which provide the unds to agents who decide on the use o the unds to providers and beneciaries o health services. Not all countries have or update national health accounts and, in these instances, data are obtained
through technical contacts in country or rom publicly available documents and reports. Missing values are estimatedusing various accounting techniques depending on the data available or each country. WHO sends all such estimatesto the respective ministries o health every year or validation.
