Summary
As part of the Autumn Budget 2018, the government committed to piloting a
register of empty commercial properties and supporting communities to make
use of empty properties as part of broader plans for the regeneration of their
high streets and town centres. Connected Places Catapult is seeking partners
to develop a bid to MHCLG to develop a pilot empty commercial property
register.
It is our assumption that this will involve an initial discovery phase, followed by
an alpha phase. Although there is some data available about empty
commercial properties, most of this is not open or accessible to the users that
MHCLG wishes to target. It is our aim to be able to trial a register that will
overcome these issues and make use of new technology and software.
Partners Capabilities Sought
Connected Places Catapult has significant experience in understanding the
opportunities for making use of a register that are very relevant to this
proposal but is seeking other partners to complement our capabilities, in
particular a lead partner who has the capability to take the resulting product
to market.
We are seeking partners that have the capability to understand data,
databases and analytics within the planning system and have the
infrastructure to take any Alpha product resulting from the discovery work to
market including the following capabilities –
• Database Management
• Data Analytics
• Data and software architecture
• Software development
• Software sales and marketing

Bid Concept
Connected Places Catapult has conducted discovery research and created
speculative prototypes in several projects that look at how spatial data and
spatial data platforms can be used to give insight to different users. The
relevant projects are –
• Small Developer De-risking tool – How might we put the brownfield
register to use to create tools that de-risk planning and development?
• FuturePlan – How might we be able to gather datasets from planning
applications to measure the cumulative impact of development?
• Tombolo - the project has developed a new piece of open-source
software, called the Digital Connector. The Digital Connector is
designed to interconnect datasets and urban models, enabling urban
specialists to create models from a wide range of data sources. T
• GrowthPlanner – the working prototype uses data from utilities assets
to spatially map their capacity and model that into the future using
planning data.
We would like to find a partner with whom we can share our learning. We
would propose taking a leading role in any Discovery phase of the process,
drawing on our digital planning and city data knowledge. We would then
expect the selected partner take a leading role in the Alpha phase as the
concept moved closer to being a market-ready pilot

Registering Your Interest
Connected Places Catapult are currently seeking to partner with organisations
that are interested in the Bid concept, have the capabilities outlined above
and are interested in joining a consortium with the Connected Places
Catapult.
Connected Places Catapult are undertaking a formal process of selection for
interested organisations. All organisations interested in joining the consortia
are requested to register their interest by emailing Nathan Whittaker at
[email protected] with the following:
• Two examples of recent, previous work which demonstrates the
organisation’s capability in providing the services required within this
project. Including explanation of the work carried out and the outcome
and achievements of the project (Maximum ½ page per example)
• An explanation of your understanding of and contribution to the bid
concept (Maximum ½ page)
Submission of the above information will be considered an expression of your
organisation’s interest to join the consortia. All registrations of interest must
be submitted by email by July 4th, 2019. The submissions will be reviewed by
Connected Places Catapult based on experience, capability and suitability and
you will receive a response on the outcome of your submission by no later
than July 10th 2019.
