GENERAL INSTRUCTIONS :

1.01 Before applying for any post, the candidates should ensure that he/she fulfills all theeligibility norms. The candidates should have the requisite Educational/Technicalqualifications from recognized University/Institute as on the closing date of submission ofthe application. Those awaiting results of the final examination need not apply. RRB mayreject the applications of candidates at any stage of recruitment process in case thecandidate is not fulfilling the requisite criteria, and if appointed, such candidates are liableto be removed from service summarily.

1.02 The candidates who have been debarred for life from all RRB examinations or thecandidates who have been debarred for a specified period which is not yet completed,need not apply in response to this Employment Notice. Their candidature will be rejectedduring any stage of recruitment as and when detected.

1.03 Candidates should fill up the application in his/her own handwriting and must sign as wellas put their left hand thumb impressions at the prescribed places. Applications should befilled either in English or in Hindi. Application should be on a good quality A4 size bondpaper (80 GSM) using one side only. Newspaper cuttings should not be used as application.The candidates purchasing printed application from the market should ensure that itconforms to the prescribed format published in the Employment Notice. The candidatescan also make photocopy of the application format as given in the Employment News/Rozgar Samachar and then fill up the details. They can also download the applicationformat from the website of the RRB. The detailed employment notice has also beendisplayed on the notice board in the office of RRB. The candidates should send theirapplication sufficiently in advance before the closing date. RRB will not be responsible forany postal delay/wrong delivery at any stage of the selection process.

1.04 The candidates are required to sign in English or in Hindi in the prescribed places providedin Application Form and Information Sheet. The signatures on Application Form, Informationsheet, Answer Sheet, Question Booklet and other places should be identical. The signaturesmust be in running hand and not in block capital or disjointed letters. Signatures at the timeof application, written examination and document verification in different style or languagemay result in cancellation of candidature.

1.05 Candidates applying for more than one post should send separate application with separateIPO/DD as examination fee. One envelope should contain one application for one postonly. Candidates should however note that the RRB may hold written exam / onlineexamination for more than one category in a single session

1.06 Candidates submitting more than one application for the same category will be summarilyrejected.

1.07 Candidates should note that only the Date of Birth as recorded in the Matriculation/HighSchool Examination Certificate or an equivalent Certificate as on the date of submission ofapplications will only be accepted by the RRB.

1.08 Serving Defence Personnel likely to be released within one year of the closing date (i.e.15.12.2008) can also apply against Ex-Servicemen vacancies.

1.09 Vacancies of Ex-Servicemen and persons with disability given in the above table are notseparate but included in the total number of vacancies

1.10 The number of vacancies indicated in this Employment Notice is provisional and mayincrease or decrease or even become Nil depending upon the actual needs of the RailwayAdministration. The Administration also reserves the right to cancel the notified vacanciesat its discretion and such decision will be final and binding on all. In the event /cancellationof notified vacancies, the examination fees paid by the candidates will not be refunded.

1.11 Dates of all examinations and results are published in Employment News/Rozgar Samacharand local dailies. These are also given in the website of the Railway Recruitment Board.Call letters for written / online examinations are sent to candidates by post (Under Certificateof Posting). The candidates whose applications are rejected are also intimated throughpost along with the cause of rejection. The details of eligible as well as ineligible candidatesfor a particular post are also put on the website of the Railway Recruitment Board at leastone week prior to the written / online examination for that post. RRB will not be responsiblefor any postal delay/ wrong delivery of call letters / Rejection letters. RRB does notintimate candidates who are not selected in written/ online examination or any other test.

1.12 Selection by RRB does not confer upon candidates any right of appointment in Railway.The function of the RRB is to recommend names of suitable candidates to the ChiefPersonnel Officer of the concerned Zonal Railway / Production Unit who in turn issues theoffer of appointment letter subject to the availability of vacancies and candidates beingfound medically fit and satisfying all eligibility criteria

1.13 Selected candidates will have to undergo training wherever training is prescribed forthe post.

1.14 Emoluments on initial appointment will be minimum pay of the grade plus other allowancesadmissible at that time. During training period only stipend will be paid as applicable.Candidate may have to give security deposit and execute indemnity bond wherevernecessary.

1.15 All candidates irrespective of community may be considered against UR vacancies,however against the vacancies earmarked for specific community (SC/ST/OBC), onlycandidates belonging to that community/group will be considered. For this purpose, SC/ST/OBC candidates should furnish Caste Certificate from competent authorities as per theformats given at Annexure 3 (for SC/ST candidates) and Annexure 4 (for OBC candidates).Further, in case of OBC candidates, the certificates should specially indicate that thecandidate does not belong to the Persons/Sections (Creamy Layer) mentioned in Col.3 ofthe Schedule of the Government of India, Department of Personnel and Training O.M.No.3601 2/22/9-Estt. (SCT) dated 08.09.93 & its subsequent revision through O.M.No.36033/3/2004-Estt. (Res.) dated 09.03.2004. The OBC candidate should enclose self declarationof non-creamy layer status in the proforma as given in Annexure-5. The candidates whoindicate their community as SC or ST or OBC in their application form but do not enclose thecaste certificate in the prescribed format will not be considered as eligible to appear at theexamination.

1.16 Candidates belonging to SC/ST/OBC who fulfill required educational qualification/technicalqualifications can also apply against UR vacancies. They will, however, have to competewith the UR candidates. No age relaxation will be allowed to such SC/ST/OBC candidatesapplying against UR vacancies.

1.17 Free Second Class Railway Pass as and when admissible will be issued to the candidatesbelonging to SC/ST communities when they are called for written / online examination orAptitude Test/Skill test/document verification provided they submit valid caste certificate.

1.18 Selected male candidates who are finally appointed are liable for active service in RailwayEngineer's Unit of Territorial Army.

1.19 Female candidates are also eligible. However, it may be noted that some categoriesinvolve duties which are arduous in nature and call for working in shifts at odd hours, atroad side station also away from headquarters.

1.20 Any subsequent changes in the terms and conditions of this Employment Notice as perextant rules will stand good. RRB reserves the right to consider/incorporate anysubsequent changes/modifications/additions in the terms & conditions to recruitment underthis Employment Notice necessitated and applicable.

3. EXAMINATION FEES :

3.04 The candidates should write the Employment Notice No., Name of the post applied for,Category Number of the post and their name and postal address on the reverse side ofthe Bank Draft/Front side at the space provided in the Indian Postal Order.

3.05 Remittance of examination fees in any other form except Bank Draft/Indian Postal Orderwill not be accepted.

4. HOW TO APPLY :

4.01 The application format as per Annexure 1 & 2 should be filled up by the candidate in his/her own handwriting, with blue or black ball point pen (not in pencil, fountain pen or gelpen) dated and signed. Only international numerical i.e. 1,2,3 etc. should be used. Theapplication form should be filled up in English or in Hindi only, strictly observing all theinstructions given in this Employment Notice The candidates should affix his/her normalsignature in English or in Hindi in the application form. Applications signed in capitalletters/spaced out letters will be treated as invalid.

4.02 The candidate's Name, Address with Pin Code, Date of Birth, Father's Name and nearestRailway Station should be written legibly in English in bold capital letters, even if thecandidate fills up the application form in Hindi.

4.03 Photographs: One recent (not earlier than three months from the date of application)colour passport size photograph with clear front view of the candidate without cap andsunglasses should be pasted on the application form in the space provided. Xerox copyof photographs is not permitted. The candidates should sign in the space provided in thebox below the photograph. One identical extra colour passport size photograph shouldbe enclosed with the application, indicating candidate's name and category number onthe reverse of the photograph. Candidates may note that the RRB may reject at anystage for pasting old/unclear photograph on the application or for any significant variationsbetween photograph pasted in the application and the actual physical appearance of thecandidate.

4.04 Marks of Identification : In item No.8 of application form, the candidates should indicateany clear visible marks of identification on their body like a mole on the nose, cut-mark onthe forehead in the left side or a scar mark below the left arm, etc. The application form

4.05 Declaration : The candidate should copy the paragraph at item No. 13 of the informationsheet in English/Hindi in their own running handwriting (not in capital/spaced out letters),otherwise their applications will be rejected.

4.06 Thumb Impression : The candidate should put their Left Hand Thumb impression at thedesignated places in the Application Form and in the Information Sheet. The Thumbimpressions must be clear and complete. Ridges of the Thumb impressions must be clearlyvisible.

4.07 Applications which are illegible, incomplete, unsigned, signed in capital letters, not inprescribed format, without photo of candidate, not having IPO/DD or having IPO/DDpurchased before date of issue of and after closing date of Employment Notice areliable to be rejected.

4.08 The envelope containing the application should be clearly super-scribed "Application forthe Post of _________________________Category No.__________ Employment NoticeNo________________ & Community (SC/ST/OBC/PWD/Ex-SM)". If the post and categorynumber is not indicated on the top of the envelope containing application, the same will notbe entertained.

5. ENCLOSURES :

The following enclosures as applicable to each individual candidate should be firmlystitched along with the application in the given order:

6. INVALID APPLICATIONS:

Candidates are requested to read all instructions thoroughly before sending their applicationsto the RRB. Otherwise, their applications are likely to be rejected on one or more of thefollowing reasons. In case the application is rejected, the candidate will be intimated bypost regarding the reason of rejection.

7. RECRUITMENT PROCESS :

7.01 The selection is made strictly as per merit, on the basis of written / online examination. Inaddition, Aptitude/Skill Test/Interview etc. may also be conducted wherever applicable.Short listed candidates will be called for verification of the original documents according tomerit, availability of vacancies and reservation rules.

7.02 There shall be negative marking in written/online examinations and marks shall be deductedfor each wrong answer @1/3 of the allotted marks for each question.

7.03 The syllabus for the written / online examination will be generally in conformity with theeducational standards and/or technical qualifications prescribed for the posts. TheQuestions will be of objective type with multiple answers and likely to include questionspertaining to General Knowledge, General English / General Hindi, General Arithmetic,Analytical and Quantitative Skills and those subjects covered as part of minimumeducational/technical qualifications for the post. The question paper will be bilinguali.e. in English and Hindi and the duration of the examination will be 1 ½ to 2 hours withapproximately 100 to 150 questions.

7.04 The Railway Recruitment Board, at its discretion may hold additional written test(s) and/orinterview/skill test if considered necessary for all or for a limited number of candidates asmay be deemed fit by Railway Recruitment Board.

7.05 The date, time and venue of the written /online examination and Aptitude/Skill Test/ Interviewwill be fixed by the RRB and will be intimated to the eligible candidates in due course.Request for postponement of the examination/skill test/interview and change of center/venue will not be entertained under any circumstances.

7.06 Stages of examination are given against each post. Based on the performance ofcandidates in the examination, the candidates equal to the number of vacancies will becalled for document verification in the main list. In addition 30% extra candidates arealso called as standby candidates and they are considered for empanelment only ifthere is shortfall in empanelment from the main list. During document verification, thecandidates will have to produce their original certificates. No additional time will begiven and the candidature of the candidates not producing their original certificates onthe date of verification is liable to be forfeited.

7.07 The appointment of selected candidates is subject to their passing requisite MedicalFitness Test to be conducted by the Railway Administration, final verification of educationaland community certificate and verification of antecedent/character of the candidates.

8. MEDICAL FITNESS TEST :

The candidates recommended for appointment will have to pass requisite medical fitnesstest(s) conducted by the Railway Administration to ensure that the candidates are medically fitto carry out the duties connected with the post. Visual Acuity Standard is one of the importantcriteria of medical fitness of railway staff. The medical requirements against different medicalstandards for different categories are outlined below:

A-1 Physically fit in all respects. Visual Standards -Distance Vision: 6/6, 6/6 withoutglasses. Near Vision: Sn: 0.6,0.6 without glasses (must clear fogging test) and mustpass test for Colour Vision, Binocular Vision, Field of Vision & Night Vision.

9. EX-SERVICEMEN CANDIDATES :

This employment notice contains some vacancies reserved for ex-servicemen irrespective oftheir community. However, ex-servicemen may also apply against other vacancies notearmarked for them for which they will be granted age relaxation and fee exemption asindicated in paras 2.03 & 3.01 respectively.9.01 The term Ex-Servicemen means a person who has served in any rank (whether as a

Combatant or non-Combatant) in the regular Army, Navy or Air Force of the IndianUnion but does not include a person who has served in the Defence Security Corps.,the General Reserve Engineering Force, the Lok Sahayak Sena and the Para MilitaryForces; and

(a) Pension holders for continuous embodied service (b) Pensions with disabilities attributableto military service and (c) Gallantry award winner.

9.06 For vacancies reserved for Ex-servicemen, an Ex-serviceman with 15 years activeservice in the armed forces with matriculation will be considered eligible to apply for theposts for which the minimum qualification is an University Degree provided the relevantcertificate issued by the military authority is attached with the application.

EXPLANATION :

The persons serving in the Armed Forces of the Union, who on retirement from service wouldcome under the category of Ex-Servicemen may be permitted to apply for re-employment oneyear before the completion of the specific terms of engagement and avail themselves of allconcessions available to Ex-Servicemen but shall not be permitted to leave the uniform untilthey complete the specific terms of engagement in the Armed Forces of the Union. Ex-Servicemencandidates who have already secured employment under Central Government in Group 'C'/'D'will be permitted the benefit of age relaxation as prescribed for Ex-Servicemen for securinganother employment in a higher grade or cadre in Group 'C'/'D' under Central Government.However, such candidates will not be considered against the vacancies reserved for Ex-Servicemen in the Central Govt. jobs.9.07 Ex-Servicemen are required to clearly indicate all required particulars including community

in the application form and enclose all documentary proof including Community Certificatesin the prescribed format, as required.

10. PERSONS WITH DISABILITIES (PWD) :

10.01 The suitability of a post for persons with disability has been indicated against eachpost. In case of some posts, certain vacancies are specifically reserved for them.However, they may also apply as normal candidates against the vacancies earmarkedfor their respective community i.e. UR/SC/ST/OBC, for those posts which have beenidentified suitable for persons with disabilities even if no separate vacancies areearmarked for them.

10.02 Concessions : i) Persons with disabilities are exempted from payment of examinationfees irrespective of the fact whether the post is reserved or identified as suitable forPWDs. ii) Relaxation of 10 years in upper age limit - applicable irrespective of the factwhether the post is reserved or not, provided the post is identified as suitable for PWDs.In addition, the candidates belonging to OBC and SC/ST are eligible for normal relaxationof 3 and 5 years respectively.

10.03 Definitions of Disabilities : Definitions of categories of disabilities for the purpose ofrecruitment are given below:

(a) Blindness : 'Blindness' refers to a condition where a person suffers from any of thefollowing conditions, namely: (i) total absence of sight; or (ii) visual acuity not exceeding6/60 or 20/200 (snellen) in the better eye with correcting lense; (iii) limitation of the fieldof vision subtending an angle of 20 degrees or worse; (b) Low vision: "Person with lowvision" means a person with impairment of visual functioning even after treatment orstandard refractive correction but who uses or is potentially capable of using vision forthe planning or execution of a task with appropriate assistive device. (c) Hearingimpairment: "Hearing Impairment" means loss of sixty decibels or more in the better earin the conversational range of frequencies. (d) Locomotor disability: "Locomotor disability"means disability of the bones, joints or muscles leading to substantial restriction of themovement of the limbs or any form of cerebral palsy. (e) Cerebral Palsy: "Cerebral Palsy"means a group of non-progressive conditions of a person characterized by abnormalmotor control posture resulting from brain insult or injuries occurring in the pre-natal,

peri-natal or infant period of development (f) All the case of orthopaedically handicappedpersons would be covered under the category of "Locomotor disability or cerebral palsy."

10.04DEGREE OF DISABILITY FOR RESERVATION : Only such persons would be eligible forreservation in services/posts who suffer from not less than 40 per cent of relevantdisability. A person who wants to avail the benefit of reservation will have to submit aDisability Certificate issued by a competent authority as given in Annexure-7.

10.05COMPETENT AUTHORITY TO ISSUE DISABILITY CERTIFICATE: The competentauthority to issue Disability Certificate shall be a Medical Board duly constituted by theCentral or a State Government. The Central/State Government may constitute MedicalBoard(s) consisting of at least three members out of which at least one shall be aspecialist in the particular field for assessing locomotor/cerebral/visual/hearingdisability, as the case may be.

10.06Visually Handicapped candidates/those candidates whose writing speed is affected byCerebral Palsy can avail the assistance of SCRIBE for writing answers on their behalf.For engaging the SCRIBE, the candidate will have to suitably inform the RRB in advanceas per Annexure-8. The engagement of SCRIBE will be subject to the following conditions:(a) The candidates will have to arrange their own SCRIBES at their own cost during theexamination. Separate Admit Cards will be issued to the SCRIBES accompanying theVisually Handicapped candidates. Admit cards should contain the particulars andphotograph of the SCRIBE duly signed by him/her. (b) The academic qualification of theSCRIBE should be one grade below the qualification prescribed for the post for whichrecruitment is being made. (c) The SCRIBE can be from any academic discipline differentfrom that of the candidate. He/She should not have secured more than 60% marks in thequalification mentioned at (b) above. (d) The candidates as well as the SCRIBE will haveto give a suitable undertaking (Annexure-8) along with the application conforming that theSCRIBE fulfills all the stipulated eligibility criteria for a SCRIBE as mentioned above. Incase it transpires later that he/she did not fulfill any of the laid down eligibility criteria orthere has been suppression of material facts, the candidature of the applicant will standcancelled irrespective of the result of the examination. The Visually Handicapped candidateshall be responsible for any misconduct on the part of the scribe brought by him/her. Theundertaking, as given in the Annexure-8, should be submitted by the Visually Handicappedcandidates/candidates whose writing speed is affected by Cerebral Palsy, along withhis/her application.

10.07All one eyed candidates and VH candidates whose visual degree of disability is less than40% shall not be considered as Visually Handicapped persons and the provision forengaging SCRIBE shall not be applicable to them.

10.08All selected candidates will be subjected to medical examination by Railway MedicalAuthority at the time of appointment and only those conforming to the medical standardsas laid down in the Indian Railway Medical Manual and other extant provisions, as thecase may be, will be eligible for appointment. Selection does not imply appointment inRailways.

11. SERVING EMPLOYEES :

Candidates serving in any Government Department or Public Sector Undertaking includingRailways should apply through proper channel or should apply directly to the RRB, with NOOBJECTION CERTIFICATE from the employer to avoid delay. The last date of receipt of applicationsin the office of Railway Recruitment Board will not be extended on account of any delay intransmitting the application by the concerned office. Advance copy of the application withoutno objection certificate will not be entertained. Applications received after closing date and timewill also not be accepted.

12. ONLINE REGISTRATION / ONLINE EXAMINATION :

12.01Candidates have the option to fill up their application online i.e. for online registration. Forthis, they should visit the website of the RRB and fill up their detail Bio-data in theapplication format & information sheet given on the website. The candidate should take aprint of filled in Application Form and Information Sheet, paste their passport size colourphotograph, put their signature and left hand thumb impressions at the relevant placesand send it to the RRB along with the examination fees (wherever applicable), copy ofdate of birth certificate, educational and/0r professional qualification certificate, Medicalcertificate for candidates for the posts of ASM/ALP/Motorman, SC/ST/OBC certificate,self declaration for OBC as given in Annexure 5, discharge certificate in case of Ex-Servicemen and disability certificate in case of persons with disabilities. In case theabove mentioned printed copy of on-line application along with necessary annexure doesnot reach the RRB within the closing date, the online registration will become invalid.

12.02The RRB may conduct computerized online examination for all or any of the categories of

posts mentioned in this Employment Notice for which the candidates should haveknowledge of computer-operation. In such cases, the detailed instructions for onlineexamination will be sent to the candidates along with their call letters.

13. MISCELLANEOUS :

13.01The entire employment notice along with all Annexure will also be available on the websiteof RRB. Candidates can print the application forms and information sheets along withannexure and use for sending applications to RRB.

13.02All Enclosures should be either in English or in Hindi only. Where certificates are not inEnglish/Hindi, self attested translated version (In Hindi/English) should be enclosed. Theapplications without the requisite enclosures will be rejected. Any of the above enclosuressent separately will not be entertained.

13.03RRB may hold written / online examination anywhere in the country. The Centers allottedby RRB will be final and binding.

13.04RRB reserves the right to conduct additional written/online examination/typing skill test/interview/ document verification at any stage. RRB also reserves the right to cancel partor whole of any recruitment process at any stage for any of the categories notified in thisEmployment Notice without assigning any reason thereof.

13.05The decision of RRB in all matters relating to eligibility, acceptance or rejection of theapplications, issue of free Rail Passes, penalty for false information, mode of selection,conduct of written/online examination and interview, Skill/Aptitude test, allotment ofexamination center, selection, allotment of posts to selected candidates etc will be finaland binding on the candidates and no enquiry or correspondence will be entertained bythe Railway Recruitment Board in this regard.

13.06Candidates finally selected are liable to be posted anywhere on Indian Railways, ifrequired.

13.07The Railway Recruitment Board is not responsible for any inadvertent error.13.08Any legal issues arising out of this Employment Notice shall fall within the legal jurisdiction

of Central Administrative Tribunal, Patna Bench, Patna.

14. IMPERSONATION / SUPPRESSION OF FACTS :

14.01No Candidate should attempt impersonation or take the help of any impersonator at anystage of the selection process. Otherwise the candidates will be debarred for life fromappearing at all RRB examinations as well as from any appointment in Railways, inaddition, legal action will be taken against such candidates.

14.02Any material suppression of facts or submitting forge certificate/caste certificate by acandidate for securing eligibility and/or obtaining privileges including free travel forappearing at the examination shall lead to rejection of his/her candidature for the particularrecruitment for which he/she has applied. Further, he/she will also be debarred from allexaminations conducted by all RRBs all over the country for a period of 2 years and legalaction can be initiated, if warranted.

14.03A candidate will be debarred from examinations of all RRBs for a specified period/lifetime if (i) the candidate submits multiple applications for the same post and category; (ii)the candidate submits multiple applications with different community for the same post &category; (iii) the candidate submits multiple applications with different photo (face) forsame post & category and (iv) the candidate submits multiple applications with differentdocuments for the same post & category.
