O R G A N I Z A T I O N A L P R O F I L E The Regional District of Nanaimo is seeking a permanent full-time Project
Engineer for the Water Services department.
The Regional District of Nanaimo (RDN) is one of 27 regional districts in the
Province of British Columbia. Regional Districts across the Province strive to
ensure all provincial residents have an effective form of local government,
while also representing municipal residents on regional issues. The RDN
provides regional governance and services to the municipalities of Nanaimo,
Lantzville, Parksville, and Qualicum Beach, as well as seven unincorporated
Electoral Areas. Established in 1967, the RDN is British Columbia’s fifth most
populous Regional District, and home to more than 155,000 people.
A B O U T T H E R O L E The successful candidate will be self-motivated and innovative with the ability
to develop and manage capital projects. This department manages 9
community water systems, 6 sewer collection systems, 5 streetlighting
systems, and 2 stormwater detention ponds. Duties include project
development and execution, project budget management, consultant
supervision, and construction management. This position reviews and
approves development permits that relate directly to the RDN’s provision of utility services and reviews all development proposal referrals on behalf of Water Services.
Q U A L I F I C A T I O N S Registration as a P.Eng with Engineers and Geoscientists of British Columbia,
preferably as a Civil Engineer. Five years of related experience in design,
construction, and project management, preferably related to water and sewer
infrastructure. Other disciplines and areas of experience will be considered.
Operating and/or maintenance experience related to water supply, treatment,
or distribution would be considered assets for this position.

JOB DESCRIPTION
Project Engineer Water Services
REPORTS TO: Manager, Water Services
SUBORDINATE POSITIONS: none
POSITION SUMMARY:
Responsible for managing the development, planning, and execution of capital projects within the Water Services
Department, including the management of the budgets allocated to those projects. This position will liaise with staff across
the RDN, other government agencies, architects, engineering consultants, private utility companies, and the public.
Responsible for review and approval of development permits that relate to the RDN’s provision of utility services. Responsible
for reviewing development proposal referrals on behalf of Water Services.
MAJOR DUTIES AND RESPONSIBILITIES:
1. Coordinates the development, planning, and execution of projects for the Water Services Department, which includes Community Water Systems, Sewer Collection, Streetlighting, Stormwater Detention. This work includes early-stage cost estimating, project budget development/management, project scheduling, contract preparation, consultant management, contractor management, internal/external reporting, and project close out routines. Conforms to project processes and practices developed by the RDN Engineering department.
2. Participates in the development of the department capital spending plans by providing or coordinating cost estimates and project budgets.
3. Facilitates meetings and engagement between internal and external stakeholders related to project development and execution.
4. Provides technical support to Water Services Technician, Water Services Technologist, Water Services Chief Operator, and the Manager, Water Services as required to assist with operation of the Water Services Department.
5. Prepares documents for and coordinates award of competitive procurement processes leading to professional services contracts, material supply contracts, and construction contracts.
6. Manages the payment of invoices related to capital projects. 7. Establishes and maintains an effective working relationship with the appropriate Federal and Provincial regulatory
agencies involved in permitting related to Water Services capital projects. 8. Processes project-related enquiries and complaints from the public in a prompt, professional, and courteous manner. 9. In an emergency that requires the activation of the RDN’s Emergency Operations Centre (EOC), may be called upon
with other RDN employees and assigned a role and/or tasks to support the EOC. Courses and/or workshops will be offered by the RDN to support this role.
10. Performs other related duties as directed by the Manager, Water Services. REQUIRED EDUCATION AND EXPERIENCE:
Undergraduate degree in engineering (civil preferred) and Professional Engineer designation from Engineers and Geoscientists of BC. Related experience in a local government setting would be an asset but is not required. Experience in project management, water and sewer facilities operations, and design/construction of related infrastructure
would be considered assets.
REQUIRED SKILLS AND ABILITIES:
Fundamental project management skills including an understanding of project phases, scheduling, and budgeting are
required. The ability to self-motivate, work well in a small team, take difficult assignments to completion, and maintain a
positive outlook is essential. Excellent written and verbal communications skills are required, along with the ability to
prioritize workplans based on external influences.
Possession of a valid Class 5 Drivers License is required.
