Overview

The Humber’s European Structural and Investment Funds programme 2014-2020 is investing over

£99.22m in the Humber through the European Regional Development Fund (ERDF), European Social

Fund (ESF) and European Agricultural Fund for Rural Development (EAFRD).

To date, a number of programmes have been approved which provide support for people to access

employment, consider starting their own business, improve their skills and become more socially

included.

There are also a number of programmes that have been commissioned by our neighbouring LEPs

which are delivering support in our overlapping areas of East Riding, North and North East

Lincolnshire.

The Humber LEP is keen to ensure that all work coaches, advisors and organisations working to

support people to gain employment or improve their skills are aware of the support that is being

offered through these programmes, to stimulate cross referrals and make the necessary impact on

levels of employment and skills in the Humber.

This document provides a summary of this support, as well as details of other Employment and Skills

programmes that are currently live in the Humber which are complementary to the ESIF funded

programmes. It also includes details of provision that is targeted at those that are considering

starting their own business as an alternative.

PLEASE NOTE – This delivery of some of the programmes listed may have been impacted by Covid-

19 and as a result, delivery may be different to what is listed (e.g. use of online delivery methods,

programmes paused etc).

Springboard Project Sponsor: Humber Learning Consortium Humber ESIF Investment: £11.39m Launch Date / Status: 01 April 2016 End Date: April 2022 Target Audience: Inactive and long term unemployed young people aged 16 – 29 years in Hull Delivery Partners: Circa 16 partners in Hull; ActivFirst, CERT, Construction Works, Goodwin, HYA, GTA Motor Trades, National Safety Training Services, Mencap, City Health Care Partnership, Hull Training, Hull City Council Youth Enterprise, The Warren, Princes Trust, PET Xi, Talent Match Humber, Hull City Council Key Worker Service Geographic Coverage: Hull Support Available: Engagement, job search, employability skills, functional skills, basic skills, pastoral and wrap around support, vocational tasters and routes (construction trades, motor trades, warehousing, maritime); Key Worker Support Dedicated mental health support for all participants.

Intermediate Labour Market – wage subsidy for participants working in creative / cultural industries

in Hull. Wage incentive of £1000 for employers who employ an eligible participant for at least 6

Skills Support for the Unemployed Humber Project Sponsor: HCUK Training Humber ESIF Investment: £300,000 Status: Live End Date: July 2021 Target Audience: Unemployed people across Humber region looking to upskill and move into work. Training is matched to participant job goals. HCUK Training work with a wide variety of businesses within the LEP key sectors (Renewable technologies/Green energy, Ports and logistics, Creative and Digital, Chemicals, Engineering and Manufacturing, Food, Visitor economy, Health & Social Care and Construction) to secure vacancies and work experience opportunities as well as providing support into Apprenticeships, Traineeships and further education. Delivery Partners: Training is delivered through HCUK Training and specialist training is sourced with a variety of associate delivery partners and specialist providers to meet industry standards and local business recruitment needs. Geographic Coverage: Humber wide Support Available:

Delivery of fully funded, employer responsive workplace training and support delivered across the Humber region, aimed at enhancing participant’s skills and career prospects as well as reducing the risk of long-term unemployment. Employment Advisers work with participants to support their job goals and source job opportunities, address barriers, provide employability support and access to Apprenticeships, Traineeships and further education. People are eligible to receive funded support from the SSU programme if they are 19 years of age or older and are unemployed or economically inactive. All training where possible will be delivered at a readily accessible nearby location. Support is available to participants with travel costs and costs to take up work placements. The Humber LEP in partnership with The Education Development Trust (a prime contractor for the National Careers Service) the Department for Work and Pensions, Local Authorities, Skills Support for the Workforce and the University of Hull have launched a new service Humber Jobs Fuse to help connect employers who have urgent vacancies with individuals across the Humber who are available to start work. Humber Jobs Fuse will also support those who have lost their jobs or whose job has been affected during the crisis through its dedicated telephone enquiry service – which offers free, impartial and professional advice to job seekers – including practical aspects such as CV writing and access to training. Furthermore, if you are an employer due to make redundancies, you can contact the service to find out about the careers advice and additional support available to staff. Exploring Opportunities – BBO

Humber Project Sponsor: Humber Learning Consortium Launch Date / Status: 01 November 2016 End Date: September 2022 Target Audience: The partnership’s aim is to improve the lives of 1564 unemployed and economically inactive people aged 25+ in the Humber LEP area by increasing participants’ employability skills, self-confidence, local knowledge, community engagement, and personal resilience. The project aims to support a 50/50 male & female split with 20% unemployed and 80% economically inactive. Delivery partners: Exploring Opportunities is an employment and social inclusion programme delivered through a partnership of 14 Humber organisations including the 4 local authorities, led by Humber Learning Consortium: Activfirst, CPO, Foresight, Goodwin Development Trust, Citizens Advice Bureau, Hull Business Training, MIND, ONGO, Probe, Hull City Council, East Riding of Yorkshire Council, North Lincolnshire Council, North East Lincolnshire Council Geographic Coverage: Humber-wide Support Available: Employability support covering employability skills, self-confidence, local knowledge, community engagement, and personal resilience Careers Guidance – impartial career guidance Key worker support, working with both the participant and delivery partners providing high levels of support to address very specific barriers, e.g. poor mental health, entrenched financial problems, and low functional skills. Participants are able to move within Exploring Opportunities to access programmes of specialised support from the different partners. Their individualised programmes can also include personal and social development, occupational-specific training, work experience, and volunteering. Key workers provide participants with additional support for up to 12 weeks after leaving the programme, either in the work place, whilst in further learning, or through on-going job search support. ‘Moving On: Volunteering and

Employability’ BBO programme

(GLLEP) Project Sponsor: Voluntary Centre Services (Urban Challenge Ltd) GLLEP ESIF Investment: Launch Date / Status: Live July 2016 End Date: June 2022 Target Audience: The project has a specific focus on those out of work and people who are most at risk of social exclusion. This includes, but is not limited to:

people with caring responsibilities;

people with digital exclusion issues;

people with debt and money management issues;

people with drug and alcohol dependency

people with learning difficulties and disabilities or educational attainment issues (particularly lack of basic literacy and numeracy and English for speakers of other languages skills);

people with family, parenting and relationship problems;

people with health problems (including mental health);

people with involvement in gangs;

people who are homeless or at risk of homelessness. Support Available:

Action Towards Inclusion (ATI) is part of the national Building Better Opportunities programme, funded by the Big Lottery Fund and the European Social Fund. Throughout the programme, Action Towards Inclusion will engage with 3,100 of the most disadvantaged and hard to reach individuals across the York, North Yorkshire and East-Riding LEP area between 2017-2022. The programme supports people to overcome physical, psychological, financial and skills-related barriers and progress towards employment, training, education and job-search, whilst at the same time helping to combat a range of social issues including poverty and social exclusion. The project is led by Your Consortium and delivered through a network of 34 locally based delivery partner organisations, mostly from the voluntary and community sector. Partners provide a blend of long-term mentoring and specific interventions to remove participant’s barriers relating to Health, Finances and Skills Development. The programme operates on an asset-based model, helping participants to identify and build on their strengths whilst working with them to remove barriers to progression. Accelerate Humber Project Sponsor: Aspire-Igen Launch Date / Status: Live End Date: July 2021 Target Audience: Participants who are NEET or at risk of NEET (Age 15-24) Delivery Partners: N/A Geographic Coverage: East Riding of Yorkshire, North and North East Lincolnshire, delivering in schools and community settings Support Available: Accelerate is a programme for young people aged 15 to 24 years old who are:

not in education, employment or training or

at risk of disengaging from education. It creates career pathways for young people through regulated & non-regulated learning,

employability skills training and work experience.

Each participant is allocated a key support worker who will be on hand to make sure that the

programme is tailored to their individual requirements. Activities undertaken will closely relate to

the participant’s aspirations and interests. This includes:

Regulated and non-regulated learning

Work experience

Employability skills training

IAG and progression planning

The Careers & Enterprise Company Project Sponsor: The Careers & Enterprise Company Launch Date / Status: Live End Date: N/A Target Audience: Young People, Employers, Schools and Colleges Delivery Partners: Umbrella organisation is working with all 38 LEPs nationally Geographic Coverage: Humber (and nationally) Support Available: The Careers & Enterprise Company has been established to help young people unleash their best possible futures. Their role is: “To inspire young people and help them to prepare for and take control of their futures. We will help them make the link between their education and their futures and build the attitudes and attributes they will need throughout their careers. We will do this by filling gaps in the provision of careers and enterprise activities across the country and by increasing employer engagement with young people, enabling them to meet, speak to and understand employers of all sizes.” At a local level, the project is being delivered through the established Enterprise Coordinator – Enterprise Advisor model to motivate young people and help them to make more informed choices in and out of schools. The programme works in partnership with LEPs, local authorities, schools, colleges and employers. The Enterprise Advisor Network will enable volunteers to work directly with the senior leadership team in secondary schools and colleges to support more effective connection to the world of work and develop, shape or add value to the school or college’s careers, enterprise and employer engagement strategy. The Humber LEP has two Enterprise Coordinators in place to deliver the Careers & Enterprise Company project in the Humber area. Each Coordinator is responsible for 20 prioritised schools/colleges and 20 Enterprise Advisers recruited from local businesses, as well as coordinating the support partnerships to ensure young people achieve their career goals, understand the local labour market and have all of the tools they need to assist them to success. Industrial Cadets (IC) operates through EDT, specialists in linking schools/students with employers to provide quality workplace experiences. IC is a work experience accreditation, raising young people’s awareness and aspirations of local jobs. It bridges this gap supporting employers to provide quality work experience governed by a competency framework, leading to effective apprenticeship pipelines.

This project aims to ultimately double the number of young people choosing a STEM career by increasing the number of encounters a young person has with an employer through the expansion of the Tomorrow’s Engineers (TE) Programme. The TE programme brings a strategic approach to employer engagement, building bridges with an already committed part of the employer community and schools, allowing greater coordination of employer outreach to where the need and the impact are greatest.

Project Blyth

Project Blyth will set up 50 teams of students who will each work with local employers to design, build and race an electric racing car. After the first year, the kit cars can be dismantled and reassembled by the next year group. This multidisciplinary project, e.g. design, electrical, mechanical and IT, in addition to workplace skills e.g. teamwork, financing and project planning provides an invaluable experience for young participants.

The project aims to deliver Careers Fairs across England, providing young people with ‘encounters’ and ‘information’, motivating, inspiring, and enabling them to engage more proactively with future careers guidance, resulting in better ‘buy in’ to their individual careers advice plan.

The Prince’s

Trust

Mosaic, a mentoring initiative of The Prince’s Trust, helps young people from the most disadvantaged communities fulfil their potential. It’s a group mentoring programme for Year 8 to 10 students in secondary schools. A team of mentors is assigned to one school and a group of around 25 students. Each mentor works with a smaller sub-group of five students. Mentoring lasts for the duration of the academic year.

Young Enterprise “Young Enterprise provides a Learner Development Journey to young people consisting of a Day Programme, followed by a Company Programme. This journey ensures disengaged young people access the same opportunities as their peers and that they leave education with experiences of the world of work, as well as with the key skills that employers are looking for. The Day Programme runs across a full school day and comprises a series of practical activities and interactions with mentors from business; the focus is to raise the aspirations of disengaged young people. Young Enterprise works with the schools and mentors to identify those students who would most benefit from progressing on to the in-depth Company Programme. This sees young people plan for, set up and run their very own enterprise, working in small teams and supported weekly by a dedicated business mentor, as they experience every element of starting a business.”

Humber Skills Pledge Project Sponsor: Humber Local Enterprise Partnership Launch Date / Status: Live End Date: N/A Target Audience: SMEs Geographic Coverage: Humber Support Available: The Humber Local Enterprise Partnership introduced the Skills Pledge in 2013, aiming to provide employers with a one stop shop when it comes to supporting their current and future workforce. Since its inception, a total of 373 organisations from across the Humber have supported the campaign which won national acclaim at the Adult Learners Week awards. Organisations are asked to either sign up to individual pledges, or request to find out more information about each one:

Offering a work placement

Offering a Traineeship or Apprenticeship

Employing a graduate

New Roots Project Sponsor: Refugee Council Launch Date / Status: Live End Date: September 2020 Target Audience: Refugees Geographic Coverage: Hull & East Riding Support Available:

New Roots is a project that will support over 3,500 refugees as they integrate here in the UK. It

operates across London, Leeds and Hull and is run by the Refugee Council in partnership with RETAS

(Refugee Employment and Training Advice Service), HCAS (Humber Community Advice

Services), Path Yorkshire and the Goodwin Trust. New Roots helps to support refugees with multiple

and complex needs, providing a range of support activities.

Examples of support for those in Hull and East Riding includes:

One to One employment advice, including application and job interview support

Employability workshops

Information about working in the UK

The eligibility criteria for the scheme is:

• Refugee (and dependants/spouses)

• Humanitarian protection (and dependants/spouses)

• There is no age limit – children and adults are supported

Technical Assistance Partnership The Technical Assistance Partnership is made up of number of organisations who work together in partnership across the Humber and North Yorkshire areas to promote the uptake of ESIF funding. The partnership is led by East Riding of Yorkshire Council and supported by four other local authorities, two universities, four colleges, and four companies limited by guarantee/charities. The TAP:

• Promotes the ESIF Programme (ERDF and ESF) to potential project deliverers (through events, website, publications)

• Provides information, advice, guidance and support to potential sponsors to help them apply for ERDF and ESF

• Hosts brokerage and partnership development seminars • Runs training workshops on a wide range of topics

The TAP can help potential applicants by:

• Discussing the eligibility of their project for ERDF or ESF funding • Advising on the content of the Outline Application • Providing guidance on technical topics (e.g. State Aid, procurement, publicity requirements,

outputs) • Delivering various workshops to explain the requirements of ERDF/ESF throughout the

project life cycle
