After being recovered from the disease, the braveheart,Fateh Singh, has made an emotive appeal to the people of the state from the quarantine ward of the local civil hospital. He has urged the people to meticulously abide by the guidelines issued by the government, health department and the administration regarding precautionary and preventive measures to check spread of the epidemic. "Moreover, the strong will power as well as the faith in the Almighty God can help you to swim through the any untoward situation", said Fateh Singh while sharing his experiences during treatment in the isolation ward. As he has faith in the Almighty God and the doctors and the staff of the local civil hospital, he was sure that he and his family members would soon be recovered from the disease. Hence, don't be panicky but keep yourself in high spirits and abide by the preventive measures, he further added . It is worthwhile to mention here that Fateh Singh S/O Baldev Singh R/O Pathlawa, had been diagnosed as Covid-19 Positive on 20th March and housed in the Isolation Ward of the District Hospital at Nawanshahar He was tested negative for COVID-19 on 4th April and again tested negative for the 2nd time on 5th April. Today he has been shifted out of the Isolation Ward housing all COVID-19 patients to the Quarantine Ward . Now, he will be discharged soon. A person is declared cured aftet two samples taken a day apart test negative. Such persons no longer infect any one else. The Forest, Social Justice, Empowerment, and Minorities, Printing and

Stationery Minister Mr. Sadhu Singh Dharamsot today held a meeting with the

senior officers of the departments under his portfolio with regard to the situation

developing as a result of COVID-19.

In a press communique, Mr. Dharamsot said that the State Government led

by Chief Minister Captain Amarinder Singh is undertaking every effort to combat

corona virus disease. He exhorted everyone in the state to contribute his bit. He

also divulged that the Forest, Social Justice, Empowerment, and Minorities,

Printing and Stationery Department would also contribute towards the CM Relief

Fund as per a decision of the Punjab Government.

He further said that it is need of the hour that every resident of Punjab comes

forward for contributing in this situation so as to make people secure and safe. He

also appreciated the services being rendered by the doctors, police personnel,

District Administrations as well as the NGOs. He assured the people of the State

that the government stands shoulder to shoulder with them in this hour of crisis and

is undertaking every step to speed up the relief operations.

No Shortage of PPE kits, N95 masks & triple layer masks in

Govt. Medical Colleges: DK Tiwari

Chandigarh, April 6:

No Shortage of PPE kits, N95 masks and triple layer masks in Medical

Colleges & Hospitals of Punjab said Principal Secretary, Medical Education &

Research Mr. DK Tiwari. He said that the Punjab government has ensured an

adequate supply of 2500 PPE kits, 25000 N95 masks and 7 lakhs triple layer masks

in the medical colleges of the state along with buffer stocks of gloves, infra-red

thermometers, sanitizers, hypochlorite solution, anti-viral drugs, paracetamol,

antibiotics among other consumables.

Mr. Tiwari said that government medical colleges have equipped with a

three-tiered patient care facility, first one being quarantine or isolation beds, then

second line oxygen support ICU beds, thereafter the ventilator support beds. He

said that the state protocols have been drawn up for each and every eventuality and

patient handling starting from patient segregation, testing, diet, biomedical waste,

and death protocols. He also said that replenishment of stocks is being done every

second day as soon as the supplies are arriving in the central stores.

Underlining the purchasing powers given to Government Medical Colleges

to fulfill the demand of essential items, he clarified that the hospitals have been

granted enhanced purchasing powers for this emergency with amount of Rs. 4

crores in advance. Two testing centres at Patiala and Amritsar are already on the

job with round the clock shifts and third one at Faridkot is already equipped

awaiting sanction from ICMR. The government has already sent a request to ICMR

for the rapid test kits.

Chandigarh, April 6:

To provide services in Government hospitals, 531 Doctors, 4680 Nurses, 2056 pharmacist and 1648 Lab Technicians come forwarded and registered themselves as volunteers to combat with COVID-19 pandemic.

Giving these details in a press communiqué released here today, the Health Minister Mr. Balbir Singh Sidhu said that as far as human resource is concerned, the Health department has witnessed overwhelming response from doctors and paramedical staff across the State. He said that apart from regular and contractual specialists, doctors and para medical staff those are tirelessly working in public hospitals, hundreds of Doctors and high number of paramedical staff has registered themselves as volunteers and they all are willing to provide their services to combat with COVID-19 pandemic. He said that about 8201 Ward attendants and 243 Radiographers has also registered as volunteers.

Mr. Balbir Singh Sidhu divulged that Doctors and other Health staff working in public hospitals including Doctors and paramedical staff in private Hospitals, Nursing homes & Diagnostic labs etc. be allowed movement without curfew pass on the basis of their photo identity cards issued by Medical Council of India (MCI) and India Medical Association (IMA) etc. He said that instructions have already been issued to keep open Chemists shops, hospitals including OPDs, drug-de addiction centres & OOAT Clinics, nursing homes, AYUSH practitioners and diagnostic laboratories etc.

The Minister said that taking serious note of shutdown of operations by several private hospitals, the Punjab Government has decided on strict action against such hospitals, with the Chief Minister suggesting that the health department should cancel the licences of hospitals refusing to treat COVID-19 patients. He said that instructions have been issued to the all Civil Surgeons in this regard.

The Health Minister further clarified that a patient is declared cured by health department only when two samples taken at least a day apart are negative after testing. These patients are no longer infective and can not infect any other person. So these patients should be welcomed back in their communities and can resume their day to day activities like any normal person.

Mr. Balbir Singh Sidhu added that to take care of COVID patients, 5000 isolation beds have been identified, of which 2500 are already operational. Beside this, COVID Care Isolation Centers have been planned each having a capacity of 500-1000 beds for COVID patients with very mild symptoms or no symptoms. These will be situated in various hostels, deras and other such places. He said that all critical COVID patients will be refer to three Government Medical Colleges. “There is adequate supply of PPE kits, N95 masks and triple layer masks which is being provided to all districts and Government Medical Colleges”, he added.

The Minister also apprised that there have been 79 confirmed cases of COVID-19 in the state while 2384 persons have been tested. 4 persons have been declared cured so far.

Applauding the dedication of staff of Food, Civil Supplies and Consumer

Affairs department, Cabinet Minister Mr. Bharat Bhushan Ashu said that supply

chain of essentials constantly maintained in state and other parts of the country due

to their hard work in lockdown.

Punjab Food, Civil Supplies and Consumer Affairs Minister, Mr. Ashu said

that today when everyone is frightened in view of spreading of Covid 19, the

employees and officers of the department labouring hard to restore the supply

chain of essential commodities with the support of state government and district

administration.

The Cabinet Minister exhorted that due to the endeavour of officers and

employees of the department, made it remarkably possible to send food grains to

other states through special trains and trucks so that shortage of food grains never

arising from every nook and corner of the country. He also ensured that the staff

adhering to the guidelines issued about maintaining social distancing during the

work.

Mr. Ashu hoped that the officers and staff of the department would continue

this dedication towards work in future and the image of the department would be

further strengthened with the efforts of the state.

CHALLENGE CHANDIGARH, APRIL 6: Following the persistent efforts of Punjab Industries Department, five private units have cleared the crucial testing phase on way to delivering the life-saving PPEs, N 95 & N 99 Masks, further strengthening the state capability to counter the unprecedented challenge. Stating this here today, industries Minister Sunder Sham Arora disclosed that for manufacturing and supply of Protective Personal Equipment (PPEs) Ludhiana firms Shiva Textiles, Swamy Textiles and Shingora have been approved by SITRA, Coimbatore which are the authorized testing laboratories. This is in addition to JCT Fabrics, Phagwara, and Ever shine garments, Ludhiana, the Minister added. For manufacturing of N 95 Masks and N 99 Masks, Surgeine Hosphiarpur and Oxyclear have got the go-ahead with two other Ludhiana based firms Gurkirpa Textlies and Navyug Laminates given permission to supply the PPE Fabric. The industries department under the leadership of the Chief Minister Captain Amarinder Singh is aggressively complementing state government's efforts by engaging and facilitating textile and technical textile industry to manufacture critical life-saving equipments, the Minister added. Pertinently, twenty technical textile units have been identified who are manufacturing or capable of manufacturing PPE and Masks, and a number of those units are in the process of developing samples of PPE and protective masks which will be sent to the Laboratories for testing, the Minister further informed. SIDBI is providing 100% project finance loans of upto 50 lacs, with a 5 year term and 5% interest rate. This is being done under their 'SAFE' program which stands for, SIDBI Assistance for Facilitating Emergency Response to Corona virus.

CHANDIGARH, APRIL 6: Cracking down heavily on spread of rumours and panic in the light of COVID-19 crisis, the Punjab Police has registered 34 cases of fake news on social media,

while also taking strong action against those targetting a particular community in an attempt to disturb the state’s peace. As many as 27 of the 34 cases registered between March 21 and April 6, 2020, relate to WhatsApp forwards and misinformation, according to DGP Dinkar Gupta. The police is also taking stern action against attempts to use social media to spread communal strife, he said, adding that a sedition case was registered on Friday against a Ludhiana resident Among the prominent cases that have come to light are a FB post by a Ludhiana resident, seeking to mislead the people about availability of critical medical equipment, and to spread hatred against the state government. A sedition case has been registered against the person. Fake Tik Tok vidoes, unsubstantiated audio messages, forwards of provocative and false news are all under the scanner of the Punjab Police, which is keeping a close eye on all such attempts. The DGP had earlier this month constituted a special team headed by a ADGP ranked officer to monitor all social media platforms to check any instance of fake news or rumour affecting citizens during lockdown. Giving details of some of the key cases registered in the last 17 days, the DGP said 5 cases have been filed in Sangrur and four in Bathinda for crimes relating to spreading fake videos and false audio messages, and creating panic by spreading fake news on WhatsAapp regarding death of a person due to coronavirus, disclosed the DGP. In Patiala, an FIR was filed for spreading fake news regarding deployment of military, said the DGP, adding that Amritsar Rural Police arrested a Shiv Sena leader for trying to foment communal passions through his Facebook post. An FIR has been registered in Police Station Qila Lal Singh in district Batala against the Granthi of village Dalam for announcing that milk should not be procured from Gujjar community. In another such instance, a case has been registered in Adampur against a person who claimed to be immune to COVID 19 and asked people to drink water with onion as a cure against the deadly disease. Three cases of spreading rumours have been field in Ludhiana, Sri Muktsar Sahib, and Jalandhar with Hoshiarpur, Moga, Faridkot, Mohali and Shaheed Bhagat Singh Nagar registering one case each. Two cases each have been registered in Fatehgarh Sahib and Amritsar. Reiterating his warning against any attempt to exploit the current crisis by spreading mischievous and unsubstantiated information which can create unnecessary panic and hardship to people, the DGP said the strictest penal action would be taken against the offenders. Dinkar Gupta also urged the general public not to create panic or unrest through malicious forwards and social media posts.

Institution for Disasters, Emergency & Accidents launched Self-Assessment Toolkit on COVID 19 at “psdm.gov.in”

Anybody can use this Toolkit to clear his doubts without any testing

CHANDIGARH, APRIL 6: The Institution for Disasters, Emergency & Accidents (IDEA) has launched Self-Assessment Toolkit on COVID-19 and uploaded it on “psdm.gov.in” from where anybody can use this Toolkit to clear his doubts without any testing about corona virus.

Disclosing this here today a spokesperson of the IDEA said that with the prevalent alarming statistics, it is difficult to combat the situation globally, though all the countries are devising new strategies to decrease the spread of this contagious disease. The spokesperson further said that the Indian Government, also on the same lines, has used exhaustive prevention and protection measures including dissemination of information at a mass scale and through all mediums of media.

Giving details about the self-assessment toolkit, he further said that the IDEA had designed this Toolkit on the guidelines issued by Ministry of Health and Family Welfare, Indian Council for Medical Research and World Health Organisation on Testing COVID 19. The Key Features of the toolkit are to clear the doubt among the community, whether they should go for testing or not besides relieving the load on the Healthcare system and emergency management agencies and reducing the chances of transmission/ nosocomial infection among communities.

Likewise, the toolkit would provide assurance and proper information on what actions need to be taken in each scenario and it would cover everyone from people with no illness, contact and suspected cases. Similarly, it would also focus on the special things to be done during self-isolation as well as reiterates Do’s and Don’ts on social distancing, respiratory hygiene and other preventive measures related to COVID 19. This toolkit works across all browsing platforms and devices. It is not a medical advice but a guidance tool to orient the people as per the current national guidelines and refers to very common questions related to symptoms, travel history and contact history said spokesperson adding that it would also focus on proper community engagement and interaction. since the emergence of a few cases in India. IDEA had initiated training the National Disaster Response Force cadres in various cities, who in turn trained the Central Industrial Security Forces at various International Airports and it is actively liaising with the government at national & state level and also with various UN agencies in contributing towards cause of containing the spread of Corona Virus and awareness regarding COVID 19.

The Spokesperson said that Corona Virus emerged in December 2019 in Wuhan (China), the high infectivity rate and virulence factor of the disease made it contagiously widespread soon after in Wuhan initially and soon travel related cases and global clusters started evolving across the world.

He said the World Health Organization (WHO) has been closely monitoring the situation and has been raising the level of alerts initially on January 30 it was declared as Public Health Emergency of International Concern and on March 11 it was declared a Pandemic. As the number of cases in the world crosses to more than 150 000 infected and global deaths crossing a few thousand affecting more than 148 countries.

Chandigarh, April 6:

Underlining the urgency of the situation triggered by the unprecedented

COVID-19 outbreak, Punjab Chief Minister Captain Amarinder Singh on Monday

wrote to Prime Minister Narendra Modi seeking his urgent intervention for

immediate release of the state’s GST arrears and resolution of other pending issues

to enable effective management of the current crisis.

A similar letter was also sent to Union Home Minister Amit Shah, with the

Chief Minister stressing that “early action on these issues will help in effective

management of COVID-19 as also to provide requisite relief to all those who are

adversely affected by this crisis.”

“The release of our GST arrears is of paramount importance as we are facing

serious financial constraints,” the Chief Minister wrote, drawing the Government

of India’s urgent attention to the pending issues and seeking necessary follow-up

action from the Prime Minister and the Home Minister.

The COVID-19 crisis presents a challenge of great magnitude, which has

ramifications across all strata of people and all sectors of the economy, though the

poor will be the worst affected, Captain Amarinder noted, emphasising the

importance of the country fighting the challenged unitedly under Modi’s

leadership.

The Chief Minister pointed out that the challenges were naturally more

operational in the states, which needed to contain and prevent the spread of the

disease at one level, and to work to mitigate the economic hardship and suffering

caused by the outbreak of the disease on the other.

His government, said Captain Amarinder, had been working closely with the

Ministry of Health & Family Welfare, and the Union Cabinet Secretary had been

in regular contact with the Chief Secretary and senior officials of the State

Government to review day-to-day issues and measures being taken to manage and

contain COVID-19.

“You would appreciate that huge resources are required to fight this disease,

especially as the lockdown, in one form or another, may well turn out to be longer

than is currently being anticipated,” said the Chief Minister, adding that he had

also spoken to the Union Finance Minister as well as written to her articulating

Punjab’s requirements and giving certain suggestions at the national level.

In a detailed list of issues pending with the Centre for urgent attention, sent

along with the letter, the Chief Minister pointed out that the state government’s

GST arrears, pending since July 2017, amounted to Rs 6752.83 crore. He urged

immediate action by the Union Finance Ministry for the release of the arrears,

besides seeking increase in borrowing limit under FRBM Act from 3 to 4%,

deferment of Industrial Loans by Commercial Banks, and deferment of

agricultural/ crop loans by Commercial Banks and waiver of 3 months interest

thereon.

Referring to other issues that needed to be addressed by the Finance

Ministry, the Chief Minister sought permission for utilisation of 14th Finance

Commission Grants by ULBs and PRIs for emergency relief, including food and

medicines for rural poor, as well as use of 25% flexi funds under CSSs in the battle

against COVID-19, along with its enhancement to 50%.

Captain Amarinder also reiterated the state’s demand for Special risk

insurance of police personnel & sanitary workers engaged in fight against COVID-

19, seeking the Home Ministry’s urgent attention to the matter.

Further, he urged the Ministry of Rural Development, GoI, to pay 15 days’

Unemployment Allowance per month for 3 months under MGNREGS to mitigate

distress of rural poor, and to allow 10 days' wages under MGNREGS to small and

marginal farmers to defray labour costs.

The state wants the Ministries of Agriculture and Food & Consumer Affairs

to immediately announce bonus to farmers to incentivise staggered procurement of

produce, which was necessary in order to prevent overcrowding at the Mandis, the

Chief Minister further pointed out.

Captain Amarinder further reiterated that the Ministry of Corporate Affairs

should allow contribution to CM Relief Fund as a fit charge under CSR on the

lines of PM Relief Fund.

Spearheading efforts to express gratitude to those who are serving humanity so that the rest of the populace can stay safe, Punjab Finance Minister Mr. Manpreet Singh Badal on Monday reached out to medical and paramedical professionals, police personnel, and cleanliness workers in Bathinda.

“This is perhaps the first-ever guard of honour in India meant exclusively for the medical and paramedical professionals,” Manpreet Singh Badal said while addressing them at Bathinda today. The ‘Guard of Honour’ is meant for the bravest of the brave and visiting dignitaries. “And here in Bathinda, we have presented a guard of honour to doctors, medical and paramedical staff for their extraordinary bravery,” Manpreet Singh Badal said. I think everyone in the country will follow this practice of arranging a special guard of honour to express their appreciation and gratefulness.

The Finance Minister added that he was expressing the gratitude of all Punjabis to medics, police personnel, as well as cleanliness workers for their outstanding and extraordinary commitment and performance. The Finance Minister said that he was doing so following directions of the Punjab Chief Minister Capt. Amarinder Singh and he stands in front of all front line workers and first responders on behalf of the state government as well as the entire state populace to thank them for their extraordinary work.

Every war is followed by the grant of military honours, Manpreet Singh Badal said, adding that this practice would be followed at the end of the war against corona outbreak as well when the brave soldiers who fought against corona will be awarded medals and certificates of appreciation.

He complimented the police personnel for their inspiring work and appealed to all citizens to support the cops. “If a cop tells you to sit inside your home, please do not feel offended – Please listen to them,” Manpreet Singh Badal exhorted fellow citizens.

Similarly, the finance minister, while addressing cleanliness workers, stated that they are battling it out so that the nation can stay safe, and to help us thwart the further spread of the corona outbreak. “You too have kids at home, but you’ve decided to work for the betterment of the nation. I salute you,” he added. There are over a thousand cleanliness workers in Bathinda alone, but I am

addressing only a few so as not to disrupt their work and maintain the principle of social distancing.

To boost the morale of Government staff in battle against COVID-19,

the Punjab Cabinet led by Chief Minister Captain Amarinder Singh has urged

the Centre to provide insurance cover to all officers/officials working

relentlessly for containment of corona virus across the state.

According to an official spokesperson, the Cabinet, in its meeting held

on April 4, decided that Union Government should immediately announce

insurance for all government employees rendering services to keep the

spread of corona virus under check. Therefore, the Cabinet also mooted a

proposal to the Centre in this regard to immediately provide insurance cover

to all those officers/officials, from the departments of Police, Revenue, Local

Government, Rural Development and Panchayats, Food & Civil Supplies,

Women and Child Development etc, working in these difficult

circumstances.

The Cabinet reiterated that the insurance cover to these employees

would further motivate them to support state Government’s endeavour to

combat the covid pandemic with utmost dedication and professional

commitment.

CHANDIGARH, APRIL 6: Punjab Chief Minister Captain Amarinder Singh has

ordered all the Deputy Commissioners to allow the movement and migration of

bee colonies, honey and other beehive products to/from other districts and states

amid curfew/lockdown due to COVID-19.

This is in line with the advisory issued to state on March 28 by the National

Bee Board. Notably, Punjab contributes over 50 percent of honey export from the

country.

Expressing concern over the plight of honey bees and silk worms, which are

living creatures and need constant care, Captain Amarinder has ordered immediate

steps for their protection, and to save the beekeeping trade.

Captain Amarinder Singh, who also holds the portfolio of Agriculture, had

directed Additional Chief Secretary (Development) Viswajeet Khanna to issue an

advisory in this regard to mitigate the hardships being faced by the bee-keepers

across the state in these trying circumstances.

According to the advisory issued by ACS Development, all the Deputy

Commissioners shall ensure the necessary steps to allow migration of bee colonies,

honey and other beehive products to/from other districts and states to help the

beekeepers and beekeeping etc during COVID-19 restrictions.

The Advisory further states that necessary restrictions relating to the health

protocols, including social distancing, use of masks, hand wash etc., should be

maintained meticulously and regular compliance reports should be submitted in

this regard.

The ACS Development also directed the Deputy/Assistant Directors

Horticulture to assist the Deputy Commissioners in ensuring hassle-free movement

and migration of bee-colonies etc.
