EMIS Forum “Water & Waste Water Management” (Casablanca, 1-2 Dec. 2011)
Objectives:
Presentation of policy tools, funding opportunities and programmes in order to promote research cooperation and networking in the Euro-Med area.
Participants :
Researchers, stakeholders and experts in water, financers (EIB, CMI, World Bank), Businesses (ONEP, consultants)
Results:
1.Document on the major challenges at the level of governance and infrastructure, linkage between existing initiatives, bridging the gap with business and the promotion of research driven clusters
2.The document has been conveyed for debate to another water Forum that took place in Marrakech in preparation for the World Water Forum 2012

• What is the aim?
Within our EMIS activities we aim at the promotion of a Research Driven Cluster Initiative (RDCI) to enhance growth and competitiveness in the field of Water and Waste Water Management at transnational scale in the Mediterranean region.
• What is a cluster initiative?
We perceive the transnational Research Driven Cluster Initiative as an organised international effort to increase the growth and competitiveness of cluster or network structures within a macro-region (EU-MPC) involving the research community, clusters, industry and government/ administration

Results:
• Identification of the key ingredients of a win-win EU-MED RDI collaboration on energy.
• Identification of RDI topics that could serve as good starting point for reducing cost of RE technology and building Indigenous Innovation Capabilities in MPCs by developing solutions tailor made to MPCs conditions. (Dust resistant coatings, dry cleaning, test facilities, durability, standards development, etc.)
• Water and Energy issues are interlinked and should be integrated in the RDI approach towards MPCs. (CSP with desalination is a good combination)
• Identification of potential partners for building projects consortia.

Objectiveto strengthen the tests and metrology services for firms and researchers in order to provide suitable solutions for both: product evaluation of conformity and technical requirements of research projects

Participants (25) of this Workshop were from the Metrology or National Standards Institutes of Algeria (2), Egypt (2), Jordan (1), Mauritania (1), Morocco (5), Palestine (1), Spain (4), Syria (2), Tunisia (2), Turkey (2). There was also participation from the European Commission (2) and BIPM (1).

Set Up the network
Set up a network of competence allowing to share initiatives and to promote cooperation between MPC which could be supported by the MIRA project and website. It will take advantage of the experiences (e.g. Madrid) and looking forward to getting in touch with similar initiatives to increase the impact.
Establish a roadmap with timetable and objectives: TUBITAK UME will prepare a list of reference to be fulfilled with
proposals and needs that will be sent to all the participant mid-July looking for feedback at maximum mid-September 2011

Biomedical Laboratories Workshop (19-20 November 2012, Rabat)
Objectives
-Presentation of current state-of-the-art and challenges for analytical laboratories in the MPC. - Lectures on specific professional issues in life science measurements and quality- Debate on the needs and the areas for improvement: professional skills, infrastructures and equipment, validation of measurement methods, quality management.- Looking for common interests and opportunities to take part in research initiatives and projects.-Advancement forward to the creation of a network of MPC analytical laboratories.
Participants of this Workshop (21) were from either the research institutes or universities from Algeria (1), Egypt (1), Jordan (2), Morocco (5), Spain (2), Tunisia (4), Turkey (3). There was also participation from the European Commission (3).

Policy discussions addressing technology transfer at international focus on providing developing countries with access to existing technology on the basis of consuming technological hardware .
This attitude fails to recognize the vital importance of building innovation capabilities (absorptive capacity) to promote the diffusion of innovation within developing countries
Environmentally sound technologies must fit with the conditions faced by developing countries. which is not the case with imported technologies combined with lack of absorptive capacity.

“Innovation” can be characterised as including points 1, 2 and 3 in the following typology:
1. Innovations ‘new to the world’: Where a firm is the first to introduce innovation for all markets & industries, domestic and international.
2. Innovations ‘new to the market’: Where a firm is the first to introduce innovation in its particular market.
3. Innovations ‘new to the firm’: Where a firm introduces a product, process or method new to that firm, or significantly improved by it, even if it has already been implemented by other firms.

Often, it is type I innovation (radical: New to the world) that captures the focus of policy discussions .
type I innovation is more likely to be associated with more radical innovations that are the results of deliberate R&D and it requires the existence of a strong knowledge base
in developing countries context (such as MPCs), where rapid adoption and diffusion is a central concern, incremental and adaptive innovations that are often underpinned by type II (new to the market) and type III (new to the firm) are often of more relevance and importance.

Incremental innovation has often played a critical role in technology “leapfrogging” in developing countries, where countries have moved towards, and then surpassed the international technological frontier.
the most successful latecomers to the wind energy market (e.g. Spain and China) took the first steps in developing their industry through joint partnerships technology transfer via licensing agreements and associated royalty fees with manufacturers in Germany and Denmark (MacLaglin et al., 2009)
