Currently, we have 27+ active

Trade Petitions in the state.

These cover approximately 22,000+ individuals.

All who have lost their jobs,

in 20+ different communities.

Waterloo’s population is approximately 68,400

people… and in the Waterloo/Cedar

Falls area alone- almost 2,000 people have lost their jobs since 2013,

that number is only representing the companies

with active trade petitions.

Adjustment Assistance (TAA) Program is a federal program established under the Trade Act of 1974 that provides aid to workers who lose their jobs or whose hours of work and wages are reduced as a result of increased imports.

Participants are eligible for the Trade Act when there is an active trade petition approved through the Department of Labor.

This can be filed by the company, the state, or 3 workers.

GRANT FUNDED PROGRAM

Since the fall of 2014 more than 1,300 workers from the Waterloo and Ankeny John Deere have been laid off, and recently more in Dubuque, Ottumwa & Davenport. And now 160+ with Terex in Waverly.

Because of this, the Iowa Workforce Development has received a National Dislocated Worker Grant for $3,058,322 from the U.S. Department of Labor to help the laid off workers with job training and employment.

The grant I work with is specific to

around 1000 people that were laid off

from John Deere starting in October of

2014.We have

recently added TEREX to our workload with

another 160+ people.

What is available to this large

number of laid off workers?

Job Search Allowance (JSA) Job Relocation Allowance

Adjustment Assistance- (RTAA) ages 50+

On the Job Training (OJT) Customized Training Institutional Skills Training

WHAT ARE ALL THOSE PEOPLE DOING?

243 people were called back to John Deere, they could either take the callback and return to work for Deere,

and some of those refused the callback for different reasons. 130+ of those call backs have been laid off again. And are eligible to access Trade Programs.

Terex will not have call backs as the plant is now relocated to Kansas.

A number of people have found different employment either in the area or moved to take new jobs.

We have had 7 people use the job search allowance and job relocation allowance at this time.

Both of these are available to the people who are in school when they complete their schooling.

(13) 25 people who are currently utilizing their RTAA benefits.

Once this starts for them it goes until they reach their cap of $10,000 or two years from their start date.

This option is also available to those people 50 and over who took advantage of schooling before becoming re-employed.

OJT helps an individual obtain new jobs skills necessary to obtain employment in an occupation- OJT helps by assisting the employer with the initial cost of training new job skills.

Helps an individual obtain job skills needed to obtain employment in a particular occupation. The training is done with the employer with the plan that they hire the Trade Act participant at the end of the customized training, this typically involves some classroom component partnered with a school like Hawkeye Community College.

IST- INSTITUTIONAL SKILLS TRAINING/ CLASSROOM

TRAINING This is our most

popular program, it lets a participant go to school to gain a new skill set to re-enter the job force.

We currently have

(114) 145+ people attending some

form of schooling.

Once a person has completed an application packet and been approved our grant pays:

100% of the tuition and school fees

100% of the books and required materials

Up to $2000 reimbursable required equipment, such as: welding helmets, stethoscopes, scrubs, steel toed boots, wrenches, ETC.

Travel reimbursement over 50 miles round trip @ $0.54 per mile.

schooling and have jobs in their field of

study.

ADDITIONAL TRAINING OPTION An apprenticeship program combines on-the-

job work experience and classroom related instruction and produces an employee that is skilled in their chosen occupation.

Hawkeye Community College offers HVAC, Plumbing & Electrical apprenticeship curriculum approved by the Department of Labor. Students are sponsored by an employer or local business.

Recently Submitted and Approved Plumbing Apprenticeship W/ Dalton

Plumbing and Heating Trade will be paying for the cost of

the classes and reimbursing required tools that the trainee needs for employment- either until 130 weeks of training is reached or client reaches 80% of pay from his prior layoff wage base.

SO WHAT?! WHY IS THIS SO IMPORTANT?

It takes a diverse, talented, educated, & trained

workforce to keep jobs and develop new and innovative

positions.As a county we are no longer competing with each other for

jobs, its not the guy sitting next to you that you need to beat out for a position, it’s the company on the other side of the globe that will work longer hours for

less money and little or no benefits . There is a growing trend also for non-traditional

students who are coming back to schooling to further their education and use that in

combination with experience in the job market and are now are

more skilled and experienced than the new graduates.

Dr. Vest served as President of the Massachusetts Institute of Technology from 1990 through 2004.  During this time, he placed special emphasis on enhancing undergraduate education, exploring new organizational forms to meet emerging directions in research and education, building a stronger international dimension into education and research programs, developing stronger relations with industry, and enhancing racial and cultural diversity at MIT.  Dr. Vest worked to bring issues concerning education and research to broader public attention and to strengthen national policy on science, engineering and education.
