Central New England John Clarke, Secretary for the Central New England (CNE) Chapter, reports that their Chapter held a meeting on Wednesday September 27, 2006. The speaker was David P. Johns, PhD, Vice President of Electromagnetic Engineering, Flomerics, Inc. Dr. Johns’ presentation covered a recently developed interface between the EMSCAN Corporation PCB Electromag- netic Scanning Device and the Flomerics Inc.’s FLO/EMC Analysis Program. This interface will permit the users to electro- magnetically scan their PCB boards emis- sion characteristics and then port this data over to the FLO/EMC Program to be stored and processed. It is expected that multiple PCB board emissions can then be “predicted” with FLO/EMC by building groups of PCB boards within FLO/EMC. Attendance at CNE’s September meeting was good with 11 IEEE members and 17 guests. Chapter Chatter would also like to include some overlooked Central New Eng- land chatter. Unbelievably, these reports slipped by the ever vigilant, eagle-eyed E- mail monitoring of the Chapter Chatter Associate Editor. Seriously, our apologies for the oversight John . . . The CNE Chap- ter held a meeting on Wednesday, April 26, 2006. The invited speaker was Dr. David Pommerenke, Associate Profes- sor of Electrical Engineering, Electromag- netic Compatibility Laboratory, Depart- ment of Electrical Engineering, University of Missouri-Rolla. Dr. Pommerenke is also currently a Distinguished Lecturer of IEEE EMC Society. His excellent presenta- tion dealt with Advanced ESD and EMI Analysis Methods. “There is no single method that provides identification of all reasons for EMI and ESD problems. One needs to be aware of and have experience in a variety of methods and hopefully employ the most suitable method.” His talk presented the following methods for EMI and ESD analysis: PCB level scan- ning to identify ESD sensitive areas, expla- nation of how (and when) the PCB results relate to IC level test results. For EMI: Using transfer impedances and port impedances to quantify coupling paths. The presentation used spectral, time domain and joint time frequency analysis methods to shed understanding on com- plex system-level EMI. The CNE April meeting was attended by eight IEEE members and six guests. The CNE EMC Chapter also held a meeting on Wednes- day, May 24, 2006. The speaker was David Hockanson, PhD of Sun Microsystems, Menlo Park, CA. Dr. Hockanson is also a Distinguished Lecturer of the IEEE EMC Society. His topic was “0.1 Horsepower and 0 to 5 GHz in 50 Picoseconds: The Challenges in Delivering Power to Tomor- row’s Microelectronics.” The continued increase in power and speed requirements of microprocessors and other ASICs pre- sents new challenges for delivering power. While power integrity often brings images to mind of in-depth decoupling schemes, resistance and inductance also play an increasingly significant role. Besides the concern of efficiency in the power distribution system (PDS), resis- tance must be controlled to ensure the compensation circuitry of the voltage reg- ulator can adequately maintain the voltage within specified limits. As usual, the story is told from the teller’s perspective: “This story goes back to the middle sixties, when I was a brand new engineer working radiation effects on this brand new technology known as ‘integrated circuits’ memory chips; microprocessors and A/D converters were still in the future. I was working an R&D project where we were trying to record fast transient events (effects from gamma burst). Briefly, the task was to sample the signal in one-nanosecond intervals and store the analog level in thin film magnetic elements (one ele- ment per sample). The signals were to be read back, amplified, multiplexed, and sent to an X-Y plotter. At the time, the only way to multiplex low-level analog signals was with relays. The signal was amplified to the milivolt level needed by the plotter. The problem was, the signal amplitude as plotted was con- siderably lower than expected and, further, was not linear with respect to plotter scale settings. I was tasked to fix the prob- lem. The old-timers warned me to be careful about amplifier design and layout, as it was very sensitive and prone to oscil- lation. Investigation revealed the problem - the input imped- ance of the plotter was a function of the sensitivity setting, being lowest on the most sensitive scale. So the plotter was loading the input signal. The simplest approach was to tack on an emitter follower stage to the existing amplifiers. When I installed the new out- put stage and powered up, I was appalled to find that the plot- ter chattered like crazy, with a half dozen witnesses observing the proceedings. I had been warned about oscillation, but this was beyond belief. I traced the problem to a relay. As it turned out, there was a solder bridge between the relay coil contact (switching at 28 v) and the signal contact. Basically, the plotter was looking for a milivolt signal and was receiving 28 volts of noise, switching at about 100 Hz. The mechanical arm couldn’t track this fre- quency, but it tried, thus causing the ‘chatter.’ I hadn’t touched the relay circuits - the solder bridge had picked that time to actually make contact. from various locations in the PDS, result-ing in the need not only for choosing thevalues of decoupling capacitors, but alsofor judiciously placing the capacitors sothey can be effective. This presentationdescribed the various parts of the PDS, andhow decisions are made to ensure thesmooth operation of power delivery. Afterthe complete power distribution systemwas discussed, a brief discussion followedon how various components may play arole in EMI. Ten IEEE members and fiveguests attended the May CNE meeting.

ChicagoJerry Meyerhoff reports that the ChicagoChapter held their fall ‘kick off’ meetingSeptember 20, 2006 at DLS Electric Sys-tems in Wheeling, IL. Don Sweeney fromthe IEEE EMC Society Board of Directorspresented the 2006 Chapter of the YearAward to Jack Black, Chicago ChapterChairman. Don also presented Certificate

of Appreciation Awards to awards the fol-lowing individuals: Jack Prawica, JerryMeyerhoff, Roy Leventhal, Jack Black,Frank Krozel, Ray Klouda, and RogerSwanberg. John Landowski, Chairman ofthe IEEE Chicago Section, gave a brief pre-sentation about the services and programsoffered by the Chicago Section. The Sectionis looking to become connected to the localarea Society Chapters. Jerry Meyerhoff wasintroduced as the new Chicago ChapterSecretary, replacing long time SecretaryCarla Robinson. As keynote speaker, Jerrygave a summary presentation of the IEEE2006 Symposium in Portland, OR. Jerryreviewed all aspects of the symposium,including technical sessions, committeemeeting, technical papers and presenta-tions, and outside activities. Bob Hofmannpresented his take on the technical sessionsand presentations. Jack Black reviewedexhibitor issues and venue related func-tions. Jack Black presented a detailedreview of the upcoming 50th Year

Anniversary IEEE EMC Symposium inHonolulu, Hawaii, including a video pre-sentation. Jack presented informationrelating to the new networking opportuni-ties, the global educational aspects, and theupcoming new technologies that will bethe highlights of the Symposium. Jack alsopresented recommendations for attendeesto present to their employers to assist inallowing them to attend this event.Brochures were handed out to all attendees,and special posters were presented to Con-tinental Automotive Systems, GE Medical,and Motorola for distribution at their com-panies. Additionally, on September 21, anaward banquet was held to honor CarlaRobinson, long time Chicago Chapter Sec-retary for her long and meritorious serviceto the EMC Society and the Chicago Chap-ter. In addition to her secretarial responsi-bilities, Carla has held the position of Tech-nical Papers Chairman for the 2005 Inter-national Symposium on EMC, TechnicalServices Chairman for the Chicago Chapter

Hong KongThe Hong Kong Chapter held a successfulinaugural meeting on December 2. Over 90attendees were on hand for three excellentEMC technical presentations. The threepapers covered EMC subjects of keen inter-

est in Hong Kong, including: “FrequentlyAsked EMC Design Questions andAnswers,” “Overview of Radio SpectrumManagement in Hong Kong,” and “Trendsand Developments for Global EMC Stan-dards and Regulatory Approval for Con-sumer Electronic Products.” The first EMCHong Kong Chapter Committee Meetingwas held prior to the inaugural Chaptermeeting. The Chapter officers were con-firmed; including Dr. Peter Leung as theChairman, Dr. Patrick Wong as Vice-Chairman, Mr. Michael Chu as Treasurer,and Dr. Duncan Fung as Secretary. Free first

year EMC-S membership was also offered atthe Chapter meeting to the IEEE memberspresent. This special offer received a goodresponse for EMC Society membershiprecruitment in Hong Kong. A promotionalpresentation for the 2007 IEEE Interna-tional Symposium on EMC in Hawaii wasalso made to those in attendance.

to its winter break in Novem-ber/December. The Chapter met atADTRAN on September 21 to hearEMC Society Distinguished Lecturer Dr.David Hockanson present “CSI: Com-pliance System Investigation.” The talkwas well attended with 56 Chaptermembers and guests present. Under-writers Laboratories and the Chaptersponsored the delicious buffet meal. Dr.Hockanson’s talk focused on methodsand tools for reducing exceeded levels ofradiated emissions encountered duringEMI testing. Both chassis- and board-level tools and techniques were present-ed, along with many real-world exam-ples to bring home the points. Dr.Hockanson is a very engaging and enter-taining speaker and the Chapter isgrateful for his taking the time to visitHuntsville. The annual Chapter busi-ness meeting was held at ADTRAN onOctober 26. The main topics of discus-sion were the 2007 meeting scheduleand officer nominations/elections. 2006was a successful year with three month-ly technical meetings, a one-day techni-cal symposium and tabletop show, and

the Distinguished Lecturer presentation.The average attendance at the monthlymeetings was 35. The Chapter is indebt-ed to ADTRAN for hosting the month-ly meetings in their spacious and com-fortable facilities since December 2003.Without ADTRAN support, the Chap-ter would not have been able to educatethe large Huntsville technical commu-nity about EMC. The 2007 Chapterschedule has technical meetings in Jan-uary, February, March, and August. TwoEMC Society Distinguished Lecturerpresentations are planned for April andSeptember, respectively. The year willclose out with the annual business meet-ing in October. The 2007 Chapter offi-cer election results were tabulated onNovember 21. The election results for2007 officers are as follows: GlennShelby from NASA will be the Chair,Tom Perry from Jacobs Engineeringwill be the Vice-Chair, Jim Stonefrom Underwriters Laboratories willbe the Treasurer, and Tim Travis fromERC Inc. will be the Secretary. MilwaukeeJim Blaha reports that the MilwaukeeEMC Chapter held two meetings this fallwith great attendance. The first was a din-ner presentation by Mr. Gary Fenical ofLaird Technologies. This dinner meetingwas also open to the other Societies with-in the Milwaukee Section. In attendancewere members from the Medicine andBiology Society, Power Society, Comput-ers Society and WIE - Women in Engi-neering. Prior to the dinner presentation,the EMC Chapter held a private roundtable discussion with Mr. Fenical. Thediscussion exposed the fact that manycompanies are not aware of the new EMCDirective. Key discussion topics included:New Directive Becomes Law on July 20,2007. Also, fixed installations areaddressed and defined along with theneed for detailed documentation focusedin on installation, use and maintenance.The second meeting was a Holiday Din-

He reviewed the basic mecha-nisms of lightning physics including thevarious phases of lightning strikes, thecurrents produced, and the types oflightning interactions of concern tomankind. The most significant effects oflightning on modern aircraft were pre-sented with a special focus on the variousforms of direct strike damage. Dr. Skou-by closed the presentation by sharingtechniques, which may be employed inorder to protect aircraft from damage,which could jeopardize aircraft safety.The Chapter appreciated Dr. Skoubytraveling to Seattle for this special visit.It’s not often that a speaker who hailsfrom the famed University of Missouri-Rolla (he received his BS, MS and PhDdegrees from UMR), hails from thelargest local employer in the area (Boe-ing), and has a son that is quite active inthe IEEE EMC Society (Derick Skouby,Chair of the Oregon and SW Washing-ton EMC Chapter) presents at a SeattleEMC Chapter meeting! The Chapterappreciated Dr. Skouby’s considerableexpertise from his years with Boeing St.Louis (the former McDonnell Douglas)as part of the Phantom Works groupwhere he had responsibility for thedevelopment of antennas and Electro-Magnetic (EM) apertures for military air-craft applications in the New Aircraftand Missile Products (NAMP) divisionof McDonnell Aircraft Company. Sendai, JapanThe Sendai Chapter held a meeting onDecember 4, 2006 as its 2006 SecondIEEE EMC-S Sendai Chapter Colloqui-

um. This was a joint meeting with theJapan (Tokyo) Chapter and Tohoku Uni-versity. The Colloquium featured a num-ber of lectures covering cutting edgeEMC topics presented by ZenichiroKawasaki, Osamu Hashimoto, andHiroshi Kurihara. The presentationscovered such topics as observation ofthunder and development and applica-tion of radio wave absorber. More than50 attendees were present at the collo-

SingaporeDuring the last quarter of 2006, the Sin-gapore Chapter organized several techni-cal events and one social gathering.Regarding technical events, on theevening of 28 September 2006, theChapter and the IET (Institution ofEngineering & Technology) organized aseminar on “Grounding Concept Revis-ited” at Singapore Polytechnic. Thespeaker was Professor See Kye Yak fromthe Nanyang Technological University.Using many practical case studies, hedisproved many grounding misconcep-tions from as low as 50 Hz to as high as

day seminar on RFID and its packaging atthe Institute of High Performance Com-puting. Three speakers from the KoreaAdvanced Institute of Science and Technol-ogy presented their recent research work ondesign and analysis of RFID modules andRFID system in package. A total of 24 par-ticipants attended this seminar. Regardingsocial gatherings, the Singapore ChapterCommittee organized a social gathering on25 November 2006, from 6:30 to 10:00pm. The event took place at The Plaza Mar-

ket Cafe, Raffle Plaza, Singapore. The eventwas also opened for all its more than 30members and their immediate familymembers. Nearly 40 participants attendedthe event. They all enjoyed the wonderfulfood and a joyful night. Such a gatheringprovided a good opportunity for all theChapter members to network with eachother and to strengthen the ‘family’ ties ofthe IEEE EMC Singapore Chapter. All theparticipants are looking forward to anothersocial event in 2007. In closing, the new

Chapter committee for the IEEE EMC Sin-gapore Chapter was elected on 16 Novem-ber 2006 during the Annual General Meet-ing of IEEE Singapore Section. Mohawk ValleyAt the Mohawk Valley Chapter’s 4 Octo-ber 2006 meeting, guest speaker Dr.Michael C. Wicks of the US Air Force

Research Laboratory, Sensors Directorate,Rome, NY and an IEEE Fellow gave a pre-sentation on the subject of WaveformDiversity in Intelligent Sensor Systems.His talk focused on relevant system of sys-tems EMC issues. Waveform diversity indistributed radio frequency (RF) sensor sys-tems offers the potential for breakthroughperformance enhancements in the detectionand identification of natural and manmadeobjects. Dr. Wicks presented advances inrelevant technology and emerging applica-tions to radar. Issues concerning coherencyamong distributed sensors, EMC, and sig-

nal processing were also discussed. Dr.Wicks pointed out that advances in wave-form diversity, coupled with other technol-ogy, are being exploited by many otherusers of the electromagnetic spectrum. Forexample, the telecommunications manufac-turing industry has dominated advances inwaveform technology in recent years due toincreased public demand for mobile phonesand other wireless devices. Research intoexpanded channel capacity, time-frequencycoding, spatial modulation, and power effi-ciency has resulted in dramatic improve-ments in performance, while providing an

order of magnitude reduction in cost.Today, hundreds of wireless users operate inclose proximity, and occupy a portion of thespectrum used by just one customer adecade ago. In the radar community, lay-ered and distributed sensing is emerging asa plausible solution to the problems posedby the emergence of the asymmetric threat.Enemy combatants no longer follow well-established and time-honored rules ofengagement, and use surprise in theirstrategic planning, operations and use ofweapons. Furthermore, these same oppo-nents may engage our armed forces in anurban environment, where restricted useof force is warranted. Our sensors mustprovide accurate and timely informationconcerning criminal actions as well as war-fare. All of this must be accomplished inan environment where high technology isreadily available to friend and foe alike.According to Dr. Wicks, placing the rightsensor at the proper place and time willrequire advanced inferencing and controlstrategies. An autonomous sensing sys-tem is envisioned in the future that mim-ics human, animal, and insect behavior,and that builds to the right level of the

engagement. These various aspects of theproblem were presented. Dr. Wicks alsomentioned that it is an important step for-ward for the Waveform Diversity commu-nity and EMC Society to join forces inaddressing these issues in the future. Atthe Chapter’s 2 November 2006 meeting,a presentation was given by guest speakerAndrew L. Drozd, President of the IEEEEMC Society and CEO of ANDRO Com-putational Solutions, LLC located inRome, NY. He was accompanied by spe-cial guests Dr. John Norgard, Vice Presi-dent of Technical Services and BarryWallen, Vice President of Conference Ser-vices of the EMC Society. Mr. Drozd gavea President’s State of the EMC SocietyMessage, which provided an overview ofthe current state of the EMC Society interms of membership, including varioustechnical programs and new initiativesthat are underway. Whereas most IEEEsocieties are experiencing a downturn inmembership, some are actually experienc-ing a steady growth. The reasons for thiswere discussed. According to Mr. Drozd,as a median sized society, the EMC-S isdoing relatively well in the technical,

financial, and membership sense, and interms of strategic plans for continued suc-cess. The EMC-S has also been quite suc-cessful in enacting new strategies forgrowing membership and new chaptersworldwide, and in passing initiatives thatwill better align us with new technologytrends in the future. These new technologyfronts were addressed both by Mr. Drozdand Dr. Norgard. Also discussed were ourkey strong points as a Society such as pro-viding high-quality technical publica-tions, and new plans for sponsoring ofsymposia and conferences that facilitatenetworking with the experts. Upcomingsymposia plans and activities were pre-sented by Mr. Wallen who also gave a pre-sentation on the EMC Society’s 50thanniversary celebration in conjunctionwith our annual EMC Symposium inHawaii scheduled for July 2007. Theresults of recent member satisfaction sur-veys centering on the Society’s activities,products and services were also presented.EMC Chapter Chair Irina Kasperovichplans for several more talks next year aimedat exploring the role of EMC in new fore-front technologies.
