Regional Workshop on thè INDCs for Africa

Background
Partìes to thè United Nations Framework Convention on Ctimate Change are negotiating a newagreement to be adopted by 2015. Thìs new agreement is to further enhance thè full, effectiveand sustaìned impiementatton of thè Convention and strengthen thè multilateral rules-basedregime under thè Convention durmg thè post-2020 period in order to achieve thè objective ofthè Convention, based on its principles and provisìons.
Oecision 1/CP.19 invites ali Parties to 'miriate or intensify domestic preparations for theirIntended Nationally Determined Contrìbutions fINDCs), without prejudice to thè legai nature ofthè contributìons, in thè context of adopting a protocol, another lega! instrument or an agreedoutcome with legai force under thè Convention applicabie to ali Parties toward achieving thèobjective of thè Convention as set out in its Artide 2 and to communicate them well in advanceof thè twenty-first session of thè Conference of thè Partìes (by thè fìrst quarter of 2015 by thoseParties ready to do so) in a manner that facilitates thè clarity, transparency and understandmgof thè intended contributìons.
Decision 1/CP.20 reiterated thè invitation to each Party to communicate to thè Secretariat itsintended nationaily determined contribution and that each party communicate their INDCs wellin advance of thè twenty-first session of thè COP ('by thè ffrst quarter of 2015 by those partiesread to do so'), para 13. The decision further agreed that thè ìnformotion to be provided byParties in their INDCs may include, as appropriate, inter ailia, quantifiable informalion on thèreference point (including, as appropriate, a base yearj time trame and /or periods forimplementation, scope and coverage, planmng process, assumptiuns ami melhodolugica!approaches including for thè estimating and accounting for anthropogenic GHG, and asappropriate, remova! (para 14). The Decision invites "ali parties to consider corri municatingtheir undertakings in adaptation planning or consìder including an adaptstion components intheir intended nationaily determined contributions", para 12.
The African region is actively seeking to engagé on INDCs, and there is a widespread interest inthis regard. African governments, tike many Parties, are explonng steps to prepare their INDCs.However, there are many chalìenges in conceptualizing, preparing and designing these INDCsAfrican Countries require avaiiability of information, appropriate rnethods as well as reìevantcapacities at national level. These capacities are limited, due to lack of fìnancial and techmcalresources to carry out thè preparatìon of INDCs and thè chalìenges of attaining high-ìevelpoliticai support. The short tìme fratrie for preparing contributions olso presents a significantchallenge for thè African Region.
Two African Technical dialogues on INDCs took piace in Accra, Ghana from 14-16 May 2014, and
in Addis Ababa from 27-29 January 2015. The outcome of thè se two dialogues confirmed thè
need for more dialogues and discussìons to continue sharing experiences, progress made,
challenges, and needs related to INDCs, and to seek more clarity on thè scope, format, strutture
and elements of thè INDCs. They further revealed that there is interest in more techmca! work
on adaptation which is a prìority for thè African Region, as well as finance, technology transfer
and capacity building.
Based on thè above, thè Government of Egypt is organizing in thè framework of its
chairmanship of thè African Ministeriai Conferente on Environment (AMCEN) a regionalworkshop on thè INDCs for Africa.
Aim of thè workshop
The specific aims of thè workshop ìncìude:
1} Holding a regional dìalogue on various aspects (including content,, methodological and
technical) aspects related to thè INDCs, with regard to their scope and coverage andincluding ali thè relevant elements of thè UNFCCC.
2) Discussing and taking stock of existing emerging approaches, including thè use of NAPAs
and national communication based information etc.
3} Sharing country experiences with thè design and preparation of their INDCs.
4) Exploring thè availabtlity of adequate information and capacity at national levels, and
address issues related to thè underlying technical basis requie td to prepate robust,
realìstic, and achievable contrìbutions
5) Suggesting guìdelines to be useful in thè African context
6) Identifying areas of capacity needs and devetopment, sharing information on chollengesbeing faced and identifying lessons learned and best practices to address thesechallenges.
Strutture, timetable and location
The workshop will combine plenary and breakout sessions and will last two and half days from18-20 May 2015. The workshop will be held in Cairo, Egypt
Participants
Participants are country representatives/ experts in charge of national Communications andUNFCCC negotiations, multilateral and bilateraì agencies, regional organizations, as well as
resource persons.

Environment (30.000 Euro) will support thè Ministry of Environment/President of AMCEN to follow up
thè decisions of thè 15th session of AMCEN so as to cover thè expenses of Climate Change activities that
will support better preparations for COP 21 (Paris 2015) such as thè Regional Capacity Development
Workshop on INDCs in Africa (May l?-19,2015).This contribution wìli include travel
ticket, accommodation, OSA, transiatton, lunch and coffee break, publicatìons and conference factlities(
• ; rentìng of equipment), and conference room rental,
Thts collaboration will support exploring new areas of cooperation where climate change and other
