Chairman’s ForewordI N T H E N A M E O F A L L A H , T H E M O S T B E N E F I C E N T, T H E M O S T M E R C I F U L

THREE YEARS HAVE PASSED since the opening of the LondonMuslim Centre. Our vision was to create an organisation thatachieves excellence, governed effectively and transparently.

We wanted to meet the needs of the local community and ofMuslims and others in Britain, tackling issues such as regeneration,health, training and employment, as well as developing betterrelations with other communities in working together for thecommon good.

How far have we come? Much progress has been made through themany projects and activities at the East London Mosque and LondonMuslim Centre.This Annual Report gives an overview of ouractivities in the past year, from community cohesion to economicand social regeneration, from health services to educationalprogrammes. I am pleased to see we deliver an ever expandingrange of innovative and useful services that continue to surpassexpectations.

We have embarked on a review of our organisational strategy,with a view to updating our constitution and developing a five-yearbusiness plan.This should lead to even greater clarity of purpose andnew, more ambitious goals for the years to come.

Only by continually striving, trusting in God, and working well with others, can we help make our society a better place for all.

WE HAVE COMPLETED anothersuccessful year which has seenthe East London Mosque and

London Muslim Centre’s projects andservices benefiting thousands of people.

More and more people attend the fivedaily prayers. On many occasions bothhalls in the mosque have been full formidday prayer.We are finding it difficultto accommodate the increasing number ofpeople praying here on Fridays; during theschool holidays some people had to prayoutside. In Ramadan the prayer facilitiesattract between 4,000 and 5,000 peopleevery night which creates a livelyatmosphere.

Improving School Attendance inPartnership has continued to expand. Inthis period it has been working with 17Primary Schools and 1 Secondary Schoolto improve the attendance of children,which contributes towards their overalleducational attainment.

Our schools have made good progress.TheSATs results for our full-time primary andsecondary provision were amongst thebest in Tower Hamlets. Our part-timesupplementary education for children hasalso progressed well.The demand for allof these projects continues to surpassavailability of provision.

The advice sessions run by our Imams havebecome very popular. On average theyrespond to around 15 to 20 cases everyday, dealing with a wide range of issuessuch as religious advice, matrimonialproblems, bereavement, arbitration, etc.

We continue to work with other agencies.Various information stalls were set up inthe LMC concourse throughout the yearon improving the environment, diabetesawareness, mouth cancer awareness, ‘QuitSmoking’ surgeries, police communitysupport officers’ recruitment, etc. Manyof the above issues were incorporated inour Friday sermons.

With the support of HSBC Amanah weestablished ELM Women’s Link.Theproject delivers valuable services forwomen. HSBC Amanah also supported the

provision of Outward Bound courses,which have benefited more than 140young people in the past two years

We facilitated a session organised by theMuslim Chaplains of prisons to discussprovision for Muslim inmates and ways thecommunity could support theirrehabilitation once they are released fromprison.We will be working in partnershipwith Working Links to delivermotivational courses for Muslim ex-offenders from a faith perspective.

Two mosque Open Day weekends wereorganised. Additionally, the mosquereceived hundreds of visitors throughoutthe year from all walks of life.We havehosted Question and Answer sessions forBBC staff during Islam Awareness sessionsat the LMC.We have developed anddelivered our own Islamic CulturalAwareness course for non-Muslimprofessionals.

The Muslim Community Radio, based inthe LMC with a purpose built studio,delivered another successful month-longprogramme during Ramadan They recentlybegan broadcasting online.

We have worked very closely with avariety of media sources to help themunderstand the context of Muslims inBritain.

The Way to Work project is on target tomeet its outputs and outcomes. It hassuccessfully passed the Matrix Standardaccreditation, which is a quality assurancemark in providing advice and guidance.The Sustaining Communities project wascompleted in this period which providedbasic training for more than 150 people,improving their confidence andemployability.

The use of our facilities has increasedconsiderably over this period.We continueto attract hirers from community,voluntary, public and private sectors.LMC has become a very popular venue for weddings.

Executive Summary

Prayer FacilitiesThe Mosque continues to attract large numbers of worshippers to thedaily and Friday prayers.The numbers attending the midday prayer hasincreased considerably and has meant that other prayer areas must bemade available for worshippers.The number of worshippers swells whenthere are events or weddings taking place in the LMC. On Fridays it canbe difficult to accommodate 5,000 worshippers.

New Muslim CircleThe New Muslim Circle has continued to provide weekly teachingsessions to those embracing Islam. Many other types of activities havebeen organised including Iftar (breaking of the fast) and Eid gatherings toincrease participation and integration.

Adhan RadioThe Ahdan Radio has continued to broadcast the Call to Prayer, Fridaysermon, Ramadan prayers and selected weekly and occasional lectures.

Hajj TrainingAround 600 people benefited from the Hajj training sessions held at theEast London Mosque and London Muslim Centre.There were twoseparate sessions organised in Bangla and English.

RamadanAs usual, both the Mosque and the LMC were full to capacity with thenumbers attending the evening prayer. Up to five thousand people of allages, men and women, attended prayers to listen to the beautifulrecitation of the Holy Qur’an by renowned reciters. Nearly 300 peoplebroke their fast each day with a meal provided in the LMC Hall. In thelast 10 days the mosque was full for the additional Tahajjud (late night)prayers; some of these were led by graduates of Al-Mizan School.

Nearly £60,000 was raised at the Mosque for charities, mosques, schoolsand other organisations.There were many appeals by charities to helpneedy and suffering in Palestine, Iraq, Lebanon and Bangladesh.

Education & TrainingEducation & Training

Improving School Attendance inPartnership (ISAP)ISAP has continued this year with its effortsto address issues related to poorattendance, punctuality, attainment and alack of parental involvement from a faithperspective in order to raise the overalllevels of achievement.

This year a large number of schools havetaken up Service Level Agreements (SLA).The project is expected to work with over20 schools this year from all across theborough.

ISAP extended its work into secondaryschools, where the conventional ISAPemphasis on attendance and punctuality issupplemented with intensive work on studysupport and mentoring has beenintroduced. ISAP has appointed new staff inorder to increase its capacity and enable itto develop work in secondary school.

London East AcademyThe London East Academy, in addition to its secondary provision forboys, now manages the primary provision of Al-Mizan School, whichspecialises in the memorisation of the holy Qur’an. For the second year apupil from Al-Mizan participated in the Hifz (memorisation) competitionin Makkah.

The LEA now has four classes of Years 7, 8, 9 and 10; this will increase tofive classes covering the whole secondary age range from September2007. Al-Mizan has years 5 and 6, with a new Year 3 class planned fromSeptember 2007. As of the second half of the summer term there were117 students on the admission register. Demand for places is increasing.

In 2006,Year 9 students were entered for the SATs and achieved goodresults: 100% level 5 and above in Science, 96% in Maths and 96% inEnglish. Al-Mizan’s Year 6 students also did well: 100% level 4 and abovein Science, 93% in Maths and 86% in English.

Saturday Islamic SchoolThe Saturday Islamic School teaches children about the basics of Islam. Inrecent years it has developed a strong partnership link with StepneyGreen Maths and Computing College. It currently caters for 300 girlsand boys aged 6 to 13 years.

Evening MadrasahThe Evening Madrasah is a supplementaryschool, running Monday to Friday, wherechildren can learn about Islam. It has madesignificant progress in the last academicyear: by developing the syllabus, makingacademic plans for the whole year,reviewing students’ progress in the weeklyteachers’ meeting, making weekly lessonplans, having quarterly students’ assessmentand offering a teachers’ trainingprogramme, it is improving day by day.There are around 176 boys in 8 classes and92 girls in 4 classes.

Summer Supplementary CourseThis is a very popular course for childrenduring the summer holidays. For twoweeks 200 boys and girls learn about Islam,whilst also participating in recreationalactivities.There is test at the end of thecourse with certificates awarded to thosewho pass.

Al Baseera Institute of Arabic &Islamic StudiesThis year ten classes were facilitated, withapproximately 150 students enrolled.Thisis expected to rise after Ramadan to twentyclasses when, alongside Arabic, courses willbe offered in Fiqh and Tajweed.

LibraryThe library is now open for twenty hours per week; it is hoped this willincrease if applications for sponsorship are successful.Way to Work usesthe library to aid job searches and CV preparation for clients. RainbowHouse also have two sessions every week, using the children’s area.

ESOL Classes for AdultsWe continue to provide ESOL classes for adults in partnership withWaltham Forest College. Although there is demand for women-onlyESOL classes, space has not been available.Women’s Link is hoping toorganise ESOL classes for women in the forthcoming year.

Food 4 Thought – Supplementary Classes

This programme of supplementary education has really taken off thisyear. F4T has on average 3 classes of 20 teenage boys and 3 classes of 30teenage girls, held every Sunday afternoon.The subjects taught areEnglish, Mathematics and Science at GCSE and KS3 SATs levels.

Rainbow House Playgroup

Rainbow House is an independent organisation supported by and based inthe LMC. Children aged 3–5 years have daily playgroup sessions. After-school services for children aged 5–7 years are also offered, as well ascrèche services for LMC projects and hirers.

Social WelfareSocial Welfare

Help, Advice and CounsellingThis is one of the most fundamental services the Mosque offers. People ofall ages and backgrounds contact the Mosque for help and advice.Religious advice is given by the imams in various forms – in person, onthe phone, by letter and email.The Imams deal with an estimated 300enquiries each week, covering issues such as marriage, family, children,divorce, bereavement, Islamic jurisprudence, letters of reference, etc.

Working in the CommunityWe continue to strive for the interests of Muslims and the widercommunity.To achieve this we work with a wide range of organisations,including: LBTH Social Services, LBTH Education Department, NationalHealth Service,The East London Communities Organisation,TowerHamlets Primary Care Trust, Council of Mosques Tower Hamlets, andothers.

Attestations and Marriage RegistrationOur Imams regularly perform Islamic marriage ceremonies, and use theopportunity to educate people about marriage in Islam. More than 50marriages were solemnised by our Imams.

Charity CollectionsReputable organisations are given the opportunity to make charitablecollections at the mosque. In the last year more than £110,000 wascollected for worthy causes: 73% for humanitarian relief work around theworld, 18% for development of Mosques and Islamic centres, 8% forschools and madrasahs, and 1% for promoting understanding of Islam.

Health PromotionHealth services play a crucial part in our lives, so it is important weengage with institutions like the Tower Hamlets Primary Care Trust, Bartsand the Royal London Hospitals.We have developed relationships withthese organisations to enable dialogue and cooperation in matters thataffect our healthcare.We hope to create a Health Development Workerpost based at the LMC in conjunction the THPCT, to advocate with keystakeholders and develop health awareness and support initiatives.

Environmental awareness campaign

Improving Our EnvironmentThe East London Mosque and London Muslim Centre was chosen by theBridge House Trust (now known as the City Bridge Trust) to take part inan Eco-Audit.This was carried out by environmental expert DonnachadhMcCarthy. He undertook an extensive look at our facilities, a review ofour practices and policies, and consulted staff in one of our monthly staffmeetings.This led to a comprehensive report which gave an estimate ofour Carbon Footprint, and a range of recommendations, suggestions forgood practice, and specific advice related to planned refurbishment work.We will try to implement as many of these as are practicable with theresources at our disposal.

ELM Women’s LinkThis project is dedicated to the provision of support, time and recoveryservices to women facing a wide variety of social and domestic problems.So far it has provided a listening service, organised training courses, helda women only Healthy Ramadan fair at the LMC, and facilitated coffeemornings for service users and their children.

Outward BoundHSBC Amanah Finance gave funding for two years of Outward Boundcourses for 120 young people. Additional funding from the Peabody Trustmade it possible for 27 further children to go on a short Outward Boundcourse.The courses, all now completed, have been an outstandingsuccess. Pupils from the London East Academy and Adam Primary Schoolwere able to demonstrate this to Stephen Green, Group Chairman ofHSBC, and Sharon Hintze, Board Member of HSBC, in specialpresentations and video showings when they visited the LMC.

Al-Ihsan Marriage ServiceOver the years many worshippers have requested the Mosque to assistthem or their children to find suitable spouses. As a result Al-IhsanMarriage Service, a project supported by ELM-LMC, was established.200 people have registered since the launch of the project.

Pro Bono in the LMCPro Bono works primarily as a signposting centre for legal matters.Todate in excess of 200 people have been seen, with around 220 phone callsanswered.The areas of law where advice was sought include family issues,immigration, housing, debt, employment and consumer issues.

Somali Development AssociationThe Somali Development Association is a culturally sensitive project,based at the LMC, working primarily with people the Somali communityin and around the surrounding boroughs of Tower Hamlets.Theorganisation is still in its embryonic stages. In the last year it has beenworking on its key value areas around education and parent engagement.

North African Community Association (NACA)NACA offers language classes to approximately 70 people everyweekend.The client groups are of North African origin looking forsupport in developing their language skills in order to improve their lifechances in the UK.The project offers social advice and guidance to helpfamilies and individuals find and access the right services in London.

Community CohesionCommunity Cohesion

Seminars on Islam and Social IssuesDuring Islam Awareness Week we hosted over 265 guests for a seminarentitled ‘Islam: A Closer Look’. Keynote speakers included Chris Hewer(St Ethelburga’s) and Anas Tikriti (Cordoba Foundation).

A joint seminar with Her Majesty’s Prisons Service was held, highlightingthe disproportionate number of Muslim prisoners and the difficulties theyface in re-integrating into the community.

We offered a seminar exploring the names and attributes of God, entitled‘The Beautiful Names of Allah’.

We facilitated four legal seminars in partnership with Pro Bono at the LMC, organised as a result of the large number ofqueries received about issues of common concern:

• Anti-Terror Legislation with keynote speakers from Tooks Chambers

• Immigration Rights with keynote speaker Manjit Gill

• Housing Rights with keynote speaker Dr Michael Biles

• Insolvency Recovery with keynote speaker Robin Knowles QC

Exhibition and Open Day WeekendsThere were two Open Day Weekends, in July and November, attractingmore then 500 visitors in total.The ground floor of the LMC housed anextensive exhibition about Islam and Muslims.

VisitorsThe mosque tries to accommodate visits from pupils studying for theirReligious Education subjects and visitors and tourists exploring London.Last year we hosted 3001 visitors from 77 groups.

Cultural Awareness Training We have been developing Islam Awareness courses for public sectororganisations so that they can better understand Muslim communities inorder to provide improved services.

Muslim Community Radio (MCR)MCR enjoyed yet another successful Ramadan.The purpose-built studiobased on the rooftop of the LMC served as a perfect venue for capturingthe spirit of Ramadan. Once again volunteers and staff performed withpassion and dedication to ensure an entertaining and spiritually upliftingrange of programmes.

Other Information StallsWe facilitated information stalls for a number of organisations at theLMC to create awareness of issues and services available to the Muslimcommunity. A few are listed below:

Communities ProgrammeA pilot project at its early stages, it seeks to develop a Muslim YouthCouncil that can represent the voices of young Muslim youth at strategicand policy making bodies.

MediaThe ELM-LMC has become a centre for media reference for queriesrelating to the Muslim community.We have a part time media relationsofficer who provides balanced information about Islam and the generalfeelings of Muslims at the grass-roots level.This is an important rolewhich we hope to make full time in order to meet the demands of local,national and international media.

PremisesEconomic Development

Way to WorkThis project began as a pilot partnership with the Mayor of London andthe London Development Agency.The aim is to support local people intotraining and employment with a view to making them more employable.

An early priority was to establish a robust structure for systems andprocesses, which has led to achieving Matrix standard accreditation.

Advice, guidance, coaching and mentoring are key features of thisproject. Over 150 people were supported over the year; a further 60people were provided with accredited training on subjects such asBusiness Administration, ICT, Security, and Childcare. 38 people wereassisted in securing jobs. 3 careers fairs were held over the year.

Building on this early success,Way to Work delivered a second contracton behalf of the LDA between December and March.This focussed onbasic skills, with 160 people taking courses such as First Aid, Food &Hygiene, ICT, and Health & Safety.

Faith Regen at LMCFaith Regen is working in partnership with the LMC to offer thefollowing courses from the ICT Suite:

Pathway to Employment ESOL/Basic Skills course

London Skills Council Pan London Skills Leap Project ESOL & BasicSkills

• OCR National Vocational Qualification Management Level 3

• London Development Agency’s Routes to Employment ESOL and Basic Skills

• Jobcentre Plus Community Links ESOL & NVQ Level 1 in ICT

• London Skills Council Train to Gain Project NVQ Level 2 inICT/Literacy and Numeracy

Capacity Building of MosquesIn partnership with Tower Hamlets Councilof Mosques and CEMVO, ELM-LMCdelivered a capacity building project tosupport the infrastructure development of18 mosques in Tower Hamlets. A capacitybuilding officer led the programme whichinvolved the assessment of theorganisations, development of an actionplan, training on key subject matters andthe creation of a portfolio.

Training events benefited 182 Imams andmanagement committee members over 7sessions, covering areas such asGovernance, Financial Management,Fundraising, Health and Safety, and ChildProtection.The one-year project is nowcomplete; we are undertaking an evaluationto capture the learning so we can share theknowledge with other organisations.Wehope to be supporting the Muslim Councilof Britain in capacity building 100 of theiraffiliates over the forthcoming year.

Sustaining CommunitiesIn partnership with the Council for EthnicMinority Voluntary Organisations, thisERDF initiative offered a range of trainingcourses targeting unemployed people aged16–64 to improve confidence andemployability.The LMC facilitated a rangeof courses including ESOL, First Aid,Manual Handling, Basic Computing, andFood & Hygiene. 270 people haveparticipated since December 2005 toDecember 2006.The project has now cometo an end.

Major works completed or ongoing• Complete refurbishment of Elm Reception.

• New, site-wide CCTV system.

• Air conditioning installed in key locations in LMC.

• Cladding on LMC roof ductwork, which wasdamaged by strong winds, replaced with moredurable metal cladding.

• Consultation room created in library.

• Classroom fitted out as ICT Suite for LEA pupils.

• Work begin on complete refurbishment of firstfloor of 94 Whitechapel Road, to create threeclassrooms and supporting office, linked at firstfloor to main mosque.

• Work in progress on complete refurbishment ofELM ablutions, including ventilation and watersupply.

ELM – New ExtensionA planning application was

submitted and accepted for a newextension. However, after furtherconsultation the plans have beenrevised to make better use of theavailable space. The revised plans

have been resubmitted for planning permission.

The number of bookings at the LMC went up dramatically between April 2006 and March 2007. Manyorganisations have already discovered that the London Muslim Centre is the ideal venue for conferences,seminars, meetings, launches and exhibitions. Some of the organisations who held their events at the LondonMuslim Centre in this period:

despite the challenges.

On behalf of the Trustees, I thank the staffand volunteers for their invaluable serviceand dedication to the community. It isnoticeable that people in this organisationgo beyond the call of duty to satisfy thedesire to push the boundaries of success.I pray that the year ahead allows us theopportunity to face the challengespositively, and break new grounds indelivering high quality projects andprogrammes.

Some key areas we hope to addressinclude:

• Planning for the proposed extension ofEast London Mosque in order to expandthe prayer facilities and classrooms forlearning and development.

• Developing youth specific services to bebased at the ELM-LMC, with linkagesinto the Communities Programme forsupporting young Muslims in engagingwith mainstream Islam.

• Improvement of our communicationmechanisms, including a redesignedinteractive website, frequentnewsletters, and a review of internalcommunication.

• Integrating projects so that referrals andsupport can be offered holistically.Thisincludes the need to work with othercommunity organisations in directingkey services to beneficiaries.

• Implementing the recommendations ofthe Away Weekend of the management,staff and volunteers into (1) a 5-yearBusiness Plan and (2) the revision of theTrust’s constitution.

Sadly one of our major tenants (FirstSolution Ltd) went into liquidation in June2007.This event has left many of itscustomers in a very difficult position,along with the East London Mosque Trust.We pray that everybody affected is able torecover all of their losses through the legalprocesses that will now follow.

We invite everyone to join us in ourjourney for promoting the good andopposing injustice.We ask you to comeforward to share your opinions and views,find out about our work and look atcommonalities that will contributetowards improving our society.We willendeavour to do all we can within ourscope to meet our objectives, but werecognise that we need help and supportfrom our Muslim and non-Muslimcounterparts.

First 'Eid prayer held atLondon's Hyde Park by prominent BritishMuslims in treacherous weather conditions.

First meeting organised toraise funds to establish a Mosque andIslamic Centre in London. Jumu’ah(Friday) Prayers begin at hired halls.

As more and more Muslimsailors settled in East London, Fridayprayers and 'Eid Prayers moved to the area.

The Trustees purchase a housefor use as a Mosque and hostel for Muslimsailors living in East London.

Three houses purchased forthe Mosque and Islamic Cultural Centre.

Official opening of the EastLondon Mosque on Friday 1st August.TheJumu’ah prayer was lead by His ExcellencyShaikh Hafiz Wahba, Ambassador of SaudiArabia.

The Greater London Council(GLC) under compulsory purchase orderacquired the three buildings in CommercialRoad and in return provided land andtemporary buildings on Whitechapel Road,London E1.

The official opening of thenewly built East London Mosque by ShaikhAbdullah bin Subail, Imam of MasjidulHaram, Makkah on Friday 12th July.

As Muslim population in thearea grew considerably the need for alarger Mosque and Islamic Centre was evermore imperative East London Mosqueraised £600,000 from the local communityto buy the adjacent disused land to developits extension programme.

The land was officiallypurchased and planning began in earnest tobuild the extension programme to housemuch needed community facilities.

ELM acquires full planningpermission for the extension programmetitled the'London Muslim Centre' from theLocal Council. A very comprehensivefundraising programme begins whichamounts to over £6m donated by thepublic.

Opening of the LondonMuslim Centre, 11th June 2004, whereover 15,000 people congregated to praywith Shaikh Abdur Rahman Sudais, Imamof Masjidul Haram, Makkah.
