7. PUBLIC CONSULTATION 7.0 Introduction

The Ministry of Environment and Forests (MoE&F), Government of India issued

Environmental Impact Assessment notification S.O. 1533 dated September 16, 2006.

As per the said notification Synthetic Organic Chemicals (Bulk drugs and

intermediates excluding drug formulations) industry prescribes environmental

clearance under category ‘A’ located outside the notified industrial area/estate. The

proposed project is located at Sy. No. 286 (Part) and 297 (Part), Jagdevpur Village

and Mandal, Medak District, Andhra Pradesh. Hence the present proposal obtained

Terms of reference from the Expert appraisal committee of MoE&F and the

committee recommended the project proponent to conduct public consultation as

part of Environmental Clearance process. Accordingly the draft Environmental

Impact Assessment was submitted to Regional Officer, Andhra Pradesh Pollution

Control Boad, Regional Office-II, Ramachandra Puram, Medak District for

conducting public hearing. The public hearing for the proposed synthetic organic

chemicals (bulk drug & Intermediates) manufacturing unit was conducted on 31-01-

2014 at 10.30 AM in the premises of the proposed project site with presence of Sri B.

7.1 Advertisement

Press notification regarding the date, time and venue of the Environmental public

hearing for the proposed unit was issued in Sakshi (Telugu daily) and The New

Indian Express (English daily) newspapers on 01.01.2014. Copy of the same is

enclosed.

He informed that he has no objection with the proposed activity if there will not be any effects on agricultural land and environment.

Proponent assured that, they will provide Zero Liquid Discharge (ZLD) facility to treat the effluents. They informed that they will operate the industry as per Pollution Control Board Rules and Regulations and also assured that no single drop of water will go outside the industry.

He requested that, proponent to give assurance that they are not going to damage the agricultural fields and surrounding areas.

Proponent assured that, they will provide Zero Liquid Discharge (ZLD) facility to treat the effluents. They informed that they will operate the industry as per Pollution Control Board Rules & Regulations and also assured that no single drop of water will go outside the industry.

He welcomed the proposed project with a commitment to provide zero liquid discharge (ZLD) facility.

Proponent assured that, they will provide Zero Liquid Discharge (ZLD) facility to treat the effluents.

Funds to the green belt and allocate minimum 2 acres for green belt development.

Rs. 3.6 Lakhs has been allocated for green belt development and 2.15 acres of land is allocated for green belt development.

He stated that, Management shall allocate fund to the pollution control equipment.

Capital cost of Rs. 230 Lakhs has been allocated for pollution control measures and Capital Cost provided for environment management plan is Rs. 242 Lakhs.

He suggested to provide employment for locals.

Proponent assured that, employment shall be given to the local people based on the qualification and skills.

Smt. Kavitha, Vice Sarpanch, Jagdevpur

She informed that due to industrialization local employment will increases, land cost also increases in the surrounding areas, many industries will come. She also opined that the corporate schools, hospitals, business will be developed. She stated that advanced technologies have come up to treat the waste water generated from the industries. She welcomed the project.

Develop 30% of green belt with flower, fruits and vegetable plants.

Green belt shall be developed in an area of 2.15 acres which is 33% of total site area. The species are identified from the guidelines for greenbelt development issued by Central Pollution Control Board (CPCB).

Sri Syed Muneer Bhai, Jagdevpur

He informed that, coming up of industry in his village is happy to him but he expressed fear about pollution due to the proposed activity and stated that agricultural crops will be damaged.

Proponent assured that, they will provide Zero Liquid Discharge (ZLD) facility to treat the effluents. Multi Cyclone Dust collector is provided to the boilers to control the air emissions. Process emissions will be controlled by providing scrubbers. Salts generated in evaporation of effluents and ETP sludge will be sent to TSDF for safe disposal. Solid waste like ash and organic waste generated will be sent to brick manufacturers and cement kilns/TSDF respectively. Waste oil and used batteries generated will be disposed to the authorized recyclers. Personal protective equipments like nose masks, safety helmets, ear plugs, goggles, hand glows, safety shoes and leather aprons etc shall be provided to the employees.

He requested the officers to form a committee to ensure that the employment will be provided to local people. He has seen one existing chemical industry which is emitting lot of odor.

Presently they will store all the waste within the premises and after certain time they will dump outside.

All the solid waste and hazardous wastes are sent to the respective agencies/TSDF/Authorised recycles/vendors. The hazardous waste storage will be provided.

He is expressing willingness for upcoming industry as a neighbor, as we get land appreciation, local employment, village revenue growthing, socio& economical status will develop and he is interested and welcoming the industrialization in their




area. Sri M. Satish Varma, Jadevpur Village

He stated that, an industry with Rs. 7 Crores is going to coming adjacent to his land (6.5 acres) in Sy. No. 290/A. He is welcoming the industry as it will help the rural economy to grow and the life style of rural people will change and social status of the village also grow. He also stated that the proponent should ensure the environmental safety as a neighbor and beneficiary requesting the authority to give all necessary permission to the proponent.

Ambareddy lake a small pond is located at a distance of 0.8km in north direction. The drainage of the site area flows into a small pond in south direction at a distance of 1.0km. The model school is located at a distance of 1.2km in NW direction. The impact on school is negligible as necessary pollution control measures are proposed to be adopted.
