I think of a new employee in a company that repairs automobile brakes. Knowing that what he or she is doing could have dire consequences, even if not done carelessly, the new employee would probably be quite open to supervision. Supervisors, recognizing the vulnerability to error in the new employee, are more likely to watch the work of new employees carefully. It will not matter whether the new employee happens to be very experienced: a new employee requires oversight. The problem of selling what is safe is much more difficult for retailers. Many of the products that are most profitable and for which there is great demand are known to be unhealthy. Tobacco products have the most research into their dangerousness but their addictive qualities, if nothing else, support a high demand for them. In the book that I recently co-authored with my physician friend, Ron Wathen MD, Ph.D, we document the long unrecognized danger from High Fructose Corn Syrup and sugars that sweeten almost every manufactured “food like substances.” We know of no reputable scientist who argues that these products don’t contribute to the rampant obesity that is making our health care costs sky-rocket. Every one of the non-communicable diseases (e.g. heart disease, diabetes, kidney failure) is very clearly linked to obesity. We all know it. Yet, as in the case of tobacco products, the apparent addictive qualities of processed and manufactured foods cause them to have a high rate of use which, in turn, makes their sale extremely important to retailers. Does anyone believe that the retailer should take responsibility for solving America’s health problems and refuse to sell questionable products? I don’t think so. Retailers are responsible for obeying the Law, e.g. in “carding” those who want to purchase tobacco products. It is reasonable for them to sell any legal product and not just products that they endorse. Many citizens, and retailers, would not expect there to be danger in playing Bingo, feeding a slot machine in a Casino, or purchasing KLC Scratch-off games. These are not obviously harmful products that one puts into the brain voluntarily. However, the field of Neuroscience is showing that gambling can permanently affect the human brain. Also, what KLC retailers have known for decades, from simple observation, is true. KLC products have addictive qualities. There are, for example, more than 25,000 individ- uals in Kentucky who are addicted to gambling and some of them are addicted to KLC products. KLC, of course, recognized this fact and began its Play Responsibly Program in the 1990’s. This program is among the finest such programs in our nation and has won awards for its excellence. The new concern, supported by the work of Jon Grant MD (who was a presenter at the recent World Lottery Association conference in Morocco) is that gambling may cause brain alterations in normal persons. That is, gambling may not affect only the small portion of the population that is “vulnerable:” Every player, gambling at anything, may well be “at risk.” Without doubt, the KLC Play Responsibly Program will face many new concerns, and challenges, as new Neuroscience research is done. We will not have the luxury of a comfortable belief that what we do cannot cause harm to normal persons.
