INTRODUCTION

The purpose of this document is to list those conservation practices and associated scenarios eligible for the Environmental Quality Incentives Program (EQIP) in Wisconsin. It also includes the payment rates for those scenarios, applicable payment limits, lifespan of practices, guidance on the use of certain practices and scenarios, as well as eligible resource concerns. In order for a practice or system to be eligible for EQIP, it must be used to solve a documented EQIP ELIGIBLE resource concern on the proposed project site. The purpose and applicability of each practice can be found in the current Wisconsin technical standard for the practice, accessible through this link: http://efotg.sc.egov.usda.gov/treemenuFS.aspx Payment schedules and scenarios were developed to meet the technical standards. The practice standard’s Definition, Purposes, Conditions Where Practice Applies, and Criteria must be followed. This guidance document may provide additional program requirements. Payment is limited to installing the conservation practice to the extent necessary to meet the resource concern(s) addressed by the conservation plan. The practice must meet NRCS technical standard criteria to be eligible for payment. All payment caps listed are per contract item. Management practices may receive up to 3 payment years per acre. FI = Foregone Income. Foregone income is included in some practice scenarios that remove land from production or reduce income due to implementation of the practice. While NRCS may assist in the planning for an operation’s expansion, EQIP funding may only be used to address the resource concerns of the existing operation. EQIP funds will not be provided for the expansion portion of any project. Payment is limited to the least-cost alternative which will remain stable under design conditions. All Conservation Activity Plans (CAPs) require a separate application and contract. One CAP is allowed per operation for the applicable land use. For example, one Irrigation Water Management Plan (118) will include all irrigation systems of the operation. Comprehensive Nutrient Management Plan (CNMP) CAP (102) and Agricultural Energy Management Plan (AgEMP) CAP (128) are exceptions to the rule and may be contracted on the same land unit, but in separate contracts. All Conservation Activity Plans that contain Engineering practices must be accepted by NRCS staff with the appropriate level of engineering job approval authority. Prior to obligating, planned engineering practices require a review from someone with the appropriate level of planning engineering job approval authority. The practice scenario selected should be the best technical match for what is being installed/implemented under that technical standard. Scenario selection shall not be based on the payment rate. Irrigation equipment that is replaced cannot be used to create another resource concern in another location.

EQIP does not pay for the same practice on the same land that has received payment or other benefit from any other EQIP contract or any other USDA conservation program. If an overlap exists for any part of the same practice, that practice would be considered a duplicative practice and not authorized under EQIP. When a supporting practice is included in an EQIP contract to support a conservation practice that is not in the contract, the latter must be scheduled in an NRCS conservation plan signed by the applicant prior to contract obligation. The practice not in the EQIP contract must be scheduled and implemented within the lifespan of the EQIP contract. Failure to implement the practice that is not in the contract could result in contract termination with recovery of financial assistance and assessment of liquidated damages. Comprehensive Nutrient Management Plan: Options to complete a CNMP requirement:

Consultants can complete CNMPs without being paid. Agency employees or partners can complete the CNMP Consultants can complete parts of the CNMPs without being paid and agency

employees can complete the rest. Agency employees can complete the farmstead and land treatment portion of

the CNMP and a TSP completes the NMP. o The TSP can be paid for their work with a CAP-104 payment scenario

“With Manure” A TSP can be paid for completing an entire CNMP with a CAP-102 payment

All CNMPs must meet the criteria outlined in NRCS policy.

Enterprise refers to the different businesses within the operation; cropland, livestock production, irrigation, greenhouse or maple syrup production. Small: ≤300 Acres; ≤300 AU; up to 2 irrigation pumps; ≤ 20,000 sq. ft. of heated greenhouse, or a maple syrup enterprise. Medium: 301 to 2,500 ac.; 301 to 1000 AU; 3 to 6 Irrigation Pumps; 20,001 to 40,000 sq. ft. heated greenhouse Large: >2,500 ac.; >1000 AU; More than 7 Irrigation Pumps; >40,001 sq. ft. heated greenhouse If one operation is MEDIUM or LARGE, select that scenario, with the appropriate number of additional enterprises. A producer only needs to have an audit for the enterprises they are interesting in assessing. They do not need to have an audit for all enterprises on the operation. Limitations: This CAP is only available in the On-Farm Energy Initiative. The AgEMP 128 application must address the prior year energy consumption for the primary farm enterprise as a minimum. Only Certified Technical Service Providers (TSPs) may be used to provide services for the development of AgEMPs. Grazing - Livestock exclusion from surface water will result in improved surface water quality and reduced erosion. 8 This scenario consists of a dry stack facility with reinforced concrete floor and concrete walls. Scenario included 280 feet of 5 foot concrete walls. (Table 9) Permanent Stacking Facilities at the Animal Production Area 521D may also be contracted.

9 This scenario consists of installing a small concrete tank with a design storage volume of less than

5,000 CF that is totally or partially buried and has a solid lid with several openings. Tank typically 8' deep x 12' wide x 40' long, with a design storage volume of 3,600 cubic feet plus 6" freeboard and concrete top. Sizing based on manure, other wastes, rainfall, lot runoff, etc. Volume does not include 6" of freeboard. Site preparation includes excavation of tank footprint, placement of compacted gravel (5"), pouring concrete floor, walls and top, and backfilling around the tank.

10 A concrete - soil composite lined waste impoundment (Table 5 concrete soil composite) or a

reinforced concrete lined waste impoundment with waterstop (Table 5 concrete with waterstop) constructed to store wastes such as manure, wastewater, and contaminated runoff as part of an agricultural waste management system. 521D may also be contracted.
