PREFACE
The Elections to the 11th J&K Legislative Assembly were held in
November-December-2008 and the Assembly was constituted on 1st January,
2009 vide Notification No. LD(PAB)2008/ G-Elections-09 dated1/01/2009, but
two seats became vacant when Dr. Farooq Abdullah and Mr. Ghulam Nabi
Azad, Ex-Chief Ministers resigned from 18-Hazratbal and 54-Badherwah
constituencies respectively. One more seat i.e. 24-Sonwar became also
vacant when Dr. Farooq Abdullah elected from that Constituency resigned
from that seat as well due to his election as Rajya Sabha Member.
Subsequently bye-Elections were held in all these three constituencies i.e. 54-
Badherwah, 24-Sonawar, and 18-Hazratbal on 7th May, 2009, 13th May 2009
and 6th June 2009 and Mr. Mohd. Sharief Niaz, Congress, Mr. Mohd. Yasin
Shah, NC and Dr. Mustafa Kamal, NC got elected from these seats
respectively. His Excellency the Governor vide Notification No.
LD(PAD)2009/01 dated 28/01/2009 nominated two women members namely;
Smt. Bimla Luthra and Smt. Indu Pawar in terms of the powers conferred on
him under sub-section (1) of section 47 of the Constitution of Jammu &
Kashmir.
The publication contains the biographical sketches of all the members
of the 11th J&K Legislative Assembly alongwith their photographs. These have
been prepared on the basis of the information received from the members
themselves. The biographical sketches appearing in this publication are in the
ascending order of the numbers of the constituencies.
As per existing practice, we have included in this publication the list of
the Council of Ministers, District-wise list of members, party wise list of
members, list of female members, list of the members with more than one
term and separately a list of members elected for the first time. The
publication also includes various informative and statistical details on various
aspects of members such as data regarding age, education, legislative
experience etc. Such information, it is hoped would be found useful by the
readers. Moreover, the 11th J&K Legislative Assembly has a diverse
composition and is represented by many political parties besides 4

independents. Among them, the NC, is the largest party with 29 members
followed by JKPDP with 21, Congress 18, BJP 11, JKNPP 3, CPIM, PDF and
JKDPN 1 each. Every effort has been made to authenticate and update the
information contained in this publication in consultation with the members. 12
Members are in the age group of 30 to 40 years; 24 members are in the age
group of 41 to 50 years; 40 are in the age group of 51 to 60 years and 13
members are above the age of 60 years.
I hope this publication would prove to be an important ready reference
source not only for the members of the J&K Legislative Assembly/ Council but
also for scholars, researchers and all others interested in the functioning of
the Parliamentary System. I further hope that the publication will serve the
purpose for which it is brought out.

HIS EXCELLENCY MR. N.N. VOHRA
GOVERNOR OF JAMMU AND KASHMIR
Educated at the Punjab (India) and Oxford (UK) Universities. After topping in
M.A. (English) he served as Lecturer in Punjab University (1957-59); was in the
Indian Administrative Service (1959-1994), borne on the Punjab cadre.
Following the Sino-Indian conflict he joined the Special Services Bureau,
underwent training with the elite SAS of UK and served in the Western Himalayan
region (1962-64). Post Operation Blue Star, he was recalled to serve as Home
Secretary Punjab (1984-85); he organized peaceful elections to the State Assembly
(Sept. 1985) when the State was facing serious disturbances. With the Government of
India he worked as Joint Secretary, Ministry of Health and Family Welfare (1977-82);
as Additional Secretary Defence, Secretary Defence Production, Defence Secretary
(1985-93). Consequent to the serial bomb blasts in Mumbai he was appointed Home
Secretary (1993-94). Recalled from retirement to serve as Principal Secretary to the
Prime Minister (1997-98).
After retirement: served as Director of the India International Centre, New
Delhi (1995-97; 1998-2003); was Member of the first National Security Advisory
Board (1998-2001); Chairman, National Task Force on Internal Security (2000);
Chairman, Review of Institute of Defence Studies and Analysis (1999-2001);
Chairman, Committee on Review of Military Histories (2001-02); Member, CSCAP
National Committee (2001-05); Co-Chairman, India-European Union Round Table
(2001-08); Chairman, Public Services Committee, National Board of Quality
Promotion, Quality Council of India (2006-08); Member, Governing Body of Euro-
Asia Institute.
In early 2003, on being asked by Prime Minister Vajpayee to undertake a
Dialogue with all segments of the polity and society in Jammu & Kashmir he served
as Government of India’s Special Representative to carry out this responsibility
(2003-08).
As an international civil servant he served as Consultant to W.H.O, Geneva
(1982-84).

Analysis, India Institute of public Administration and International House of Japan,
Tokyo.

• Founder of Awami Study Circle, the main object of which was to fight against social evils.
