Electric vehicles and electric vehicle charging stations are now in Salem.

What is The Electric Vehicle Project?Oregon has been named as one o seven test markets as part o a $99.8 million ederally unded efort knownas The Electric Vehicle Project (The EV Project). ECOtality North America was awarded the grant and will installnearly 15,000 EV charging stations in test market areas in Oregon, Washington, Caliornia, Arizona, Tennessee,

Texas, and Washington D.C. In Oregon, approximately 1,100 vehicle charging stations will be installed inpartnerships with business owners and public agencies, primarily located in the Portland, Salem, Corvallis,and Eugene metropolitan areas. Between 2011 and 2013, The EV Project will collect and analyze inormationabout the electric vehicles and the charging systems to collect and analyze data rom EV users and EV-relatedinrastructure to evaluate the efectiveness o EV charging inrastructure; and to conduct trials o variousrevenue systems or commercial and public charging inrastructure.

Where are Salem’s EV charging stations located?A total o 14 charging stations are available in six public parking areas: Salem Public Library (2 Stations), SalemConerence Center (2 Stations), Marion Parkade (2 Stations), West Salem Library (2 Stations), Chemeketa Parkad(4 Stations), and Riverront Park (2 Stations).

Will it cost to charge my car?

During an introductory period through the summer o 2011, users will be able to charge their vehicles atno cost. Ater this introductory period ECOtality will begin experimenting with diferent revenue models,which includes using the Blink© network, as part o the research project. Membership in the Blink© network allows users to schedule charges and acilitate payments. To nd out more about the Blink© network go towww.blinknetwork.com.

What do the charging stations look like? The charging stations are provided by ECOtality and are built by RouschManuacturing. There are two types o charging stations, wall-mounted andpedestal models.

Are the charging stations covered?

The charging stations located in the City-owned Marion Parkade, ChemeketaParkade, and Salem Conerence Center are covered. The remainder o thestations are uncovered.

Is there a time limit on the designated parking spots? There are currently no plans to establish time limits or parking spotsdesignated or EV charging. However, i there is an existing time limit or theparking space, that limit will remain in efect.

What are the parking restrictions or the spots associated withthe EV charging station?One o the parking spaces at each o the 14 charging stations will be restrictedto EV parking only. There will be no restrictions on the adjacent parking space.

What is the cost o installing the EV charging stations? The total value or these 14 EV charging stations has been estimated byECOtality to be approximately $75,000, which includes $40,500 or installation

costs. As a result o our partnership with ECOtality and Salem Electric, the City’scost-share is only $2,500.

Who is responsible or the installation and on-going operationand maintenance?ECOtality will be responsible or the on-going operation and maintenancethrough 2012. I you have any maintenance concerns about any o Salem’scharging stations please contact the Facilities Division at 503-588-6306.

What is the long term plan or the EV Charging Stations?ECOtality will retain title and ownership o the charging stations during the term o The EV Project datacollection phase, which is scheduled to terminate on December 31, 2012. Ater the term ends, there areour options available to the City: (1) assume title and ownership o the equipment and continue to use theECOtality-provided Blink charging network, likely or a ee; (2) keep the equipment in place and use anothercharging network system, or no system at all; (3) remove the ECOtality-provided charging equipment butkeep the mounting, electrical wiring, signs, etc. and install another brand o charging equipment in its place;or (4) direct ECOtality to remove all o the equipment and restore the site to a sae and reasonable condition
