ElectionGroup’s(“SEGs”)positionsonthoseissues• Toassurefreeandfairvotingprocedures• Toassurethevoiceoftheelectorateisfullyheardandfinallyimplemented• Toassurestudentelectionsareconductedinamannerthatwillnotbedetrimentaltothe
academicwell-beingoftheUniversityofNebraska-Lincoln(“UNL”)• Toencouragestudentstorunafaircampaign,avoidingtheuseofmalicious,false,andmisleading

TheCommissionwillabidebyandupholdallUNLpoliciesincluding,butnotlimitedto,theUNLStudentCodeofConduct,theStudentintheAcademicCommunity,thePolicyforResponsibleUseofUniversityComputersandInformationSystems,UNLGeneralPrivacyPolicy,andGuidelinesfortheUseofComputingResourcesatUNL.TheCommissionwillabidebyandupholdapplicablelocal,state,andfederallaws.
TheElectoralCommissionshallnotdiscriminateagainstanystudentonthebasisofage,race,ethnicity,color,nationalorigin,gender-identity,sex,pregnancy,disability,sexualorientation,geneticinformation,veteran’sstatus,maritalstatus,religionorpoliticalaffiliation.

ArticleII:Voters,CandidatesandStudentElectionGroups
A. Voters1. Eligibility
i. Onlyregularlyenrolledstudentsshallbeeligibletovote.2. VotingProcedures
i. Alleligiblevotersmayvoteforcandidatesrunningforelectiontocampus-wideofficesii. Onlyundergraduate,graduate,andprofessionalstudentsinagiven
college/division/programmayvoteforcandidatesrunningforelectiontoofficefromconstituenciesinthatcollege/division/program.
iii. Allundergraduate,graduate,andprofessionalstudentsmustvoteintheirprimarycollege/division/program.
B. Candidates1. QualificationsofallCandidates
i. Allcandidatesmustbecurrentlyenrolledasstudentsingoodstandingduringtheacademictermwhilerunningand/orholdingoffice
ii. Allcandidates,includingindependentandwrite-incandidates,mustabidewiththeserulesandUNLPolicies
iii. Allcandidates,exceptwrite-incandidates,mustproperlyfileafilingformthatcorrespondstotheelectedofficeforwhichtheyarerunning;afilingformrequiresataminimumthat:1. Acandidatemusthavetherequirednumberofvalidsignaturesofeligiblevoters
withinthecollege/division/programtheyarerunningforoffice.Thesignaturesshallbesubmittedonthesamedocumentonwhichtheyarewrittenbythestudentandnovalidsignaturemaybecountedtwiceforthesamefilingform.
2. Allcandidates,ifaffiliatedwithanSEG,mustlisttheSEGnameoracronymontheirfilingformsandontheirfinancialforms,ateachreportingdeadline.
3. Aneligiblevotermaysignmorethanonecandidate’sfilingform;butnocandidatemayuseasignatureobtainedonbehalfofanothercandidate
4. Oathsonthefilingformsshallbebindingonallcandidatesiv. TheCommissionwillomitorcausetoberemovedfromtheballotthenameofany
candidatewhosubmitsafilingformwhichhasbeencompletedimproperlyorwhichdoesnotcontaintherequirednumberofvalidsignatures
v. ApersonmaynotbeacandidatefortwoormoreASUNpositionsthatcannotbeheldsimultaneously
vi. Candidateswhohavesubmittedtheirfilingformshallhavesevendaysafterthefilingformsubmissiondeadlinestoasktheirnameberemovedfromtheballotiftheysochoose
vii. Acandidatemustmeettherespectiveeligibilityrequirementsforthepositionstheyareseeking1. Candidates’nameswillnotbeplacedontheballotunlesstheyareaneligible
candidate2. Candidateswhoare(i.e.,fictionalcharacters,celebrities)orwhobecome
ineligiblepriortoelectioncertificationwillnotbeconsideredforelectionandvotescastforthatcandidatewillnotbeusedintabulatinganASUNElection

3. Acandidatewhobecomesineligibleafterelectioncertificationwillbesubjecttotheconstitutionandrulesgoverningtheofficetowhichthecandidatehasbeenelected
4. Anywrite-invotescastforpersonswhoareineligible(i.e.,fictionalcharacters,celebrities,oranyoneineligiblebecauseofanyASUNelectionrules)shallbeinvalidvotesandshallnotbecountedtowardthetotalnumberofvotesindeterminingthenumbernecessarytoelectavalidcandidateforanyoffice.
5. ItshallbetheresponsibilityoftheCommissiontotakereasonablestepstoinformtheelectorateofthecandidate’sstatus
viii. AcandidatemustmeetallrequirementsofRegents'Policy-ProvisionsforStudentGovernment,whicharestatedbelowforeachofficeasrelevant.
2. ParticularQualificationsforCandidacy(asoutlinedbytheASUNConstitution).i. President,InternalVicePresident,andExternalVicePresidentcandidatesmust:
1. Becontinuouslyenrolledinatleastsix(6)UNLclasscredithours(excludingthesis,correspondenceandindependentstudycourses,andsummersessionscredits);uponwrittenverificationbytheDeanforGraduateStudiesthatagraduatestudentisdevotingfull-timeefforttothesis-relatedresearchandisconsideredtobeafull-timestudent,agraduatestudentmayregisterforfewerthansixclasscreditsandstillmaintaineligibilityforoffice.
2. Havecompletedtwenty-fourhoursofapprovedUNLcredithoursduringthetwoyearsimmediatelyprecedingtheacademicterminwhichofficeissoughtandmusthavecompletedtheprevioussemesterinresidence.
3. AttendacandidatebriefingasscheduledbytheCommission4. Nothavebeenconvictedofafelonyunlessallcivilrightshavebeenrestored`
priortothefilingdeadlineoftheASUNElectionii. PresidentandInternalVicePresidentmust:
1. BothrunfortheASUNpositionsofPresidentandInternalVicePresidenttogetherasaslate,filingFormAby4:00P.Monthefilingformdeadlinetobecomecandidatesa. FormArequiresatleastfourhundredfiftyvalidsignaturesfromeligible
votersb. ThisformistobegiventotheASUNStudentGovernmentOfficewhich
willgiveareceiptforitindicatingthedateofitsarrival.iii. ExternalVice-Presidentcandidatesmust;
1. RunfortheASUNpositionofExternalVicePresidentonaseparateballotfromPresidentandInternalVice-Presidentcandidates,filingFormBby4:00P.M.onthefilingformdeadlinetobecomeacandidatesa. FormBrequiresatleasttwohundredfiftyvalidsignaturesfromeligible

C. StudentElectionGroups1. ForminganSEG
i. Studentsmayformgroups,hereinafterknownasStudentElectionGroups(orSEGs)forthepurposeofgroupinvolvementinstudentelections.
ii. SEGsmustfileFormGwiththeASUNStudentGovernmentOfficetobegintherecognitionprocessby12:00pmonthefilingformdeadline.

iii. RecognitionofanSEGwillallowthegrouptofunctionasaRecognizedStudentOrganization("RSO").TheapprovalofanSEGwillentitletheorganizationtoalltherightsofanRSOandwillincludetheapprovalofanacronymfortheSEGforthepurposesoftheconductofanelectioncampaign.
iv. AnySEGwishingtohaveaslateofcandidatesforelectionmustfileaStatementofIntent(FormJ)by4:00P.M.onthefilingformdeadline.1. FormJmustbeaccompaniedby:
a. alistoftheSEGscandidatesbyofficesought(anSEGmayrunonlyonecandidateperavailableseat);
b. AstatementofSEGgoals,principles,andpositionsonissuestheSEGwishestoprovide.(ThisstatementwillbeplacedonfileintheASUNStudentGovernmentOfficeforviewingbyinterestedparties.);
c. thenameoftheSEGleader,asdeterminedbytheSEG:i. TheSEGleader,whomayormaynotbeoneofthecandidates
sponsoredbytheSEG,willbethepersonresponsibleforcompletingnecessaryformsanddocumentsasrequiredbytheUniversity,ASUNandtheCommission
ii. TheSEGleadermustdesignateatreasurerwhowillberesponsibleforconductingallthefinancialtransactionsoftheSEG
iii. TheSEGleadermustsignFormEdeclaringfinancialresponsibilityforanydebtsoftheSEG.
2. AnSEG,forthepurposesofhavingitscandidatesplacedontheofficialASUNElectionballot,musthaveaslateconsistingofatleasttwocandidates
3. AllcandidatesaffiliatedwithanSEGmustabidewiththequalificationsofcandidatesaslaidoutinArticleVI.B.
2. SEGnamesoracronyms.i. Forballotpurposes,anSEGnameoracronymshallnotexceedtwelvelettersor
symbols.ii. SEGnamesoracronymscannothavebeenusedorassociatedwithanSEGor
candidaterunningforanyASUNpositioninthepreviousthreeelections,unlessvalidsignaturesofone-halfofthepreviousSEGcandidateswhoarestillcurrentlyenrolledUNLstudentsareobtained.ValidsignaturesmustbepresentedtotheASUNStudentGovernmentOfficeby4:00pmonthefilingformdeadline.SeeAppendixIforSEGnamesoracronymsthatfallunderthisrule.
iii. SEGnamesoracronymsmaynotincludeanyacronymrecognizedorutilizedbytheUniversityofNebraska-Lincoln.
iv. Atitsdiscretion,theCommissionmaychoosenottoallowotheracronymstobeusedasSEGnames.
v. IfmorethanoneSEGfileswiththeintenttousethesamenameoracronym,theSEGthatregisteredfirstintimewillbegrantedtherighttousethedesirednameoracronym.
3. SEGResponsibilitiesi. SEGsmustabidebytheserulesandUNLPolicies
D. IndependentCandidates1. Qualifications
i. AllindependentcandidatesmustabidebythequalificationsofcandidatesaslaidoutinArticleVI.B.

2. FilingRequirementsi. Toappearontheballotasanindependentcandidate,apersonmustregisterwiththe
Commissionhisorherintenttorunbysubmittingtheappropriateforms(A,B,C,D,F,TorW)by4P.M.onthefilingformdeadline
ii. IndependentcandidatesmustfileFormJ,includinganystatementindicatingtheirgoals,principles,andpositiononissuesthecandidatewishestoprovide.ThisformwillbekeptonfileintheASUNStudentGovernmentOfficeforinterestedpersonstosee
3. IndependentCandidateResponsibilitiesE. Write-InCandidates.
1. ActiveWrite-InCandidatesi. Write-InCandidateeligibilitywillbebaseduponthequalificationsofcandidatesas

onthefilingformdeadlinemaystillconductanactivewrite-incampaigniii. Astudentbeforeundertakinganactivewrite-incampaignmustcompleteFormVby
4:00P.M.onASUNElectionDaytopermitverificationofeligibility1. Anyvotescastforastudentconductinganactivewrite-incampaignthathasnot
completedFormVby4:00P.M.onElectionDayorisruledtobeineligibleonacademicordisciplinarygrounds,willbedisregardedonallballots,andthesevoteswillnotbecountedforthepurposesoftabulatinganASUNElection
iv. Anystudentconductinganactivewrite-incampaignwhocompletesFormVandmeetsthecandidatequalificationswillbesubjecttoallrelevantcampaignregulationsandsubsequentElectoralCommissionrulingsinequalstatuswithballotcandidates.Thisincludesbutisnotlimitedto:1. ThefilingoffinancialreportsasrequiredinArticleVII.
2. InactiveWrite-InCandidates3. Tobecertifiedaselected,anystudentwhoiselectedasaninactivewrite-incandidatemust
fileapersonalinformationform,withinforty-eighthoursofnotification.
ArticleIII:CampaignRules
A. InGeneral1. CandidatesandSEGsmaybeginvisiblecampaigningonthethirdMondayoftheUNL
AcademicSpringSemester,providedthattheyhavepreviouslyfiledafilingform.Iftheyhavenotfiledafilingform,thentheycannotbeginvisiblecampaigninguntiltheydoso.OnorbeforetheFilingFormDeadlinei. FormK,SurveysandReferenda,mustbefiledwiththeASUNStudentGovernment
Officebeforevisiblecampaigningcanbeginonissuesrelatedthesesurveysandreferenda
B. CampaignRules1. InGeneral
i. AllcandidatesandSEGsshallcampaigninaccordancewiththeserulesandUNLPolicies
2. On-lineCampaignActivitiesi. Nocandidate,writeincandidate,SEG,orpersonorgroupoperatingonbehalfofany
candidate,writeincandidate,orSEGshall;

1. Atanytime,permitanypersonorgrouptouseanyotherperson’sidentity,identificationcard,blackboardormyRedlogininformation,socialsecuritynumber,universityidentitynumber,electronicmailaddress,oranypassword,inordertovoteinanASUNelectionorpreventanypersonfromvotinginanASUNelection

theserulesandUNLPoliciesiii. TangiblecampaignMaterial
1. AlldisplaysoftangiblecampaignmaterialsmustbeinaccordancewithrelevantUniversitypoliciessuchas,butnotlimitedtoNebraskaUnionPolicies,UniversityHousingPolicies,UNLDiningServicesPolicies,StudentInvolvementPoliciesandUNLBuildingandGroundsOfficePolicies
2. MayonlybepassedoutintheNebraskaUnionsthroughareservedbooth3. MaybedistributedontheNebraskaUnionMemorialPlazaorontheNorthand
westsidesoftheNebraskaEastUnion,providedthatdistributiondoesnotobstructthenormaltrafficflow.
4. PlacementoftangiblecampaignmaterialsonorinUniversitydisplayareasmustnotinterferewiththeiracademicuse
5. Tangiblecampaignmaterialsmaynotbefastenedtotrees,utilitypoles,orotherUniversitypropertynotauthorizedfordisplaypurposes
6. Nocandidate,SEG,orcampaignworkermaymove,remove,deface,obscure,orteardownanymaterialotherthantheirown
7. RespectivecandidatesorSEGsmusttakedownalltangiblecampaignmaterialby10:00p.m.ontheseconddayfollowinganASUNElectionunlessthereisrunoff,inwhichcasethecandidatesorSEGsinvolvedintherunoffmusttakedowntheirtangiblecampaignmaterialby10:00p.m.ontheseconddayfollowingtherunoffelection.
8. AlltangiblecampaignmaterialspostedordisplayedinconnectionwithanASUNElectionmustindicatethattheyrelatetothe"ASUNStudentGovernmentElections.”TheymustalsoconspicuouslyandlegiblycarrythedateoftheASUNElectionand/or(whenrelevant)oftheASUNRunoffElection
9. AlltangiblecampaignmaterialsmustcarrythenameoftheSEGaffiliation(ifany)orcandidateofthepersonorgroupbeingsupported

vii. Anyuseofamotorvehicletocampaignrequiresapprovalbyitsowner.CampaigningisnotallowedinoronvehiclesbelongingtotheStateofNebraska
viii. OnthedayofanASUNelection,nocampaigningortangiblecampaignmaterialsmaybelocatedwithin50feetofanyuniversityfundedorstudentfeefundedcomputerlab.
4. Endorsementsi. AnytangibleorelectroniccampaignmaterialsinsupportofanycandidateorSEG,
includingannouncementsorendorsementsbyotherpersonsorgroups,willbesubjecttotheserulesandUNLPoliciesasthoughtheywerepreparedanddistributedbythesupportedSEGorindependentcandidate
5.Liabilityi.AnSEGisliableforviolationscommittedbytheSEG,anycandidateaffiliatedwiththe
SEG,oranypersonactingontheinstructionsof,withtheencouragementof,orwiththeapprovaloftheSEGoranycandidateaffiliatedwiththeSEG
ii. Acandidateisliableforviolationscommittedbythecandidateandanypersonactingontheinstructionsof,withtheencouragementof,orwiththeapprovalofthecandidate
C. ASUNStudentGovernmentFacilities1. FromtheBylawsofASUN:TheASUNStudentGovernment,GLC,Commuter&Student
Services,andtheSLSofficesareanimportantpartoftheStudentGovernmentprocessandneedtofunctiondaily.TheseofficesarenotoperatingforthebenefitofindividualsorgroupsparticipatinginASUNorothercampuselections
2. TheseofficesandanyfunctionsormeetingssponsoredbytheseofficesshallnotbeusedbyanyoneforthepurposeofcampaigninginASUNorothercampuselections
3. ExceptwhenengagedinthebusinessoftheCommission,nooneshalldiscusstheeffortsofanyindividual,candidateorSEGinvolvedinASUNelectionswheninASUNStudentGovernmentOfficeorfacilitiesoratanyfunctionsponsoredbythisoffice.
5. NoASUNresourceorfacilityshallbeusedbyanyindividualorgroupforthepurposeofpreparingordistributingcampaignmaterials,including,butnotlimitedto,buttons,signs,flyers,etc.
6. Thereshallbenocampaigningintheseofficesorfacilities.AnyallegationsofactivitiesthatcouldbeconsideredcampaigninginASUNStudentGovernmentOfficesorfacilitiesoratASUNfunctionsmaybetakentotheASUNElectoralCommission.TheCommissionwillhavetheauthoritytodecidesanctionsuponviolatorsofthisbylaw.ElectoralCommissionwillalsohavetheauthoritytoexpandthedefinitionofcampaigningandisresponsibleforsubmittingsuggestionsforamendmentstothisbylaw.TheElectoralCommissionmaygrantcase-by-caseexceptionstothisbylawinregardtoASUNelections.
D. ResidenceHallRules1. CampaignactivitiesintheresidencehallsaregovernedbyUniversityHousingPoliciesand
