Introduction:Dear Ladies and gentlemen as well as leaders participanting in the 29th Arab Scout Conference,I am pleased to present to you documemt No.7 on the elections of the Arab Scout Committee which contains:• conditions of nomination to the Arab Scout Committee.• Names of candidates to the Arab Scout Committee

membership as per thier applications submitted to the Arab Scout Organization on due dates arranged in alphabetical order of their countries. These candidates are to be elected in the 29th Arab Scout Conference to replace the following members:. 1 Ahmed Mohamed Tager Bashar - Sudan.. 2 Khames Bin Salem Al Rasby - Oman.. 3 Abdullah Mohamed Abdullah - Qatar.. 4 Abdel Hafez Abdel Salam Abou Zaheer - Libya.

Article 19 of the constitution of the Arab Scout Region on the

formation of the Arab Scout Committee stipulates as follows:

. 1 The committee consists of seven members to be elected by

secret poll provided that no country shall have more than

one member.

. 2 The Regional Director and the Treasurer shall be members

of the committee with all membership rights except voting

right.

. 3 The candidate shall:

A - Have assumed scout senior leadership positions at the

national level,

B - Have had experience of scouting at the national, Arab

and world levels,

C - Be nominated by the Arab Scout Organization which he

belongs.

D - Be member in an Arab Scout Organization to which paid

its annual subscription fees and.

E - Have gained a university certificate as a minimum.

Article 3 of the by-low of the Arab Scout Office (on the formation

of the Arab Scout Committee) stipulates as follows:

The seven members forming the Arab Scout Committee shall be

elected as follows:

. 1 Three members from the Arab Scout Organizations in

Jordan, Sudan, Syria, Iraq, Palestine, Lebanon,Egypt and

Yamen.

. 2 Two members from the Arab Scout Organizations in

Emirates, Bahrain, Saudi Arabia, Oman, Qatar and Kuawit.

. 3 Two members from the Arab Scout Organizations in Tunisia,

Algeria, Libya. Morocco and Mauritania.

Article 22 of the constitution of the Arab Scout Region on the

election of the Arab Scout Committee stipulates as follows:

. 1 The Arab Scout Office requests the Arab Scout Organizations

to submit names of candidates to the membership of the Arab

Scout Committee at least 6 months prior to the Conference.

Nominated candidates shall be received by the Arab Scout Office

at least 3 months before the conference and the Arab Scout

Organizations shall be informed by the final list of candidates

at least one month before the conference.

. 2 If the number of candidates is not sufficient for nomination,

the Arab Scout Office shall require member organizations to

complete the same.

. 3 If the number of candidats is not sufficient for second time,

participants in the Conference may be elected as members to

the committee as per the nomination conditions.

. 4 Election shall be carried out in plenary session through secret

poll and candidates having the most votes shall be elected as

members and in case of a tie the younger candidates.

. 5 Candidates shall be elected who are absent may be elected if

they present execuses acceptable to the committee .

The constitution of the Arab Scout Region and by-low of the Arab

Scout Office, approved in the 26th Arab Scout Conference in

Khartoum, Sudan, January 2010 and applicable now shall have

due consideration in this regard.
