Garvey’s two primary goals are to revitalize Clearwater Beach as a tourism destination, and to rebuild Downtown Clearwater. The beach, she said, once re- ceive large num- bers of interna- tional tourists. Downtown con- trol and deci- sion-making, she said, should be given back to local business and property owners, and the city should de- crease government involvement. in the history of our nation.Five-score years ago, a great Amer-

ican, in whose symbolic shadow westand today, signed the EmancipationProclamation. This momentous decreecame as a great beacon light of hope tomillions of negro slaves who had beenseared in the flames of withering injus-tice. It came as a joyous daybreak toend the long night of their captivity.

But 100 years later, the negro stillis not free. One hundred years later, thelife of the negro is still sadly crippledby the manacles of segregation and thechains of discrimination. One hundredyears later, the negro lives on a lonelyisland of poverty in the midst of a vastocean of material prosperity. One hun-dred years later, the negro is still lan-guishing in the corners of American so-ciety and finds himself an exile in hisown land. So we have come here todayto dramatize a shameful condition.

In a sense, we have come to ournation’s capital to cash a check. Whenthe architects of our republic wrote themagnificent words of the Constitutionand the Declaration of Independence,they were signing a promissory note towhich everyAmerican was to fall heir.This note was a promise that all men,yes, black men as well as white men,would be guaranteed the unalienablerights of life, liberty, and the pursuit ofhappiness.

It is obvious today that Americahas defaulted on this promissory noteinsofar as her citizens of color are con-cerned. Instead of honoring this sacredobligation, America has given the negropeople a bad check, a check which hascome back marked “insufficient funds.”But we refuse to believe that the bankof justice is bankrupt. We refuse to be-lieve that there are insufficient funds inthe great vaults of opportunity of thisnation. So we have come to cash thischeck — a check that will give us upondemand the riches of freedom and thesecurity of justice. We have also cometo this hallowed spot to remindAmericaof the fierce urgency of now. This is notime to engage in the luxury of coolingoff or to take the tranquilizing drug ofgradualism. Now is the time to makereal the promises of democracy. Now isthe time to rise from the dark and deso-late valley of segregation to the sunlitpath of racial justice. Now is the time tolift our nation from the quick sands ofracial injustice to the solid rock ofbrotherhood. Now is the time to makejustice a reality for all of God’s chil-dren.

It would be fatal for the nation tooverlook the urgency of the moment.This sweltering summer of the negro’slegitimate discontent will not pass untilthere is an invigorating autumn of free-dom and equality. 1963 is not an end,but a beginning. Those who hope thatthe negro needed to blow off steam and

will now be content will have a rudeawakening if the nation returns to busi-ness as usual. There will be neither restnor tranquility in America until the ne-gro is granted his citizenship rights. Thewhirlwinds of revolt will continue toshake the foundations of our nation un-til the bright day of justice emerges.

But there is something that I mustsay to my people who stand on thewarm threshold which leads into thepalace of justice. In the process of gain-ing our rightful place we must not beguilty of wrongful deeds. Let us notseek to satisfy our thirst for freedom bydrinking from the cup of bitterness andhatred.

We must forever conduct our strug-gle on the high plane of dignity and dis-cipline. We must not allow our creativeprotest to degenerate into physical vio-lence. Again and again we must rise tothe majestic heights of meeting physicalforce with soul force. The marvelousnew militancy which has engulfed thenegro community must not lead us to adistrust of all white people, for many ofour white brothers, as evidenced bytheir presence here today, have come torealize that their destiny is tied up withour destiny. They have come to realizethat their freedom is inextricably bound

to our freedom.We cannot walk alone.As we walk, we must make the

pledge that we shall always marchahead. We cannot turn back. There arethose who are asking the devotees ofcivil rights, “When will you be satis-fied?”We can never be satisfied as longas the negro is the victim of the un-speakable horrors of police brutality.We can never be satisfied, as long asour bodies, heavy with the fatigue oftravel, cannot gain lodging in the mo-tels of the highways and the hotels ofthe cities. We cannot be satisfied aslong as the negro’s basic mobility isfrom a smaller ghetto to a larger one.We can never be satisfied as long as ourchildren are stripped of their selfhoodand robbed of their dignity by signsstating “ForWhites Only.” We cannotbe satisfied as long as a negro in Mis-sissippi cannot vote and a negro in NewYork believes he has nothing for whichto vote. No, no, we are not satisfied,and we will not be satisfied until justicerolls down like waters and righteous-ness like a mighty stream.

I am not unmindful that some ofyou have come here out of great trialsand tribulations. Some of you havecome fresh from narrow jail cells. Someof you have come from areas whereyour quest for freedom left you batteredby the storms of persecution and stag-gered by the winds of police brutality.You have been the veterans of creativesuffering. Continue to work with thefaith that unearned suffering is redemp-tive.

Go back to Mississippi, go back toAlabama, go back to South Carolina, goback to Georgia, go back to Louisiana,go back to the slums and ghettos of ournorthern cities, knowing that somehowthis situation can and will be changed.Let us not wallow in the valley of de-spair.

I say to you today, my friends, soeven though we face the difficulties oftoday and tomorrow, I still have adream. It is a dream deeply rooted inthe American dream.

I have a dream that one day this na-tion will rise up and live out the truemeaning of its creed: “We hold thesetruths to be self-evident: that all menare created equal.”

I have a dream that one day on thered hills of Georgia the sons of formerslaves and the sons of former slaveowners will be able to sit down togetherat the table of brotherhood.

I have a dream that one day eventhe state of Mississippi, a state swelter-ing with the heat of injustice, swelteringwith the heat of oppression, will betransformed into an oasis of freedomand justice.

I have a dream that my four littlechildren will one day live in a nationwhere they will not be judged by thecolor of their skin but by the content oftheir character.

“We must foreverconduct our struggleon the high plane ofdignity and discipline.”

budget,” Ciecieznski said. “It’s areal compromise situation.”Attendees set priorities and

work the numbers, then arefaced with a “wild card,” like ahurricane or budget windfall, hesaid.“They get very spirited,”

for various county functions.They learn how the county man-ages traffic flow across thecounty, how it mitigates mos-quitoes, how it responds inemergencies, and how the crim-inal justice system works.Ciecieznski said many don’t

understand about 75 percent ofthe county’s jail inmates arepeople awaiting trial who can’tafford bail. He added that thecriminal justice system works alot different in real life than itdoes on television.Attendees also spend a ses-

sion at the county motor pool, tolearn how it cuts its fleet man-agement costs.While there aren’t repeat at-

tendees, he said, “We have a lotof people telling their friends.”“It’s not ‘us versus them,’ it’s

we,” Ciecieznski said. “It isgovernment for the people, bythe people, of the people. It isn’tcitizens versus their govern-ment.”“Before taking these courses

and becoming familiar with thedealings of Pinellas County, Iknow that many people, as I did,have commented about ourtaxes increasing, and the countyis just wasting/spending our

money frivolously,” said HelenGiakoumus, a 2007 participant.“Now that I see what our taxmoney exactly does, I don’t feelas negative any longer to myperceived high taxes. Bottomline, the government is made upof people, who are working to-gether to better all of our lives.”There’s a ripple effect,

Ciecieznski said, as some par-ticipants wind up getting moreinvolved with county govern-ment, while others become re-sources in their neighborhoods.

Mostwill have a greater appreciationthat if we want all the servicesthat those professionals provide,we will have to pay for them.We all have a stake in keepingthe county a nice place to work,to play and to live.”

Seems to me there’s somuch plastic-banana,good-time-rock-and-roll

tripe in the popular culture,everyone wants to get under theveneer and find substance.

We’re tired of the glitz andthe showy stuff – give us some-thing real, something meaning-ful.

I’m thinking of this as I re-member a story this past weekabout how Miley Cyrus – whoyou may know better as DisneyChannel’s “Hannah Montana,” oras the daughter of country singerBilly Ray Cyrus of “AchyBreaky Heart” fame – used abody double for a short time dur-ing each concert on her recentconcert tour.

Cyrus apparently used thebody double during the last twominutes of her first set, so shecould go backstage and preparefor the second set, which she didas herself, and not in her Hannahcharacter.

WHAT? No intermission?Heaven forbid.

Of course, the screamingkids whose parents bought ex-tremely overpriced tickets frombrokers probably were too enthu-siastic to know the difference.But it underscores an issue BigEntertainment hasn’t quite fig-ured out – that we want true en-tertainment, pure, unadulterated,100-percent real.

My first thoughts were toAshlee Simpson, whose foul-upon NBC’s “Saturday Night Live”torpedoed her career.

And then I dug back furtherin the cobweb-infested cornersof my mind, back to when I wasa teen-ager, when the pseudo-rasta duo Milli Vanilli was foundout – they didn’t even recordtheir own songs!

Simpson appeared on SNLin October 2004, and did theusual two songs. The first onewent off without a hitch, but shemissed her cues on the secondone, and her voice mysteriouslycame out of her mouth without iteven moving, or without her in-haling first. Either she’s very,very talented or she’s… wait forit… a FAKE!

Once she blew her cues, shestood impotent before an interna-tional television audience, thendanced a little jig and walked offstage.

Her throat was screwed upfrom acid reflux to the pointwhere she couldn’t even speak.That’s why she had a voice track.The backup band, incidentally,was actually playing.

In the not-too-distant past, aperformer in that spot wouldhave cancelled or postponed herappearance. What happened tothe truth? Guess it doesn’t matterif you can gloss it over withstyle, but that’s the way manystars roll these days.

Before we leave Simpson,let’s remember that she per-formed at the Orange Bowl half-time show the following January,and was booed through the entireshow. I saw it on TV andlaughed.

So Simpson’s career ap-peared shot. Supposedly, she’llhave an album out later this year,and if it does well, it’ll be a com-mentary on Americans’ shortmemories.

Maybe there’s hope forMilli Vanilli after all.

In 1989, during a live per-formance on MTV, the duo’sguide track to “Girl, You KnowIt’s True” skipped, revealing thehorrible truth – they weren’t ac-tually singing at all, nor couldthey. We all learned, girls, itwasn’t true, ooh, ooh, ooh.

Looking ahead“I think the next three years

will be far different,” he said,adding that state-imposedbudget constraints will makenew initiatives difficult.But bringing the city’s di-

verse neighborhoods togetherto start a dialogue over priori-ties will be critical.“There’s just a lot of differ-

ent groups, and so trying tomake the budget reductions eq-uitable will be very important,”he said.

The city’s big public pro-grams and projects won’t cometo an end, but may be curtailedsome, he said, but added thatthe city already started layingthe groundwork for living withthe new financial reality.“We were very cautious

In both votes, he pointedout, Nickeson either voted withthe commission or seconded themotion.Nickeson, who’s been a com-

missioner for much of the last10 years, said the city respondsto residents in a timely manner,though sometimes her messagesdon’t get to her fast enough.“We have citizens to be

heard,” she said.Nickeson said the biggest

problem facing the city of about17,000 residents is that residentsneed to come together.“We have the same vision.We

can’t agree how to get there,” shesaid. “We have to realize thatwe’re in it together. ‘I disagreewith you’ doesn’t mean youropinion is not worthy.”In her closing statement,

Nickeson said it’s easy to makepopular decisions, but decisionsthat follow the law aren’t as easy.She also said the commissionneeds stability, as a handful ofcommissioners have governed

over the last decade.Taylor said that while Nicke-

son is running on experience andstability, the board needs fresherideas, a long-term vision and aperspective the commissiondoesn’t have.He said that there are two

pledges he’d keep, “stone cold,”and both were criticisms of Nick-eson – not to spend city moneyon out-of-state trips that don’tbenefit the city, and not to ex-ploit citizens at the expense ofthe city’s library and museum.Before the forum, attendees

were handed clippings from aNovember 2006 news story re-porting that one of Nickeson’sneighbors rewrote her will togive 40 percent of her estate toNickeson and her husband.Marie “Teddy” Mecca’s originalwill gave the city 50 percent ofher estate, but the rewritten willcut the city’s share to 20 percent,dropped her relatives and left 40percent to Nickeson.Nickeson, who was Mecca’s

caregiver in her final years, losther commission re-election bidin March 2006, the week afterthe story went public. Meccadied in August 2005 at age 89.

Earlier in the forum, Nicke-son referenced a trip she made toNew Orleans to a League ofCities meeting, where she saidshe learned about city recycling.About 30 percent of Safety Har-bor’s residents use the city’s re-cycling program, she added.“We’re making money off our

recyclables,” she said.

Taylor said the city should ex-pand its recycling program, aswell as do more communitybeautification.“Absolutely, it’s important to

be a green community,” he said.Bandoni agreed, and added

it’s crucial for households to be-come more environmentally re-sponsible.“The term ‘green,’” Fornino

said, “means different things todifferent people, and it’s a catch-phrase.”She said ‘going green’ should

mean preserving the city’s greenspaces, and that the city shouldexamine its own programs to en-sure they’re environmentallyfriendly. The city, she said,should also require and plantmore trees.Fornino said she moved to

Safety Harbor “because this istrue Florida and this is oldFlorida,” with old-growth trees, asmall community and a neigh-borhood focus. While she wantsto see the city grow, she wants todo it “in a fashion that reflectsour uniqueness.”

Part of the problem Forninosaid she sees with downtown de-velopment is that the city says itwelcomes business, but wordsand actions don’t always match.Bandoni said she’d work to

ensure an appropriate mix ofbusinesses, and that new build-ings would stay in character withthe rest of the community. Ban-doni said the city’s recent vi-

sioning sessions have produced“great ideas,” there are concernsabout development, and new busi-nesses need to be mindful of thecity’s vision.Taylor said he would work

with downtown businesses and thecity’s chamber of commerce toproceed with a development planthat includes business owners’ fo-cuses and visions. He also said thedowntown needs to be promotedmore.“We need to bring some busi-

ness here to bring people here, tobring dollars here,” he added.Nickeson said she would con-

tinue with downtown develop-ment, which has brought morethan 160 jobs to the downtownarea since she was first elected tocouncil in 1997.Asked whether the candidates
