On behalf of the Oklahoma Medical Political Action Committee (OMPAC), this pre-election report is being sent to all members of the Oklahoma State Medical Association. We hope that it will provide timely information concerning the upcoming general election, clarify OMPAC’s decisions on contributions and help Oklahoma physicians support OMPAC’s efforts to elect pro- medicine candidates. Oklahoma Medical Political Action Committee Election Facts To date this election cycle, OMPAC has contributed more than $52,000 to pro-medicine candidates. Additionally, individual physicians have contributed thousands more to these candidates who understand the issues facing physicians. In many cases, these are incumbents who have consistently voted to support their physician constituents. In other instances, they are open-seat candidates or challengers who have expressed their support for our issues. Three Most Frequently Asked Questions Q1: What is the goal of OMPAC? A1: OMPAC is the bipartisan political action committee of the Oklahoma State Medical Association. Simply put, our goal is to support and elect pro-medicine candidates at the state level. However, as simple this mission sounds, it is easier said than done. The criteria for being a “pro-medicine” candidate encompass more than one issue. A variety of issues, such as lawsuit reform, Medicaid reimbursement and scope of practice, just to name a few, are taken into account. Q2: How does OMPAC make decisions regarding which candidates to support? A2: There are many factors that impact the decision. For incumbents, the decision is based on: (a) voting records and past support of OSMA issues and legislation, (b) whether they are a legislative committee chair, and (c) whether they hold a leadership position within their party. For new candidates, OMPAC considers: (a) whether they submitted a candidate questionnaire, (b) their responses to the questionnaire, (c) their candidate interview, and (d) feedback and information from OSMA members in the candidate’s district. Strategic decisions always play a part too, regardless of whether the candidate is an incumbent or not. An example of such a strategic decision is the chance that the candidate will be competitive. Another consideration is which party is likely to be in control of the House or Senate and most likely to be in a position to effect change and/or prevent passage of harmful legislation and/or support. Other factors considered are: (1) our confidence in the candidate and his/her positions on our issues; (2) the strength and source of the candidate’s opposition; and (3) the financial needs of the candidate. Q3: Why do you give to so many of one party? Why is OMPAC not involved with more races? A3: There are several reasons: first, we can only give in races where there are actually candidates. Out of 126 legislative seats up for election, nearly 30 percent had candidates who ran unopposed or only members of one party filed and the race was settled in that party’s primary. Second, we will not consider an open seat contribution if the candidates have not completed an OMPAC candidate survey. Third, and most importantly, OMPAC certainly would like to be involved in more races, but our ability this year was hampered by the facts that (a) because there were so many anti-medicine bills passed last year, the number of incumbents who had acceptable voting records was down and (b) while contributions to OMPAC were up slightly this year, overall contributions have dropped dramatically in recent years, limiting our ability to get involved in as many races as we would like.

friendly” state lawmakers. This includes all areas of interest to the House of Medicine, including medical liability reform, reimbursement, scope

of practice and patient safety.

Your OMPAC Board and our OSMA lobbyists met throughout the summer to discuss the dozens of candidates on the ballot and determent which ones

would receive contributions from us. To date, OMPAC has contributed over $52,000 during the 2016 election cycle.

With the help of OMPAC donors, we have made a great deal of progress at the State Capitol. However, we still have a long way to go to our goal

of having a Legislature that fully supports physicians and their patients. We continue to need your financial help to be successful in electing pro-
