    Heard the one about why is thespa closed and when will it open?

    Here is the story.. It appears thatwhen the spa was renovated aboutthree years ago, Management tookthe initiative to seek to determinewhat new legal changes were in thewind for your safety and made the

    changes before they were law.The specific law being referred to

    is the Virginia Grahame Baker Law.This law was instituted as a result of anindividual getting held down in a spa/ wading pool by the pump suctionfrom the bottom drain.

    The management of SpanishRanch fulfilled the requirements of thislaw before it was even a law with theassistance of the County of AlamedaDepartment of Environmental Healthand submitted the proper paperworkthat was required at that time.

    Fast forward two years and six

    months later, the required paper workwas changed, and the paperworksubmitted by Spanish Ranch was un-available in the Countys files.

    The spa is now open and the goodnews is that while the spa was closedthe management of Spanish Ranchinstalled a new high efficiency filterand pump. The filter is a diatoma-ceous earth filter replacing the oldstyle sand filter. This new filter willfilter materials down to less than sixmicrons in size (much smaller than isvisible to the human eye). A micron isone millionth of a meter in size.

    School is back in session. Pleaseuse the upmost caution when drivingwith the children going to and fromschool.

    Parking continues to be a chal-lenge here in the park. On streetparking and resident parking in visitorparking areas is an area of concern.Please be aware that on street park-ing is ONLY allowed when loadingand unloading passengers and freightinto your home. Visitor parking is forVISITORS ONLY and not for yoursecond, third or fourth vehicle. Visitorparking is NOT for your commercialvehicle that you use for work.

    Your attention to these parking is-sues is greatly appreciated.

    Remember, the Rules and Regula-tions of Spanish Ranch dictate thatpets are to be in-house pets andthat if they are out of doors, the ani-mal MUST be on a leash. Any enclo-sures that may be used for the pur-pose to leave your pet out of doorsunattended are not allowed.

    In order to help us help you, please

    enclose your check or money orderWITH your payment stub that hasyour name, address and space num-ber. We are seeing more checks andmoney orders simply dropped into theoffice mail slot with no identificationat all. THANKS!!

    Emergency TIP:

    In the event of an area wide cata-strophic loss of water pressure, remem-ber, you can use your water heaterwater for drinking, washing and flush-ing toilets. There are a few things tokeep in mind if this occurs:

    1. Turn off or turn down the thermo-

    stat to the vacation setting2. If there is no water pressure for

    an extended period of time, go to thetop of your water heater and closethe inlet valve supplying fresh coldwater to your hot water heater. Thiswill prevent the possibility of waterfrom being siphoned back into themain line and emptying your hot wa-ter heater. The cold water fill pipe ex-tends all the way to the bottom of thetank when it fills.

    Remember: in the event of a ma- jor loss of water pressure that is areawide, the club house pool will be a

    good source of water for washing

    Remember, we normally arebooked up about six to ten weeks inadvance.

    Also, Bingo is generally using thelarge clubhouse the first Saturday andthe last Saturday of each month.

    If it is your desire to use the BBQarea for a BBQ, you must reserve thatarea just as if you were reserving theclub house.

    Guillermos Corner:

    Guillermo is busy working aroundthe small club house rebuilding thedamaged awning.

    Trash and graffiti continues to oc-cupy a great deal of Guillermos timeduring the morning hours.

    Guillermo says keep those reportsabout the non-operational streetlights coming. It takes a while to trou-

    bleshoot and order parts, but little bylittle he is getting the list smaller.

    Cigarette butts around the clubhouse and in the car wash areas aregetting to be a real pain. Please pickup your butts and dispose of themproperly.

    A permit is required formost physical changes to yourhome. The State Department ofHousing & Community Develop ment (HCD) requires a permit forexterior changes, such as:

    awning extensions

    room additions

    air conditioner installations

    storage shed construction

    porches decks

    Park managers are required byHCD to sign off on a permit appli cation for exterior items.

    HCD also requires permits forchanging your homes interior aswell, but management does notget involved in this area.

    The management office hasplot plan forms required for thepermit application.

    You cant miss Ruus Parkright outside our front entrance,(and if you havent noticed it,then just follow the next whiteheron you see flying north).But the park pictured below,Stratford Village Park, isnt soobvious, and its also practi-cally next door.

    Its accessible either fromStratford (the street next toStarbucks) or through the neigh-borhood from the path alongthe creek.

    Reported Crime: It was reportedto Neighborhood Watch that oneof our known drug dealers wasarrested in the park and takenaway in a police car. The personwas then seen two hours later,back in the park. This particularperson was supposedly evictedfrom the park but keeps comingback. NW wonders why manage-ment cant seem to keep him outof the park.

    The meeting was called to order at 7 p.m.. All memberswere in attendance except for Kathi Calvert and MarvinDaley. Jeanie Schultz was excused.

    The minutes of the previous meeting were approved.

    Treasurers Report:Treasurer Peggy Nichols reported no change in herreport from the last meeting. A check was made out toJudy Allen-Rodgers for the total amount of $40.00 to coverthe cost of flyer copies for the Crafts Fair. Dawn Plaskonokayed and signed off for it.

    N.E.R.T. Disaster Plan Meeting:

    There was a very good turnout on the Disaster PlanningMeeting in August, with about 40 people in attendance todiscuss options of Disaster preparedness for the park. Wehad a lot of engagement from many residents with help-ful suggestions. Dawn took down names for volunteers forvarious responsibilities. Some people had fire safety experi-ence and others could help as language translators. We

    had interpreters for Spanish, Vietnamese, and Chinese.Some people had experience in First Aid and ham radioknowledge.

    Rutherford (Park owner) was asked to provide theDisaster Plan, required by law, to Dawn or Jeanie inadvance of this meeting. The document was receivedthe night before and it goes back to 2007. A more recentplan either has not been drawn up, or Rutherford has notnotified Management or us. Dawn is looking into furtherinformation on this. We hope we can be in agreementwith a park-wide disaster plan, working with managementand the residents of SR1. Dawn received an e-mail fromRutherford and will send out a file of the information toeveryone on the Board.

    Crafts FairFlyers have been distributed to residents about the

    Crafts Fair in November, with another reminder flyer in mid-October. Dawn will contact the PennySaver paper for anad. Jeanie has posted the information in the SeptemberEl Toro, as well. As of this date, Patty Little has receivedmoney for 10 tables, with more people reserving tables.We will need volunteers to help set up on Friday, November11, and early on Saturday, November 12.

    We will have someone monitor the clubhouse Fridaynight and make sure it is locked up for those vendors thatwant to set up their tables that night. Barbara Sacks andClint Dean might be able to volunteer for this.

    We will be doing a raffle at the Crafts Fair for a Gift

    Basket, made up by members of the Association. The

    theme of the basket will be Wrapping, which will includematerials for all-occasional gift wrapping. Dawn will pro-vide decorative gift boxes, Judy Allen-Rodgers will providegift tags and Scotch tape. Patty Little and Peggy Nicholswill provide scissors and tissue paper. This is a handy gift forpeople who need gift wrapping for those Christmas giftsall-in-one place! Raffle tickets will be sold at the Fair for$1.00 for one, or 6 tickets for $5.00.

    Charity Fund Drives:

    Tools For Schools drive is over for now and was a big suc-cess! Thank you all for donating valuable school needs forthe those students less fortunate.

    The current charity drive is for Community Shelters.Toiletries and personal items are badly needed for WomensShelters and other charities. You can contact Dawn Plaskonfor donation pickup, or bring items to any Saturday BingoGames. Items to donate are listed in the September el Toro.The next drive will be for coats and jackets for the OneWarm Coat program through Hayward CAN.

    Missing El Toros: There was some confusion as to thelocation of some boxes of El Toros that were to be dis-tributed in Jeanies absence. They were taken inside oneconcerned persons house, as they were left in Jeaniescarport. Eventually this mystery got solved and the El Toroswere properly distributed. Going forward, it was suggestedthat we have a designated person to co-ordinate thedistribution and be in charge in the event that the editoris gone.

    Halloween Party:

    The Halloween Party will be on Saturday, October the 29,unless changed. It will be in the main clubhouse and StaciaHigman, Kathi Calvert, and Pat Smith will be in charge ofit. We could use volunteers for setting up, decorating andclean-up. Contact Stacia if you are interested in helping.[Ed note: this event is a no-go as of press time.]

    Spectrum Meals:

    As of now, the Spectrum Meal Program has been can-celled due to lack of volunteers. The person in charge, Tarahas not returned Denises phone calls, so with no forwardmomentum on this, the program has been cancelled. It is areal shame, as this is a most worthwhile program for seniorsand others in the park.

    There was no other issues and the meeting was adjournedat 8:05 pm.

    Are you a new resident?

    Pool open throughOctober

    POOL RULES1. Pool hours are from 9 am to 9 pm. Pool is open May

    through October. Therapy pool is operated and heated yearround.

    2. Pools are for the exclusive use of residents and theirguests. All guests must be accompanied by a resident and the

    resident is responsible for the conduct of their guests. Onlyfour guests per space are allowed, at any one time, and on aspace-available basis.

    3. Children under 14 should be accompanied and super-vised by an adult when using the pools.

    4. No LIFE GUARD IS ON DUTY. PLEASE DO NOTSWIM ALONE.

    5. All persons using pool or therapy pool must showerpool side before entering pools. Anyone using suntan oils,lotions, or other ointments must re-shower before enteringpools.

    6. Persons in swimming suits or trunks, wet or dry, willnot be allowed in the clubhouse.

    7. Swim fins, diving masks, rubber floats, toys, balls

    and the like are not permitted in the pools. (Individual swimgoggles, baby life jackets and arm floats for small childrenare OK.)

    8. Screaming, running, horseplay, cannonballing and div-ing are not allowed in the pools.

    9. Only manufactured swim wear in good condition maybe worn in the pools.

    BUS SCHEDULE INFORMATION

    Route number 68 (which replaced line 77), a 2-direc-tional circular route, services both the South Hayward BARTstation, as well as the Union Landing Shopping Center.

    Weekdays, going to South Hayward BART, board thebus across the street at Tampa / Folsom (where the park is)hourly from 6:32am until 8:32pm, arriving at BART at 6:46amuntil 8:46pm. Weekends / Holidays, service is from 6:32amuntil 6:32pm.

    Weekdays, returning from South Hayward BART, boardthe counter-clockwise, Tampa directional bus hourlyfrom 6:30amuntil 8:30pm, arriving Spanish Ranch at 6:42amuntil 8:42pm. Weekends and Holidays, service is from 6:00am

    until 6:00pm.Weekdays, going to Union Landing, board the bus at

    the corner in front of the 2 houses at Tampa / Folsom hourlyfrom 6:37am until 8:37pm, arriving at Union Landing at 6:54amuntil 8:54pm. On Weekends/ Holidays, service is from 6:37amuntil 6:37pm

    Weekdays, returning from Union Landing, Board theclockwise, Tampa directional bus hourly from 6:22amuntil 8:22PM, arriving Spanish Ranch at 6:39am until 8:39pm.Weekends / Holidays, service is from 6:22am until 6:22pm.

    Additional frequency (now every 45 minutes, as opposedto every 1-2 hours) has been added to the Tuesday &Friday shoppers shuttle (Spanish Ranch to Southland

    Route 391).

    Busses now leave the Spanish Ranch Clubhouse at10:10, 10:55, 11:40am, 12:25, 1:10, and 1:55pm and arrive atSouthland Mall at 10:35, 11:20am, 12:05, 12:50, 1:35, and2:20pm. NOTE The last trip leaving Spanish Ranch at 1:55pmwhich arrives at Southland Mall at 2:20pm has no directreturn trip back to Spanish Ranch.

    Return trips leave Southland Mall at 10:42, 11:27am,12:12, 12:57 and 1:42pm, arriving back at Spanish Ranch at10:55, 11:40am, 12:25, 1:10, and 1:55pm.

    Route 22: For those who wish to walk to/from TennysonAve, on weekdays route 22 will go to the South Hayward

    BART station every 30 minutes from 6:22am until 11:22pmweekdays, and hourly on weekends and holidays from6:22am until 11:22pm. From the South Hayward BART sta-tion going down Tennyson will leave every 30 minutes from6:04am until 11:04pm weekdays, and hourly on weekendsand holidays from 6:17am until 11:17pm.

    Route 22 is a circular route, serving Tennyson, Hesperian(both Chabot College and Southland Mall), Winton, andboth Hayward and South Hayward BART stations alongMission Blvd. Visit AC Transits web site at www.actransit.orgfor more information.

    AC TRANSIT FARES $2.00 ages 18-64, ages 5-17 and65+ are $1.00. Transfer good for 1.5 hours is an addl 25.
