Services Program Agreement in Puerto Rico

SANJUAN,PuertoRico-U.S.CustomsandBorderProtectionannouncedWednesdaythefirstagreementundertheReimbursableServicesProgram(RSP)withaFixedBaseOperator(FBO)locatedintheRafaelHernandezInternationalAirportinAguadilla,PuertoRico.CBPCommissionerGilR.KerlikowskiesignedaMemorandumofAgreementwithCelsoE.Lopez,PresidentofCopecaJetCenter,LLC.PursuanttoSection559oftheConsolidatedAppropriationsAct,2014,CBPisauthorizedtoenterintopartnershipswithprivatesectorandgovernmententitiestoprovideneworexpandedservicesonareimbursablebasis.Reimbursableservicesincludecustomsandagriculturalprocessing,bordersecurity,support,andimmigrationinspection-relatedmattersatportsofentry.“WelookforwardtoacontinuedpartnershipthroughtheRSPAgreementwithCopecaJetCentertoexpandthehoursofservicesprovidedbyouragencyinAguadilla,”statedMarcelinoBorges,DirectorofFieldOperationsforPuertoRicoandtheUSVirginIslands.“Iamconfidentthatwiththisfirstagreementotherstakeholdersemulatethiscompanybyapplyingtothisprogramwhenitopensagain.”

MIT, NASA Scientists Build 'Morphing' Airplane Wings That Can Make Flight

Efficient

Humanshavebuiltanaircraftthatflyfasterandhighercomparedtoabird,buttheyhaven'tbeenabletomatchtheeleganceofthesenaturalaviators.Withaflickofthewing,thesecrazyanimalscandive,swoop,andglide.Planes,ontheotherhand,dependoncomplicatedandclunkymachinestochangetheirangleofflight,turn,orslowdown.EngineersatMITandNASAnowbelievetheycanmatchtheaviaryresiliencewithanewtypeofbendable,"morphing"wingarrangementcomposedofeighttinyunitsmadeupofcarbonfiberthatareassembledbytinyrobots.Iftheplanworks,thesystemcouldmakeflightquieter,smoother,andadditionallyefficient.Thenewdesigncouldalsoeasetheprocessofmanufacturinganddramaticallycutdownfuelconsumptionbydevelopingthewing'saerodynamicsasreportedbyDavidChandleratMITNews.Inthepast,manyexpertshavetriedtocreatearelianttechniqueofdeformingwingsinsteadofusingthetraditionalmovingsurfaces,butallthoseeffortshadareallylittleimpact,accordingtoNeilGershenfeld,directoratMIT'sCenterforBitsandAtoms.Thenew'morphing'wingsarecoveredinashinyorangeflexibleskinmadebyoverlappingpiecesthatresemblefeathersorscales.Thisgivesthestructuremoreflexibilityandmakesthesurfacesmoother.Theskiniscomposedofpolyimidefilmwithathicknessof0.127millimeter.Eachofthesubunitshasvaryingdegreesofstiffness,eventuallygivingeachwinganadjustableflexibility.Twotinymotorscaneasilytwistthewholewing,attuningthewayitcutswhilemovingthroughtheair.Thesenewbuildingtechniqueswilllikelybeimplementedonunmannedaircraftandtinydrones.Researchersenvisionafuturewheresomeflightswilluseflappingwings,similartothatofabird.Thetechnologywillalterthearchitectureoftheaircraftcompletely,saidKennyCheung,NASA'sleaderoftheproject.

Massachusetts exporters brace for Trump presidency impacts

InthewakeofDonaldTrump'selectionnightwin,manufacturingcompaniesarebracingtoseehowthepresident-elect'spositionsontradewillaffectexportinginCentralMassachusetts."Itisjustreallyhardtosay.Whenyouhearcampaignpromises--from'we'regoingtotearupagreements'to'we'regoingtorenegotiateagreements'--torenegotiateisonethingbuttearingthemupisanother,"saidJuliaDvorko,CentralMassachusettsregionaldirectorattheMassachusettsExportCenter.Overthecourseofthecampaign,TrumprepeatedlycriticizedU.S.tradepolicy,atonepointcallingtheNorthAmericanFreeTradeAgreement"thesingleworsttradedealeverapprovedinthiscountry."Trump'scampaignwebsitesaysheisinfavorofrenegotiatingNAFTAandwithdrawingfromtheTrans-PacificPartnership,whichhasn'tyetbeenratified,buthistransitionteam'swebsitedoesn'tmentionanyspecificsunderthe"tradereform"section.Earlierthisweek,PresidentBarackObamasaidpullingoutoftradedealstoprotectdomesticworkerswouldbedisruptivetotheglobalsupplychain,accordingtoPolitico.Dvorkosaidsincethere'ssomuchuncertaintysurroundingwhatmayormaynothappen,it'sbusinessasusualforCentralMassachusettsexportingmanufacturersuntilactionistaken."Peoplehere,inthemanufacturingcommunity,intheexportingcommunity,they'reinthe'waitandsee'mode,tryingtoseewhatthatwillmeanforthem.It'sonlybeenaweek."Intotal,Massachusettsbroughtinabout$25.2billioninexportrevenuein2015,accordingtotheForeignTradeDivisionoftheU.S.CensusBureau.AccordingtotheInternationalTradeAdministration,111,875U.S.jobsweresupportedbygoodsexportsfromMassachusettsin2015,and91%ofthesejobsweresupportedbymanufacturedgoodsexports.Inthatsameyear,exportstofree-tradeagreementsmarketsaccountedfor33percentofMassachusettsexports,afigurethathasgrownby46percentsince2005.Freetradeagreementsareusuallygoodforsmallmanufacturers,likemanycompaniesinCentralMassachusetts,Dvorkosaid.Evenifthepresident-electrollsoutsubstantialtradepoliciesinhisfirst100daysinoffice,Dvorkosaidshethinksitwillbeawhilebeforetheyareinstituted."Wearelookingmuchlongertermhere,makingitevenmoredifficulttoguess,"shesaid.

5 Key Insights from the Commercial UAV Expo

BigPlayersareEnteringtheArenaCompanieslikeIntelandAirbuswerepresentattheCommercialUAVExpo,andtheirpresencebroughtahintofthingstocome.Thebeginningsofeveryindustryismarkedbythesuddencreationofmanysmallstartupsthatbringnewsolutionsandnewproductstothemarket,butconsolidationisinevitable.Largecorporationswillplayakeyrolewhenthetechnologyreachesmaturity.Intel’sstrategicmovetoacquireAscendingTechnologiesandtocreateproductsspecificallytargetedatthedroneindustryisaclearindicationoftheimmediaterevenuepotentialofthisnewtechnology.Airbuscurrentlyhasalargeportfolioofunmannedvehiclesformilitaryuse,buttheirbigpresenceattheeventalongwiththeirrecentinvestmentinR&Dsignalsastrategicdecisiontofocusonthecommercialspace.Companiesofallsizeshaveandwillcontinuetoseewhatkindofopportunitiesarepresentedbythetechnology,butseeingthesebignamesandthesebigcommitmentsisasignofwhatthefuturehasinstoreforthemandforallofus.LIDARTechnologyhasBecomeSmallerandMoreAffordableIwaspleasantlysurprisedatthenewproductreleasesfromRIEGL,VelodyneandPhoenixAerialSystemsinwhichsurveying-gradeLIDARunitsarenowsmallerandmoreaffordable.Withweightsthatgofrom590to1,500gramsandprovidescanningspeedsofupto100scans/second,thisground-breakingmappingtechnologyisnowaccessibleandlesscumbersome.Thesenewproductsallowsurveyingprofessionalstoenhanceandaugmenttheirportfoliosandconductfasterandmoreprecisejobs.Foralongwhilenow,surveyorshaveunderstoodthekindofadvantagesthatdronespossess,butbecauseoflogisticsassociatedwithweightandpayload,theyhaven’tbeenabletousethemthewaytheywant.Thoselogisticallimitationsarebeingremovedwhichmeansawholenewapplicationofdronetechnologyisbeingopenedupbeforeoureyes.

Engineering Program

Sikorsky,aLockheedMartincompany,andtheSaskatchewanIndianInstituteofTechnologies(SIIT)todaycelebratedthetransferofanS-76A™helicoptermaintenancetrainertotheSaskatchewanAviationLearningCentre.ValuedatCAD1.3million(USD945,000),thenon-flying,twin-enginehelicopterwithassociatedequipmentanddocumentationprovidesanimportantlearningtoolforstudentspursuingacareerinaviationmaintenance.

Burma Gains New Export Preferences to the United States

Burma’stotalexportstotheUnitedStatescontinuetoincreaseexponentiallysincetradereopenedin2012.Totalfirstquarterimportsin2016werealmostdoublethoseofthesameperiodin2015,andthirdquarterimportsin2016werethreetimestheleveloffirstquartershipmentsin2015.BurmacontinuestobeagrowingmarketforUSexports,withexportsup17%forthefirstthreequartersof2016over2015,whichwasdoublethelevelofU.S.exportsforallof2014.

ThenewJSOCtaskforcecouldalsoofferintelligence,strikerecommendationsandadvicetothemilitariesandsecurityforcesoftraditionalWesternallies,orconductjointoperations,officialssaid.Inotherpartsoftheworld,withweakornogovernments,JSOCcouldactunilaterally.TheglobalfocusisreminiscentofwhenU.S.forcesfirstwentafteral-QaedainthemonthsaftertheSept.11,2001,attacks.AsapproachingU.S.troopsforcedmilitantstofleetheirsafehavensinAfghanistanandscatteracrosstheglobe,theUnitedStatesfollowedinpursuit,usingCIAassetstograbsuspectedal-Qaedaoperativesindozensofcountries,sometimescapturing,imprisoningandtorturingthemundermurkylegalauthorities.SomeinthePentagonhopetoseethenewtaskforceworkingintandemwiththeCIA,elevatingasometimesdistantrelationshiptooneofconstantcoordinationtotrackandgoaftersuspectedterroristsoutsideoftraditionalwarzones.Inrecentyearstheagency’sinvolvementinglobalparamilitaryoperationshaswaned—withfewerstrikesinPakistanandYemen,anditsarmeddronesinSyriatransferredtothePentagon.It’sstillunclearhowmuchtheCIAmaybewillingtocooperatewithJSOCandmorebroadlywiththePentagonfollowingtheWhiteHouse’sdecision.Theagency,withitsbroadcontactsoverseas,espionagenetworksandlongexperienceincovertoperationsstillhasmuchgreaterreachthanJSOC.TheCIAdeclinedtocomment.ThenewJSOCtaskforcewillreporttothePentagonthroughtheU.S.SpecialOperationsCommand,orSOCOM,accordingtoU.S.militaryofficials,creatingahybridcommandsystemthatcancircumventregionalcommandersforthesakeofspeed.Inthepast,unitssuchastheArmy’sDeltaForce—whichispartofSOCOManditssubordinatecommandJSOC—wereusuallydeployedunderthoseregionalcommanders,knownasgeographiccombatantcommands.Thenewtaskforce,however,willalterthatprocessbyturningSOCOM’schief,ArmyGen.Raymond“Tony”Thomas,intoadecision-makerwhenitcomestogoingafterthreatsunderthetaskforce’spurview.ThetaskforcewillessentiallyturnThomasintotheleadingauthoritywhenitcomestosendingSpecialOperationsunitsafterthreats.“Now[Thomas]canrequestwhateverhewantsand…unlessthere’ssomeotherhighercompetingpriority,thecombatantcommandershavetocoughitup,”saidaformerseniordefenseofficial.

TurningSOCOMintoacommandwithaglobalreachhasbeenonthetableforthelast15years.In2001,AirForceGen.CharlesHolland,thenSOCOM’scommander,washesitanttocreateacommandstructurethatwouldeffectivelyputSOCOMonthesamelevelasthegeographiccombatantcommanders.Hebelieveditwouldcausetoomuchfrictionwithregionalcommanders.Instead,hedecidedthatonlyinrareinstanceswouldSOCOMactuallydirectSpecialOperationsforces.ItremainstobeseeniftheneworganizationwillgeneratetensionsbetweenSpecialOperationsCommandandthegeneralsinchargeofU.S.forcesinplacessuchastheMiddleEastorEurope.InhisMarchcongressionalconfirmationtestimony,ThomassuggestedthatassigningmoreauthoritiestoSOCOMwouldallowfor“synchronizedoperations”againstnonstatethreatsthatspangeographicboundaries.Butregionalcommanders,allfourstargenerals,guardtheirturfcarefully.Officialshopethetaskforce,knownthroughoutthePentagonas“Ex-Ops,”willbeaclearinghouseforintelligencecoordinatingandtargetingagainstgroupsorindividualsattemptingtoplotattacksinplacesliketheUnitedStatesandEurope.Accordingtoofficialsfamiliarwithplansforthetaskforce,itwillinitiallydrawonanexistingmultinationalintelligenceoperationintheMiddleEastthattracksforeignfighters,calledGallantPhoenix,andoneofJSOC’sintelligencecentersinNorthernVirginia.Whileinthepastthesmallertaskforces,suchasGallantPhoenix,werestaffedbyrepresentativesfromdifferentintelligenceagencies,thenewtaskforceaimstohavedecision-makerspresent,ensuringthatthetargetingprocesshappensinoneplaceandquickly.“Layershavebeenstrippedawayforthepurposesofstoppingexternalnetworks,”saidadefenseofficial.“Therehasneverbeenanex-opscommandteamthatworkstrans-regionallytostopattacks.”ThedefenseofficialsaidU.S.intelligenceandlawenforcementagencieswillsupportJSOCpersonnelastheysynthesizeinformationandofferrecommendationsonhowtohandlespecificthreats.OverthepastdecadeJSOChasalsobuiltstrongrelationswithpoliceagenciesinGermany,Britain,FranceandTurkey,astheyhavemovedtocombattheflowofforeignfightersreturningtotheirhomecountries.Thenumberofparticipatingintelligenceagencies,bothinternationallyandU.S.-basedwithinthetaskforceisinflux,theofficialadded,asintelligence-sharinglawsandinternalfrictionhavekeptsomeontheperipheryoftheorganization.

Copernicus' 2nd Eye is ready to meet its Launcher

Sentinel-2B,Europe´snextCopernicussatelliteinSpace,hassuccessfullyfinisheditstestprogrammeatESA´stechnologyCentreESTECinNoordwijk,TheNetherlands.ThesecondSentinel-2AirbusbuiltsatellitewillnowbereadiedforshipmenttotheKourouspaceportinFrenchGuianabeginJanuary2017.ItisscheduledforanearlyMarch2017lift-offonVega.Copernicus,Europe’senvironmentalmonitoringprogramme,isledbytheEuropeanCommission(EC)inpartnershipwiththeEuropeanSpaceAgency(ESA).TheCopernicusSentinelssupplyremotesensingdataofthe Earth,deliveringkeyoperationalservicesrelatedtoenvironmentandsecurity.

Offering"colourvision"fortheCopernicusprogramme,Sentinel-2BlikeitstwinsatelliteSentinel-2Awilldeliveropticalimagesfromthevisibletoshort-waveinfraredrangeoftheelectromagneticspectrum.Fromanaltitudeof786kilometres,the1.1tonnesatellitewilldeliverimagesin13spectralbandswitharesolutionof10,20or60metresandauniquelylargeswathwidthof290km.TheopticaldesignoftheMultiSpectralInstrument(MSI)hasbeenoptimisedtoachievestate-of-the-artimagingqualityacrossitsverywidefieldofview.Withitsmultispectralimagerandwideswath coverage,theSentinel-2missionnotonlyofferscontinuity,butwithitsmorethan100kmincreaseinswathwidth,alsoexpandsonpreviousmissions.

Thetelescopestructureandthemirrorsaremadeofsiliconcarbide,whichprovidesveryhighopticalstabilityandminimisesthermo-elasticdeformation,resultinginanexcellentgeometricimagequality.Thisisunprecedentedinthiscategoryofopticalimagers.Thedatagatheredareusedformonitoringlanduseandchanges,soilsealing,landmanagement,agriculture,forestry,naturaldisasters(floods,forestfires,landslides,erosion)andtoassisthumanitarianaidmissions.Environmentalobservationincoastalareaslikewiseformspartoftheseactivities,asdoesglacier,iceandsnowmonitoring.

TheSentinel-2-missionisbasedonaconstellationoftwoidenticalsatellites, Sentinel-2AandSentinel-2B,inthesameorbit,180°apartforoptimalcoverageanddatadelivery.Thesatellitesareorbitingtheearthevery100minutescoveringallEarth’slandsurfaces,largeislands,inlandandcoastal

waterseveryfivedays.Sentinel-2A,whichisidenticalindesign,waslaunchedon23June2015.Sincethenthesatellitehasbeenperformingexcellently.Atotalof51,762usershaveself-registeredontheSentinelsScientificDataHub.About168,000productsareavailablefordownload,cumulatingatotalvolumeof433TB.Overall,atotalvolumeof1.9Petabytehasbeendownloadedbytheusercommunities.TheSentinel-2missionhasbeenmadepossiblethankstotheclosecollaborationbetweenESA,theEuropeanCommission,industry,serviceprovidersanddatausers.Itsdevelopmenthasinvolvedaround60companies,ledbyAirbusDefenceandSpaceinGermanyforthesatellitesandAirbusDefenceandSpaceinFranceforthemultispectralinstruments,whileAirbusDefenceandSpaceinSpainisresponsibleforthemechanicalsatellitestructure.
