3. Preliminary Findings
EIA is an art as well as a science. It is natural then that practicing EIA does not follow a rigid text-book
procedure and that the process tends to mystify users at times, especially beginners. For these reasons,
training and study in EIA become very important. This compilation lists at least 12 distinct and current
non-academic training and academic programs respectively.
Subject modules on offer
All the training programs (e.g. the EIA Training Course offered by Symmons Madge Associates, UK) and a
few of the academic onesF
2F (e.g. Post Graduate Diploma in EIA offered by Murdoch University, Australia)
assume the participant / student possesses some prior knowledge in the environmental arena. Such
programs are intended solely for environmental professionals. The rest of the academic programs allow
for the participant to opt for pre-requisite courses as a condition for enrolling in the program.
Regardless of this prior knowledge (or the lack of it), there are specific modules which are common to
both non-academic as well as academic programs.

Importance of theory and practice
An important point to be made here is the need for EIA training and academic programs to allow for not
just theoretical, but also practical components. Examples include requests for additional case studies in
the context of developing countries, knowledge and practice of how an element of the process applies
to a particular stakeholder, etc. In this regard, the adaptability of the EIA training or academic program
to a particular set of participants or students becomes significant.
Online or F2F?
It is notable that a few of these programs – 6 in all – also provide an online learning component, and by
all accounts, are saleable and appear to enjoy a viable market. F2F training and academic programs tend
to dominate the scenario as of now. This is not unusual given that such parallels exist for subjects other
than EIA.
Pricing
The pricing for F2F programs varies widely – from free (for non-academic training onlyF
3F) to up to USD
20,000 (e.g. M.Sc. in Environmental Assessment offered by McGill University, Canada). The same is also
observed for online training / academic courses – some of the courses are free (e.g. World Bank’s course

Strategic Environmental Analysis or SEAN is a methodology for environmental or integrated
sustainability analysis and for decision-support to strategic planning. SEAN is part of the family of tools

The SEAN method consists of 10 analytical steps and a process of 5 phases. Both analytical steps and

multilateral financing for economic, social and institutional development in Latin America and the
Caribbean. Among their many environmental publications are manuals on EIA training that were
adapted from the UNEP Manual. The training manual is titled "Fundamentals of Environmental
Impact Assessment". IADB has developed both English and Spanish versions of this manual.
However, the manuals do not appear to be available online at the present time.
2. CITETF

About this program:
The program duration is one year (January-December) and is comprised of three inter-related elements:
graduate level courses, an internship, and a project related research paper. Alternatively, there is a two
year structure available for students who are interested in the program but are unable to meet the
demands of such a short term, intensive course of study. This option is based on three or four, part-
time, course-load terms in which the student and his or her academic advisor determine the best way to
break down the course load in each fall and winter semester. The internship takes place during the
second summer semester. Students who choose this option are registered for a program that spans 24
months, with up to two semesters (8 months) in which they are not expected to be academically active.
Courses are given by McGill academic staff and associates from partner organizations involved in
environmental assessment and sustainable development. The courses also include guest speakers
drawn from public and private sector EA institutions in Montreal and Ottawa.
