While carrying out maintenance of OHE,
precautions are to be taken to ensure safety of the working personnel. This pocketbook comprises precautions while working /maintenance of OHE including while attending breakdowns at sharp curves.
It is clarified that this pocketbook does not
supersede any existing provisions laid down by Railway Board, RDSO or AC Traction Manual (ACTM). It is for guidance only and it is not a statutory document.
I am sincerely thankful to TI Directorate RDSO Lucknow and also all field personnel who helped us in preparing this pocketbook.
Technological up-gradation & learning is a
continuous process. Please feel free to write to us for any addition/ modification in this pocketbook. We shall highly appreciate your contribution in this direction.

A. SPECIAL PRECAUTION

1. No work shall be done above or within a
distance of 2 metres from the live OHE without a "Permit to Work".
2. Inductive effects occur on large metallic
structures such as fencings, structural steel of platforms running parallel to the track. They will have to be earthed suitably.
3. Discharge/Earthing pole assembly shall be
inspected by SE/JE once a month.
4. Each working gang shall be protected by at
least two independent earths, one on each side of a working gang.

5. The continuity of the cable connection between the top clamp and the earthing clamp should be checked once a fortnight.
6. The cable of earth pole
should be renewed if more than 20% strands are broken.
7. The cable of earth
pole shall be flexible and should have adequate cross-section 40 mm2 so as
to withstand short circuit currents.

8. For providing earth on the OHE, fix the earthing clamp securely to a mast at least one span away after making sure that the mast to earth rail bond of this mast is intact.
9. Earthing clamps should always be fixed to the traction rail or mast first and then the top clamp must be tested on RT or BT and hooked to the contact wire.

10. For removing the earthing, first remove the hook of discharge rod on the OHE and then the clamp fixed to the rail or mast.
11. If the distance between the working gang
exceeds 100 meters, intermediate earth shall be provided in such a manner as to ensure that the distance between earths does not exceed 100 meters.
12. No fallen wires shall be
touched unless power is switched off and the wire suitably earthed.

13. Men shall be deputed on both sides of the site
of work to warn the working party of any approaching train on the same track and adjacent track.
14. In electrified track, steel
tape or metallic tape or tape with woven metal reinforcement should not be used.
15. In electrified track, PVC
fiber glass tape shall be used.
16. Even when earthing is
provided by isolator switches with earthing heels, additional temporary earths shall also be provided both side of the isolator at two points.

17. Neutral sections should be treated as live equipment and earthed separately at two points on either side of the working gang before commencing work.
18. Ropes made of cotton
or jute with ladders should be used. Use of metallic ropes is prohibited.
19. All the staff should wear helmets to protect
their heads against any tools or equipment which may drop down accidentally.

20. Ends of conductors which may have snapped should be separately earthed at two points after switching off supply to both parts of the OHE. This precaution should also be observed when working or in the vicinity of a sectioning point and cut in insulators.
21. Staff should protect
themselves against an inadvertent fall by wearing a safety belt and helmet for supporting themselves by a rope sling.
22. When work is to be carried out on an isolator, both sides of the isolator should be earthed at two points.
23. The useful cross section of a conductor shall
not be reduced while making joints.

24. Ropes, pulleys, pulllifts, come along clamps, ‘D’shakells and tirfors etc. should be tested once in six months at least, in the presence of SE/JE-(TRD), and record of such tests maintained in each depot.

25. A ladder should be
held by one person on the ground to prevent slipping, while the top end should be tied to the supporting structure or conductor to keep it in position and prevent it sliding away.
26. Ladders should never
be allowed to fall on or rest against the contact wire.
27. It is important that staff who asks for power block should know the correct method of identifying and describing any section of OHE where shutdown is required.

28. Do not stand on
contact wire while working resulting kink form under swivel clip.
29. Ladder should be always allowed to fall on catenary wire towards the mast side.
30. Always provide 20/16
dia. GI bolt in step of ladder which is used for pull lift and extension step.

31. More than one
person shall not normally be allowed on a ladder as far as possible.
32. Climbing on a ladder with wet or slippery foot
wear is forbidden. 33. Whenever there is a doubt in the description,
the person asking for power block shall state clearly the line (Up or Dn) and OHE structure numbers between which works is to be done.
34. Do not wear loose cloths
such as kurta pazama, Lungi, safi, chappal etc..

35. Always wear rubber sole shoes while working.
36. A rope should be used to pass tools or any
equipment to the man working on a ladder. 37. Do not tie the rope on
rail without taking traffic block.

38. Ensure that working personnel should not
stand directly below a work spot under a ladder.
39. It is necessary to take traffic block while
working on tunnel or bridge. 40. Any contact with conductors which are not
specifically earthed is forbidden.

41. All messages relating to shut down and restoration of power supply, permits to work, etc. issued over the telephone shall invariably be supported by exchange of private numbers and repeated twice.

1. Issue caution order to the Loco Pilots of trains of adjacent line for affected section/ kilometers to stop and proceed with free whistling.
2. Take safety
precautions for working staff on affected line from passing trains of adjacent line/track by whistling, flags or portable loud speaker by TrD staff.
3. In outside curve for
slewing of OHE, 0.8 (¾) ton tirfor should be provided in catenary wire to prevent outside movement of catenary wire.

4. Before commencing the work, tension of contact & catenary wire should be released by lifting of ATD, if required
5. Use of old extension ladder having less
strength should be avoided.

6. Always provide
20/16 dia. GI bolt in step of ladder which is used for pull lift and extension step.
7. Ladder should be always allowed to fall on catenary wire towards the mast side in both curves for working.
8. Splice of contact
& catenary wire must be done by tower wagon.

10. In inside curve, during opening of swivel clip or adjustment of stagger/ removing swivel clip first release the load of contact wire pulling away from the mast by manila rope/ small tirfor 0.8 (¾) ton.
11. In out side curve, during opening of swivel clip first release the load of contact wire pulling towards the mast by manila rope/tirfor 0.8 (3/4 ton).
12. Lock anti- creep and additional providing PG clamp on catenary & anti creep wire, if half tension length is affected.

13. In OHE breakdown, if jumpers are found (‘G’
jumper, ‘C’ jumper, ‘F’ jumper) in tension condition, first take load by 1.5 ton pull lift/tirfor before opening the PG clamp. It may possibility of broken of catenary strands inside the PG clamp.
14. Avoid standing on roof of tower wagon
towards mast while opening swivel clip in inside curve.

15. On outside curve location when bracket
insulator breaks suspension assembly brackets comes down and bracket tube with remaining broken portion of insulator hangs to make an entanglement with pantograph (No feeder CB tripping in one case experienced)
