Overcoming the Global Financial and Economic Crisis: The Rule of Law as the Key to Economic Freedom?

9-10 October 2009

Siem Reap, Cambodia

The 2009 Economic Freedom Network Asia International Conference

Invitation to attend The members of the Economic Freedom Network Asia are pleased to invite you to our annual conference, which will take place in Siem Reap, Cambodia, on 8-10 October 2009. Bursting with ancient history, Siem Reap – the home of the Angkor Wat – is one of the world’s most attractive and exciting cities. With the current global economic crisis as backdrop, this year’s conference focuses on the current trend of the market governance. A wave of economic gloom is now moving through Asia, leaving governments reeling in its wake. While the operative word of today is “change”, the direction is worrying. The purpose of the conference is to provide a platform for the exchange of useful information, practical techniques and networking tailored to the needs of think tanks, industry, academics and policymakers.

Hosted by the Economic Freedom Network Asia: In collaboration with the Cambodia Institute of Development Study (CIDS) and the Citizen Action Net for Social Development (CAN): With the support of the Friedrich Naumann Foundation for Liberty (FNF)

Since 1998, it has become the EFN Asia conference’s custom to utilise various forms of comprehensive and interactive programmes. In addition to keynote presentations and panel discussions, this year’s conference will employ the Open Space Technology (OST). OST is a facilitation method which allows participants to identify specific issues, self-select into discussion groups and work on issues with individuals of similar interests. The conference is open to anyone interested in the conference topics and in learning from peer networks. Conference registration is free of charge. We sincerely hope that you will join us in making the 2009 EFN Asia International Conference a true success. We look forward to welcoming you to Siem Reap.

Call for Papers Conference theme The main theme of this year’s conference, Overcoming the Global Financial and Economic Crisis: the Rule of Law as the Key to Economic Freedom?, is devoted to the topic of dealing with the global economic crisis. While crises are nothing new, this one is severe and it has exposed some serious flaws in our economic institutions. We need to understand them to see which reforms are needed. We also need to guard against those who use the crisis as a pretext for furthering their own liberal agendas. We will try to explore how to bridge the gap between people’s clamour for action and protection against the effects of the crisis can be reconciled to sober economic analysis. Otherwise we risk wasting huge amounts of resources for little effect, resources that will go to the politically powerful rather than the needy poor. This is why we also focus on the need to understand who is most affected and what should be done to keep them in focus. Submission for papers/panels/exhibition proposals The conference invites the submission of papers and other forms of presentation such as posters, videos or photos, to present relevant work and new ideas. We encourage submissions of

• Individual paper presentations should be submitted addressing the theme ‘Overcoming Global Financial and Economic Crisis: Will the rule of law help?’

• Proposal to organise (or participate in) one of the panels (see the conference programme). • Proposal to exhibit your work (e.g. posters, videos, photos, publications and etc).

It is important to note that a proposal to organise a panel must include sufficient background information about the talk, and it should explain why those nominated are appropriate experts in the area. For those selected to exhibit their work, it is expected that one of the presenting authors present at their poster during the ‘Tools of the Trade’ session. Theses presentations will be shown throughout the conference; The “Tools of the Trade” session serves a marketplace, where presenters and participants meet to exchange experiences and ideas. Submissions will be reviewed by the EFN Asia coordinator. Accepted papers/panel and exhibition proposals will be presented at the conference by one of the authors and published in the conference’s manual. Acceptance will be based on quality, relevance and originality. Financial assistance may be available to individuals presenting at the conference or participating in a panel discussion. General Guideline for Submissions Please submit papers, panel proposals or exhibition proposals as both a Word Document and a PDF attachment to Dr. Gorawut NUMNAK, EFN Asia coordinator, at [email protected]. If extenuating circumstances prevent your online submission, or if you have specific questions regarding the submission, please contact him in advance of the submission deadline to allow for necessary special arrangements. The following guidelines apply to all submissions: Papers must be written in English, carefully checked for correct grammar and spelling. Every page of the manuscript should be numbered. The first page should contain title, name(s) of author(s), full affiliation, complete address (including e-mail of author/s) and abstract (no longer than 250 words). Submission deadline for papers/panels/exhibition proposals: 18 July 2009 Notification date of acceptance: 27 July 2009
