壹、 船舶與岸臺通信

一、 港埠無線電話通信(特高頻無線電 VHF):

臺中港 VTS:VHF 第 14 頻道及第 16 頻道,24 小時作業及守值。

1. 位置: 24°17'23".7N 120°31'01".4E

2. 呼號:臺中港 VTS。

3. 海事特高頻頻道:

(1) 第 16 頻道(CH16)156.8MHZ,供遇險、緊急事故或安全信文等通信之

用。

(2) 第 14 頻道(CH14)156.7MHZ,供港埠作業,為船舶報到、船岸及船舶

與引水人聯絡之用。

(3) 第 12 頻道(CH12)156.6MHZ,供港勤作業,為引水人、引水船、拖船

間聯絡之用。

4. 通信距離:約 20 浬。

5. 通信內容:

(1) 船舶進出港信文之聯繫。

(2) 船舶有關聯繫事項。

(3) 其他緊急事項。

6. 通話優先順序:

(1) 遇險、緊急及安全信文。

(2) 出港船舶。

(3) 港外等候進港船舶。

(4) 港外錨泊船舶。

7. 使用語言:

(1) 英語。

(2) 國語。

8. 注意事項:一律使用明語,除主管機關核准者外,不得使用密語或私人

交談。

9. 通話程序:參照國際電信聯合會(ITU)所訂定之無線電通話規定及程序

辦理。

二、 船舶預計抵達臺中港外海時間(ETA)之報告:

船舶距臺中港約 20 浬或到港兩小時前,應以 VHF 第 14 頻道或第 16 頻道,

與『臺中港 VTS』聯絡,並參照國際海事組織(IMO)之標準船舶報告制度

(SRS)報告下列事項:

1. ALFA:船名、呼號

2. CHARLIE 或 DELTA:船位

3. INDIA:ETA 臺中港

4. QUEBEC:故障、損壞、不合格或限制

三、 船舶抵達臺中港外海之報告:

船舶距臺中港南防波堤燈塔 5 浬時,應以VHF第 14頻道,與『臺中港VTS』

聯絡,並參照國際海事組織(IMO)標準船舶報告制度(SRS)報告下列事

項:

1. ALFA:船名

2. DELTA:距南防波堤燈塔之方位、距離

3. HOTEL:ETA 臺中港引水站

四、 船舶進港許可之申請:

船舶距臺中港南防波堤燈塔 5 浬時,以 VHF 第 14 頻道與『臺中港 VTS』

聯絡,提出進港申請,俟 VTS 許可後,應遵守進出港航行規定依序航行進

港,航行中船舶應保持 VHF 第 16 頻道及第 14 頻道暢通,並參照國際海事

組織(IMO)之標準船舶報告制度(SRS)報告下列事項:

1. ALFA:船名

2. DELTA:距南防波堤燈塔之方位、距離

3. FOXTROT:船速

五、 錨泊船舶之報告:

船舶預定於臺中港錨泊區等候船席,需於距臺中港 5 浬時,告知『臺中港

VTS』。船舶完成下錨後,應以 VHF 第 14 頻道,向『臺中港 VTS』報告,

並參照國際海事組織(IMO)之標準船舶報告制度(SRS)報告下列事項:

1. ALFA:船名

2. BRAVO:下錨時間

3. DELTA:距南防波堤燈塔方位、距離

六、 船舶出港許可之申請:

出港船舶應於引水人登輪後或解纜前,以 VHF 第 14 頻道,與『臺中港 VTS』

聯絡,提出出港申請,俟 VTS 許可後,應遵守進出港航行規定依序航行出

港,航行中船舶應保持 VHF 第 14 頻道及第 16 頻道暢通。

七、 船舶移泊之申請:

船舶移泊時,應於引水人登輪後或解纜前,以 VHF 第 14 頻道,與『臺中港

VTS』聯絡,提出移泊申請,俟 VTS 許可後,遵守進出港航行規定,航行

中船舶應保持 VHF 第 14 頻道及第 12 頻道暢通。

八、 遇險、緊急事故及安全信文之通信:

船舶遇險或發生緊急事故時,應以 VHF 第 16 頻道,與『臺中港 VTS』聯絡,

詳細告知事故內容;安全信文之發送應遵照國際電信聯合會(ITU)所訂定

之無線電通話規定及程序辦理。

備註:

本指南依照臺中港最新版海圖中文版 No. 0357,經緯度採用 WGS-84 座標

系統。船舶使用 GRS-67 座標系統之海圖時,緯度應向北移 0'.12 經度應向

西移 0'.5。

貳、航行水域規劃、分道航行制、港外錨泊區

一、 航行水域規劃

臺中港港口第二期擴建工程,北防波堤延長 480 公尺,已於 2002 年完成(合計

第一、二期擴建工程共延長 1,330 公尺),主航道拓寬為 350 公尺,將現有航

行水域、分道航行區、錨泊區、導航標誌、海圖等配合調整,規劃重點如下:

1. 主航道及南防波堤外 300 公尺之航道為單向航道。

2. 分隔區及引水登輪站,配合北防波堤延長向西調整。

3. 錨泊區配合南防波堤拆除,向南調整。

4. 進港航道由航向 060°(T)調整為 065°(T)。

5. 取消進港船舶備便區。

6. 重新印製新版海圖比例尺改為1:20,000,以涵蓋更大的運轉水域,提供

大型船舶安全進出港。

二、 分道航行制

為增進船舶進出港之安全,進出分道航行區水域之船舶,務必遵照國際海上

避碰規則第 10 條之規定,並依照臺中港最新版海圖〈中文版 No. 0357〉或

臺中港 S-57 電子海圖,航行於指定之航行巷道。

1. 分隔區:分隔區(Separation Zone)為下列三點的連線。

A 點:24°17'37".7N 120°28'58".4E

B 點:24°17'47".7N 120°28'04".4E

C 點:24°17'15".7N 120°28'04".4E

(1) 進港航道:進港船舶應航行於分隔區南邊之航行巷道,建議以航向

065 °(T)進港

(2) 出港航道:出港船舶應航行於分隔區北邊之航行巷道,建議以航向

294 °(T)出港

2. 主航道及南防波堤外 300 公尺之航道為單向航道,進港船必須等候出港船

駛離單向航道後始能進港,出港船必須等候進港船駛抵第一迴船池後始能

出港,船舶進出港不得相互交會、追越或並列航行。

3. 航行於指定航行巷道之船舶,應依船舶之操縱性能與前後船舶保持適當之

安全距離。進出航行巷道內,嚴禁任何船舶錨泊或滯留。

4. 進港船舶:

南方來港之船舶應依分道航行制規定由南邊航行巷道進港,航向 065°(T)

接近引水登輪站。

北方、西方來港之船舶,依分道航行制規定,應保持距北防波堤燈塔 1.5 浬

以上,不得穿越分隔區,繞道由西南方進港航行巷道進港,航向 065°(T)

接近引水登輪站。

進港船舶通過引水登輪站後,應逐步轉向駛入主航道,航向 114°(T)進港。

5. 出港船舶:

出港船舶駛離主航道通過南防波堤後,應依照分道航行制規定之出港航行

巷道,航向 294°(T)出港,航行距北防波堤燈塔約 1 浬保持安全距離,離

開分隔區後,再轉向北或向西南駛離本港。

6. 錨泊船舶:

駛往錨泊區之船舶,應遠離分道航行區水域,以免影響進出港船舶之航行,

並參照 VTS 之建議於錨泊區錨泊。

三、 港外錨泊區

1. 臺中港錨泊區位於南防波堤西南方 1 至 4 浬處,錨泊區為 A 至 F 點連線

之水域。

A 點:24°16'51".7 N 120°29'40".4 E

B 點:24°16'51".7 N 120°28'59".4 E

C 點:24°15'48".7 N 120°27'01".4 E

D 點:24°15'48".7 N 120°26'12".4 E

E 點:24°13'59".7 N 120°25'47".4 E

F 點:24°13'59".7 N 120°27'59".4 E

2. 小型船舶建議錨泊位置:船舶船長 120 公尺以下,吃水 7 公尺以下,可

選擇距南防波堤燈塔西南方 1 至 1.5 浬處,水深約 8 至 15 公尺處錨泊。

3. 中型船舶建議錨泊位置:船舶船長 120 公尺至 200 公尺,吃水 11 公尺以

下,可選擇距南防波堤燈塔西南方 2 至 3 浬處,水深約 15 公尺至 20 公

尺處錨泊。

4. 大型船舶建議錨泊位置:船舶船長 200 公尺以上,吃水 11 公尺以上,可

選擇距南防波堤燈塔西南方 3 至 4 浬處,水深約 20 公尺至 30 公尺處錨

泊。

5. 禁止錨泊區 (船舶運轉水域):錨泊區以北(即 A、B、C、D 點連線以北),

經度 120°25 'E 以東至南北防波堤以西之水域,為禁止錨泊區。該處屬分

道航行制水域(Traffic Separation Scheme),為船舶進出港運轉之水域,非

經 VTS 許可,任何船舶不得在該處滯留、漂航、作業或錨泊,以保持航

道暢通,避免妨礙進出港船舶之航行安全。

6. 檢疫錨地:港外風浪太大,來自疫區或未完成無線電檢疫之船舶須於進

港靠泊前,由引水人引領至港內第一迴船池做短暫性錨泊,實施檢疫。

7. 臺中港錨泊區為沙底,水深 8 至 25 公尺,東北季風期間,風力 7 級以

上時,容易流錨,船舶應特別注意;船舶在錨泊期間,應有專人值班並

隨時守聽 VHF 第 14 頻道、16 頻道,且備便主機,以策安全。

8. 自北方進入錨泊區錨泊或自錨泊區離開向北航行之船舶,須由分道航行

區水域之西方進、出錨泊區,嚴禁穿越分道航行區水域,以維該水域之

航行安全。

9. 除緊急情況外,任何船舶不得於航道及其他禁止錨泊之水域錨泊。

六、港口指向燈

1. 位置:北防波堤中段,24°17'41".5N,120°29'54.0"E

2. 燈質:F. GWR11m 11-14M,引導進港航向 065°

紅色光弧(Red Sector)方位 057°.5-062°.5 11M

白色光弧(White Sector)方位 062°.5-067°.5 14M

綠色光弧(Green Sector)方位 067°.5-072°.5 11M

3. 公稱光程:11-14 浬

七、主航道指向燈﹝前導標﹞

1. 位置:8A 碼頭前導標上,24°16'57".2N,120°31'25".2E

2. 燈質:F.GWR 45m 17M,引導主航道進港航向 114°

3. 公稱光程:17 浬

八、主航道後導標

1. 位置:前導標後 791 公尺處,24°16'46".6N,120°31'51"E

肆、 濃霧期間進出港管制

一、 臺中港濃霧期間為每年二月至五月間,船舶應遵守「國際海上避碰規則」

有關能見度受限制時之規定,並應保持 VHF 第 14 頻道及第 16 頻道無線電

話守聽,加強人員瞭望,注意附近水域航行船舶之動態,以維護各航行船

舶之安全。

二、 白天或夜晚之能見度,自信號臺無法目視到南內堤燈塔或燈塔發光點時

( 兩地相隔距離 740 公尺 ),即暫停船舶進、出港航行作業。

三、 白天或夜晚之能見度,自信號臺能目視到南內堤燈塔或燈塔發光點,但無

法目視到南防波堤燈塔或燈塔發光點時 (兩地相隔距離 1,650 公尺) ,船舶

雷達性能或操縱性能較差者,得暫停進、出港航行作業。

四、 當能見度恢復,自信號臺可目視到南防波堤燈塔或燈塔發光點時,則全面

開放船舶進、出港航行作業。

五、 當瞬間濃霧產生或能見度受限制時,船長應立即採取最安全之措施以維護

航行安全。

伍、 颱風期間進出港管制 颱風 級數

一、 本作業規定依據「臺灣港務股份有限公司颱風期

間船舶靠泊作業原則要點」第六條訂定。

二、 船舶進出港管制:中央氣象局發布海上、陸上颱

風警報警戒區域涵蓋臺中地區,且經測得北防波

堤 15 分鐘平均風力(級)達蒲福風級 8 級(風速為

17.2m/s~20.7m/s)以上者,得暫停一切船舶進出港

航行作業。風力(級)測得以北防波堤為主,航管中

心(VTS)為輔,中央氣象局梧棲氣象站為參考。

三、 臺中港液化天然氣(LNG)船颱風期間船舶靠泊作

業:

(一) 預計進港:陸上颱風警報發佈後,未來 12 小

時可能侵襲本港時,管制 LNG 進港。

(二) 已繫泊時:海上颱風警報發佈後,LNG 船應

採快卸快裝為原則,完成裝卸作業後,應儘

速駛離本港;陸上颱風警報發佈後,颱風警

戒區域涵蓋本港時, LNG 船應於 4 小時內出

港避風。

四、 陸上颱風警報發佈後,中央氣象局預測颱風路徑 8

小時可能涵蓋臺中地區本港時,應出港避風或移

泊船舶如次:

(一) 總噸逾 30,000 之客輪及汽車船。

(二) 總噸逾 40,000 貨櫃船。

船。

(四) 本港東西連續壁及西碼頭之工作船及油駁船

等,均應配合本分公司指示移泊其他碼頭。

(五) 危險品船舶(含油輪及化學品船等):

1. 空載危險品船均應出港避風,如主張非空載

拒不出港者,船方應提供船舶載貨證明文

件,並依本項第 3 款規定辦理,惟列屬本項

第 2 款規定者,仍應出港避風。

2. 非空載總噸逾 5,000 之危險品船應出港避風。

3. 非空載總噸 5,000 以下危險品船如不出港應

依下列規定辦理:

(1) 如靠泊公用碼頭,由船長或其代理人簽具切

結(如附件)自願滯留港區避風,並依商港法

及商港港務管理規則等相關規定,做好污染

防治及加強繫纜等防颱安全措施後,得滯港

避風,滯港期間如發生意外災害,致本分公

司或第三方受有損失,由船方負損害賠償責

任;

(2) 如靠泊專用碼頭,應先經碼頭租用公司同

意,並依第(1)規定出具切結,得滯港避風,

滯港期間如發生意外災害,致本分公司或第

三方受有損失,由船方及專用碼頭承租公司

負損害賠償責任;惟經本分公司協調指泊

船及危險品船舶(含油輪及化學品船)等受風面大

之高乾舷船舶均應離港避風。

六、 本作業規定如有未盡事宜,得適時檢討修訂之。 中度 颱風 同上 同上

附註:

(陸上颱風警報發佈後,中央氣象局預測颱風路徑 8 小時內可能涵蓋臺中地區本港時)

一、 以本港為卸載目的港之貨物卸完後即視為空載。

二、 VTS 彙整在港船舶資料陳港務長參酌,決定客船、汽車船、散裝船、貨櫃船、空載危險

品船舶(含油輪及化學品船等)出港避風時間,並電話及傳真通知出港避風。

三、 停泊本港碼頭之船舶,加強繫纜作業基準訂定如下:總噸位未達 1 萬者,艏、艉繫纜各應

至少 5 條(含倒纜);總噸位 1 萬以上者,艏、艉繫纜各應至少 7 條(含倒纜)。

四、 為維本港安全,強制出港避風船舶以受風面大之高乾舷船舶為優先。

五、 非強制出港避風船舶,如經現場判斷或跡象顯示具有危險性,本分公司得請該船出港避

風。

六、 可在港內滯港船舶,仍請審慎檢視船況、貨載等情況,必要時及早出港避風。如決定滯港

應依照防颱作業規定辦理,並加強繫纜及各項防颱抗風工作;如決定出港避風,應及早備

便,並須在規定時間內出港。

七、 白天或夜晚之能見度,自航管中心(VTS)無法目視到南內堤燈塔或燈塔發光點(兩地相隔

距離約 740 公尺)時,即暫停船舶進出港航行作業。

八、 實施船舶暫停進出港管制作業後,當颱風暴風範圍離開本港區時,且 15 分鐘平均風力低

於管制基準值(8 級風)並持續 2 小時,得恢復船舶進出港作業。

依貴分公司防颱相關規定,該輪應出港避風,茲因船方意願,自願滯留港區防

颱避風,本公司確認並保證在港避風期間,該輪將依商港法及商港港務管理規

則等相關規定,做好污染防治及加強繫纜等防颱安全措施,如發生斷纜、碰撞

陸、 船舶航行安全指南

一、 進港航行安全應注意事項:

1. 臺中港每年十月至翌年三月為東北季風期,強烈之北北東風,風速常達

30 節至 50 節,北防波堤附近約 200 公尺範圍處,會有一股很強的橫流

流向西南,流速 2 節至 4 節,此橫流於船舶進港時,當船身 1/4 進入

北防波堤而 3/4 尚在防波堤外,船艉受此強流之推壓,使船艏急劇偏向北

邊;加上強風吹在受風面大的左船艉駕駛台建物上,將會使得船艏急速

朝向上風(北方)的趨勢,流壓加風壓使船舶操控困難,若不及時用快 俥及

大舵角校正,即有碰撞北防波堤的危險。

進港船舶應特別注意與北防波堤保持安全距離,進港時應依分道航行制

規定由進港航道進港,遠離北防波堤,同時應留意南防波堤附近有一股

約 0.5 節至 1.5 節回流。

說明如示意圖:

2. 船舶航行至距南防波堤燈塔 5 浬時,應與『臺中港 VTS』聯絡,確認進

港信文,並瞭解船舶進、出港情況,妥為因應避讓。

3. 北方來港之船舶,應保持距北防波堤燈塔 1.5 浬以上,繼續向南航行至通

過分隔區後,始可轉入進港航行巷道航向 065°(T)對準港口指向燈進港。

嚴禁穿越、滯留、或錨泊於分道航行區水域。

4. 西方、南方或錨泊區之進港船舶,則直接駛至進港航行巷道航向 065°(T)

對準港口指向燈進港。

5. 東北季風期間,進港船舶航向 065°(T)對準港口指向燈,船速保持至少 6

節以上,為抵抗風壓必要時可加速到 10 節左右,無論何種情況不可停車,

並保持良好之舵效;引水梯備便於右舷下風處,離海面約 1 公尺,引水

船則於適當的時機,駛向進港船舶,在距南防波堤西南西方 0.6 浬處登

輪。航向 065°(T) 至 114°(T),可分三段轉向,當可順利轉入主航道中央,

注意觀測 8A 碼頭附近之主航道指向燈及疊標,作為修正船位之參考,使

船舶航行於航道中央。

6. 西南季風期間,每年四月至九月,風向西南至南南西,風速 15 節至 30 節,

北防波堤附近水流流向北北東,流速 0.5 節至 2.0 節,進出港船舶應特

別注意,不可太接近北防波堤。進港船舶應先與引水人或 VTS 確認引水

梯擺放位置(左舷/右舷),並離海面 1 公尺,引水登輪地點在南防波堤燈

塔西南西方 1 浬至 1.5 浬處。

7. 等候進港船舶,應於距北防波堤燈塔 4 浬以外處漂航,且不得妨礙任何

進出港之船舶。漂航船舶須等候 VTS 通知進港後,始能依序航行進入進

港航道。

8. 不適用強制引水之進港船舶,應聽候 VTS 之通知,依序進港。不得在進

出港航道、北防波堤或南防波堤燈塔附近申請進港。

9. 船舶拖帶總長超過 200 公尺或拖帶寬度超過 45 公尺以上,應於航行或移

動二小時前,報請 VTS 同意後,始得航行。

10. 裝載危險物品之船舶於航行、靠泊、錨泊或作業時,均應懸掛「B」信號

旗或紅燈以警示他船勿靠近。

二、 船舶繫泊應注意事項

1. 船舶靠、離碼頭、或移泊時,其協助作業之拖船艘數及調派方式,依「國

際商港港勤拖船調派及管理要點」及「臺中港國際商港港勤拖船調派規

定」調派;兩船併靠或特殊情況時,引水人應視實際需要調派拖船支援。

2. 臺中港因潮差大,無帶纜小艇協助,須使用船舶之撇纜協助帶纜。第 33、

34、44、45、101、102、103號等碼頭之繫纜樁較大,靠泊之船舶,須具

備較大尺寸之纜眼。

3. 靠泊西碼頭之船舶,須備妥外舷側之引水梯,以供引水人上下船舶使用。

4. 船舶欲靠泊或移泊之船席,須有足夠之安全餘裕水深,其餘裕水深不得

少於船舶最大吃水之 10%或 0.5 公尺。

5. 船舶併靠以一艘為限,外檔船舶長度應小於內檔船舶之長度,並遵照「臺

中港西碼頭區液體化學品船轉船裝卸作業須知」之規定。

6. 東北季風期間,靠泊船席第 1 至 4A 號、第 9 至 11 號碼頭之大型船舶,

因受風面較大,建議船艏、船艉皆帶艏(艉)纜 5 條,橫纜 2 條,倒纜 2 條。

靠泊船席第 1 至 4A 號碼頭之船舶其橫纜須繫帶於防颱纜樁上。靠泊船席

第 9 至 11 號碼頭之橫纜,須繞從外舷側帶到正橫之繫纜樁上。船艏向朝

北之繫泊船舶,以先帶艏纜為原則。

7. 若使用拖船之拖纜時,於解纜時,應使用引繩緩慢地把拖纜鬆至拖船上,

以確保拖船上船員之作業安全。

8. 港勤拖船出外海作業以風力在 5 級(含)以下,距南防波堤 3 浬範圍內

為限。

9. 臺中港最大潮差約 5 公尺,靠泊船席之船舶,應隨時注意舷梯、纜繩之

調整,並置備各項人員上下之安全措施。

10. 須定點靠泊船席之船舶,如貨櫃船、化學品船、油品船、煤碳船、穀類

船、或其他特殊之船舶,其船務代理公司人員,應於船舶進港靠泊之前,

抵達現場標立位置,並連絡引水人,確定要泊靠之船席位置。

三、 船舶移泊及出港航行安全應注意事項

1. 出港船應於出港前,由船長視當時天氣、風力及該船之船況、主機性能、

壓載等情況衡量是否可以安全出港,經船長決定開船後,由船務代理公

司代為申請引水、拖船及纜工,以減少不必要的費用。

2. 出港船應將全部壓艙水打滿,以減少受風面,海岬型船舶、巴拿馬極限

型船舶應做深吃水壓艙(HeavyBallast),巴拿馬極限型將第四貨艙(heavy

ballast tank)壓水,使艏吃水約 6 公尺,艉吃水約 8 公尺,海岬型船舶將

第六貨艙(heavy ballast tanks)壓水使艏吃水約 8 公尺,艉吃水約 11 公

尺,主機充分暖機,以便出港時能在短時間內加俥至全速。開航前備便

引水梯於左舷(冬夏兩季皆同)。

3. 僱有引水人之船舶其移泊、出港,由引水人向 VTS 申請。不適用強制引

水之船舶,其移泊、出港,應俟船方完成相關準備後,始可向 VTS 申請,

並與引水人保持連繫,未經許可不得移動或搶道航行。

4. 經許可出港船舶,若延誤出港時間超過 30 分鐘以上者,原出港許可視為

無效,應另行提報出港申請。

5. 出港船舶離碼頭後,引水人將該船引領至主航道內堤附近,經船長充分

瞭解當時之風向、水流及進出港船舶動態,且有把握快俥出港後,引水

人即快速離船,以便引水船駛離後,該船能儘速加快俥出港,以減少該

船在主航道因橫風所造成之風壓差偏離航道,以策安全。

6. 出港航向為 294°(T),主航道及南防波堤外 300 公尺之航道為單向航道。

於西南季風期漲潮時,有向北水流,易使出港船舶過於接近北防波堤,

應加留意以快俥出港,適當地加減流壓差及風壓差,以確保船舶之出港

安全。

7. 船舶出港後,應特別注意是否有從北方前來錨泊區或進港之船舶,通過

北防波堤後,對上述船舶應採取左舷對左舷並安全通過他船船艉。

柒、 引水人申請及登輪注意事項

一、 臺中港為實施強制引水之港口。

二、 中華民國船舶一千總噸以上 (除不適用強制引水者外),非中華民國船舶五百總

噸以上之船舶,於進出港或移泊時均應僱用引水人,事先由船務代理公司或船長

向臺中港引水人辦事處申請,出港或移泊時應於一小時前電話確認,以利安排引

水人登輪。

三、 進港船舶應於預定到港二小時前,以 VHF 第 14 頻道與臺中港 VTS 聯絡,報告

預定抵港時間;並於距南防波堤 5浬處再以VHF 第 14頻道與臺中港VTS聯絡,

以便安排引水人登輪。

四、 引水登輪站(Pilot Boarding Ground),位於南防波堤西方 274°(T)距離 0.6 浬處。緯

度 24°17 '30"N 經度 120°29 '24"E。

五、 船舶出港時,引水人引領船舶至主航道,穩定出港航向後離船。船長如需引水人

引領船舶至外海時(港口外)應在開航前提出要求,引水人除因夜間或遇風浪惡劣

等特殊情況,不得拒絕。船長應於簽單上簽註引水人於港口外離船,以為收費憑

證。

六、 當引水人登輪或離船時,船舶應遵守『國際海上人命安全公約』第五章第十七條

之規定,於下風側裝設引水梯,離海面約 1 公尺。

進港船舶,東北季風時,裝設於右舷;西南季風時,應先與引水人或 VTS 確認

引水梯裝設位置。

出港船舶,則不分季節一律裝設於左舷。

七、 小型船舶滿載情況下,遇外海湧浪甚大時,因其乾舷甚低,引水船隨湧浪上昇之

高度可能超越主甲板舷牆頂,致引水船無法貼靠,此時應將引水梯置於有足夠高

度之船舷處(如船艉樓之前端),以策安全。

附錄二 臺中港液化天然氣船進出港與繫泊作業規定

101.08.14 修訂

壹、為充分運用船席,增進港埠安全與營運效能,依據『商港港務管理規則』

第十一條規定訂定本規定。

貳、液化天然氣船(簡稱 LNG 船)進出港通報與申請

一、 為確保 LNG 船進出港作業之安全,應由船舶所有人或其代理人於該船舶首

次抵港前或進塢維修後,提送安全誓約書(Safety Pledge Letter)予臺

中港務分公司與臺中港引水人辦事處各乙份備查,安全誓約書內容應包

括:

(一) 船舶配置圖(General Arrangement)

(二) 船舶基本要項(Ship’s Particular)

(三) 船舶一般設備(General Equipment)

(四) 船舶預定航程(Voyage Schedule)

(五) 意外事件處置方法(Accident Management)

二、 LNG 船應由船舶所有人或其代理人於該船舶到港 24 小時、出港 12 小時前

辦理進出港手續。

三、LNG 船進港、出港前,船方應先確認該船舶進出港操航安全無虞後,再由船

方傳真(Fax No.04-26569267)臺中港液化天然氣船到港/離港檢查表(如

附件一)予港口管制單位(即航管中心(VTS),以下同)。

參、LNG 船進出港作業與條件限制

一、 LNG 船距臺中港約 20 浬或到港 2 小時前,應與港口管制單位聯絡預報船舶

到港時間。

二、 LNG 船進出本港時,應由拖船擔任消防船並由警戒船前導警戒且應全程備便,

航行中 LNG 船其前方 2 浬、後方 1 浬及左右兩舷各 150 公尺範圍內,不得

有其他船舶行駛。

三、 LNG 船進港之天候條件限制

(一) 平均風速超過 12m/sec 時。

(二) 當白天能見度,小於 2浬以內時。

(三) 海流流速大於 2.5節時。

(四) 北防波堤遮蔽區內,其示性波(H 1/3)波高大於 1.5公尺時。

(五) 雷雨、暴風雨及陸上颱風警報發佈後,未來 12小時可能侵襲本港時。

四、 LNG船限於白天且天候良好情況下進出本港,並安排以日出後至早上 7時及

早上 10時至日落前之時段進出港為原則。

五、 LNG船預定到港時間,應儘可能調整使其於適當時間到達,以避免下錨為原

則;LNG 船僅允許於距南防波堤燈塔 4 浬外之水域等候,且應與其他錨泊船

舶保持 1浬以上之安全距離。

肆、LNG船進出港口水域安全檢核

一、 為確保 LNG船進出港作業順暢與安全,港口管制單位應對港口水域及風力、

海象狀況等進行觀測、記錄,並對引導船(兼警戒船)、拖船(兼消防船)到

位與引水人到船情形進行檢核確認。

二、港口管制單位就實際觀測與現況,填具「臺中港 LNG船進出港口水域安全

檢核表」,如附件二。

伍、LNG船進出港許可

一、 LNG船應依規定完成辦理進出港手續,並傳真「臺中港液化天然氣船到港/

離港檢查表」予港口管制單位。

二、 LNG船距本港南防波堤燈塔 20浬向港口管制單位完成報到後,在 10浬、5

浬時,分別以 VHF與港口管制單位聯絡提出進港申請,並於距本港南防波

堤燈塔 2浬處適當地點等待引水人登輪,未經港口管制單位同意與引水人

引領不得進港。

三、 出港前應於引水人登輪後向港口管制單位提出出港申請,經港口管制單位

核准出港後始得解纜出港。

陸、緊急事故通報與應變作業

一、 LNG 船進出港作業過程中應與港口管制單位保持密切聯繫,如有緊急

事故或異常狀況發生時,船方應以 VHF通報港口管制單位。

二、 緊急事故或異常狀況發生時,LNG 船應即依安全誓約書意外事件處置

方法採取必要之緊急應變措施防範事故擴大。

三、 船舶發生災害,臺中港務分公司得視實際情況,將其拖離船席或拖出

港外。

柒、LNG船繫泊船席作業相關規定

一、 LNG 船應於最明顯易見處,白天懸掛國際信號旗「B」旗,夜間顯示紅色

燈光,LNG船舶停泊碼頭期間應於船舯附近配置具有消防設備之拖船乙艘

擔任警戒,警告其他船舶不得接近,另配置乙艘相當等級之拖船於西 15

碼頭附近待命。

二、 LNG 船舶靠泊船席時,船首應朝向港外方向,並不得下錨。如因風力、

流速影響必需下錨時,應於靠妥後立即將錨收起。如錨鏈放出較多,不能

完全收回時,應將其中之接環露出於甲板上,以便隨時可以拆開。

三、 LNG 船靠泊後,應備強度足敷 40 噚長度拖曳本船之拖纜兩條,並將拖纜

之眼環,分列垂置船首及船尾外舷達於水面,纜之一端繫牢於船內繫纜樁

上。

四、 LNG船靠泊卸貨期間,應留有足夠執勤船員,主機、航海儀器及其他重要

航行設備應保持正常備便,務使該船舶接獲通知於短期間內駛離碼頭。

五、 LNG船靠泊期間,船長責令當值船員應配合船舶吃水與潮汐漲落,適時調

整船舶纜繩長度。

六、 海上颱風警報發佈後,LNG船應採快卸快裝為原則,完成裝卸作業後,應

儘速駛離本港;陸上颱風警報發佈後,颱風警戒區域涵蓋本港時, LNG

船應於 4小時內出港避風。

捌、 其他有關 LNG船進出港作業應注意事項,依『商港法』、『商港港務管理規

則』、『臺中港船舶到港、進港、出港作業須知』相關規定辦理。

玖、 違反本規定者,依相關法令處罰之。

C. Reporting Ship’s Arrival:

Every vessel should again report to Taichung VTS on Channel 14 when the ship’s position is 5

miles off the south breakwater and should comply with the IMO Standard Ship Reporting

System by stating:

2. DELTA: Bearing and distance from the south breakwater.

3. HOTEL: ETA at Pilot Station.

D. Entry Permit:

When entry permit is granted by Taichung VTS, the vessel should proceed to west south west

side of the south breakwater, join inbound route in sequence, and approach Pilot Boarding

Ground to receive the Pilot, while maintaining a listening watch on Channel 14 and complying

E. Vessels Intending to Drop Anchor in Outer Anchorage of Taichung Harbor:

A vessel intending to drop anchor and await berth shall report her intention to Taichung VTS

when the ship’s position is 5 miles off the south breakwater. The ship shall maintain a listening

watch on Channel 14 with particular caution for inbound and outbound vessels proceeding in

the fairway. The vessel shall report to Port Radio its anchor time and anchor position

immediately after anchoring and shall comply with the IMO Standard Ship Reporting System

by stating:

1. ALFA: Ship’s name.

2. BRAVO: Time of anchor.

3. DELTA: Anchor position (bearing and distance from the south breakwater).

F. Application for Departure:

A departing vessel should apply to Taichung VTS on Channel 14 to get permission to depart

after the Pilot is on board or before the vessel casts off its berth. When departure permission is

granted, the vessel can leave the berth while maintaining a listening watch on Channels 14 and

16 and complying with the outbound Rules of Port Authority.

G. Application for Shifting Berths:

A vessel desiring to shift berths should apply to Taichung VTS on Channel 14 to get shifting

permission after the Pilot is on board or before the vessel casts off its berth. When shifting

permission is granted, the vessel can be shifted while maintaining a listening watch on

Channels 12 and 14 and complying with the shifting Rules of Port Authority.

When a vessel is in distress, or in case of an emergency, the event should be reported to

Taichung VTS as soon as practical on Channel 16. Taichung VTS should be given all relevant

information about the event and the message should comply with the Rules and Procedures of

ITU.

The positions shown in this booklet longitude and latitude are based on WGS-84 System.

Vessel with a harbor chart of GRS-67 System, the latitude should be moved 0'.12 northward

and the longitude should be moved 0'.5 westward.

PARTIITRAFFIC SEPARATION SCHEME AND HARBOR ANCHORAGE

A. The second-step to improve the harbor:

A 480-meter extension of the north breakwater and the dismantling of 93 meters of the south

breakwater, the dismantling of 50 meters of the south inner breakwater were completed in

2002. The total extended length of the north breakwater is now 1,330 meters and the width of

the main channel is 350 meters. The new edition of Chinese Navy Chart No.0357 for Taichung

Harbor had been issued, with a scale: 1/20000. This chart shows the extended breakwater, sea

current conditions in the vicinity of the breakwater, leading marks, anchorage, and TSS system.

The Port Rule and Chinese Navy Chart No.0357 have been modified by Taichung Harbor

Bureau as follows:

1. The main channel extends from the south breakwater to 300 meters west of the south

breakwater has been designated a one-way channel.

2. Separation Zone and Pilot Boarding Ground moved further west.

3. The outer anchorage moved further south.

4. The approach course has been changed to 065°T.

5. The waiting area for inbound vessels has been eliminated.

6. The new edition of Chinese Navy Chart No.0357 for Taichung Harborhad been issued,

with a scale:1/20000, which shows larger maneuvering areas for bigger vessels.

B. Traffic Separation Scheme:

Every vessel shall comply with Traffic Separation Scheme, promulgated by Port Authority, and

follow the requirements of COLREG, prescribed in Rule 10, to ensure the safe passage

maneuvering of ships when approaching and navigating within the harbor.

The Separation Zone is within the area defined by connecting the following coordinates:

˙Inbound vessels should navigate in the inbound lane in the south side of the separation

zone. Inbound course: 065°T.

˙Outbound vessels should navigate in the outbound lane in the north side of the separation

zone. Outbound course: 294°T.

2. The main channel extends from the south breakwater to 300 meters west of the south

breakwater has been designated a one-way channel. Inbound vessels shall wait for

outbound vessels to clear the one-way channel and shall not impede the safe passage of

outbound vessels by as sufficient sea room as possible. Outbound vessels shall wait for

inbound vessels to clear the one-way channel and shall not impede the safe passage of

inbound vessels by as wide a sea room as practical. Vessels entering or departing the

harbor are not allowed to pass or overtake each other in the one-way channel.

3. Vessels proceeding in the designated lane shall maintain a safe distance. Anchoring in the

traffic lane is prohibited.

4. Inbound Vessels:

Inbound vessels coming from the north to receive a Pilot shall, so far as practical, keep

clear of the separation zone and shall proceed to the west south west side of the south

breakwater, joining the inbound route, and heading to the center of the harbor

entrance.Vessels coming from the south or west to receive a Pilot shall join the inbound

lane directly and proceed in the inbound route.

5. Outbound vessels:

Outbound vessels should be clear of the north breakwater before turning toward their

destination.

6. Vessels intending to anchor:

A vessel intending to drop anchor shall navigate with particular caution and shall avoid the

separation zone by as wide a margin as is practical. An anchor position is normally

recommended by Taichung VTS.

C. Harbor Anchorage

1. The outer anchorage is located 1 to 4 miles southwest of the south breakwater.

It covers an area defined by connecting the following coordinates:

a. 24°16'51".7N 120°29'40".4E

b. 24°16'51".7N 120°28'59".4E

c. 24°15'48".7N 120°27'01".4E

d. 24°15'48".7N 120°26'12".4E

e. 24°13'59".7N 120°25'47".4E

The outer anchorage is shown on Chinese Navy Chart No.0357.

2. It is recommended that small vessels of less than 120 meters in length and less than 7

meters in draft should anchor 1 to 1.5 miles southwest of the south breakwater where the

depth is about 8 to 15 meters. This area offers good shelter during a northeast monsoon.

3. It is recommended that vessels of 120 meters to 200 meters in length and less than 11

meters in draft should anchor 2 to 3 miles southwest of the south breakwater where the

depth is about 15 to 20 meters.

4. It is recommended that vessels of more than 200 meters in length or more than 11 meters

in draft should anchor 3 to 4 miles southwest of the south breakwater where the depth is

about 20 to 30 meters.

5. Prohibited Anchoring:

Anchoring is prohibited in the area east of longitude 120°25' E, west of the harbor

entrance, and north of the line formed by connecting coordinates a, b, c, and d stated in

Part II item C. (Also shown on Chinese Navy Chart No.0357). This area is designated as

the inbound and outbound fairway under the Rules of Traffic Separation Scheme. Vessels

are not allowed to anchor or stay in this area or to impede the safe passage of inbound and

outbound vessels.

All vessels from infected areas, and those which have not been granted radio free pratique,

shall temporarily anchor at the turning basin or as directed by the Pilot for quarantine

purposes.

7. Anchored Vessels:

Taichung outer harbor has a depth of 8 to 25 meters with a sand ground. During a

northeast monsoon, especially when the wind force is over 7 on the Beaufort scale, anchor

dragging often occurs. All anchored vessels are required to maintain a proper anchor

watch at all times, a listening watch on Channels 14 and 16, and main engines at standby.

8. Avoiding Separation Zone:

Vessels entering or leaving anchorage shall, so far as practical, pass west of the separation

zone while proceeding from or to the north and avoid crossing the separation zone.

9. Additional Prohibited Anchoring:

Anchoring is also prohibited in the main channel, turning basin, and separation zone,

except in case of an emergency.

PART IV TRAFFIC CONTROL IN RESTRICTED VISIBILITY

A. Fog often occurs between February and May. During foggy conditions all vessels should

comply with the rules of COLREG, keep a sharp lookout, and keep listening watch on Channels

14 and 16.

B. The movement of all vessels (inbound, outbound, or shifting) will be suspended when the

visibility is such that the light at the south inner breakwater lighthouse cannot be seen with the

naked eye from the signal station (approximately 740 meters).

C. The movement of all vessels (inbound, outbound, or shifting)with limited marine radar and/or

maneuverability will be suspended temporarily when the visibility is such that the light at the

south inner breakwater lighthouse can be seen but the light at the south breakwater lighthouse

cannot be seen with the naked eye from the signal station (approximately 1,650 meters).

D. Vessels movement will be started again when the visibility is such that the light at the south

breakwater lighthouse can be seen from the signal station with the naked eye.

E. When there is a sudden change in weather conditions and visibility drops below minimums for

safe operations, a vessel already entering or departing the harbor may proceed at the master’s

sole decision, keeping safety paramount at all times and assuring full responsibility for the

ship’s operation.

I. The operating regulations have been promulgated pursuant to the “Taiwan International Ports Corporation, Limited Typhoon Period Vessel Mooring/Berthing Operating Principle Guideline” article 6.

II. Vessel entering and exiting the harbor control: when the Central Weather Bureau announcing the sea and land typhoon alerts which are encompassing the Taichung area, and the measured within 15 minutes average wind (level)has reached Beaufort Scale level-8 (with wind speed being at 17.2m/s ~ 20.7m/s) or stronger at the north breakwater, all vessels entering and exiting the port operation may be temporarily suspended. The wind force (level) measured primarily according to the north breakwater, that by the Vessel Traffic Service (VTS) is considered ancillary, and that by the Central Weather Bureau, Wuchi Weather Station are intended as references.

III. Liquid natural gas (LNG) vessels mooring and berthing operation in Port of Taichung during the typhoon period: (I) Scheduled port entry: following a land typhoon alert is

announced, indicating it might invade the port in the next 12 hours, all LNG vessel entering the port would be suspended.

(II) When already tying and berthing: following a sea typhoon alert has been announced, LNG vessels shall principally adopt fast unloading/loading, and upon completing the unloading/loading work, shall swiftly exit the port; following a land typhoon alert has been announced, when the typhoon critical areas encompass the harbor, LNG vessels shall exit the port for sheltering against the wind within 4 hours.

IV. Following a land typhoon alert has been announced, and when the Central Weather Bureau forecasting the typhoon paths are likely to encompass the port of Taichung area in the next 8 hours, vessels mandated to exit the port for sheltering against

the wind or to move the berth are as follows:(I) Passenger ships and vehicles carrier with a gross

tonnage are more than 30,000 metric tons.(II) Container ships with a gross tonnage are more than

40,000 metric tons.(III) Idling (for its definition, refer to footnote 1) bulk carrier

with a gross tonnage are more than 25,000 metric tons. (IV) Working vessels, fuel barges and the like moored at the

port’s east/west diaphragm walls and the west docks shall all coordinate the branch company’s instructions to move and berth at other docks.

(V) Dangerous goods carrier (including tankers, chemical goods carrier and the like):1. Idling dangerous goods carrier shall also exit the port

for sheltering against the wind, and when claiming not idling to refuse to exit the port, the ship owner shall supply ship-carrying cargo certification document, Paragraphs 2 and 3 shall apply. Those who are subject to these two paragraphs shall exit port for typhoon sheltering.

2. Non-idle dangerous goods carrier with a gross tonnage are more than 5,000 metric tons shall exit the port for sheltering against the wind.

3. Non-idle dangerous goods carrier with a grosstonnage are 5,000 metric tons or less , if not exiting the port, shall declare the filing per the following regulations: (1) If mooring at the communal docks, the ship

captain or the agent is to sign the affidavit (as depicted in the appendage) attesting willingness to linger in the port area for wind sheltering, and is also to adhere to the Commercial Port Law and the Regulations on Port Services at Commercial Ports detaler regulations to devise proper dnapollution prevention and stepped-up mooringlines and related typhoon-prevention safety measures, to be

eligible to linger in the port for wind sheltering, and of any accidental disaster occurred during the harbor lingering period to inflict damage on the branch company or a third part, the ship owner is to assume the damage compensatory liability;

(2) When mooring at appropriated docks, it shall first obtain the dock leasing company’s consent, and also issue an affidavit as stipulated under paragraph (1), for a ship to be eligible to linger in the port for wind sheltering, and of any accidental disaster occurred during the port lingering period, the ship owner and the exclusive dock leasing company are to assume the damage compensatory liability, provided that when the branch company coordinating and assigning the berths, the ship owner is to assume the damage compensatory liability.

V. Having arrived at the port area’s perimeters, passenger ships, container ships, vehicles carrier, bulk carrier and dangerous goods carrier (including the fuel tankers and chemical goods carrier) and the like of high freeboard vessels shall all exit the harbor to seek shelter against the wind.

VI. Matters not explicitly stated in the operating regulations may be timely reviewed and amended.

III. Of vessels mooring at the harbor’s docks, the stepped-up cable tying operating baseline is defined as follows: Of ships with a gross tonnage are 10,000 metric tons or less, there shall at least be 5 mooring lines (including the back spring) each at the bow and stern; of ships with a gross tonnage over 10,000 metric tons or more, there shall be at least 7 mooring lines (including the back spring) at the bow and stern.

IV. To maintain the harbor safety, priority shall be given to vessels with high freeboard susceptible to larger wind surface impact as the mandated vessels to exit the port for sheltering against the wind.

V. Of vessels not mandated to exit the port for sheltering against the wind, if the onsite judgment or signs indicating there are certain hazards, the branch company may request said vessel to exit the port for sheltering against the wind.

VI. Vessels permitted to linger within the port area are still urged to stringently inspect the ship conditions, cargo loading and related situations, and where deemed necessary are best to exit the port for sheltering against the wind as early as possible. If determined to linger in the port, shall declare the filing per typhoon prevention operating regulations, and also step up the mooring lines and various typhoon-prevention, wind-resistance work; if determined to exit the port for sheltering against the wind, shall ready the preparations as early, and also need to exit the port at the specified schedule.

VII. Of the daytime or nighttime visibility, when visual can be made from the Vessel Traffic Service (VTS) to the south inner breakwater lighthouse or the lighthouse’s light-emitting point (with the two locations separated by a distance of approximately 740 meters), all vessel entering and exiting navigation work shall be temporarily suspended.

VIII. Upon implementing a temporarily suspension work on vessels entering and exiting the port, and when the typhoon storm perimeters leave the harbor area, also with the 15-minute average wind to be lower than the control baseline figure (level-8 wind) and lasts for 2 hours, the port entering and exiting operation may resume.

PARTVIGENERAL INFORMATION AND SAILING DIRECTION FOR

SHIPS CALLING AT THE PORT OF TAICHUNG

A. General Information for Vessels Inbound:

1. The NE monsoon season generally starts in September and continues thru March next year.

During this period, the wind direction is mostly NNE with wind forces up to 30 to 50

knots which produces strong SW currents near the end of the north breakwater, drifting 2

to 4 knots. When an inbound vessel has approximately 1/4 of her length inside the north

breakwater, the strong cross current, aided by a strong wind on her port side, will push her

port quarter and veer her bow drastically to the north. This tendency will be exacerbated

by the wind effect. It is possible for an inbound vessel to touch the north breakwater on

her port bow if the ship’s position is too close to the breakwater. Also there is a counter

current of about 0.5 to 1.5 knots near the south breakwater. Refer to the following

drawing:

2. Every vessel should make contact with Taichung VTS on Channel 14 when 5 miles from

the south breakwater light house, so as to receive a full appraisal of the traffic situation

and of the risk of collision with inbound and outbound vessels. All vessels shall proceed

with particular caution in areas near the separation zone and the inbound lane.

3. Vessels approaching from the north should keep a beam distance of at least 1.5 miles from

the north breakwater light house, proceed to a point WSW of the south breakwater, before

turning to port and joining the inbound lane on a course of 065°T towards the port

approach sector light, heading to the center of the harbor entrance. All vessels shall avoid

crossing the separation zone and shall not stay or anchor in areas near the fairway.

4. Vessels approaching from the south or the west should directly join the inbound route,

towards the port approach sector light on a course of 065°T, heading to the center of the

harbor entrance.

5. Inbound vessels should proceed on the inbound lane on a course of 065°T towards the port

approach sector light and head to the center of the harbor entrance, applying leeway if

necessary during a NE monsoon. They shall maintain an approach speed about 6 to 10

knots in order to steer effectively, and prepare pilot ladder on starboard side (leeside)

about 1 meter above water level.

The Pilot will board at about 0.6 miles WSW of the south breakwater. If the Pilot cannot

embark the vessel in very heavy weather, the Pilot will board the vessel between the south

and the south inner breakwaters as soon as practical after the vessel turns into the main

channel.

6. The SW monsoon season generally starts in April and continues thru September. During

this period, wind direction is SW to SSW, with wind force of 15 to 30 knots. The currents

set in the NNE, drifting 0.5 to 2 knots near the north breakwater. An inbound vessel should

keep well clear of the north breakwater, and prepare pilot ladder ready on her leeside as

recommended by the Pilot. The Pilot will board at about 1 to 1.5 miles WSW of the south

breakwater.

7. An inbound vessel in drifting condition and waiting for an available berth should keep at

least 4 miles off the north breakwater, and should not impede the safe passage of other

inbound or outbound vessels proceeding in the fairway.When the ship is informed by

Taichung VTS or the Pilot that the berth is clear, then the ship’s captain can proceed to the

inbound route.

8. A non-compulsory piloted vessel applying to enter the harbor should comply with the

Rules of TSS, and abide by directives issued by Taichung VTS.

9. Towed vessels:

When the length of the tow, measured from the stern of the towing vessel to the after end

of the tow, exceeds 200 meters or the breadth exceeds 45 meters, permission to engage in

towing operation within the harbor area should be obtained from Port Authority not less

than 2 hours in advance.

10. A ship carrying dangerous cargo, when maneuvering, anchoring, berthing/unberthing, or

handling cargo, shall display international code flag “B” or exhibit a red flashing light.

B. General Information for Ship’s Mooring

1. The assignment of tugs to assist vessels alongside berth, shifting berth, or departing. Tugs

should be arranged according to “the rule for the operation of tug’s assistance in Taichung

Harbor”. If a vessel is fitted with a bow thruster, the Pilot may consider the use of one or

two tugs depending on the weather conditions and other relevant factors.

2. The tide range in the port of Taichung is larger than the general prevailing tide range. There

is no mooring boat service for vessels while docking and undocking. Mooring ropes are

brought ashore by a vessel’s heaving line. The bollards on berths 33, 34,44, 45, 101, 102

103and are bigger and require the proper size rope-eyes.

3. Vessels alongside the west berth (chemical wharf) should prepare a seaside pilot ladder for

pilots to embark or disembark the vessel.

4. All vessels should have sufficient UKC (Under Keel Clearance) while going alongside or

shifting berths. The deepest draft of the vessel can not be over the limitation draft for each

berth which is declared by the Port Authority.

5. At any one time, only one vessel is allowed alongside another vessel. The LOA of the outer

(seaside) vessel can not be longer than the LOA of the inner (shore side) vessel. All vessels

operations should comply with “ the rule of ship to ship transfer for chemical vessel. ”

6. Due to the strong wind effects for high freeboard vessels while alongside berth Nos.1, 2, 3,

4, 4A, 9, 10 and 11, it is suggested that in the winter monsoon such vessels should be made

fast with 5 pieces of head line (stern line), 2 pieces of breast line, and 2 pieces of spring

line. The breast line of vessels alongside berth Nos.1, 2, 3, 4and 4A should be made fast to

the storm bollards on shore.

7. For the safety of crew, if the tug line is provided by the tugboat, the tug line should be

slacked easily by the heaving line while letting go.

8. Tugboat services are restricted to the area 3 miles off shore from the south breakwater and

only when the wind force is less than force 5 (included force 5).

9. The maximum tide range is about 5 meters in Taichung Harbor. Gangways should be

rigged properly for safe boarding and leaving. Mooring ropes should be checked and

adjusted at all times.

10. A vessel requires a fixed point berthing. Before she comes alongside, the ship’s agent shall

notify the Pilot of the bridge sign to assure berthing at the exact proper position.

C. General Information for Vessels Outbound or Shifting Berth

1. The master of a outbound vessel should consider the following factors before sailing in the

strong monsoon season:the prevailing wind direction and force, the sea and current

conditions, main engine capacity, ballast condition, draft, and other relevant factors which

affecting the safety departure of the vessel. In order to avoid any extra expense for tugs,

linemen or pilotage, etc., the pilot should be arranged by the agent after Master confirms that

the vessel is ready to sail safely.

2. Sailing vessels should fill all ballast tanks to minimize the freeboard and reduce the effects of a

strong wind. A panamax vessel should have heavy ballast condition in her No.4 cargo hold to

make fore draft about 6 meters and aft draft about 8 meters. A cape-size vessel should have

heavy ballast in her No.6 cargo hold to make fore draft about 8 meters and aft draft about 11

meters.

Main engine should be warmed up in excellent condition prior to sailing in order to facilitate

a quick speed up. A pilot ladder shall be rigged on the ship’s portside before departure irrespective

of the season.

3. A vessel which employs a pilot to shift berth or to depart should apply for permission from

Taichung VTS. A non-compulsory piloted vessel planning to shift berths or depart should first

apply for permission from Taichung VTS after being ready to sail. Such vessel shall keep in

touch with Taichung VTS at all times. All vessels are prohibited from moving without first

obtaining permission.

4. If a departing vessel is delayed from casting off for more than 30 minutes, it must reapply for

permission before casting off.

5. The Pilot will bring a departing vessel to the fairway near the inner breakwater after the Master

fully understand the prevailing circumstances and traffic conditions, the pilot will disembark the

vessel. As soon as the Pilot has left the outbound vessel, the Master should speed up his vessel

immediately to avoid strong winds from affecting steering, and he should apply proper leeway

as necessary.

6. The main channel is single way from the south inner breakwater to 300 meters west of the south

breakwater. The outbound course is 294°T. A north current exists during a flood tide and

during the SW monsoon season. It will push the vessel towards the north breakwater. Therefore

it is necessary to maintain proper leeway and good speed.

7. The departing vessel shall keep a sharp lookout for arriving vessels and/or through traffic when

the vessel is navigating near the north breakwater. Those vessels should maintain a good

listening watch on Channel 14 and keep in touch with Taichung VTS if it is in doubt of the risks

of collision.

PART VII GENERAL INFORMATION FOR PILOTAGE APPLICATON

A. Taichung Harbor is classified as a compulsory pilot district.

B. Pilots are required for all Taiwan (ROC) flag vessels of more than 1000 GRT and for foreign

flag vessels of more than 500 GRT. Pilot service should be arranged by local agent in advance

for berthing, unberthing, and shifting.

C. An inbound vessel should call Taichung VTS on Channel 14 at least 2 hours in advance of its

arrival at the Pilot Boarding Ground and report its ETA. The vessel should call again when it is

5 miles off the south breakwater in order to arrange Pilot boarding.

D. Pilot Boarding Ground is located at Lat. 24°17'30" N Long. 120°29'24" E, which is 274°Tby 0.6

miles from the south breakwater.

E. The Pilot will bring a departing vessel to the fairway near the inner breakwater, steady her

course on 294°T , and then leave the ship. If the Master desires the Pilot to remain with his

vessel until it reaches the outer breakwater, such request should be submitted to Pilot Office in

advance. The Pilot shall not refuse to render this service unless it is during the night, during

adverse weather, or under other special circumstances. The Master should note this service on

the certificate of pilotage for extra fees.

F. When a Pilot is embarking an inbound vessel or disembarking a departing vessel, the ship shall

comply with SOLAS regulations prescribed in Rule 17 of Chapter 5, and rig a pilot ladder 1

meter above the water level on the ship’s lee side (usually on starboard side in NE monsoon and

on port side for departing vessels).

G. When a laden ship with low freeboard is receiving a Pilot in heavy weather, it is recommended

that the pilot ladder should be rigged on a deck level higher than the main deck for the safe

transfer of the Pilot.

APPENDIX B Operation Directions on the Arrival, Departure, and Mooring of Liquefied Natural Gas Tankers at/from the Port of

TaichungAmended on August 14th, 2012

I. For the best utilization of berths, and enhancements in the safety of harbors and operational efficiency,

the Directionsare hereby enacted pursuant to Article 11 of ‘The Regulations on Port Services at

Commercial Ports.’

II. Declaration and Application for Liquefied Natural Gas (LNG) Tankers upon Arrival at and

Departurefrom the Port

A. To ensure the operational safety of LNG tankers arriving at and departing from the Port, the ship owner

or his/her agents shall submit a copy of the Safety Pledge Letter each to the Port of Taichung, Taiwan

International Ports Corporation, Ltd. and to The Chinese Marine Pilot Association, Taichung Office for

recordation beforethe ship arrives at the Port for the first time or after the ship is docked for repair. The

content of the Safety Pledge Letter shall include:

4. Voyage Schedule

5. Accident Management

B. The ship owner or his/her agents of the LNG tanker shall go through the port arrival and departure

formalities 24 hours before the tanker arrives at or 12 hours before the tanker departs from the Port.

C. Before the LNG tanker arrives at or departs from the Port, the shipmaster/vessel representative onboard

shall first confirm that the navigation is safe and secure upon arriving at and departing from the Port

before faxing (Fax No. 04-2656-9267) the “LNG Tanker Check List for the Arrival at/Departure from

Taichung Port” (as in Attachment 1) to the Port Control Unit (i.e. Vessel Traffic Service (VTS), similarly

hereinafter).

III. Operations of, Conditions for, and Restrictions on LNG Tankers in the Arrival at and Departure

from the Port

A. All LNG tankers, which have the intention of arriving at the port, shall contact and notify the Port

Control Unitof its arrival time when the vessel is about 20 nautical miles from the Port of Taichung, or

two hours prior to arriving at the Port.

B. When the LNG tanker is arriving at or departing from the Port, the tugboat shall act as a fireboat, and

the guard ship shall lead and alert others and shall standby for action the whole way. While the LNG

tanker is sailing, no other ships may sail within two nautical miles in front, one nautical mile behind,

and 150 meters from either side of the tanker.

C. Weather Conditions for and Restrictions on the Arrival of LNG Tankers atthe Port

1. When the average wind speed exceeds 12 m/sec.

2. When the daytime visibility is within two nautical miles.

3. When the ocean current velocity is greater than 2.5 knots.

4. When the significant wave height (H 1/3) within the northern breakwater sheltered area is higher

than 1.5 meters.

5. When after a thunderstorm, storm, and land warning for typhoon are issued and may hit the Port

in the following 12 hours.

D. LNG tankers are restricted to arriving at and departing from the Port only during the daytime and under

good weather conditions and, in principle, are arranged to arrive at and depart from the Port in the time

periods from after sunrise to 7 AM and from 10 AM to before sunset.

E. The ETA of the LNG tanker to the Port shall, as much as possible, be adjusted so that it arrives at an

appropriate time in order to, in principle, avoid anchoring. The LNG tanker is only allowed to wait in

the territorial waters four nautical miles away from the southern breakwater lighthouse and shall

maintain a safe distance of at least one nautical mile away from other anchored ships.

IV. Safety Inspection of LNG Tankers in Arriving at and Departing from the Territorial Waters of

the Port

A. To ensure smooth and safe operations of the LNG tanker in arriving at and departing from the Port, the

Port Control Unit shall observe and record the territorial waters, wind force, and sea state of the Port,

and conduct inspection and confirmation of guidance ship (also guard ship) and tug boat (also fireboat)

to their locations and situations of pilots to the ships.

B. The Port Control Unit fills in “Safety Inspection List of LNG Tankers in the Arrival at/Departure from

the Territorial Waters of the Port of Taichung” in accordance with the actual observation and situation.

V. Permit of LNG Tanker’s Arrival at and Departure from the Port

A. The LNG tanker shall go through and complete the port arrival and departure formalities in accordance

with regulations and fax the “LNG Tanker Check List for the Arrival at/Departure from Taichung Port”

to the Port Control Unit.

B. After the LNG tanker, which is 20 nautical miles away from the Port’s southern breakwater lighthouse,

has completed the arrival report to the Port Control Unit, the LNG tanker shall apply for the arrival

permission to Port Control Unit by VHF separately,once at 10 nautical miles away and once at 5

nautical miles away from the southern breakwater lighthouse, and shall wait for the pilot boarding at an

appropriate location 2 nautical miles away from the Port’s southern breakwater lighthouse. Any LNG

vessel which is without either the permission from the Port Control Unit or the guidance of the pilot is

not allowed to arrive at the Port.

C. Before departing from the Port, the tanker shall apply for the departure permission from the Port Control

Unit after the pilot has boarded the ship and may cast off the mooring line only after receiving the

approval of departure from the Port Control Unit.

VI. Emergency Notification and Contingency Operations

A. During the operational process of arriving at and departing from the Port, the LNG tanker shall

keep close contact with the Port Control Unit. When emergency or abnormal conditions occur, the

shipmaster/vessel representative onboard shall notify the Port Control Unit using the VHF.

B. When emergency or abnormal conditions occur, the LNG tanker shall immediately adopt

necessary emergency contingency measures in accordance with the accident disposal method of

the Safety Pledge Letter to prevent the accident from expanding.

C. If disaster occurs to the ship, depending on the actual situation, the Port of Taichung, Taiwan

International Ports Corporation, Ltd. will tow the ship away from the berth or tow the ship out of

the Port.

VII. Relevant Regulations in Mooring the LNG Tanker in the Berth

A. The LNG tanker shall hang the “B” flag of the International Maritime Signal Flags during the

daytime and display a red light during the nighttime at the most obvious and easy-to-see location.

During the period that the LNG tanker is moored at the dock, it shall be configured with one

tugboat with firefighting equipment near the amidships to act as an alert, warning other ships to

not get close, and shall, in addition, be configured with one tugboat of a considerable level on

standby near the West 15 dock.

B. When the LNG tanker is docked at the berth, the bow shall face away from the Port (port side

alongside) and the tanker may not be anchored. If the anchor must be dropped due to the affects of

wind force and current velocity, the anchor shall be immediately pulled up after having moored

properly. If too much of the anchor chain is released and cannot be completely recovered, one of

the shackles shall be exposed on the deck, so that it can be taken apart at anytime.

C. After the LNG tanker is docked, two 40-fathom tow ropes with enough strength to tow the tanker

shall be prepared, the grommets of the tow ropes shall be vertically hung separately at the

outboards of the bow and stern to the surface of the water. One end of the rope is attached tightly

to the bollard inside the tanker.

D. During the period the LNG tanker is docked to unload cargo, enough duty crew shall remain and

the main engine, navigation instruments, and other important navigation equipment shall be

maintained at a normal standby mode to ensure that said ship can sail away from the dock in a

short period of time when receiving a notice.

E. During the period the LNG tanker is docked, the shipmaster is responsible to order the crew on

duty that they shall adjust the length of the ship’s mooring line according to the ship draft and tide

fluctuation.

F. After the sea warning for typhoon is issued, the LNG tanker shall, in principle, adopt

quick unload/quick load, and shall sail away from the Port as soon as possible after completing the

loading/unloading operations. After the land warning for typhoon is issued and the warning zone

of the typhoon covers the Port, the LNG tanker shall depart from the Port within four hours to

take shelter.

VIII.Other precautions related to the operations of LNG tankers arriving at and departing from the Port,

these shall be handled in accordance with “The Commercial Port Law” “The Regulations on Port

Services at Commercial Ports,” and “Operating Instructions on Ships Arriving at, Entering, and

Departing from the Port of Taichung.”

IX. Those violating these rules shall be penalized in accordance with relevant laws and regulations.
