at the Delaware Correctional Center. In 1987, he servedas a U. S. Delegate in a Criminal Justice Exchange to the

People's Republicof China. Dr. Hobler also serves as

En las instituciones correccionales es, pues, mas importante la educacion que lamera disciplina o control sobre los reclusos: elpropdsito consiste en cambiar el proceso de pensar, reformar el comportamiento, elevar el nivel educativo ydesenvolver las aptitudes productivas. Education is one of the principal measures in thecorrection of prisoners in China. In the correctionalinstitutions, u>eput much more stress on education of
