Educating Communities
MESSAGE FROM THE PRINCIPAL
Non-Local Enrolment The ability to enrol students at EMPS where we are their non-local school is understandably a sensitive and contentious issue within the community. Whilst I have been addressing this issue with individual families as the need arises, it has been brought to my attention that we may all benefit from the provision of a little context. Each school has a capacity ceiling based on the number of permanent classrooms on their site. EMPS has a capacity of 20 classes (excluding the MC support unit). In 2016 we had 24 mainstream classes and in 2017 we have 22. For this reason I have been directed, by my superiors, that I am unable to accept any non-local enrolments for any reason, including those of siblings of students already attending EMPS. This directive is in line with department policy. The following information is extracted from the ‘Enrolment of Students in Government Schools’ policy: General Principles Governing Enrolment Children are entitled to be enrolled at the
government school that is designated for the intake area within which the child’s home is situated and that the child is eligible to attend.
Parents may seek to enrol their child in the school of their choice.
School local areas are determined by the Department of School Education through a process involving consultation between the Properties Directorate and the district superintendent.
The primary criteria for acceptance of non-local enrolments will include the availability of appropriate staff and permanent classroom accommodation.
Enrolment Ceilings Each school will establish an enrolment ceiling,
based on available permanent accommodation. Demountables are not usually counted towards
the enrolment ceiling unless replacement accommodation is under construction.
Enrolment Buffer No additional accommodation (permanent or
demountable) will be provided to cater for increased enrolments resulting from non-local placements.
Appeals against a school made placement decision can be made to the local Director, NSW Public Schools. The purpose of the appeal is only to determine whether policy process has been undertaken and applied fairly. Unfortunately, policy does not allow for one family member being enrolled at a school, to determine the eligibility of any siblings. ‘Siblings already enrolled at the school’ is a criterion for consideration of non-local enrolment, but only when availability allows. Currently, EMPS has no availability. Our school enrolment policy is based on the department policy and is available on our website and the Skoolbag app. I understand that quoting policy does not diminish the disappointment and distress felt by families who are in the position of having enrolment denied, particularly when siblings are already enrolled at EMPS. I do hope, however, that some clarity has been provided in terms of explaining why decisions have been made as they have been. Social Media Information Whether we like it or not, social media is an ever-present element of modern life, even it seems, for primary school students.
When age appropriate, social media may offer potential positive opportunities such as; communication between students after school hours that can lead to additional discussion about what they have learned at school dur-ing the day; opportunities for children to explore their uniqueness, be creative and develop their character; and communication with peers who share the same interests or problems and finding support with one an-other. Social media can also have negative effects on children. The three most common risks of being online are: see-ing pornography, giving out personal information and being cyberbullied. Cyberbullying is one of the bigger risks that children come across while online. I would urge you to look closely at the following table and please note that according to ‘The Terms of Use – Minimum Age Requirements’ there is only one form of social media (Penguin Club) that has a less than 13+ minimum age requirement. We find that another popular App is musical.ly, which is not listed in the information below. It has a 12+ rat-ing, however, for the following reasons; Infrequent/Mild Cartoon or Fantasy Violence; Infrequent/Mild Sexual Content and Nudity; Infrequent/Mild Mature/Suggestive Themes; Infrequent/Mild Profanity or Crude Humor; Infrequent/Mild Alcohol, Tobacco, or Drug Use or Ref-erences. I will leave it up to you to decide if you be-lieve that such content is appropriate for a 12 year old! If you are allowing your children to access social media, despite minimum age requirements, it is imperative that you monitor their on-line activity. From the Office of the Children’s eSafety Commissioner … Most social media services and apps require users to be 13 years old to join. Why 13? This is usually to comply with the Children’s Online Privacy Protection Act of 1998 (COPPA) - a US law preventing the collection and storage of personal information from a child under 13. What about APPS? App stores set their own age ratings based on the app’s content.

The Royal Children’s Hospital National Child Health Poll The latest RCH National Child Health Poll has found that the majority of Australian parents aren’t confident in identifying or responding to signs of a mental health problem in their child.

The following website contains information about the poll and a parent ‘tab’ with some other interesting and possible useful information. https://www.rchpoll.org.au/polls/child-mental-health-problemscan-parents-spot-the-signs/ Please explore the website if you feel it may be relevant to you. Bandfest! Our school band participated in Bandfest in Week 2 for only the second time, having debuted last year. From what I hear it was another wonderful day which all of our students enjoyed immensely. I will leave Mrs Hookway to share the story of the day with you later in the newsletter. We are very proud of everyone involved and I thank everyone for their contributions to making this wonderful opportunity possible. 2017 Planning To assist us in our planning for 2017, if you know of any planned enrolments for next year we would appreciate your advice. Similarly, if your circumstances are changing and your child/children will not be attending East Maitland Public School next year, please also advise us at your very earliest convenience. As I am sure you can understand, anticipated student enrolment is a large determining factor in whole school planning and it is of benefit to everyone for our information to be as accurate as possible. Further to the above, should you have any requests regarding the class placement of your child/children for next year, requests must be made in writing to ‘The Principal’ and received no later than Friday, 10 Novem-ber 2017. Please note that requests will be considered, however, a request is a request only and cannot be a guarantee of placement. A number of factors go into making class placement decisions and judgments must be made with the best interests of the collective in mind. Teacher Professional Development Last week teachers participated in further training and collaboration regarding the delivery of ‘Seven Steps for Writing Success’. Today we participated in an Aboriginal dance workshop! Thank you very much to Tash Rogers for giving up her time to facilitate this valu-able experience. Kim Dudgeon

Bandfest
On Wednesday, 18 October our very talented School Concert Band travelled to Warners Bay to compete in Bandfest. Our band was the largest entry on the day with many people commenting on how great they looked and sounded. Three pieces were performed; Happy, the theme from Spiderman and Bunker Hill. Each piece was performed at a very high standard and as a result our band was awarded a ‘Commended’ for their performance. Each band member should be ex-tremely proud of their efforts and the way they present-ed themselves on the day, well done! A big thanks to the family and friends who came to watch, your support is very important.

To Celebrate the Opening of Harry Hartog Book Store at Greenhills
The Worlds of Harry Hartog Competition
Here is how it will work: 1. Students are to draw a picture (on A4 paper) inspired by their favourite book. This could be a picture of a favourite character, a scene from a story or another creative response to those terrific words. 2. Students should include in the bottom right-hand corner of the picture their name, age, school and on the back, a short (25-word maximum) description of their artwork. A contact phone number should also be included on the back so we can contact the winners. 3. Give your entry to Mrs Hookway. The Harry Hartog team will then judge a winner across three categories: Ages 5-10, Ages 11-14 and Ages 15-18. Winners will be announced 4th December 2017. The Winner of each category will win a $250 Gift Voucher for their school and a $50 Gift Voucher for themselves.
