Bank, under the captioned scheme, has allocated Rs.20 crore for this purpose to cover some of the serious ailments/critical medical claims like Cancer, Cardiac, Surgery, Serious Heart ailments, Kidney Liver Transplant, Dialsis, illness/ accident of serious nature involving major surgeries like Support System. The scheme is for those retirees, who are not covered by any Medical Floater Scheme. In this connection, please refer Circular No. COD/P&HRD/107/ 2017-18 Sl. It is for the information of all the retirees/pensioners thaton persistant demand of our Federation to provide freemedical aid to our retirees, the bank has come out toatleast some extent to provide some relief to them fromthis financial year i.e. from 2.4.2018. Bank, under thecaptioned scheme, has allocated Rs.20 crore for thispurpose to cover some of the serious ailments/criticalmedical claims like Cancer, Cardiac, Surgery, SeriousHeart ailments, Kidney Liver Transplant, Dialsis, illness/accident of serious nature involving major surgeries likeSupport System. 2. The Bank has been constantly exploring themeans of improving the welfare measures for itsemployees. Post-merger, it has been decided to enhancethe allocation of fund for employees’ welfare from Rs.100 crores to Rs. 150 crores. Currently, the Bank isallocating funds for various staff welfare activities under

the following heads-

a) Recurring Expenses,b) Establishment expenses for canteen,c) Non-recurring expenses,d) Expenses on maintenance of Holiday Homes,e) Grant of scholarship to meritorious children of

employees,f) Reservation of School seats,g) Reservation of beds in hospitals, andh) Sports activities organized by the Sports Control

Board.

3. We have reviewed the allocation of fund underdifferent heads of Staff Welfare activities and with a viewto rationalize the allotment and make it more meaningful,heads of Staff Welfare Activities have been regroupedas under-

‘Non-Recurring Expenses’ have been merged under onehead named ‘Canteen & Miscellaneous Facilities’. Thefund allocated under the head shall be utilised forproviding subsidised food (tea/snacks) from outside thebranch/office to the employees on working days, sportsitems like Carom Boards/T. T. Tables, etc. to branches/offices and organising sports and cultural activities. Theallocation under the head will be at the rate of Rs. 2,400/- per employee per annum. The fund allocated shall bedistributed among the branches/ offices by the CircleWelfare Committee (CWC) at LHO as per employeestrength of each branch/ office. The sports and culturalactivities may be organised at Regional Business Officelevel instead of each branch and adequate fund shouldbe allotted by the CWC out of the above allocation.

The fund under the head shall not be used for paymentof wages to canteen boys. The number of employeesworking at a Corporate Centre establishments in aparticular geography shall be included under the Circlelocated in that geography.

ii) Other Heads

The remaining five heads under the Staff Welfareactivities shall remain the same as under-

a) Expenses on maintenance of Holiday Homes,

b) Grant of Scholarship to meritorious children ofemployees,

c) Reservation of school seats,

d) Reservation of beds in hospitals, and

e) Sports activities organized by the Sports ControlBoard.

The funds have been allocated under these fiveheads on the basis of requirement of each circle. Thefund allocated has been advised to Circles separately.

iii) Assistance to Retired Employees in case ofCritical Illness

A new head, namely ‘Assistance to RetiredEmployees in case of Critical Illness’ has beenintroduced from the current financial year to provideassistance to retired employees/ family pensioners formeeting medical expenses in respect of identified criticaldiseases. A fund of Rs. 20 crores have been earmarkedfor this purpose. The fund allocated under the head iskept at Corporate Centre for centralised payment ofmedical bills. The details of the Scheme, StandardOperating Procedure (SOP) and the format of‘Application by Retired Employees/ Family Pensionersfor Assistance’ are enclosed as Annexure ‘A’, ‘B’ & ‘C’respectively.

3. Please arrange to bring the contents of theCircular to the notice of all concerned and arrangeaccordingly.

ANNEXURE ‘A’

STAFF WELFARE ACTIVITIES

ASSISTANCE TO RETIRED EMPLOYEES IN CASEOF CRITICAL ILLNESS

The Bank has undertaken various welfareactivities related to employees. The endeavour is toextend the maximum benefits to each employee of theBank. Currently, the Staff Welfare Fund is being utilizedfor benefit of serving employees. It has been decided tointroduce a welfare measure for the retired employeesof the Bank in the form of assistance to them in meetingtheir medical expenses to a certain extent in respect ofspecified diseases.

2. Accordingly, an amount of Rs. 20 crores havebeen allocated under a new head named ‘Assistanceto Retired Employees in case of Critical Illness’. Thedetails of the scheme are as under-

Coverage

All employees of State bank of India onsuperannuation from the Bank or those who have takenVRS after attaining 58 years of age, their spouses anddisabled children, if any, shall be covered under thescheme. The coverage shall also be extended to familypensioners. The employees who were discharged/dismissed/ removed/ compulsorily retired/ terminatedfrom service will not be covered. The scheme will covermedical expenses incurred by the retired employees/family pensioners on or after 1st April of the financialyear for critical diseases.

Medical expenses incurred on critical illness inrespect of specified diseases as mentioned below shallbe covered-

Expenses coveredi) In case of retired employees / family pensioners

covered under ‘Retired Employees Medical BenefitScheme’ / ‘Mediclaim Policy for RetiredEmployees’, the Bank Shall provide assistance tothe extent of 50% of the medical expenses incurredabove the amount payable under the medicalscheme / insurance policy. The maximum amountof assistance shall be restricted to Rs. 5.00 lacs.

ii) In case of retired employees / family pensionersnot covered under ‘Retired Employees MedicalBenefit Scheme’ / ‘Mediclaim Policy for RetiredEmployees’, the Bank shall provide assistance tothe extent of 50% of the medical expenses incurredabove Rs. 3.00 lacs. The maximum amount ofassistance shall be restricted to Rs. 5.00 lacs.

iii) The assistance shall be provided on first comefirst serve basis, subject to availability of fund.

iv) The facility can be availed for only one instanceper retired employee / family pensioner in a yearin respect of specified diseases, post facto.

v) Any query / clarification shall be issued by theChief General Manager (HR).

SANCTION PROCESS* The ‘Standard Operating Procedure’ for submission

of claims under the scheme is placed as Annexure‘B’.

ANNEXURE ‘B’STANDARD OPERATING PROCEDURE

The ‘Standard Operating Procedure’ for submissionof claims under ‘Assistance to Retired Employeesin case of Critical Illness’ is as under-

i) The retired employees / family pensioners shallsubmit their application for assistance regardingtheir medical expenses for critical illness at theirrespective Administrative Offices, under whosecontrol they are getting pension. The doctor’sprescription along with discharge summary ofhospitalisation and other original bills / receiptsshould be attached to the application.

ii) The Chief Manager (HR) shall be the Nodal Officerat Administrative Offices. He/ she will arrange toenter the details of application immediately in theportal opened for the purpose. The Link for theportal is available under Human Resources?Important News? Assistance to RetiredEmployees/ Family Pensioners in case of criticalillness. The user ID of employee at each AO shallbe created by the IR Department, CorporateCentre, Mumbai. The details of applications shallbe entered within the portal under ‘User Menu?Create new Application’. A ticket number will be

generated, which shall be mentioned on theapplication form.

iii) The bills shall be scrutinized by the Bank MedicalOfficer at Administrative Office before submission.The Administrative Offices shall ensure that allrelevant papers as mentioned in para 2 (i) aboveare attached to the applications and shall beforwarded to the Deputy General Manager (IR),State Bank of India, Industrial RelationsDepartment, Corporate Centre, Madame CamaRoad, Mumbai, under the signature of the DeputyGeneral Manager (B&O).

iv) The Industrial Relations Department at CorporateCentre shall be responsible for processing ofapplications. After processing the applications, theIndustrial Relations Department will obtainapproval by a 3 member Committee comprisingthe General Manager (OL & CS), Deputy GeneralManager (PM & PPG) and the Chief MedicalOfficer. In the absence of GM (OL & CS) or DGM(PM & PPG), their relief officers will attend themeeting of the Committee. In the absence of ChiefMedical Officer, the next senior Medical Officer inMedical Department shall attend the meeting. Themeeting shall take place at weekly intervalswhenever claim applications are available.

v) Once approved by the Committee, the IndustrialRelations Department at Corporate Centre shallenter the date of approval in the portal and forwardthe approved applications to Office AdministrationDepartment at Corporate Centre for payment.

vi) In case the application is not approved, theCommittee shall specify the reason and the sameshall be mentioned in the portal by the IndustrialRelations Department at Corporate Centre.

vii) The Office Administration Depar tment atCorporate Centre will make payment by debitingthe BGL Account ‘Staff Welfare Fund’. On 31stMarch of each financial year, the BGL Account‘Staff Welfare Fund’ shall be zeroised by raising aconsolidated debit to Central Accounts Office,Kolkata, enclosing the statement of expenses,under advice to Industrial Relations Departmentat Corporate Centre.

viii) The declined applications shall be returned by theIndustrial Relations Department at CorporateCentre to the concerned Administrative Office,assigning the reason of return.

ix) The Administrative Office will, in turn, return theapplications to the applicant on the recordedaddress.

A very successful Pensioner's Meet was organised byour Jalandhar Unit on 25.02.2018 at Jalandhar Branchwhich was attended by approximate 200 members and

was presided by the respected A.G.M. Sh. DineshKashyap. Sh. Y.P. Suri, our Vice President and his teamtook keen interest for the successful event. FromChandigarh S/Sh. J.R. Gupta, T.R. Gupta, S.K. Sharma,

KARNAL UNIT

Again, very successful Pensioner's Meet was organisedby our Karnal Unit headed by Sh. S.P. Aggarwal & histeam. The meting was held at Gymkhana Club of Karnal

on 26.02.2018. About 100 members were presentthereat. The meeting started at 5.30 p.m. and after themeeting, a colourful/cultural programme was alsoorganised. The special feature of the meeting was thatour 7 female members also took part in the meetingand were thereat throughout the deliberations, whichwent upto 10.30 p.m. After the dinner was served. The

arrangement of the meeting was highly appreciated forwhich all credit goes to S/Sh. S.P. Aggarwal, B.B.Chaudhary, Parmod Sharma and his team.

The meeting was presided by Sh. C.L. Sethi, Dy. G.M.(Retd.) S/Sh. J.R. Gupta, T.R. Gupta, S.K. Sharma, K.K.Trikha, K.P. Joshi and H.K. Sharma were the participantsfrom the Circle Association, Chandigarh. It was revealed

to us that prior to this meeting, such high number ofmembers never participated in the pensioners meetingsheld earlier. The meeting was addressed by S/Sh. J.R.Gupta (President), T.R. Gupta (Gen. Secretary), K.K.

Trikha, K.P. Joshi, S.P. Aggarwal, B.B. Chaudhary &C.L. Sethi. The sniormost member of the Karnal Unitwas honoured by the Circle Association amongst thepresent members in theabove meeting. We arevery happy that our suchtypes of units are so wellorganisded to hold suchnice functions/meetings.Sh. T.R. Achievements

(1) We are pleased to inform our members thatone of our member, Sh. Jagdish Kumar (Retd. Dy.Gen. Manager) alongwith his betterhalf i.e. Mrs. &Mr. Jagdish Kumar were adjudged the best coupleRunner-up (Sr.) award in the prestigious RoseFestival-2018 at Chandigarh. In the picture both arereceiving their award/trophy from Sh. DeveshMoudgil, Mayor, U.T., Chandigarh on 25th February,2018.

This is second achievement by our member in thesame contest when Mrs. & Mr. Ashok KumarKhurana were adjudged 1st, two years ago.

(2) SBI Officers (Ideal) Co-op H/B Society, Sector49-D, Chandigarh which resides 74 families of ourRetired Officers Pensioners whose ManagementCommittee is headed by Sh. Jagdish Kumar (Retd.Dy. Gen. Manager) has won the 2nd prize for the3rd consecutive year, for maintaining their internalgarden so well. This contest is also organised byChandigarh Administration under the banner ofAnnual Rose Festival. It is reported that Sh. JagdishKumar has sponsored many events in the Societydue to his keen interest and his liaison outside thesociety. Please keep it up.

Dharna by U.F.B.U. at Parliament Houseon 21.03.2018

A successful Dharna was organised by UnitedForum of Bank Unions on the captioned date whichwas covered adequately by the Electronic Media,for their 5 demands which are mentioned herein, foryour information :1. Bank's employees should come under Pay

Commission.2. Working hours of the Bank's should be fixed.3. Cross selling should be altogether stopped

in the Bank.4. Bank should take in mind the interests of the

employees when their postings are made.5. No work on holidays.

Chandigarh Circle (SBI Pensioners'Association had their Executive Committee Meetingon 09.03.2018 at the first floor of SBI LHO,Chandigarh. All the principal office-bearers of theCircle Association participated in the meeting namelyS/Sh. V.K. Kalia, Vice President; Y.P. Suri, VicePresident; U.S. Negi, Vice President; S.P. Aggarwal,Org. Secretary (now Vice President of HaryanaModule), V.K. Mahajan, Org. Secretary of J&KModule. S/Sh. J.R. Gupta, T.R. Gupta, S.K. Sharma,K.K. Trikha, M.S. Mongia, Tek Chand, K.P. Joshi &H.K. Sharma also attended the meeting on behalfof the Chandigarh Circle Association (Headquartersat Chandigarh) and other office-bearers from thevarious modules. Many issues were raised by themembers and the Presient, Sh. J.R. Gupta, whichwere clarified by Sh. T.R. Gupta, the GeneralSecretary and the suggestions made by themembers were noted for its future course of action.All the Vice Presidents par ticipated in thediscussions and the meeting ended with vote ofthanks by Sh. J.R. Gupta, the President, which wasfollowed by Lunch.

Our Court case at Delhi High Court - W.P. 1875/2013The above case was listed for further hearing on 18th March. As reported by our Federation GeneralSecretary, the Finance Ministry as usual did not submit the reply and asked for 2 months time whichhas been granted to them by Delhi High Court. The case has now been listed to be heard on 17thMay, 2018. The Federation has now to think seriously about next course of action as case has notmoved a bit for the last 4/5 years in Delhi High Court.

If no period stated, the prescription for the purpose cr reimbursementshall be valid for a period not exceeding 90 days.
