LAS VEGAS — MGM Resorts International and the organizers of Rock in Rio USA announced addi-tions to the music festival’s lineup Monday and offered a glimpse of what to expect when the event comes to Las Vegas next year.

Bruno Mars and Ed Sheeran will join Taylor Swift, Metallica and No Doubt performing on the main stage during the festival, which takes place May 8-9 and May 15-16. Singer Joss Stone also is slated to perform.

The announcement and debut of the festival’s look came complete with a magician, tap dancers, a fire-thrower and musical acts performing in front of building facades resembling streets in the United States, Brazil and the United Kingdom.

Luis Justo, CEO of Rock in Rio, said the festival is intended to be an “immersive” experience. A Ferris wheel and 64-foot-high (20-meter) zip line are also planned for the site.

The venue will accommodate 85,000 general admission ticket-holders each day and 4,000 VIPs, organizers said. A pre-sale last month attracted ticket-buyers from 32 different countries, Justo said.

The 37-acre (15-hectare) open-air venue stretching from the corner of Las Vegas and Sahara boulevards next to the Circus Circus Resort is being built by MGM Resorts in concert with Cirque du Soleil and The Yucaipa Cos. investment firm.

When Rock in Rio and its “City of Rock” street facades leave after next year’s shows, the venue will be used for other concerts, food festivals and sporting events year-round, said Chris Baldizan, senior vice president of entertainment for MGM Resorts.

“This is a monumental task,” Baldizan said of turning the large swath of dirt into an outdoor enter-tainment venue. Tickets are expected to go on sale in January.

Taylor Swift goes pop for giant release

Swift, who moved as a child to Nashville and released a debut album with a country base when she was just 16, shifts firmly into pop mode on the latest album by trading her guitar for a synth sound that would, in fact, have sounded familiar in 1989.

Swift -- whose breakups with celebrity boyfriends have delighted tabloids -- once again taps into her personal life for her lyrics, but on “1989” the tone is often cheeky and plainly cognizant of the media glare upon her.

“I go on too many dates / But I can’t make ‘em stay / At least that’s what people say,” she sings with a chuckle on the al-bum’s first single “Shake It Off,” which is driven by an infectious funk rhythm.

Swift teamed up for “Shake It Off” and several other “1989” tracks with the Swed-ish producers Max Martin and Shellback, who worked with her on “We Are Never Ever Getting Back Together,” her chart-topping song from her last album “Red” in 2012.

Martin has written or co-written some of the major hits of the past 20 years by bubblegum pop stars such as the Backstreet Boys, ‘N Sync and Britney Spears.

Swift, appearing Monday on ABC’s “Good Morning America” to promote the album, declared that “1989” was her best work.

“I think it’s always important to remind your fans why they started listening to you in the first place but, on a new album, give them something truly new,” she said.

“I could have made ‘Red’ twice, done the same thing over again. Instead, I decided to go in a completely different direction,” she said.

Swift is not the only one hoping that “1989” will take off. So far, this year is on course to be the first in memory without an album go-

ing platinum -- the certification of selling more than one million -- although the 2013 soundtrack to the Disney movie “Frozen” has done so in the course of 2014.

Overall album sales are down by 14 percent compared with last year, according to industry journal Billboard. The reasons are hotly debated, with some artists and promoters blaming streaming services that discourage casual listeners from buying full albums.

Billboard said the industry was forecasting that Swift’s album would sell 800,000 to 900,000 copies in its first week, which would make it the biggest release since Justin Timberlake’s “The 20/20 Experience” in March 2013.

The album leaked online several days in advance. It was listed on file-sharing sites by the title “album inconnu,” French for “unknown album,” raising suspicion that the leak occurred in the French-speaking world.

But many fans insisted on so-cial media that they would wait for Monday’s official worldwide release, a loyalty that may be attributed to the star’s assidu-ous attempts to cultivate her “Swifties.”

Swift has enclosed five different sets of Polaroid pic-tures in the CDs as a way to encourage collectors. Early buyers of the CD are given codes for a lottery to meet Swift, who is also collabo-rating with a fast food chain and soft drink maker for the album’s release.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

SEMARAPURA - Many highlights to the damage of Batu Melawang Cave draw the attention of a foreign cin-ematographer. Jungle Run Production House from the United States intends to make a documentary film on the Batu Melawang Cave as the object even though it is in damaged condition. It is keen on the Batu Melawang Cave along with the swallow habitat producing bird nests all the time.

The plan of making the documentary film was confirmed by the Managing Director of the PDNKK, Wayan Suka-dana, Monday (Oct 27). The production house already submitted the permis-sion to Klungkung government. The documentary film would explore the ecotourism destination. Later on, the documentary film would be aired at travel channel televisions in the United States.

When making an audience with the Regent of Klungkung, I Nyoman Su-wirta, recently Desak Hartati represent-ing the Jungle Run Production House said the shooting object was taken at Batu Melawang Cave based on the consideration that Ceningan Island was still far behind the well-known tourist destination of Bali. “We hope that Batu Melawang Cave will become a new tourist destination in Bali,” she said.

Regent I Nyoman Suwirta allowed the production house to make the Batu Melawang Cave the object of the docu-mentary film shooting. Even, Regent

Suwirta also offered a number of other interesting places in Nusa Penida such as mangrove forest and marine life of the KKP Nusa Penida for similar object as well as the cluster of tiny islands nearby.

Meanwhile, I Wayan Sukadana participating in the audience said that when the documentary film had been completed, it would also be used as a means to demonstrate to policy holders, such as the House, local government and others about the actual contents inside the swallow habitat in the Batu Melawang Cave, Ceningan. Thus, it could make more comprehensive deci-sion in the development or conservation efforts of the Batu Melawang Cave.

After obtaining permission, the pro-duction house and the PDNKK made a survey at the site on Thursday (Oct 23). At that time, it was known if the mouth of the cave had collapsed as crashed by waves. So, a repair should be made to the entrance stairs and some equipment to get to the location. Meanwhile, the damage at the entrance had been re-solved. The PDNKK already made im-provement to the facility at the entrance into the cave. He asserted the swallow cave had been ready for the documen-tary film shooting although the entrance access was quite difficult.

As scheduled, the shooting in the cave would be conducted on Novem-ber 8-10, 2014. It would be carried out simultaneously with the second phase of the bird’s nest harvest this year by the county-owned company. (kmb31)

DENPASAR - John Ellis, the first son of the late Robert Kevin Ellis, finally could meet with his mother, the suspect Julaikah Noor Aini aka Noor Ellis in the room of the investi-gator, Directorate of General Criminal, Bali Police, Monday (Oct 27). The meeting lasted about 40 minutes. After that, it was the turn of the Chief of Bali Police, Albertus Julius Benny Mokalu, to meet the suspect Noor. According to the police chief, the case fulfilled the aspect of planned murder so that the suspect could be charged under the Article 340 of the Criminal Code with the subsidiary Article 338 of the Criminal Code with a maxi-mum of lifetime penalty.

The US computing giant said it is offering the assistance in Sierra Leone, one of the countries hard-est hit by the deadly disease, and in nearby Nigeria, which has been declared Ebola-free.

The initiative allowing residents to directly report Ebola-related is-sues and concerns via SMS or voice calls to public health officials in Sierra Leone enables better tracking of the disease, according to an IBM statement.

Using location information from the calls, IBM is able to create “heat-maps” to determine the areas where the disease is spreading.

“We saw the need to quickly develop a system to enable commu-nities directly affected by Ebola to provide valuable insight about how to fight it, said Uyi Stewart, IBM Africa’s chief research scientist.

“Using mobile technology, we have given them a voice and a chan-

nel to communicate their experi-ences directly to the government.”

IBM has donated technology to Nigeria’s Lagos state government to coordinate disease containment efforts.

Gasps of excitement ripple across the classroom, as the chil-dren at Launcelot school in south London try to work out the string of commands that Joe used to create their own virtual battles.

This is no special class -- it is a scene being recreated across Eng-land, which in September became the first major world economy to make coding a compulsory subject for children in publicly-funded schools from the age of five.

The government overhauled the computing curriculum after industry figures warned that chil-dren were not learning the skills they needed to compete in the 21st century.

And now these pupils are not just playing computer games, but learning how to make them.

Jemimah, a softly spoken 10-year-old in an immaculate blue and black uniform, smiles with satisfac-tion as she, too, manages to make her dragon breathe fire.

“At the first lesson I wasn’t really sure how to do it. I had to have lots of help but I’ve been really getting it now,” she says.

For many people, the word cod-ing conjures up nightmarish images of lines and lines of text on a com-puter screen, written by hunched figures typing furiously.

But the students are using basic

animation software that gives them a choice of command phrases -- move forward or back, lift a shield -- that can be arranged in sequence to make the brightly coloured char-acters come to life.

In another classroom, younger pupils are learning coding through an iPad programme called “Daisy the Dinosaur”.

“It’s fun because you get to tell them what to do,” said six-year-old Ashley, as he swipes his finger to create a list of words such as “Spin” and “Jump” and then presses play to watch Daisy dance across the screen.

Six-year-old Feza is almost breathless as she demonstrates how to make Daisy “bigger, and bigger and bigger!”

“It has made the computer cur-riculum more exciting, engaging for the children. And it’s not actually that difficult,” said teacher Amy Riley.

“When you come down to it, it’s a set of instructions.”

Britain has a fast-growing digital sector, from e-commerce to robot-ics and gaming, which accounts for about five percent of the country’s growth, according to the “Tech City” industry organisation.

But like in many developed na-tions, the workforce is not keeping pace.

In a survey last year by research firm GfK, 45 percent of tech busi-ness leaders in London said a short-age of skilled workers is the biggest challenge they face.

The government has now re-placed the old computing curricu-lum, with its focus on word process-ing and spreadsheets, with one that

gives children an understanding of how computers work.

“In the 21st century, the ability to code and program a computer is no longer a nice-to-have, it’s an essential,” Finance Minister George Osborne said earlier this year.

Alex Hope, the managing direc-tor of leading British visual effects company Double Negative, has been outspoken on the need for Britain to improve the skills of its workforce.

“I think it’s tremendous that cod-ing is recognised as a vital skill, not just for the creative industries but for British industry in general,” he told AFP.

His company won an Oscar for the effects in Hollywood movie “Inception” and currently employs more than 1,000 people worldwide working on other films, but has had to recruit many from overseas.

He highlights Israel as an ex-ample of how to teach coding in schools, but says all countries have to raise their game.

“If you want to be a developer of what computers can do, if you want to use them as a tool rather than a passive consumer of other people’s technology, you need to be able to code yourselves,” he said.

Although the government has allocated some funding for training, the teachers at Launcelot school taught themselves how to use the coding applications used in class.

And as the five-year-olds rapidly improve their skills, it will not be long before they know more than the staff.

“The children will take over -- they’ll run with it,” said headteacher Paul Hooper.

Nevertheless, he said, the produc-tion of electricity in Bali was expen-sive because most of the existing power plants were still dependent on fuel supply. Electricity demand in Bali all this time got supplies from a

number of power plants, namely the Gilimanuk power plant with 130 MW, Pemaron (90 MW), Pesanggaran (321 MW) and supplies from Java through the submarine cable (320 MW).

“Producing (electricity—Ed) by fuel is very expensive. When constant-ly consuming fuel, it will cause deficit, only due to the government subsidies the deficit could be covered. What we need to think about is how to reduce the fuel consumption,” he said.

According to him, all the power plants in Bali like the Gilimanuk

power plant consumed fuel because it was very difficult to get gas. Even, the average supply of diesel to meet the needs reached 80,000 kilo liter per month. The three power plants would require a diesel supply as much as 2,666 KL per day.

“So, overall, the production of electricity in Bali is categorized to be expensive. On that account, we have informed people to use it economically because the production cost of elec-tricity per KWH is very expensive,” he said.

He mentioned that a steam-fueled power plant consuming coal was be-ing built at Celukan Bawang (West Bali) by private companies that totally consisted of three blocks. Each block had the capacity of 130 MW. “The use of coal will reduce fuel consumption in some power plants in Bali,” said Syamsul Huda.

He explained the Celukan Bawang power plant would run smoothly with a fairly large capacity. It would be distributed to high voltage power transmission (SUTT) in Southern Bali. The Celukan Bawang power plant was attempted to consume coal whose price was surely cheaper. (kmb27)

He explained that any companies violating the obligation to register their company and employees for the participation in the BPJS would be imposed with administrative sanction where they would not get

public services in accordance with the Government Regulation No. 86/2013 Chapter 9 on the proce-dures of imposing administrative sanctions to the employers. The sanction to be imposed on the violating companies had some-thing to do with business licensing, participation in project tender and building permit. Similarly, the for-eign employment working permit of foreign workers would not be extended.

“If the employees are not in-cluded in the BPJS program, the company will bear all the expenses in case of an accident afflicting the employees,” he said.

As has been known, the BPJS

covers four programs, namely the work accident insurance, life insurance, pension and health care insurance. Each of the four programs has different amount of premium, such as the premium of accident insurance reaches 0.24 percent of the wage received by workers and 0.30 percent for life insurance. Meanwhile, the pre-mium of pension program is 5.7 percent of the wage received where 2 percent is paid by the worker and the remaining 3.7 percent by the employer. The meeting between the Bud-get Agency and the local govern-ment budget team (TAPD) was led by Chairman of the Buleleng House, Gede Supriatna, while the executive was led by Regional Secretary of Buleleng govern-ment, Dewa Ketut Puspaka, ac-companied by Assistant III Gede Dharmaja, the Head of Regional

Development Planning Board Gede Suyasa and leadership of the agencies in the circles of the Buleleng County.

Regional Secretary Dewa Ketut Puspaka revealed in the meeting that a number of middle-to-upper scale investments had come to Buleleng. For this condition, the local government had to facilitate and encourage the investors to in-vest in the industrial zone in West Buleleng. The industrial zone had been set out in Regional Bylaw on the Spatial Plan of Buleleng. Before the government included the West Buleleng into an indus-trial zone in the provisions of the regulation, some investments such as the Celukan Bawang harbor, steam-fueled power plant, and other large investments had been running in this zone.

Following the coming of large investors to the industrial zone,

continued Puspaka, local govern-ment began to make preparation of tax imposition on the investments with the industrial-scale tax pro-vision. Taxation of the industrial scale was believed to boost the revenue of Buleleng sourcing from taxes.

Meanwhile, the Head of Re-gionally Generated Revenue (Dis-penda) of Buleleng, Ida Bagus Puja Erawan, said the investment existing in the industrial zone in West Buleleng was still imposed with non-industrial tax. It had to be done because there was no government policy to change the industrial-scale tax imposition in the zone. To that end, his party agreed if the government and the House reached the same perspec-tive to make preparation so that the investment in West Buleleng could be imposed with industrial-scale tax. HONG KONG - A month into the mass pro-democracy protests gripping Hong Kong, the movement is under pressure to keep up mo-mentum -- but those on the streets say their vigil has already changed the city for good.

On September 28, chaotic street battles in one of Asia’s premier fi-nancial hubs saw umbrella-wielding demonstrators choking on clouds of police tear gas.

The ugly scenes triggered a wave of anger, with tens of thousands swelling the ranks of those demand-ing open leadership elections for the semi-autonomous Chinese city in 2017. Four weeks on, protest camps remain sprawled across three major thoroughfares.

But the Chinese government shows no sign of backing down on its insistence that candidates for the city’s top post be screened by a loyalist committee, a decision the protesters say is designed to ensure the election of a pro-Beijing stooge.

The crowds have thinned, and with Hong Kong’s authorities apparently determined to let the protests lose steam as residents tire of the ongoing traffic mayhem, demonstrators are under increas-ing pressure to shift to tactics that would force a response.

But their leaders are unsure how to move forward. For Joshua Wong, the firebrand teenage activist and one of the most recognisable faces of the so-called “umbrella move-ment”, the only certainty is that retreat is not an option.

“Occupiers are standing firm,” he told AFP at the main protest camp outside government headquarters in Admiralty, central Hong Kong.

“Without any concrete result, all of the occupiers will sleep in their tents every single night.”

Keen to reinvigorate the move-ment, organisers are planning a rally to mark the one-month anniversary of the protests later Tuesday, ask-ing supporters to bring the same clothes they wore on September 28 -- including protective gear.

At 17.57 (0957 GMT) activists will hold an 87-second silence to mark the number of times police said they fired tear gas that eve-ning.

Those camped out in Admiralty express pride in their well-organised tent village, where litter is meticu-lously recycled, students complete their homework in a designated study area, and thousands gather at the weekends to cheer speeches from activists.

“This is Hong Kong’s utopia,” said 31-year-old protester Jimmy Leung as he strummed a guitar outside a friend’s tent.

A court convicted Anwar in March of sodomising a former political aide and sentenced him to five years in prison. Sodomy is illegal in Malaysia.

Anwar, who in the mid-1990s was the ruling party’s rising star before falling out with then premier Mahathir Mohamad, condemned the verdict as a “choreographed” travesty. Supporters and rights groups said it was politically in-fluenced.

The government rejected the notion of political interference say-ing Malaysia had an independent judiciary and the case, brought by a former male political aide, was between two individuals and a mat-ter for the courts.

The conviction, Anwar’s second for sodomy, shattered his politi-cal plans which had been given a boost by opposition gains in a 2013 election. His lawyers appealed and a court will take up the case on Tuesday, with a decision possible on Wednesday.

If Anwar, 67, loses, he faces a return to jail and would be barred from contesting the next gen-eral election that must be held by 2018.

He told reporters on Monday he had decided he would not go abroad to avoid the possibility of jail.

“This is my country and I can-not imagine leaving,” he said. “It’s a tough choice. Imagine at my age having to go back to prison.”

But he said he remained opti-mistic about the hearing: “Don’t be surprised that I’ll be a free man on Wednesday.”

Human Rights Watch called last week on the government to end the “politically motivated prosecution” of Anwar. A ruling against him would anger his supporters who could take to the streets.

His departure from politics could also herald the disintegration of an uneasy three-party opposition alli-ance that he leads.

The Pakatan Rakyat, or People’s Alliance, groups Anwar’s party, an ethnic Chinese party and an Islamist party. It was shaken recently by a dispute over who should take the leadership of opposition-controlled Selangor state.

“Given the situation now, it would be difficult for everyone to come to a consensus on Anwar’s re-placement,” said Muhammad Sabu, deputy president of the Islamist

party, known as PAS.Anwar’s daughter, Nurul Izzah,

said her father’s jailing would pose a real test for the alliance. “You’re talking about the man who is a uni-fying factor no longer being there. He drove the coalition together,” Nurul Izzah told Reuters.

But Anwar’s jailing could galva-nize the opposition, an analyst said. “There is a potential here to turn what was previously an opposition coalition led by one dominating fig-ure into a coalition that represents the people,” said Wan Saiful Wan Jan, of the Institute for Democracy and Economic Affairs.

Muhammad Sabu of PAS said the opposition parties had to stick together in the face of the political juggernaut of the ruling party which has been in power since indepen-dence in 1957.

“We have to unite otherwise we are finished in the next election,” Sabu said.

After Anwar was sacked in 1998, he campaigned against corruption and nepotism and led a nationwide “reformasi” (reform) movement before he was jailed in 1999 for corruption.

His first sodomy conviction, in 2000, was overturned in 2004 and he was released from prison and returned to politics as the head of a revitalised opposition whose show-ing in a 2008 election deprived the ruling coalition of its traditional two-thirds majority in parliament.

TOKYO - Two Japanese cabinet ministers acknowledged political fund-related improprieties, adding to Prime Minister Shinzo Abe’s headaches, but both said they in-tended to stay in their jobs.

The revelations come after two other ministers, including trade and industry minister Yuko Obuchi, quit over the dubious use of political funds last week, hitting public sup-port for the Abe’s government.

Obuchi’s successor, Yoichi Mi-yazawa, also came under scrutiny after acknowledging last week that an aide spent 18,230 yen at an S&M-themed bar, and that he himself held 600 shares in Tokyo Electric Power Co, the operator of the tsunami-hit Fukushima nuclear plant that his ministry oversees.

Environment Minister Yoshio Mochizuki told a news conference, held shortly after midnight on Tues-day, that his late wife incorrectly reported party fees and other ex-

penditures as costs for holding new-year parties in his support group’s income and expense reports.

Mochizuki said there were no illegal expenditures involved.

“Various problems are piling up at the Environment Ministry. I would like to do my utmost to solve those problems,” he said.

Income and expenditure reports in question are for 2008 and 2009, and 6.6 million yen ($61,167) in expenditure for party fees and other expenses were reported as costs for holding new-year parties, media said.

Also, a political group affiliated with Haruko Arimura, minister in charge of women’s empowerment, received 600,000 yen in donations in 2011 and 2012 from a company that was fined for tax evasion, Japa-nese media reported on Monday.

Arimura said that the dona-tions were made before the tax evasion case, and that the money had already been returned, public broadcaster NHK said.

Chief of Tulang Nyuh custom-ary village, Nengah Sudarna, said that the initial arrival of these investors had not been reported to the customary village. Also, work on the villa project utilized the rural road built independently by the village and as a result of heavy trucks conveying materials foe the villa project, this road became damaged.

Responding to the issue, the acting Tegak headman, Ketut Arsa, admitted that he approached the investor kindly asking them to temporarily stop their activities last week. After that, his party coordinated with the customary village officals and initiated the licensing process in the Integrated Licensing Office.

“I would suggest stopping work until things are resolved with the customary village. If there remains a probloem with the local commu-nity, it will continually flare up” he said. The project coordinator of the villa development, Johanes, when approached by the legal team, denied that his party was building the villa.

He did admitt to building a regu-lar house on the land area of 3,800 square meters belonging to a pro-ductive plantation. He argued that the building in question only used 300 square meters of land, and that he had tried to communicate with the customary village, but the planned meetings never occured with the chief of the customary village never occured.

He also claimed to have coordi-nated with the adjacent residents, headman and subdistrict head for the licensing process. The file had been complete and it just needed to be submited to the Integrated Licensing Office.

However, he acknowledged that his party did not have legal permission from the local govern-ment. espite this, the development process had been underway with the basic foundation having been laid.

Not only that, Johanes also admitted to have paid an initial contribution of IDR 1.5 million to the customary village.

However, the headman respond-ed that the investor had not made

any attempt at communication and that it was in fact his party who had paid the contribution to the local customary village.

One of the local residents, Nyoman Suastika, asked the chief

of the customary village to imme-diately hold a meeting to address the problem. It is important so that what was constituted by the chief of customary village was based on the correct mechanism and was in

LONDON - Britain headed for a showdown with the European Commission on Monday as Prime Minister David Cameron brushed off an EU payment demand despite warnings he must pay up or face fines.

Under pressure from eurosceptics within his own Conservative Party ranks, Cameron told parliament that the amount requested and the short December 1 deadline were “unacceptable”.

“It is British taxpayers’ money, it is not small change, it is a vast sum,” he said to cheers from the Conser-vatives, who face a challenge from the anti-EU UK Independence Party.

“We will be challenging this in every way possible,” he said. Cameron said Britain was not ruling out a pay-ment altogether but emphasised it would be “nowhere near” the requested sum. He also said that the amount was a provisional estimate that was only be made defini-tive in the middle of next year.

“There is no pressing need for the money to be paid,” he said. Jacek Dominik, the interim EU budget com-missioner, earlier Monday said that Britain must pay an extra 2.1 billion euros ($2.66 billion) to the European Union budget or face fines.

“There will be a moment when the Commission will start imposing ... fines on the amounts that are due,” Dominik said.

Cameron had already ruled out making the payment at a European Union leaders summit on Friday, claim-ing he had been told about the amount only at the last minute. But Dominik said that Britain should not have been surprised since the budget-adjusting process was well established and there was “no signal that they had a problem with this figure”.

Asked if there could be a political solution with the British premier, Dominik said he did not think so.

Calculating the budget was based on a formula agreed by all EU member states which would require new legislation to change. Going down that track would be to “open up a Pandora’s box,” he said. At the same time, he said, Britain could not pick and choose which bits of EU laws it wanted to live by.

On top of its regular annual budget rebate, London was due to get an additional 500 million euros next year, Dominik said. Cameron has pledged to try to renegotiate Britain’s relationship with the EU if he remains prime minister after a general election in May 2015, then hold an in-or-out referendum by the end of 2017 on the outcome.

“For those of us who want to argue that the EU is capable of reform, this was not a good development,” Cameron said.The EU budget, currently running at around 135 billion euros per year, is based on the prin-ciple that the bigger the member state is, the more it contributes.Accordingly, Germany pays most, followed by France and Italy along with Britain, which also gets a special rebate won by late prime minister Margaret Thatcher in 1984.

To ensure that the fraught budget process is fair, each year the EU reviews the economic performance of all 28 member states, adjusting their contributions up or down as a result.In recent years, authorities broadened the review to include new forms of economic activity, some of them illegal such as prostitution and drug dealing.

The Ifo economic institute’s closely-watched business climate index declined to 103.2 points in October, its lowest level since December 2012, the think-tank said in a statement.

For its survey, Ifo quizzes companies in the biggest eurozone economy about their current business and the outlook for the next six months.

And they were distinctly less positive about both, the survey found.

“Assessments of the current business situation were once again less favourable than last month,” said Ifo president Hans-Werner Sinn.

“Expectations with regard to the six-month business outlook also continued to cloud over. The outlook for the German economy deteriorated once again,” Sinn said. In concrete terms, the sub-index measuring current business hit its low-est level since April and the outlook

sub-index fell to the lowest level since December 2012.

Analysts had been hoping that recent data could be showing signs of stabilisa-tion as fears recede about the economic fallout from the Ukraine crisis.

Consumer sentiment in Germany is moving back up again and the German purchasing managers’ index also in-creased, driven mostly by falling energy prices and a softening euro.

So the renewed decline in the Ifo survey came as a blow, said Capital Eco-nomics economist Jennifer McKeown.

It “suggests that the recovery is un-likely to regain moment at the end of the year,” she said.

“We continue to expect German GDP to rise by 1.3 percent this year and 1.5 percent next. But even this will not be enough to ensure a strong recovery or eradicate the threat of deflation in the

eurozone as a whole and the risks are to the downside,” McKeown said.

ING DiBa economist Carsten Brzeski felt the Ifo drop suggests that “the euro-zone’s biggest economy has reached a dangerous stage between soft spell and longer-lasting almost-stagnation.”

On Sunday, the European Central Bank gave the large majority if eurozone banks a clean bill of health in a crunch new audit aimed at eliminating one of the key factors of uncertainty hanging over the single currency area.

But whether the results of the ECB’s “comprehensive assessment” will be enough to turn sentiment around was open to question, said Berenberg Bank economist Christian Schulz.

“We expect a stabilisation before the end of the year. Unfortunately, the October Ifo data suggest that the risks to our near-term calls remains to the downside,” he said.

The latter agreed and before leaving Tanah Lot, with his supernatural power he moved a boulder to the middle of the beach and established a temple there. He also transformed his shawl into a snake becoming the temple guards.

The Head of Klungkung Coop-eratives and SMEs Agency, Komang Dharma Suyasa, said that his party welcomed the appointment of Pus-payoga as the Minister of Coop-eratives and SMEs. LOS ANGELES - The alleged shooter whose gun rampage in a US school left three people dead invited five friends to lunch before opening fire on them, police said Monday.

The gunman, widely identified as Jaylen Fryberg, killed one per-son and injured four others in the cafeteria shooting last Friday before taking his own life. One of those injured died Sunday in hospital.

“The only pre-planning of the event that detectives are able to confirm is that the shooter had arranged for a meeting of friends during lunch in the cafeteria,” said a police statement.

“A witness confirms that the five victims were seated at the table when the shooter opened fire, strik-ing the victims before turning the gun on himself,” it added. Fryberg used text messages to invite his victims, media reports said.

Police are attempting to ascertain a

motive the shootings at the Marysville-Pilchuck High School in Marysville, north of Seattle. Local media said Fryberg played on the school football team and had been named a home-coming prince just a week ago.

A teacher, Megan Silberberger, intercepted Fryberg, who shot himself in the neck during a brief tussle according to media reports. The bullet killed Fryberg but it was unclear if it was intentional.

Fryberg, a Native American, had left a series of tortured posts on Twitter, suggesting a teenager used to handling guns, and hinting that a failed romance may have led to the shooting.

Previous mass shootings, like that which killed 20 children and six adults at an elementary school in Newtown, Connecticut in December 2012, have triggered intense debate about America’s lax gun laws.

JAKARTA - The newly appointed State-owned Enter-prises Minister Rini Soemarno revealed that she will focus on revamping the condition of seaports in Indonesia to facilitate smoother transportation of goods in the country.

“What is urgent now is to improve the condition of our seaports, so that it will support our efforts to create a more efficient goods transportation system between the islands in Indonesia or from Indonesia to abroad,” Rini noted after attending a meeting with all officials at the ministry.

According to her, seaports are the backbone of Indone-sia’s trade activities, and hence, it was important to improve their condition.

Earlier, it was reported that the merger of four state-operated seaports is expected to generate an income of up to US$7 billion a year, remarked President of state-owned port operator company Pelindo II R.J. Lino.

Lino said he assured President Joko Widodo (Jokowi) that with the merger of PT Pelindo I, Pelindo II, Pelindo III, and Pelindo IV into Perusahaan Pelabuhan, Indonesia could generate huge profits that could be directed to other purposes.

The funds could be used to build 10 new ports and repair the 20-25 existing ports.

“I told him (Jokowi) that we could raise funds without taking the government’s support,” he affirmed.

Lino, who has been named team head for the four merged state port operators, said that the funds from the govern-ment to be appropriated to Pelindo could be used for other projects.

He stated that the development of new ports and repair of the old ones will boost Indonesia’s competitiveness and will place it at par with other ASEAN countries.

He remarked that the level of services offered at all the ports in Indonesia can be enhanced, in which “we are far lagging behind.”

He noted that the maintenance of ports must be integrated. Maintenance should not be focused only on a single port such as Tanjung Priok, the country’s largest port.

“Ships sail from one port to another. It would not help if we repair only Tanjung Priok and we skip the other ports such as Belawan, Banjarmasin, or Sorong ports,” he pointed out.

In addition, the merger of the port operators will reduce the need for transshipment in the country before heading for destination ports, such as Singapore, as the loading and unloading of cargo will be handled by Tanjung Priok.

He pointed out that cargo transshipment in Singapore and Tanjung Pelepas of Malaysia, had already reduced from 65 percent to 20 percent in 2013.

Only ships from the United States and several European countries are still unloading and loading at Tanjung Priok, he stated, adding that those from France, Australia, and Africa may no longer directly carry out transshipment at the port.

As of now, the ships from Surabaya and Semarang still opt for transshipment in Singapore and Tanjung Pulopas, he pointed out.

Lino remarked that he plans to roll out a discount concept to attract ships to opt for transshipment at Tanjung Priok.

He explained that a discount will be offered in handling tariff for transshipment at Tanjung Priok for cargo from Surabaya or Semarang, however, they would not be able to avail any discount if they opted for transshipment in Singapore.

“With this system, we hope to attract more customers as the cost would be cheaper,” he added.

Authorities detained four Guer-reros Unidos members, two of whom are believed to have helped carry out the crime that has shocked Mexico, Attorney General Jesus Murillo Karam said.

A total of 56 people have now been arrested in connection with the abduction of 43 male teachers’ college students, in crime-plagued Guerrero state.

The students went missing after an attack by police and Guerreros Unidos cartel hitmen in Iguala that also left another six of their classmates dead and 25 wounded on September 26. Authorities still have not located the students.

Murillo Karam said the four arrested Monday were the first to have confessed that they took part in the “abduction and ultimate fate of this large group of people.”

“Today, we have the people who carried out the abduction of these individuals,” he told reporters.

He said the other two detained Monday apparently were involved as lookouts for the cartel. The suspects were not immediately identified.

President Enrique Pena Ni-eto meanwhile said he had met in Mexico City with Guerrero’s new interim governor Rogelio Martinez.

The president said all public safety agencies would meet Tues-day with Martinez and work on “measures to restore order and bring back public safety.”

Federal authorities accuse on-the-run Iguala mayor Jose Luis Abarca of ordering the attack to prevent the students from disturb-ing an event held by his wife as president of the local child protec-tion institution.

A Guerreros Unidos leader said after his arrest that he had thought the students were part of a rival criminal gang. He therefore ap-proved armed actions “in defense” of his territory.

MEXICO CITY - Two drug gang members were arrested Monday on suspicion of direct involvement in the disappearance of 43 students over a month ago, Mexico’s top prosecutor said.

Four people were killed last month in the latest accident at the huge Grasberg mine, high in the mountains of remote, eastern Papua, when a giant haulage truck flattened a car.

Hundreds of workers staged a protest over the deaths at the start of this month, blockading the entrance and forcing a temporary suspension of operations.

“Anger among workers has peaked after a series of incidents at Freeport,” union official Albar Sabang told AFP, adding they

blamed management failures for the accidents.

Sabang said that as well Freeport miners, workers from two other Freeport subsidiaries involved in logistics and supplying power at Grasberg will join the strike.

The industrial action will start on November 6 and will continue until December 6, he said, add-ing that workers were calling for 54 management-level staff to be removed from their posts.

Grasberg, one of the biggest cop-per and gold mines in the world, has

been plagued by accidents and pro-duction problems in recent years.

In May last year, a training tun-nel collapsed killing 28 miners as they took part in a safety course in one of Indonesia’s worst-ever min-ing accidents.

Another worker died in Decem-ber last year when rocks fell from a machine, crushing him.

In 2011 a three-month strike crippled production at the mine, and workers only halted the industrial action once Freeport agreed to a huge pay rise.

JAKARTA - Outgoing minister for cooperatives and small enterprises Sjarifuddin Hasan handed over his ministerial post to the New Minister of Cooperatives and Small Enterprises AAGN Puspayoga on Tuesday.

Sjarifuddin Hasan said in his address that all employees of the ministry should support the new minister.

The programs included the Na-tional Entrepreneurship Movement (GKN) and financing programs

Paris — Amid the joy of be-coming a father, Novak Djokovic has to turn his attention back to tennis rather quickly as he tries to fend off Roger Federer for the year-end No. 1 ranking.

Djokovic is defending his title at the Paris Masters this week, his first tournament since the birth of his first child last week. He has left the boy, Stefan, at home with his wife Jelena, but said Monday he hopes to incorporate his family life into his tennis travels next year.

“I would like to be with him ev-ery single day and with my wife,” Djokovic said, “but sometimes that’s not possible, like this week for example . because the baby is too young to travel yet.”

Djokovic leads Federer by 2,230 points in the world rank-ings. But the top-ranked Serb has 2,500 points to defend as he won the Paris Masters and the ATP World Tour Finals last year, while Federer can gain points as he lost in the semifinals of both events.

“Honestly, the way I feel right now, I feel like I’m already No. 1 with becoming a father last week. For me, this is the most important moment in my life,” said Djok-ovic, who topped the rankings at the end of 2011 and 2012.”

But, he added: “Of course it is, for both of us, the goal (is) to fin-ish the year as No. 1 of the world. Of course it’s a big objective.”

Moscow - World football boss Sepp Blatter said Tuesday that FIFA categorically backs Russia’s staging of the 2018 World Cup and praised its preparations.

“FIFA unconditionally supports the staging of the World Cup by Russia,” he told the R-Sport news agency in comments translated into Russian.

Diplomatic sources said last month that European nations were

discussing a British-backed plan to boycott President Vladimir Putin’s showpiece staging of the World Cup because of the conflict in eastern Ukraine.

“A boycott will never give any positive effect,” Blatter said, adding: “We trust the country, its government.”

“Russia is the world’s biggest country. You know, Russia is in the eye of the international media. Football can not only unite Russia but show the whole world that it

is stronger that any protest move-ment,” Blatter said.

He compared the situation with Russia’s hosting of the Winter Olym-pic games hosted by Russia in the Black Sea resort of Sochi this year, when Western leaders stayed away.

“There was the same situation ahead of Sochi, but neither dur-ing nor after the games, has there been a single word against these games.”

The FIFA boss added that the opening ceremony of the 2018 World Cup could take place a day ahead of the tournament’s opening match kick-off.

“It’s possible,” he said.“We tried to do that at the 2006

Paris — Amid the joy of be-coming a father, Novak Djokovic has to turn his attention back to tennis rather quickly as he tries to fend off Roger Federer for the year-end No. 1 ranking.

Djokovic is defending his title at the Paris Masters this week, his first tournament since the birth of his first child last week. He has left the boy, Stefan, at home with his wife Jelena, but said Monday he hopes to incorporate his family life into his tennis travels next year.

“I would like to be with him ev-ery single day and with my wife,” Djokovic said, “but sometimes that’s not possible, like this week for example . because the baby is too young to travel yet.”

Djokovic leads Federer by 2,230 points in the world rank-ings. But the top-ranked Serb has 2,500 points to defend as he won the Paris Masters and the ATP World Tour Finals last year, while Federer can gain points as he lost in the semifinals of both events.

“Honestly, the way I feel right now, I feel like I’m already No. 1 with becoming a father last week. For me, this is the most important moment in my life,” said Djok-ovic, who topped the rankings at the end of 2011 and 2012.”

LOS ANGELES - The alleged shooter whose gun rampage in a US school left three people dead invited five friends to lunch before opening fire on them, police said Monday.

The gunman, widely identified as Jaylen Fryberg, killed one per-son and injured four others in the cafeteria shooting last Friday before taking his own life. One of those injured died Sunday in hospital.

“The only pre-planning of the event that detectives are able to confirm is that the shooter had arranged for a meeting of friends during lunch in the cafeteria,” said a police statement.

“A witness confirms that the five victims were seated at the table when the shooter opened fire, strik-ing the victims before turning the gun on himself,” it added. Fryberg used text messages to invite his victims, media reports said.

Police are attempting to ascertain a

motive the shootings at the Marysville-Pilchuck High School in Marysville, north of Seattle. Local media said Fryberg played on the school football team and had been named a home-coming prince just a week ago.

A teacher, Megan Silberberger, intercepted Fryberg, who shot himself in the neck during a brief tussle according to media reports. The bullet killed Fryberg but it was unclear if it was intentional.

Fryberg, a Native American, had left a series of tortured posts on Twitter, suggesting a teenager used to handling guns, and hinting that a failed romance may have led to the shooting.

JAKARTA - The newly appointed State-owned Enter-prises Minister Rini Soemarno revealed that she will focus on revamping the condition of seaports in Indonesia to facilitate smoother transportation of goods in the country.

“What is urgent now is to improve the condition of our seaports, so that it will support our efforts to create a more efficient goods transportation system between the islands in Indonesia or from Indonesia to abroad,” Rini noted after attending a meeting with all officials at the ministry.

According to her, seaports are the backbone of Indone-sia’s trade activities, and hence, it was important to improve their condition.

Earlier, it was reported that the merger of four state-operated seaports is expected to generate an income of up to US$7 billion a year, remarked President of state-owned port operator company Pelindo II R.J. Lino.

Lino said he assured President Joko Widodo (Jokowi) that with the merger of PT Pelindo I, Pelindo II, Pelindo III, and Pelindo IV into Perusahaan Pelabuhan, Indonesia could generate huge profits that could be directed to other purposes.

The funds could be used to build 10 new ports and repair the 20-25 existing ports.

“I told him (Jokowi) that we could raise funds without taking the government’s support,” he affirmed.

Lino, who has been named team head for the four merged state port operators, said that the funds from the govern-ment to be appropriated to Pelindo could be used for other projects.

He stated that the development of new ports and repair of the old ones will boost Indonesia’s competitiveness and will place it at par with other ASEAN countries.

He remarked that the level of services offered at all the ports in Indonesia can be enhanced, in which “we are far lagging behind.”

He noted that the maintenance of ports must be integrated. Maintenance should not be focused only on a single port such as Tanjung Priok, the country’s largest port.

“Ships sail from one port to another. It would not help if we repair only Tanjung Priok and we skip the other ports such as Belawan, Banjarmasin, or Sorong ports,” he pointed out.

In addition, the merger of the port operators will reduce the need for transshipment in the country before heading for destination ports, such as Singapore, as the loading and unloading of cargo will be handled by Tanjung Priok.

He pointed out that cargo transshipment in Singapore and Tanjung Pelepas of Malaysia, had already reduced from 65 percent to 20 percent in 2013.

Only ships from the United States and several European countries are still unloading and loading at Tanjung Priok, he stated, adding that those from France, Australia, and Africa may no longer directly carry out transshipment at the port.

As of now, the ships from Surabaya and Semarang still opt for transshipment in Singapore and Tanjung Pulopas, he pointed out.

Lino remarked that he plans to roll out a discount concept to attract ships to opt for transshipment at Tanjung Priok.

He explained that a discount will be offered in handling tariff for transshipment at Tanjung Priok for cargo from Surabaya or Semarang, however, they would not be able to avail any discount if they opted for transshipment in Singapore.

“With this system, we hope to attract more customers as the cost would be cheaper,” he added.

Authorities detained four Guer-reros Unidos members, two of whom are believed to have helped carry out the crime that has shocked Mexico, Attorney General Jesus Murillo Karam said.

A total of 56 people have now been arrested in connection with the abduction of 43 male teachers’ college students, in crime-plagued Guerrero state.

The students went missing after an attack by police and Guerreros Unidos cartel hitmen in Iguala that also left another six of their classmates dead and 25 wounded on September 26. Authorities still have not located the students.

Murillo Karam said the four arrested Monday were the first to have confessed that they took part in the “abduction and ultimate fate of this large group of people.”

President Enrique Pena Ni-eto meanwhile said he had met in Mexico City with Guerrero’s new interim governor Rogelio Martinez.

The president said all public safety agencies would meet Tues-day with Martinez and work on “measures to restore order and bring back public safety.”

Four people were killed last month in the latest accident at the huge Grasberg mine, high in the mountains of remote, eastern Papua, when a giant haulage truck flattened a car.

Hundreds of workers staged a protest over the deaths at the start of this month, blockading the entrance and forcing a temporary suspension of operations.

“Anger among workers has peaked after a series of incidents at Freeport,” union official Albar Sabang told AFP, adding they

blamed management failures for the accidents.

Sabang said that as well Freeport miners, workers from two other Freeport subsidiaries involved in logistics and supplying power at Grasberg will join the strike.

The industrial action will start on November 6 and will continue until December 6, he said, add-ing that workers were calling for 54 management-level staff to be removed from their posts.

Grasberg, one of the biggest cop-per and gold mines in the world, has

been plagued by accidents and pro-duction problems in recent years.

In May last year, a training tun-nel collapsed killing 28 miners as they took part in a safety course in one of Indonesia’s worst-ever min-ing accidents.

Another worker died in Decem-ber last year when rocks fell from a machine, crushing him.

In 2011 a three-month strike crippled production at the mine, and workers only halted the industrial action once Freeport agreed to a huge pay rise.

JAKARTA - Outgoing minister for cooperatives and small enterprises Sjarifuddin Hasan handed over his ministerial post to the New Minister of Cooperatives and Small Enterprises AAGN Puspayoga on Tuesday.

Cooperatives and Small En-terprises Ministry Secretary Agus Muharram said about 1,200 em-ployees of the ministry attended the ceremony.

Sjarifuddin Hasan said in his address that all employees of the ministry should support the new minister.

“Let us fully support Pak (Mr) Puspayoga,” the former minister said expressing his hope that the new minister will continue a num-ber of programs he has worked out.

The programs included the Na-tional Entrepreneurship Movement (GKN) and financing programs

such as the Smallholders Business Credit (KUR) scheme.

He also extended his apology to all workers in the ministry whom he said had assisted him with extraor-dinary support for his programs and achievements during his 2009 - 2014 term of office.

LONDON - Britain headed for a showdown with the European Commission on Monday as Prime Minister David Cameron brushed off an EU payment demand despite warnings he must pay up or face fines.

Under pressure from eurosceptics within his own Conservative Party ranks, Cameron told parliament that the amount requested and the short December 1 deadline were “unacceptable”.

“It is British taxpayers’ money, it is not small change, it is a vast sum,” he said to cheers from the Conser-vatives, who face a challenge from the anti-EU UK Independence Party.

“We will be challenging this in every way possible,” he said. Cameron said Britain was not ruling out a pay-ment altogether but emphasised it would be “nowhere near” the requested sum. He also said that the amount was a provisional estimate that was only be made defini-tive in the middle of next year.

“There is no pressing need for the money to be paid,” he said. Jacek Dominik, the interim EU budget com-missioner, earlier Monday said that Britain must pay an extra 2.1 billion euros ($2.66 billion) to the European Union budget or face fines.

“There will be a moment when the Commission will start imposing ... fines on the amounts that are due,” Dominik said.

Cameron had already ruled out making the payment at a European Union leaders summit on Friday, claim-ing he had been told about the amount only at the last minute. But Dominik said that Britain should not have been surprised since the budget-adjusting process was well established and there was “no signal that they had a problem with this figure”.

Asked if there could be a political solution with the British premier, Dominik said he did not think so.

Calculating the budget was based on a formula agreed by all EU member states which would require new legislation to change. Going down that track would be to “open up a Pandora’s box,” he said. At the same time, he said, Britain could not pick and choose which bits of EU laws it wanted to live by.

On top of its regular annual budget rebate, London was due to get an additional 500 million euros next year, Dominik said. Cameron has pledged to try to renegotiate Britain’s relationship with the EU if he remains prime minister after a general election in May 2015, then hold an in-or-out referendum by the end of 2017 on the outcome.

“For those of us who want to argue that the EU is capable of reform, this was not a good development,” Cameron said.The EU budget, currently running at around 135 billion euros per year, is based on the prin-ciple that the bigger the member state is, the more it contributes.Accordingly, Germany pays most, followed by France and Italy along with Britain, which also gets a special rebate won by late prime minister Margaret Thatcher in 1984.

To ensure that the fraught budget process is fair, each year the EU reviews the economic performance of all 28 member states, adjusting their contributions up or down as a result.In recent years, authorities broadened the review to include new forms of economic activity, some of them illegal such as prostitution and drug dealing.

The Ifo economic institute’s closely-watched business climate index declined to 103.2 points in October, its lowest level since December 2012, the think-tank said in a statement.

For its survey, Ifo quizzes companies in the biggest eurozone economy about their current business and the outlook for the next six months.

And they were distinctly less positive about both, the survey found.

“Assessments of the current business situation were once again less favourable than last month,” said Ifo president Hans-Werner Sinn.

“Expectations with regard to the six-month business outlook also continued to cloud over. The outlook for the German economy deteriorated once again,” Sinn said. In concrete terms, the sub-index measuring current business hit its low-est level since April and the outlook

sub-index fell to the lowest level since December 2012.

Analysts had been hoping that recent data could be showing signs of stabilisa-tion as fears recede about the economic fallout from the Ukraine crisis.

Consumer sentiment in Germany is moving back up again and the German purchasing managers’ index also in-creased, driven mostly by falling energy prices and a softening euro.

So the renewed decline in the Ifo survey came as a blow, said Capital Eco-nomics economist Jennifer McKeown.

It “suggests that the recovery is un-likely to regain moment at the end of the year,” she said.

“We continue to expect German GDP to rise by 1.3 percent this year and 1.5 percent next. But even this will not be enough to ensure a strong recovery or eradicate the threat of deflation in the

eurozone as a whole and the risks are to the downside,” McKeown said.

ING DiBa economist Carsten Brzeski felt the Ifo drop suggests that “the euro-zone’s biggest economy has reached a dangerous stage between soft spell and longer-lasting almost-stagnation.”

On Sunday, the European Central Bank gave the large majority if eurozone banks a clean bill of health in a crunch new audit aimed at eliminating one of the key factors of uncertainty hanging over the single currency area.

But whether the results of the ECB’s “comprehensive assessment” will be enough to turn sentiment around was open to question, said Berenberg Bank economist Christian Schulz.

“We expect a stabilisation before the end of the year. Unfortunately, the October Ifo data suggest that the risks to our near-term calls remains to the downside,” he said.

Commerzbank economist Joerg Krae-mer said that “after gross domestic product (GDP) stagnated at best in the third quarter, no substantial growth can be expected in the fourth quarter.”

Such a holy water is believed to bring in luck to those who has drunk it. Meanwhile, across the Tanah Lot temple sits a cave becoming the habitat of sea snake that is made sacred. Visitors can see or hold the snake. Balinese people believe, the sacred snake often moves to Tanah Lot Temple at night to keep the sanctity of the temple.

He also transformed his shawl into a snake becoming the temple guards.

The Head of Klungkung Coop-eratives and SMEs Agency, Komang Dharma Suyasa, said that his party welcomed the appointment of Pus-payoga as the Minister of Coop-eratives and SMEs. are starting to get into Buleleng. Local government also directs the huge investments to the industrial zones having been defined in the

Regional Bylaw (Perda) on the Buleleng Spatial Plan. In addi-tion, the local government begins to make a preparation to draw a large investment in the industrial zone by imposing taxes of indus-trial scale.

With this effort, the county gov-ernment would be able to boost the revenue through tax sector. This was revealed in the meeting dis-cussing about the budget amend-ment 2014 in the joint commission meeting room of the Buleleng House, Monday (Oct 27).

The meeting between the Bud-get Agency and the local govern-ment budget team (TAPD) was led by Chairman of the Buleleng House, Gede Supriatna, while the executive was led by Regional Secretary of Buleleng govern-ment, Dewa Ketut Puspaka, ac-companied by Assistant III Gede Dharmaja, the Head of Regional

Development Planning Board Gede Suyasa and leadership of the agencies in the circles of the Buleleng County.

Regional Secretary Dewa Ketut Puspaka revealed in the meeting that a number of middle-to-upper scale investments had come to Buleleng. For this condition, the local government had to facilitate and encourage the investors to in-vest in the industrial zone in West Buleleng. The industrial zone had been set out in Regional Bylaw on the Spatial Plan of Buleleng. Before the government included the West Buleleng into an indus-trial zone in the provisions of the regulation, some investments such as the Celukan Bawang harbor, steam-fueled power plant, and other large investments had been running in this zone.

Following the coming of large investors to the industrial zone,

continued Puspaka, local govern-ment began to make preparation of tax imposition on the investments with the industrial-scale tax pro-vision. Taxation of the industrial scale was believed to boost the revenue of Buleleng sourcing from taxes.

Meanwhile, the Head of Re-gionally Generated Revenue (Dis-penda) of Buleleng, Ida Bagus Puja Erawan, said the investment existing in the industrial zone in West Buleleng was still imposed with non-industrial tax. It had to be done because there was no government policy to change the industrial-scale tax imposition in the zone. To that end, his party agreed if the government and the House reached the same perspec-tive to make preparation so that the investment in West Buleleng could be imposed with industrial-scale tax. HONG KONG - A month into the mass pro-democracy protests gripping Hong Kong, the movement is under pressure to keep up mo-mentum -- but those on the streets say their vigil has already changed the city for good.

On September 28, chaotic street battles in one of Asia’s premier fi-nancial hubs saw umbrella-wielding demonstrators choking on clouds of police tear gas.

The ugly scenes triggered a wave of anger, with tens of thousands swelling the ranks of those demand-ing open leadership elections for the semi-autonomous Chinese city in 2017. Four weeks on, protest camps remain sprawled across three major thoroughfares.

But the Chinese government shows no sign of backing down on its insistence that candidates for the city’s top post be screened by a loyalist committee, a decision the protesters say is designed to ensure the election of a pro-Beijing stooge.

The crowds have thinned, and with Hong Kong’s authorities apparently determined to let the protests lose steam as residents tire of the ongoing traffic mayhem, demonstrators are under increas-ing pressure to shift to tactics that would force a response.

But their leaders are unsure how to move forward. For Joshua Wong, the firebrand teenage activist and one of the most recognisable faces of the so-called “umbrella move-ment”, the only certainty is that retreat is not an option.

“Occupiers are standing firm,” he told AFP at the main protest camp outside government headquarters in Admiralty, central Hong Kong.

“Without any concrete result, all of the occupiers will sleep in their tents every single night.”

Keen to reinvigorate the move-ment, organisers are planning a rally to mark the one-month anniversary of the protests later Tuesday, ask-ing supporters to bring the same clothes they wore on September 28 -- including protective gear.

At 17.57 (0957 GMT) activists will hold an 87-second silence to mark the number of times police said they fired tear gas that eve-ning.

Those camped out in Admiralty express pride in their well-organised tent village, where litter is meticu-lously recycled, students complete their homework in a designated study area, and thousands gather at the weekends to cheer speeches from activists.

“This is Hong Kong’s utopia,” said 31-year-old protester Jimmy Leung as he strummed a guitar outside a friend’s tent.

A court convicted Anwar in March of sodomising a former political aide and sentenced him to five years in prison. Sodomy is illegal in Malaysia.

Anwar, who in the mid-1990s was the ruling party’s rising star before falling out with then premier Mahathir Mohamad, condemned the verdict as a “choreographed” travesty. Supporters and rights groups said it was politically in-fluenced.

The government rejected the notion of political interference say-ing Malaysia had an independent judiciary and the case, brought by a former male political aide, was between two individuals and a mat-ter for the courts.

The conviction, Anwar’s second for sodomy, shattered his politi-cal plans which had been given a boost by opposition gains in a 2013 election. His lawyers appealed and a court will take up the case on Tuesday, with a decision possible on Wednesday.

If Anwar, 67, loses, he faces a return to jail and would be barred from contesting the next gen-eral election that must be held by 2018.

He told reporters on Monday he had decided he would not go abroad to avoid the possibility of jail.

“This is my country and I can-not imagine leaving,” he said. “It’s a tough choice. Imagine at my age having to go back to prison.”

But he said he remained opti-mistic about the hearing: “Don’t be surprised that I’ll be a free man on Wednesday.”

Human Rights Watch called last week on the government to end the “politically motivated prosecution” of Anwar. A ruling against him would anger his supporters who could take to the streets.

His departure from politics could also herald the disintegration of an uneasy three-party opposition alli-ance that he leads.

The Pakatan Rakyat, or People’s Alliance, groups Anwar’s party, an ethnic Chinese party and an Islamist party. It was shaken recently by a dispute over who should take the leadership of opposition-controlled Selangor state.

“Given the situation now, it would be difficult for everyone to come to a consensus on Anwar’s re-placement,” said Muhammad Sabu, deputy president of the Islamist

party, known as PAS.Anwar’s daughter, Nurul Izzah,

said her father’s jailing would pose a real test for the alliance. “You’re talking about the man who is a uni-fying factor no longer being there. He drove the coalition together,” Nurul Izzah told Reuters.

But Anwar’s jailing could galva-nize the opposition, an analyst said. “There is a potential here to turn what was previously an opposition coalition led by one dominating fig-ure into a coalition that represents the people,” said Wan Saiful Wan Jan, of the Institute for Democracy and Economic Affairs.

Muhammad Sabu of PAS said the opposition parties had to stick together in the face of the political juggernaut of the ruling party which has been in power since indepen-dence in 1957.

“We have to unite otherwise we are finished in the next election,” Sabu said.

After Anwar was sacked in 1998, he campaigned against corruption and nepotism and led a nationwide “reformasi” (reform) movement before he was jailed in 1999 for corruption.

His first sodomy conviction, in 2000, was overturned in 2004 and he was released from prison and returned to politics as the head of a revitalised opposition whose show-ing in a 2008 election deprived the ruling coalition of its traditional two-thirds majority in parliament.

TOKYO - Two Japanese cabinet ministers acknowledged political fund-related improprieties, adding to Prime Minister Shinzo Abe’s headaches, but both said they in-tended to stay in their jobs.

The revelations come after two other ministers, including trade and industry minister Yuko Obuchi, quit over the dubious use of political funds last week, hitting public sup-port for the Abe’s government.

Obuchi’s successor, Yoichi Mi-yazawa, also came under scrutiny after acknowledging last week that an aide spent 18,230 yen at an S&M-themed bar, and that he himself held 600 shares in Tokyo Electric Power Co, the operator of the tsunami-hit Fukushima nuclear plant that his ministry oversees.

Environment Minister Yoshio Mochizuki told a news conference, held shortly after midnight on Tues-day, that his late wife incorrectly reported party fees and other ex-

penditures as costs for holding new-year parties in his support group’s income and expense reports.

Mochizuki said there were no illegal expenditures involved.

“Various problems are piling up at the Environment Ministry. I would like to do my utmost to solve those problems,” he said.

Income and expenditure reports in question are for 2008 and 2009, and 6.6 million yen ($61,167) in expenditure for party fees and other expenses were reported as costs for holding new-year parties, media said.

Also, a political group affiliated with Haruko Arimura, minister in charge of women’s empowerment, received 600,000 yen in donations in 2011 and 2012 from a company that was fined for tax evasion, Japa-nese media reported on Monday.

Arimura said that the dona-tions were made before the tax evasion case, and that the money had already been returned, public broadcaster NHK said.

Chief of Tulang Nyuh custom-ary village, Nengah Sudarna, said that the initial arrival of these investors had not been reported to the customary village. Also, work on the villa project utilized the rural road built independently by the village and as a result of heavy trucks conveying materials foe the villa project, this road became damaged.

Responding to the issue, the acting Tegak headman, Ketut Arsa, admitted that he approached the investor kindly asking them to temporarily stop their activities last week. After that, his party coordinated with the customary village officals and initiated the licensing process in the Integrated Licensing Office.

“I would suggest stopping work until things are resolved with the customary village. If there remains a probloem with the local commu-nity, it will continually flare up” he said. The project coordinator of the villa development, Johanes, when approached by the legal team, denied that his party was building the villa.

He did admitt to building a regu-lar house on the land area of 3,800 square meters belonging to a pro-ductive plantation. He argued that the building in question only used 300 square meters of land, and that he had tried to communicate with the customary village, but the planned meetings never occured with the chief of the customary village never occured.

He also claimed to have coordi-nated with the adjacent residents, headman and subdistrict head for the licensing process. The file had been complete and it just needed to be submited to the Integrated Licensing Office.

However, he acknowledged that his party did not have legal permission from the local govern-ment. espite this, the development process had been underway with the basic foundation having been laid.

Not only that, Johanes also admitted to have paid an initial contribution of IDR 1.5 million to the customary village.

However, the headman respond-ed that the investor had not made

any attempt at communication and that it was in fact his party who had paid the contribution to the local customary village.

One of the local residents, Nyoman Suastika, asked the chief

of the customary village to imme-diately hold a meeting to address the problem. It is important so that what was constituted by the chief of customary village was based on the correct mechanism and was in

The US computing giant said it is offering the assistance in Sierra Leone, one of the countries hard-est hit by the deadly disease, and in nearby Nigeria, which has been declared Ebola-free.

The initiative allowing residents to directly report Ebola-related is-sues and concerns via SMS or voice calls to public health officials in Sierra Leone enables better tracking of the disease, according to an IBM statement.

Using location information from the calls, IBM is able to create “heat-maps” to determine the areas where the disease is spreading.

“We saw the need to quickly develop a system to enable commu-nities directly affected by Ebola to provide valuable insight about how to fight it, said Uyi Stewart, IBM Africa’s chief research scientist.

“Using mobile technology, we have given them a voice and a chan-

nel to communicate their experi-ences directly to the government.”

IBM has donated technology to Nigeria’s Lagos state government to coordinate disease containment efforts.

The technology, which has been used in other humanitarian mis-sions, “will help strengthen the coordination of public health emer-gency response teams and ensure that the Lagos state government is able to manage and respond to any new reported cases of Ebola or future epidemics,” the statement said.

The move comes amid increased interest in using supercomputing and big data to improve detection and relief efforts in containing the Ebola outbreak.

Microsoft last week said it would make its Azure cloud computing platform available to researchers examining the spread of Ebola.

Gasps of excitement ripple across the classroom, as the chil-dren at Launcelot school in south London try to work out the string of commands that Joe used to create their own virtual battles.

This is no special class -- it is a scene being recreated across Eng-land, which in September became the first major world economy to make coding a compulsory subject for children in publicly-funded schools from the age of five.

The government overhauled the computing curriculum after industry figures warned that chil-dren were not learning the skills they needed to compete in the 21st century.

And now these pupils are not just playing computer games, but learning how to make them.

Jemimah, a softly spoken 10-year-old in an immaculate blue and black uniform, smiles with satisfac-tion as she, too, manages to make her dragon breathe fire.

“At the first lesson I wasn’t really sure how to do it. I had to have lots of help but I’ve been really getting it now,” she says.

For many people, the word cod-ing conjures up nightmarish images of lines and lines of text on a com-puter screen, written by hunched figures typing furiously.

But the students are using basic

animation software that gives them a choice of command phrases -- move forward or back, lift a shield -- that can be arranged in sequence to make the brightly coloured char-acters come to life.

In another classroom, younger pupils are learning coding through an iPad programme called “Daisy the Dinosaur”.

“It’s fun because you get to tell them what to do,” said six-year-old Ashley, as he swipes his finger to create a list of words such as “Spin” and “Jump” and then presses play to watch Daisy dance across the screen.

Six-year-old Feza is almost breathless as she demonstrates how to make Daisy “bigger, and bigger and bigger!”

“It has made the computer cur-riculum more exciting, engaging for the children. And it’s not actually that difficult,” said teacher Amy Riley.

“When you come down to it, it’s a set of instructions.”

Britain has a fast-growing digital sector, from e-commerce to robot-ics and gaming, which accounts for about five percent of the country’s growth, according to the “Tech City” industry organisation.

But like in many developed na-tions, the workforce is not keeping pace.

In a survey last year by research firm GfK, 45 percent of tech busi-ness leaders in London said a short-age of skilled workers is the biggest challenge they face.

The government has now re-placed the old computing curricu-lum, with its focus on word process-ing and spreadsheets, with one that

gives children an understanding of how computers work.

“In the 21st century, the ability to code and program a computer is no longer a nice-to-have, it’s an essential,” Finance Minister George Osborne said earlier this year.

Alex Hope, the managing direc-tor of leading British visual effects company Double Negative, has been outspoken on the need for Britain to improve the skills of its workforce.

“I think it’s tremendous that cod-ing is recognised as a vital skill, not just for the creative industries but for British industry in general,” he told AFP.

His company won an Oscar for the effects in Hollywood movie “Inception” and currently employs more than 1,000 people worldwide working on other films, but has had to recruit many from overseas.

He highlights Israel as an ex-ample of how to teach coding in schools, but says all countries have to raise their game.

“If you want to be a developer of what computers can do, if you want to use them as a tool rather than a passive consumer of other people’s technology, you need to be able to code yourselves,” he said.

Although the government has allocated some funding for training, the teachers at Launcelot school taught themselves how to use the coding applications used in class.

And as the five-year-olds rapidly improve their skills, it will not be long before they know more than the staff.

“The children will take over -- they’ll run with it,” said headteacher Paul Hooper.

“The remaining electricity produc-tion is still higher than the electricity

generated by the largest plants, namely in Gilimanuk with the capacity of 130 MW. If this largest plant collapses, it can still bear the burden of Bali. So, there must be energy reserves,” said General Manager of PT PLN (Persero) of Bali distribution, Syamsul Huda, in Denpasar.

Nevertheless, he said, the produc-tion of electricity in Bali was expen-sive because most of the existing power plants were still dependent on fuel supply. Electricity demand in Bali all this time got supplies from a

number of power plants, namely the Gilimanuk power plant with 130 MW, Pemaron (90 MW), Pesanggaran (321 MW) and supplies from Java through the submarine cable (320 MW).

“Producing (electricity—Ed) by fuel is very expensive. When constant-ly consuming fuel, it will cause deficit, only due to the government subsidies the deficit could be covered. What we need to think about is how to reduce the fuel consumption,” he said.

According to him, all the power plants in Bali like the Gilimanuk

power plant consumed fuel because it was very difficult to get gas. Even, the average supply of diesel to meet the needs reached 80,000 kilo liter per month. The three power plants would require a diesel supply as much as 2,666 KL per day.

“So, overall, the production of electricity in Bali is categorized to be expensive. On that account, we have informed people to use it economically because the production cost of elec-tricity per KWH is very expensive,” he said.

He mentioned that a steam-fueled power plant consuming coal was be-ing built at Celukan Bawang (West Bali) by private companies that totally consisted of three blocks. Each block had the capacity of 130 MW. “The use of coal will reduce fuel consumption in some power plants in Bali,” said Syamsul Huda.

He explained the Celukan Bawang power plant would run smoothly with a fairly large capacity. It would be distributed to high voltage power transmission (SUTT) in Southern Bali. The Celukan Bawang power plant was attempted to consume coal whose price was surely cheaper. (kmb27)

It aimed to provide social protection and pros-perity for workers. To that end, in accordance with the circular of the Mayor of Denpasar No.560/2186/Dinsosbaker it had been dissemi-nated to leadership of compa-nies, state-owned companies, local

government-owned companies, foundations, cooperatives and the heads of LPD throughout the city of Denpasar. “We do hope that all companies operating in the city of Denpasar from now on should reg-ister their employees,” he said.

He explained that any companies violating the obligation to register their company and employees for the participation in the BPJS would be imposed with administrative sanction where they would not get

public services in accordance with the Government Regulation No. 86/2013 Chapter 9 on the proce-dures of imposing administrative sanctions to the employers. The sanction to be imposed on the violating companies had some-thing to do with business licensing, participation in project tender and building permit. Similarly, the for-eign employment working permit of foreign workers would not be extended.

“If the employees are not in-cluded in the BPJS program, the company will bear all the expenses in case of an accident afflicting the employees,” he said.

As has been known, the BPJS

covers four programs, namely the work accident insurance, life insurance, pension and health care insurance. Each of the four programs has different amount of premium, such as the premium of accident insurance reaches 0.24 percent of the wage received by workers and 0.30 percent for life insurance. Meanwhile, the pre-mium of pension program is 5.7 percent of the wage received where 2 percent is paid by the worker and the remaining 3.7 percent by the employer. Then, health insurance amounts to 4.5 percent, where 4 percent is paid by the employer and the remaining 0.5 percent by the employee. (kmb27)

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

SEMARAPURA - Many highlights to the damage of Batu Melawang Cave draw the attention of a foreign cin-ematographer. Jungle Run Production House from the United States intends to make a documentary film on the Batu Melawang Cave as the object even though it is in damaged condition. It is keen on the Batu Melawang Cave along with the swallow habitat producing bird nests all the time.

The plan of making the documentary film was confirmed by the Managing Director of the PDNKK, Wayan Suka-dana, Monday (Oct 27). The production house already submitted the permis-sion to Klungkung government. The documentary film would explore the ecotourism destination. Later on, the documentary film would be aired at travel channel televisions in the United States.

When making an audience with the Regent of Klungkung, I Nyoman Su-wirta, recently Desak Hartati represent-ing the Jungle Run Production House said the shooting object was taken at Batu Melawang Cave based on the consideration that Ceningan Island was still far behind the well-known tourist destination of Bali. “We hope that Batu Melawang Cave will become a new tourist destination in Bali,” she said.

Regent I Nyoman Suwirta allowed the production house to make the Batu Melawang Cave the object of the docu-mentary film shooting. Even, Regent

Suwirta also offered a number of other interesting places in Nusa Penida such as mangrove forest and marine life of the KKP Nusa Penida for similar object as well as the cluster of tiny islands nearby.

Meanwhile, I Wayan Sukadana participating in the audience said that when the documentary film had been completed, it would also be used as a means to demonstrate to policy holders, such as the House, local government and others about the actual contents inside the swallow habitat in the Batu Melawang Cave, Ceningan. Thus, it could make more comprehensive deci-sion in the development or conservation efforts of the Batu Melawang Cave.

After obtaining permission, the pro-duction house and the PDNKK made a survey at the site on Thursday (Oct 23). At that time, it was known if the mouth of the cave had collapsed as crashed by waves. So, a repair should be made to the entrance stairs and some equipment to get to the location. Meanwhile, the damage at the entrance had been re-solved. The PDNKK already made im-provement to the facility at the entrance into the cave. He asserted the swallow cave had been ready for the documen-tary film shooting although the entrance access was quite difficult.

As scheduled, the shooting in the cave would be conducted on Novem-ber 8-10, 2014. It would be carried out simultaneously with the second phase of the bird’s nest harvest this year by the county-owned company. (kmb31)

LAS VEGAS — MGM Resorts International and the organizers of Rock in Rio USA announced addi-tions to the music festival’s lineup Monday and offered a glimpse of what to expect when the event comes to Las Vegas next year.

Bruno Mars and Ed Sheeran will join Taylor Swift, Metallica and No Doubt performing on the main stage during the festival, which takes place May 8-9 and May 15-16. Singer Joss Stone also is slated to perform.

The announcement and debut of the festival’s look came complete with a magician, tap dancers, a fire-thrower and musical acts performing in front of building facades resembling streets in the United States, Brazil and the United Kingdom.

Luis Justo, CEO of Rock in Rio, said the festival is intended to be an “immersive” experience. A Ferris wheel and 64-foot-high (20-meter) zip line are also planned for the site.

The venue will accommodate 85,000 general admission ticket-holders each day and 4,000 VIPs, organizers said. A pre-sale last month attracted ticket-buyers from 32 different countries, Justo said.

The 37-acre (15-hectare) open-air venue stretching from the corner of Las Vegas and Sahara boulevards next to the Circus Circus Resort is being built by MGM Resorts in concert with Cirque du Soleil and The Yucaipa Cos. investment firm.

When Rock in Rio and its “City of Rock” street facades leave after next year’s shows, the venue will be used for other concerts, food festivals and sporting events year-round, said Chris Baldizan, senior vice president of entertainment for MGM Resorts.

“This is a monumental task,” Baldizan said of turning the large swath of dirt into an outdoor enter-tainment venue. Tickets are expected to go on sale in January.

Taylor Swift goes pop for giant release

Swift, who moved as a child to Nashville and released a debut album with a country base when she was just 16, shifts firmly into pop mode on the latest album by trading her guitar for a synth sound that would, in fact, have sounded familiar in 1989.

Swift -- whose breakups with celebrity boyfriends have delighted tabloids -- once again taps into her personal life for her lyrics, but on “1989” the tone is often cheeky and plainly cognizant of the media glare upon her.

“I go on too many dates / But I can’t make ‘em stay / At least that’s what people say,” she sings with a chuckle on the al-bum’s first single “Shake It Off,” which is driven by an infectious funk rhythm.

Swift teamed up for “Shake It Off” and several other “1989” tracks with the Swed-ish producers Max Martin and Shellback, who worked with her on “We Are Never Ever Getting Back Together,” her chart-topping song from her last album “Red” in 2012.

Martin has written or co-written some of the major hits of the past 20 years by bubblegum pop stars such as the Backstreet Boys, ‘N Sync and Britney Spears.

Swift, appearing Monday on ABC’s “Good Morning America” to promote the album, declared that “1989” was her best work.

“I think it’s always important to remind your fans why they started listening to you in the first place but, on a new album, give them something truly new,” she said.

“I could have made ‘Red’ twice, done the same thing over again. Instead, I decided to go in a completely different direction,” she said.

Swift is not the only one hoping that “1989” will take off. So far, this year is on course to be the first in memory without an album go-

ing platinum -- the certification of selling more than one million -- although the 2013 soundtrack to the Disney movie “Frozen” has done so in the course of 2014.

Overall album sales are down by 14 percent compared with last year, according to industry journal Billboard. The reasons are hotly debated, with some artists and promoters blaming streaming services that discourage casual listeners from buying full albums.

Billboard said the industry was forecasting that Swift’s album would sell 800,000 to 900,000 copies in its first week, which would make it the biggest release since Justin Timberlake’s “The 20/20 Experience” in March 2013.

The album leaked online several days in advance. It was listed on file-sharing sites by the title “album inconnu,” French for “unknown album,” raising suspicion that the leak occurred in the French-speaking world.

But many fans insisted on so-cial media that they would wait for Monday’s official worldwide release, a loyalty that may be attributed to the star’s assidu-ous attempts to cultivate her “Swifties.”

Swift has enclosed five different sets of Polaroid pic-tures in the CDs as a way to encourage collectors. Early buyers of the CD are given codes for a lottery to meet Swift, who is also collabo-rating with a fast food chain and soft drink maker for the album’s release.
