BEVERLY HILLS, Calif. — Police in Beverly Hills say Chris Brown es-caped injury after crashing his Porsche into a wall while being chased by paparazzi. Lt. Lincoln Hoshino said the collision occurred around noon Saturday. Brown told police that he lost control of his black Porsche during the chase.

Hoshino said police will investigate the incident. He said he didn’t know whether the paparazzi in the pursuing vehicles have been identified. A call to Brown’s lawyer was not immediately returned. The crash came a day before the Grammy Awards, where Brown is up for best urban contemporary album.

The Bergmans, who wrote “The Way We Were,” turned in a romantic acceptance speech, adding another special moment to a partnership that produced some of our most well-known songs. “I just want to say this in public: I’m married to the most remarkable woman in the world,” Alan Bergman said. “Oh, cut it out,” Marilyn Berman responded.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Mangupura (Bali Post)—Tourist transportation system ur-

gently needs addressing. It is based on the consideration if the existing system is unable to provide comfort for users.

A legislator of the Badung House, Wayan Suyasa, said on Friday (Feb 8) that traveling aimed to relax. By all means, Badung in particular and Bali in general as a world tourist destination should provide a sense of comfort for travelers, where one of which was the transport. He pointed out that tourist buses were considered not to provide a sense of comfort. It was visible from small space among the seats whereas physically the body size of travelers was larger and higher. Similarly, the interior design should also separate the driver and passenger space.

This secretary of the PDI-P fac-tion of the Badung House revealed that some drivers of tourist transport did not put on name card. Even, it did not display the logo and company

name on the body of vehicle or the name of tourist accommodation es-tablishment. “Identity is actually a necessity so that users can feel safe and comfortable,” he said.

“Medium and low-income in the North and East Bali should be improved because when talking about equality it should be seen in terms of the Community Devel-opment Index, not on the growth achieved. It can be started from improving public health, education and income,” said Prof. Ramantha in Denpasar, Thursday (Feb 7).

According to him, the HDI was an indicator describing how the residents of an area had the opportunity to access the results of development as part of their rights in income, health, educa-tion and so on. The HDI value indicated how far the region had achieved the specified objectives namely the life expectancy of 85 years, basic education for all people without exception as well

as the level of spending and con-sumption having reached a decent standard of living.

“To achieve this, the portion of regional budget of Bali Province should be directed to counties still experiencing imbalance. All this time, the regional budget is allotted evenly, so that the rich regions are getting richer while the poor ones are getting poorer,” he said.

Prof. Ramantha advised that whoever would be elected to lead should think of the eco-nomic progress of Bali did not cling to the economic growth, but to the equity and economic stability. Equalization in terms of per capita income should be attempted between the people in Northern Bali such as the Bule-leng, Jembrana, Karangsem and

Klungkung County and those in Southern Bali such as Badung, Denpasar and Gianyar.

“At the moment, 40 percent of Bali’s population is categorized into low-income and poor. Even, those categorized into the medium-income only earn IDR 1.2 million whereas to meet the current needs the income of IDR 2 million is not sufficient,” he said.

He said it would become home-work for next elected leader. “The provincial, county and municipal government should have synergy. It is not enough with the vision and mission in the province, but it is required a coordination between the provincial and county/munici-pal government. BEIJING — The annual Lunar New Year fireworks barrage in Beijing was notably muted Sunday following government appeals to reduce the smoky celebrations after air pollution rose to near catastrophic levels over recent weeks.

Saturday fell 37 percent over the same period last year, from 410,000 cartons to just 260,000, the official Xinhua News Agency reported, citing figures from the city government. The city authorized 1,337 fireworks stands this year, down from 1,429 last year, and allowed 750,000 cartons of fireworks to go on sale, down from 810,000.

The Beijing Daily, the city govern-ment’s official newspaper, carried ap-peals last week for residents to hold off on fireworks celebrations, saying not doing so would significantly worsen levels of PM2.5 particle pollution forecast to be in the hazardous zone. City environmental bureau readings showed levels well above 200 in most parts of the city Sunday, dangerous but still well below readings of more than 700 seen last month, when Beijing experienced 23 days of smog, up from 10 the previous January.

Beijing was largely helpless in the face of the January smog, while schools canceled outdoor activities, some factories closed and govern-ment cars were ordered off the streets. Scores of people, especially the young and elderly, were treated at hospital for respiratory problems, elevated blood pressure, and heart complaints.

Last year’s fireworks display created a thick haze that sent 2.5 microgram pollution levels as high as 1,500.

Beijing on Saturday night also saw just 25 injuries and 83 fire emer-gencies related to fireworks, down almost 29 percent and 45 percent, respectively, from last year.

Beijing permits fireworks displays over a 16-day period surrounding the Lunar New Year, but largely restricts them to suburban areas outside the

The Head of Bali Revenue Service, Wayan Suarjana, said that based on the data of the Bali Manpower and Resettle-ment Agency the existence of foreign workers employed in various companies in Bali reached over 1,700 people. Each month, the company or agency employ-ing the foreigners should pay a levy worth IDR 1 million per person. In the calcula-tion, it could obtain IDR 20 billion per year. “Currently, we do not have a legal instrument to charge them,” he said.

The levies that should have been col-lected, added Suarjana, ultimately could not be collected by Bali government though central government had handed over the authority to local government. Thus, Bali lost revenue from the levy

charged to companies employing foreign workers. If calculated until the end of February, the lost revenue reached IDR 2-3 billion.

Meanwhile, Chairman of Special Committee of the meeting on foreign worker permit renewal of the Bali House, Gusti Putu Budiarta, conveyed the levies should have been able to be collected. However, the bylaw used as a legal instrument for the levy collection to foreign workers in Bali had not accom-plished. “We will boost it and hopefully it could be accomplished next March,” he promised.

This PDI-P politician doubling as a member of Commission II of the Bali House added that previously the levy of foreign workers in Bali was collected by central government. Therefore, all the funds went to central government while Bali got nothing. After the issuance of Law No.28/2009 and Government Regu-lation No.97/2012, central government handed over the whole authority to local government. “Unfortunately, we cannot have accomplished the legal instrument early in 2013 so that we lose some rev-enues,” he explained.

would not apply retroactively. Thus, when the regulation completed the col-lection would be implemented. “If can be completed in March, the income can just be reported on the budget amendment 2013,” he concluded.

Meanwhile, the functional official of work conveyor, Bali Manpower and Resettlement Agency, Ayu Pijaya Ma-nila, said the government had designed a circular delivered to companies hiring foreign workers, immigration office is-suing the limited residential permit and Bank BNI formerly serving as recipient of the BPKK putting it into state treasury. “We have delivered orally the issue and affirmed with circular,” she said.

She added, Provincial Investment Board (BPMP) Bali also issued a statement provided for companies hiring foreign workers carrying that before the existence of regional bylaw on renewal of foreign worker permit (IMTA), companies were allowed not pay the levy because there was no legal instrument. However, the company had to pay it later when the regulations had been enforced. “Therefore, based on the statement, the company has a debt to be paid after the regulations enforced. Moreover, the Law No.10/2009 on Tourism mandated the local government through the Bali Government Tourism Office to facilitate the formation of two agencies namely the Tourism Industry Association of Indonesia (GIPI) and Regional Tourism Promotion Board (BPPD).

A member of the Indonesian Tourism Pro-motion Board (BPPI), Nyoman Kandia, said that Bali as a world tourist destination was actually less observant if it was unable to immediately form the BPPD. Stakeholders of Bali tourism should immediately propose to government the establishment of the BPPD. “Bali must take action faster in promoting Bali tourism. Bali is Indonesia’s tourist entrance. He said Obama’s plans are to allow severe cuts in U.S. defense spending, which would limit the capability of the U.S. military to respond to future foreign crises well after Obama has left office.

“He is today ... establishing what limitations will be on future presidents,” Cheney said.

Cheney noted that the security situation in the Middle East and North Africa has worsened under Obama’s watch with Iran actively pursuing nuclear weapons and

with turmoil in Egypt, Syria, Mali and elsewhere.

“That part of the world is as dangerous now as it has ever been,” he said.

The Obama administration’s response has been to pull back U.S. military presence and influ-ence, resulting in rising mistrust of the U.S. from allies such as Is-rael and Saudi Arabia, he said.

Despite Obama’s re-election victory, Cheney said he hopes Republicans can revive their political fortunes by holding to conservative principles.

“I believe we’re all going to pull together, work hard, dig in and do what needs to be done,” he said.

Cheney, who received a heart transplant about a year ago, ap-peared fit, although his voice turned hoarse on occasion during his half-hour speech.

access to the video-sharing website YouTube for 30 days for carrying an anti-Islam film that caused deadly riots across the world.

Judge Hassouna Tawfiq ordered YouTube blocked for carrying the film, which he described as “offensive to Islam and the Prophet (Muhammad).” He made the ruling in the Egyptian capital where the first protests against the film erupted last September before spreading to more than 20 countries, killing more than 50 people.

The ruling however can be appealed, and based on precedent, might not be enforced. A spokeswoman for YouTube’s parent company, Google, said in a statement that the firm had “received nothing from the judge or govern-ment related to this matter.”

The 14-minute trailer for the movie “Innocence of Muslims” portrays Islam’s Prophet Muhammad as a religious fraud, womanizer and pedophile. It was produced in the United States by an Egyptian-born Christian who’s now a U.S. citizen.

Egypt’s new constitution includes a ban on insulting “religious messengers and prophets.” Broadly worded blasphemy laws were also in effect under former President Hosni Mubarak prior to his ouster in a popular revolt two years ago.

Similar orders to censor pornographic websites deemed offensive have not been enforced in Egypt because of high costs associated with technical applications. Blocking YouTube might be easier to enforce, though it also can be circumvented by active Internet users.

Rights activists say Egypt’s ministry of communications and information technology has appeared unwilling to enforce such bans. The Cabinet spokes-man could not be immediately reached for comment.

Human rights lawyer Gamal Eid said the decision to ban YouTube stems in large part from a lack of knowledge among judges about how the Internet works. Activists say this has led to a lack of courtroom discussion on technical aspects of digital technology, leaving cases based solely on threats to national security and defamation of religion.

“This verdict shows that judges’ understanding of technology is weak,” Eid said. “The judges do not realize that one wrong post on a website does not mean you have to block the entire website.”

Eid, who is executive director at The Arabic Network for Human Rights Information, said the government should file an appeal and make it clear to judges that, at most, only specific pages on websites should be blocked.

His group released a statement saying that the decision to block YouTube is counterproductive, citing thousands of videos that seek to promote a better understanding of Islam and the Prophet Muhammad on the website.

Google declined requests to remove the video from the website last year, but restricted access to it in certain countries, including Egypt, Libya and Indonesia, because it said the video broke laws in those countries. At the height of the protests in September, YouTube was ordered blocked in several countries, including Iran, Pakistan and Afghanistan.

the establishment of Bali’s economy was still dominated by Badung County at 25.46 percent and then followed by Denpasar at 20.98 percent. “The slow-down also occurred in the agricultural sector, such as in the estate and forestry subsector,” he said.

It was explained the two sub-sectors respectively contracted by 5.16 percent and 1.36 percent, while livestock and fisheries sub-sector grew slowly by 1.02 percent and 0.74 percent.

“The GRDP of Bali increased by 6.65 percent in 2012 compared to the year 2011. The increase occurred in all eco-nomic sectors with the highest growth in the construction sector amounting to 18.67 percent and the lowest in the agricultural sector namely 3.37 percent,” he said.

He added the slowing down contri-bution of the agricultural sector was influenced by the increase in the role of the building sector, mining and quarrying, trade and services to the

Tabanan (Bali Psot)-The infrastructure of Tabanan seemed to keep on

in a worry state. This time, the Ketut Mario Build-ing seemed to have a no good public facilities as its walls full of vandalism, parts of it damaged, and its outdoor toilets almost collapsed along with its roofs. All windows were also missing, its wall paint peeling off, and ceilings had many spider webs as if no one is living there. Ironically the building kept being used for many regional activities.

The worst condition happened to the toilet nearby the south entrance where its roof falling off. Even so the toilet is still bein used and most of it was market visitors parking nearby the building. Weirdly what got fixed were only its paving of the road that circled the place. “It has been a long time it is damaged, not sure why,” on resident stated last Friday (8/2).

Head of Tabanan House of Representatives, Ketut “Boping” Suryadi has been worried of its condition as well when actually the plan to fix it has been discussed. Yet due to the city garden that wanted to be built first as the Regent and Central Government agreed. Which means to fix this building there has to be an agreement settled first. Based on the mas-terplan, Mario Building will be changed to a city activity space so it is one with the city garden to bring back the real use of it as the place for being creative and recreation. DENPASAR - Regional bylaw draft on local fruit protection has entered into serious formulation by involving various stake-holders, such as the special committee, academicians, agricultural observers, Customary Village General Assembly (MUDP), Hindu Dharma Council of Indonesia (PHDI), Indonesia Hotel and Res-taurant Association (PHRI) and related stakeholders, Friday (Feb 8) in the Bali Parliamentary Hall.

Division Head of Legal Affairs and Human Rights of PHDI Bali, Made Raka Suarna, judged the legislation draft contained anxiety. “From the beginning to finish, the content of legislation draft is almost inappropriate. We cannot accept them comfortably. Hopefully, we can re-examine the existence of the legislation draft,” he said.

Deputy Chairman of the MUDP Bali, Dewa Gede Ngurah Swasta, said the MUDP supported the spirit of preserving local fruits that showed the love to Bali because there were many lo-cal fruits becoming a pride of Balinese people. He reminded the regulation should bind and carry the obligation, prohibition and sanction. “This regional bylaw should be binding. It is unnecessary to make a regulation if it only suggests. Balinese people should be required to use local fruits in their ritual paraphernalia,” he said.

Meanwhile, the PHRI supported the legislation draft where one of the contents required the tourism players mainly star hotels to serve local fruits. The investment development averagely reaching 70 percent led to tourism so that the potential of local fruit absorp-tion was very high. Such potential should be worked on. “In Bali, there are 72,000 hotel rooms. If there is a synergy between the agriculture and tourism, it has a great potential,” said Chairman of the PHRI Badung, IGN Rai Suryawijaya. However, the PHRI asked for a guarantee on good quality, good price and continuity because so far the three aspects had become the obstacle.

Then, Secretary of the PHRI Bali, Perry Markus, said the use

of local fruits should not only be obliged to hotels but also to all other tourist accommodations. Related to the obligation of tourism players to use local fruits as criteria in determining the hotel classification, the PHRI asked it should be synchronized with the rules of the Ministry of Culture and Tourism also gov-erning the matter.

In addition, the PHRI also highlighted the Article 72 regard-ing the administrative sanction stating that those violating the regulations could be charged with a 2-year imprisonment or a fine of IDR 2 billion. His party questioned about to whom the sanction would be imposed because it was unclear, whether to individual or institution.

In line with the others, Chairman of the Indonesia Farmers Union (HKTI) Bali, Prof. Nyoman Supartha, said the regional bylaw draft on Local Fruit Protection still needed revising. Some chapters remained ambiguous to be understood, such as the scope of setting in Article 4 of the Regional Bylaw on Lo-cal Fruit Protection did not include the use of local fruits and processing. However, he greatly supported the establishment of the law protecting the agricultural products in Bali. “Armed with this regulation, local fruit growers cannot only produce the fruits, but also market the results in accordance with the market needs in Bali,” he said.

Meanwhile, Chairman of the Special Committee of Regional Bylaw on Local Fruit Protection, Nyoman Sugawa Korry, appre-ciated many inputs obtained in the meeting. Later on, the inputs would be used to perfect the legislation on local fruit protection before it was passed. Other than inputs delivered in the meeting, the community was also given the opportunity to share their suggestions for legislation draft by writing a letter addressed to special committee. “A team of experts will receive the inputs obtained for the sake of improving the legislation on local fruit protection. Later on, we will re-examine it after the revision,” said the member of Commission II, the Bali House. (kmb29)

“At the moment, Bali is facing a macroeconom-ic problem where the income distribution tends to be imbalanced in the era of regional autonomy,” he said on Friday (Feb 8). The most obvious, he said, was the imbalance among the region of counties/municipality and between the rural and urban ar-eas. The cause was no other than different potential of each region due to differences in the ability of the region to accelerate the development.

“A region that manages well and creatively the existing potential of development can evolve more rapidly than the other regions. It also happens to the disparity between rural and urban areas, where high urbanization rate causes the potential resources to shift to urban areas,” he explained.

In the future, a good leader should be more concerned with the development of Bali. Placing Bali as the main core of development was then filled with a diversity of the economic potential owned by each county/municipality, unlike what happened today tending to be sectoral and regional ego oriented.

As revealed by Murjana Yasa, another econo-mist doubling as the Dean of the Faculty of Eco-nomics, Warmadewa University, Gusti Ngurah Sanjaya, also said that master plan of the real potential owned by each region was one of the ways to realize the ideal. According to him, all this time the commitment of a leader to equalize the development was not a new thing, but had been classical through the times. However, it had not been fulfilled to date. Nevertheless, he surely welcomed the commitment of one of the candidate packages of the governor and deputy governor.

“The efforts to equalize the development can be reached by making a master plan of the real potential of each region. Armed with this, the leader will leap integrally and measurably and involve all the parties as well as never discrimi-nate based on ethnicity, sectoral and never act arrogantly,” he said.

He added the master plan was thoroughly im-portant considering the current condition of Bali seemed to have been messy in every field either in the field of construction, infrastructure, and other social aspects due to influences of arrogance, ethnocentrism, and inconsistence in enforcing the rules of leadership, minimizing bureaucratization and proximity to all society.

“If the principle of equitable development in its broadest sense can be realized, then I have confidence Bali as a bijou island will be victori-ous. On the contrary, if the style of our leader is not professional, religious, polite and dignified, I am sure that time will tell if Bali will just leave a memory,” he said. (kmb28)

NEW DELHI - India’s economy can “re-capture the magic” and return to high-growth of seven-to-eight percent in the next couple of years, picking up from decade-low expansion, the finance minister said on Saturday.

Earlier in the week, India’s Central Statistics Office (CSO) had projected that Asia’s third-largest economy will accelerate by five percent in the fiscal year ending in March -- its slowest rate in 10 years.

“There are signs of an upturn that will take us to a high growth path,” Finance Minister P. Chidambaram told reporters.

“We will climb back to a growth rate of between six to seven percent next year and then between seven-and-eight percent in the year after,” he said.

“We can recapture the magic of 2004-08. The average growth was 8.5 percent during that pe-riod,” he said.

The finance minister disputed the CSO’s growth estimate of five percent for the current financial year as too low.

“We believe growth will be closer to 5.5 per-cent,” Chidambaram said, as he unveiled a scheme to draw more investors into India’s growing stock market.

The International Monetary Fund last week forecast India’s economy would post growth of 5.4 percent in the financial year ending in March.

Last year, the economy grew by 6.2 percent but even that rate, while enviable by anaemic Western standards, is insufficient to create the jobs India needs to provide work for its balloon-ing population.

An eight percent growth rate is imperative to generate jobs, Chidambaram said.

“The measures we have taken... and will take in the coming days will put India onto the eight percent path,” said the minister, who is due to present the budget for the coming financial year at the end of the month.

The Congress-led coalition government has introduced a string of measures since September to encourage foreign investment in key sectors and reduce subsidies, which have led to a ballooning fiscal deficit.

India’s economy has slowed sharply due to high interest rates, Europe’s debt crisis and slug-gish investment caused by domestic and overseas concerns about policy-making and corruption.

On a positive note, Chidambaram said the CSO’s growth forecast was higher than a decade ago in 2002-03 when the economy grew at four percent.

“I have no doubt in my mind that we will come out of this trough,” he said.

As India gears up for national elections due in 2014, the government is under increasing pressure to kick-start the economy before facing voters.

The currency issue has been revived by Japan and is beginning to cause concern in some quarters in Europe.

France will raise the issue of the strengthening euro at a meeting of eurozone finance ministers on Mon-day. Then a meeting of G20 ministers is likely to focus on the big picture in Moscow on Friday and Saturday.

Eurozone finance ministers, meet-ing as the Eurogroup in Brussels on Monday, hold their first session under their new president Jeroen Dijssel-bloem of the Netherlands against a background of calmer conditions for their debt crisis.

Dijsselbloem has taken over from Jean-Claude Juncker of Luxembourg who chaired the meetings throughout the global financial crisis and then the eurozone debt turmoil.

This meeting is not expected to take any decisions either on help to debt-stricken Cyprus in the run-up to next

week’s presidential election there; or on the creation of a banking union, still the subject of intense negotiations.

The main focus of discussion is likely to be the rise of the euro: French Finance Minister Pierre Moscovici called last week for a debate on the euro’s exchange rate.

France is worried that the strength-ening euro makes eurozone exports look more expensive and could under-mine government efforts to improve the competitive position of French industry and services. The Socialist administration is already grappling with weak growth and a big trade deficit.

France wants the eurozone to arm itself with a policy for the foreign ex-change rate. The external value of the euro should not be left to market forces of the moment, French President Fran-cois Hollande has argued.

Bank however, are keen to nip the debate in the bud, arguing that the Eu-ropean currency is not over-valued.

The ECB has statutory indepen-dence in managing monetary policy and its main obligation is to ensure price stability.

While the exchange rate is one of many factors affecting inflationary pressures, any targeting of an ex-change rate would potentially interfere with the money supply and therefore monetary policy.

ECB president Mario Draghi was nevertheless cautious on Thursday about the strength of economic recov-ery in the eurozone. Many analysts saw his remarks as an attempt to talk down the rise of the euro.

If so, he succeeded: the euro was being quoted at $1.33 at the end of the week having risen a few days earlier to the highest level for 14 months and above $1.37.

Home Secretary R.K. Singh told reporters that Mohammed Afzal Guru was executed early Saturday morning at New Delhi’s Tihar prison.

“It was the law taking its course,” Singh said.

Guru was given a Muslim burial in the prison compound, Press Trust of India news agency reported. His family in the India’s Jammu-Kashmir state has demanded that his body be handed over, but that seems unlikely given the highly sensitive nature of the execution.

Guru had been on death row since first being convicted in 2002. Subse-quent appeals in higher courts were also rejected, and India’s Supreme Court set an execution date for Oc-tober 2006. But his execution was delayed after his wife filed a mercy petition with India’s president. That petition, the last step in the judicial process, was turned down earlier this week.

Several rights groups across India and political groups in Indian Kashmir have said that Guru did not get a fair trial.

“Serious questions have been raised about the fairness of Afzal Guru’s trial,” Shashikumar Velath, Amnesty International India’s pro-grams director, said in a statement.

“He did not receive legal representa-tion of his choice or a lawyer with adequate experience at the trial stage. These concerns were not ad-dressed.”

Protests broke out Saturday in at least four parts of Indian Kashmir, including the northwestern town of Sopore, which was Guru’s home. Scores of protesters chanting slo-gans including “We want freedom” and “Down with India” defied a curfew and clashed with police and paramilitary troops, who opened fire. Four protesters sustained bul-let wounds and one of them was in critical condition, a senior police officer said on customary condition of anonymity.

Thousands of police and para-military troops fanned out across the state preparing for more protests and violence following the announce-ment of the execution. A curfew was also imposed in most parts of Indian Kashmir, and cable television chan-nels were cut off in the region.

About 30 Kashmiri students and anti-death penalty activists clashed with Indian police and right-wing Hindu groups in New Delhi. Most of the protesters were detained by the police.

of the All Parties Hurriyat Confer-ence, an umbrella organization of separatist political and religious groups, a police officer said on condition of anonymity because he wasn’t authorized to speak to reporters.

The group called for four days mourning in the disputed region and called Guru’s hanging “an attack on the collective conscience of the Kashmiri people.”

“We appeal to the people to rise in one voice and protest this aggressive act so that it’s known to everyone that even if the heads of Kashmiris are cut, they’ll never bow under any circumstances,” the group said in a statement.

The statement said that Indian Kashmir’s chief cleric, Mirwaiz Umar Farooq, who also heads the separatist alliance, was detained in New Delhi and not allowed to travel to Srinagar, the main city of Indian Kashmir. Another top separatist leader, Syed Ali Geelani, was also detained in the Indian capital, ac-cording to news reports.

When Guru’s death sentence was handed down by India’s Supreme Court it sparked protests in Kashmir, and the state government has warned that his execution could destabilize the volatile Himalayan region.

BERLIN — Germany’s education minister resigned Saturday after a university decided to withdraw her doctorate, finding that she plagiarized parts of her thesis — an embarrassment for Chan-cellor Angela Merkel’s government as it prepares for elections later this year.

Merkel said she had accepted “only with a very heavy heart” the resignation of Annette Schavan, who has been her education and research minister since 2005 and was considered close to the chancellor.

Schavan’s resignation comes only two years after then-Defense Minister Karl-Theodor zu Guttenberg lost his doctorate and quit when it emerged that he copied large parts of his doctoral thesis. Schavan said at the time she was “ashamed” of that affair.

On Tuesday, an academic panel at Duesseldorf’s Heinrich Heine University voted to revoke Schavan’s doctorate following a review of her 1980 thesis, which dealt with the formation of conscience. The review was undertaken after an anonymous blogger last year raised allegations of plagiarism, which the minister denies.

“I will not accept this decision and will file suit against it — I nei-ther copied nor deceived in my dissertation,” she told reporters, speak-ing alongside Merkel at a brief news conference. “The accusations, as I have said over the past weeks and months, hurt me deeply.”

Schavan made clear that she was going to prevent the issue turn-ing into a festering problem for her party, and the government, as Germany gears up for parliamentary elections on Sept. 22 in which the conservative Merkel will seek a third term.

Schavan, 57, a member of Merkel’s Christian Democratic Union, announced her decision after returning from an official trip to South Africa during which, she said, she thought “thoroughly about the political consequences.”

“If a research minister files a suit against a university, that of course places strain on my office, the ministry, the government and the CDU as well,” she said. “And that is exactly what I want to avoid.”

Merkel offered lengthy praise of Schavan’s “exceptional” per-formance as a minister, adding that “at this time, she is putting her own personal well-being behind the common good.”

Schavan will be replaced by Johanna Wanka, 61, the outgoing regional education minister in the state of Lower Saxony, Merkel said. That state’s conservative-led government narrowly lost a re-gional election to the center-left opposition last month.

Doctorates are highly prized in Germany, where it is not unusual for people to insist on being referred to by their full academic title. Reflecting that tradition, Merkel — herself a doctor, as are several of her senior ministers — referred to Schavan’s successor by her full academic title, “Prof. Dr. Johanna Wanka.”

CHARLEROI, Belgium — A small private plane crashed south of Brussels on Saturday, killing five members of a family including three small children, according to Belgian news reports.

The plane had a problem on takeoff, immediately tried to return to the airport in Charleroi, but crashed beside the runway, the website of the newspaper Le Soir reported.

According to the news website sudinfo.be, the victims were a 68-year-old grandfather, his 39-year-old daughter-in-law, and his three grandchildren, aged 7, 6 and 3. The victims were from Brussels, and the children’s father was on his way to the airport, news reports said.

The accident is reported to have taken place around 10 a.m. local time, 0900GMT. The airport has been closed until further notice, its website says. Photographs showed the plane to be partially disinte-grated.

Belgian Prime Minister Elio Di Rupo expressed his condolences on Twitter, as did Didier Reynders, the country’s foreign minister.

David Gering, a spokesman for Brussels South Airport, told the broadcaster RTBF that an investigation into the cause of the crash was under way. Charleroi is about 35 miles (60 kms) south of Brussels.

an open field, defusing explosives, releasing hostages, handling victims and onlookers in an anti-terrorist operation.

Code-named “Latin III” the exer-cise was the first held outside Java.

Sulawesi has been considered vulnerable to terrorism such as in Poso district and Makassar city.

Mbai hoped through the ex-ercise forces could get a clearer picture of various aspects in ter-rorism fight for finding the best method to deal with it.

After decades of repression under the dictatorship of Su-harto, who rose to power after a bloody purge of communists and Chinese in the late 1960s, Chinese-Indonesians are now accepted in mainstream society of the largely Muslim nation.

Lunar New Year is also now a public holiday in Indonesia, where it is known as “Imlek”.

But a local leader of the coun-try’s top Muslim clerical body has declared the celebration “haram” (forbidden), saying its rituals are tied up with Buddhist practices, particularly those that take place in temples.

“We cannot separate religion from culture, so we’re being cautious,” Zainal Arifin, head of the Indonesian Ulema Council in the city of Solo, told AFP.

“And if it’s part of a religious ritual, we must not celebrate it. It’s the same case with Christ-mas and other religious celebra-tions.”

The hardline Islamic De-fenders Front (FPI) said clerics would spread the message to Muslims through mosque loud-speakers, and warn Chinese-In-donesians not to invite Muslims to celebrations.

But ethnic Chinese leaders say such comments about a tra-ditional festival are illogical and a sign of outdated thinking in some Islamic organisations.

“Chinese New Year is not a religious celebration and it’s especially not a Buddhist cel-ebration,” said Andrew Susanto, president of the Chinese-Indo-nesian Youth Association.

He said marking the Lunar New Year was no different to celebrating the new year in other cultures.

“I don’t think that’s what most Indonesians think,” he said, adding the festivities have over time become an Indonesian tradition.

Despite the cleric’s com-ments, a Javanese-style Lunar

New Year celebration was held in Solo last week, with thou-sands joining a procession akin to those commemorating Islamic holidays.

Local monks released 888 songbirds and catfish -- eight being a lucky Chinese number -- and distributed cakes to the jovial crowd.

Chinese-Indonesians make up around nine million of the nation’s 240 million people, most practising Christianity, Buddhism or Confucianism.

Suharto, who ruled Indonesia with an iron fist for more than three decades until 1998, banned Chinese languages and symbols, and forced Chinese-Indonesians to change their names.

His rule began after an anti-Communist purge in 1965-1966, in which at least 500,000 people considered communists or sym-pathisers -- many Chinese -- were killed and others tortured. Rights activists say two million perished.

Abdurrahman Wahid, an Is-lamic religious leader and politi-cian who became the first elected president after Suharto stepped down, lifted the ban on Chinese culture in 2000, allowing ethnic Chinese to once again openly celebrate Lunar New Year.

In Glodok -- Jakarta’s China-town which was reduced to rub-ble in the 1998 riots at the end of Suharto’s rule -- two Muslim women wearing headscarves soaked up the atmosphere, as vendors sold traditional red money envelopes and cobra oil to mark the Year of the Snake.

“I’m Muslim, so I don’t my-self take part in celebrations,” said one of the women, Widi Astudi, 37, as she visited a Bud-dhist temple Friday.

“But Indonesia is a tolerant country, and the Chinese here are Indonesians, so there’s no harm in visiting the temples and apprecia t ing how they celebrate.”

JAKARTA - Indonesian police said Thursday they had arrested seven women involved in an alleged child trafficking ring suspected of selling dozens of babies since the 1990s, some of them in Singapore.

“We arrested seven women in-volved in buying and selling babies in early January in West Jakarta,” city police spokesman Rikwanto told AFP.

“They included midwives and we think there are more people in-

volved. Based on interrogations, we believe this ring has been operating since the 90s.”

Rikwanto, who goes by one name, said that police suspected babies plucked from Indonesian hospitals and given false identities were listed on the manifests of sev-eral flights to Singapore and were likely being sold there.

“Our investigation has found that the women would buy the babies from poor mothers, prom-ising financial incentives and telling them the babies would

live better lives with wealthier families,” he said.

The suspects bought the babies for between $1,500 and $2,000 de-pending on their “beauty and health condition” and sold them for up to $8,250, with boys fetching higher prices, Rikwanto said.

Police last month investigated an advertisement offering two babies for sale at $1,000 each on the popular auction and shopping website Tokobagus.com. Rikwanto said the two investigations were not connected.

Striker Mahamadou Samassa opened the scoring with a header in the 21st minute, captain Sey-dou Keita added to the lead with a close-range shot in the 48th, and Sigamary Diarra sealed the victory in stoppage time, ending Mali’s emotional campaign.

Kwadwo Asamoah scored for Ghana in the 82nd. Ghana mid-fielder Wakaso Mubarak missed a penalty kick early in the second half, his first miss in four spot-kicks at this African Cup.

“Unfortunately Paul had a very bad reaction to the detox and the clinic decided that as a precaution it was best to transfer him to hospital... where he went into intensive care so they could monitor him 24/7,” Mabbutt told Sky Sports.

“I spoke to Paul’s medical team this morning here in the UK, they have spoken to Paul and he’s recovering from the situation and hopefully will be back into the clinic soon and continuing with his rehab,” the former Tottenham captain added.

Home Secretary R.K. Singh told reporters that Mohammed Afzal Guru was executed early Saturday morning at New Delhi’s Tihar prison.

“It was the law taking its course,” Singh said.

Guru was given a Muslim burial in the prison compound, Press Trust of India news agency reported. His family in the India’s Jammu-Kashmir state has demanded that his body be handed over, but that seems unlikely given the highly sensitive nature of the execution.

Guru had been on death row since first being convicted in 2002. Subse-quent appeals in higher courts were also rejected, and India’s Supreme Court set an execution date for Oc-tober 2006. But his execution was delayed after his wife filed a mercy petition with India’s president. That petition, the last step in the judicial process, was turned down earlier this week.

Several rights groups across India and political groups in Indian Kashmir have said that Guru did not get a fair trial.

“Serious questions have been raised about the fairness of Afzal Guru’s trial,” Shashikumar Velath, Amnesty International India’s pro-grams director, said in a statement.

“He did not receive legal representa-tion of his choice or a lawyer with adequate experience at the trial stage. These concerns were not ad-dressed.”

Protests broke out Saturday in at least four parts of Indian Kashmir, including the northwestern town of Sopore, which was Guru’s home. Scores of protesters chanting slo-gans including “We want freedom” and “Down with India” defied a curfew and clashed with police and paramilitary troops, who opened fire. Four protesters sustained bul-let wounds and one of them was in critical condition, a senior police officer said on customary condition of anonymity.

Thousands of police and para-military troops fanned out across the state preparing for more protests and violence following the announce-ment of the execution. A curfew was also imposed in most parts of Indian Kashmir, and cable television chan-nels were cut off in the region.

About 30 Kashmiri students and anti-death penalty activists clashed with Indian police and right-wing Hindu groups in New Delhi. Most of the protesters were detained by the police.

Police in Indian Kashmir on Sat-urday also detained several leaders

of the All Parties Hurriyat Confer-ence, an umbrella organization of separatist political and religious groups, a police officer said on condition of anonymity because he wasn’t authorized to speak to reporters.

The group called for four days mourning in the disputed region and called Guru’s hanging “an attack on the collective conscience of the Kashmiri people.”

“We appeal to the people to rise in one voice and protest this aggressive act so that it’s known to everyone that even if the heads of Kashmiris are cut, they’ll never bow under any circumstances,” the group said in a statement.

The statement said that Indian Kashmir’s chief cleric, Mirwaiz Umar Farooq, who also heads the separatist alliance, was detained in New Delhi and not allowed to travel to Srinagar, the main city of Indian Kashmir. Another top separatist leader, Syed Ali Geelani, was also detained in the Indian capital, ac-cording to news reports.

When Guru’s death sentence was handed down by India’s Supreme Court it sparked protests in Kashmir, and the state government has warned that his execution could destabilize the volatile Himalayan region.

BERLIN — Germany’s education minister resigned Saturday after a university decided to withdraw her doctorate, finding that she plagiarized parts of her thesis — an embarrassment for Chan-cellor Angela Merkel’s government as it prepares for elections later this year.

Merkel said she had accepted “only with a very heavy heart” the resignation of Annette Schavan, who has been her education and research minister since 2005 and was considered close to the chancellor.

Schavan’s resignation comes only two years after then-Defense Minister Karl-Theodor zu Guttenberg lost his doctorate and quit when it emerged that he copied large parts of his doctoral thesis. Schavan said at the time she was “ashamed” of that affair.

On Tuesday, an academic panel at Duesseldorf’s Heinrich Heine University voted to revoke Schavan’s doctorate following a review of her 1980 thesis, which dealt with the formation of conscience. The review was undertaken after an anonymous blogger last year raised allegations of plagiarism, which the minister denies.

“I will not accept this decision and will file suit against it — I nei-ther copied nor deceived in my dissertation,” she told reporters, speak-ing alongside Merkel at a brief news conference. “The accusations, as I have said over the past weeks and months, hurt me deeply.”

Schavan made clear that she was going to prevent the issue turn-ing into a festering problem for her party, and the government, as Germany gears up for parliamentary elections on Sept. 22 in which the conservative Merkel will seek a third term.

Schavan, 57, a member of Merkel’s Christian Democratic Union, announced her decision after returning from an official trip to South Africa during which, she said, she thought “thoroughly about the political consequences.”

“If a research minister files a suit against a university, that of course places strain on my office, the ministry, the government and the CDU as well,” she said. “And that is exactly what I want to avoid.”

Merkel offered lengthy praise of Schavan’s “exceptional” per-formance as a minister, adding that “at this time, she is putting her own personal well-being behind the common good.”

Schavan will be replaced by Johanna Wanka, 61, the outgoing regional education minister in the state of Lower Saxony, Merkel said. That state’s conservative-led government narrowly lost a re-gional election to the center-left opposition last month.

Doctorates are highly prized in Germany, where it is not unusual for people to insist on being referred to by their full academic title. Reflecting that tradition, Merkel — herself a doctor, as are several of her senior ministers — referred to Schavan’s successor by her full academic title, “Prof. Dr. Johanna Wanka.”

CHARLEROI, Belgium — A small private plane crashed south of Brussels on Saturday, killing five members of a family including three small children, according to Belgian news reports.

The plane had a problem on takeoff, immediately tried to return to the airport in Charleroi, but crashed beside the runway, the website of the newspaper Le Soir reported.

According to the news website sudinfo.be, the victims were a 68-year-old grandfather, his 39-year-old daughter-in-law, and his three grandchildren, aged 7, 6 and 3. The victims were from Brussels, and the children’s father was on his way to the airport, news reports said.

The accident is reported to have taken place around 10 a.m. local time, 0900GMT. The airport has been closed until further notice, its website says. Photographs showed the plane to be partially disinte-grated.

Belgian Prime Minister Elio Di Rupo expressed his condolences on Twitter, as did Didier Reynders, the country’s foreign minister.

David Gering, a spokesman for Brussels South Airport, told the broadcaster RTBF that an investigation into the cause of the crash was under way. Charleroi is about 35 miles (60 kms) south of Brussels.

Code-named “Latin III” the exer-cise was the first held outside Java.

Mbai hoped through the ex-ercise forces could get a clearer picture of various aspects in ter-rorism fight for finding the best method to deal with it.

After decades of repression under the dictatorship of Su-harto, who rose to power after a bloody purge of communists and Chinese in the late 1960s, Chinese-Indonesians are now accepted in mainstream society of the largely Muslim nation.

Lunar New Year is also now a public holiday in Indonesia, where it is known as “Imlek”.

But a local leader of the coun-try’s top Muslim clerical body has declared the celebration “haram” (forbidden), saying its rituals are tied up with Buddhist practices, particularly those that take place in temples.

“We cannot separate religion from culture, so we’re being cautious,” Zainal Arifin, head of the Indonesian Ulema Council in the city of Solo, told AFP.

“And if it’s part of a religious ritual, we must not celebrate it. It’s the same case with Christ-mas and other religious celebra-tions.”

The hardline Islamic De-fenders Front (FPI) said clerics would spread the message to Muslims through mosque loud-speakers, and warn Chinese-In-donesians not to invite Muslims to celebrations.

But ethnic Chinese leaders say such comments about a tra-ditional festival are illogical and a sign of outdated thinking in some Islamic organisations.

“Chinese New Year is not a religious celebration and it’s especially not a Buddhist cel-ebration,” said Andrew Susanto, president of the Chinese-Indo-nesian Youth Association.

He said marking the Lunar New Year was no different to celebrating the new year in other cultures.

“I don’t think that’s what most Indonesians think,” he said, adding the festivities have over time become an Indonesian tradition.

New Year celebration was held in Solo last week, with thou-sands joining a procession akin to those commemorating Islamic holidays.

Chinese-Indonesians make up around nine million of the nation’s 240 million people, most practising Christianity, Buddhism or Confucianism.

Suharto, who ruled Indonesia with an iron fist for more than three decades until 1998, banned Chinese languages and symbols, and forced Chinese-Indonesians to change their names.

In Glodok -- Jakarta’s China-town which was reduced to rub-ble in the 1998 riots at the end of Suharto’s rule -- two Muslim women wearing headscarves soaked up the atmosphere, as vendors sold traditional red money envelopes and cobra oil to mark the Year of the Snake.

“I’m Muslim, so I don’t my-self take part in celebrations,” said one of the women, Widi Astudi, 37, as she visited a Bud-dhist temple Friday.

“But Indonesia is a tolerant country, and the Chinese here are Indonesians, so there’s no harm in visiting the temples and apprecia t ing how they celebrate.”

JAKARTA - Indonesian police said Thursday they had arrested seven women involved in an alleged child trafficking ring suspected of selling dozens of babies since the 1990s, some of them in Singapore.

“We arrested seven women in-volved in buying and selling babies in early January in West Jakarta,” city police spokesman Rikwanto told AFP.

“They included midwives and we think there are more people in-

volved. Based on interrogations, we believe this ring has been operating since the 90s.”

Rikwanto, who goes by one name, said that police suspected babies plucked from Indonesian hospitals and given false identities were listed on the manifests of sev-eral flights to Singapore and were likely being sold there.

“Our investigation has found that the women would buy the babies from poor mothers, prom-ising financial incentives and telling them the babies would

live better lives with wealthier families,” he said.

The suspects bought the babies for between $1,500 and $2,000 de-pending on their “beauty and health condition” and sold them for up to $8,250, with boys fetching higher prices, Rikwanto said.

Police last month investigated an advertisement offering two babies for sale at $1,000 each on the popular auction and shopping website Tokobagus.com. Rikwanto said the two investigations were not connected.

DENPASAR - Regional bylaw draft on local fruit protection has entered into serious formulation by involving various stake-holders, such as the special committee, academicians, agricultural observers, Customary Village General Assembly (MUDP), Hindu Dharma Council of Indonesia (PHDI), Indonesia Hotel and Res-taurant Association (PHRI) and related stakeholders, Friday (Feb 8) in the Bali Parliamentary Hall.

Division Head of Legal Affairs and Human Rights of PHDI Bali, Made Raka Suarna, judged the legislation draft contained anxiety. “From the beginning to finish, the content of legislation draft is almost inappropriate. We cannot accept them comfortably. Hopefully, we can re-examine the existence of the legislation draft,” he said.

Deputy Chairman of the MUDP Bali, Dewa Gede Ngurah Swasta, said the MUDP supported the spirit of preserving local fruits that showed the love to Bali because there were many lo-cal fruits becoming a pride of Balinese people. He reminded the regulation should bind and carry the obligation, prohibition and sanction. “This regional bylaw should be binding. It is unnecessary to make a regulation if it only suggests. Balinese people should be required to use local fruits in their ritual paraphernalia,” he said.

Meanwhile, the PHRI supported the legislation draft where one of the contents required the tourism players mainly star hotels to serve local fruits. The investment development averagely reaching 70 percent led to tourism so that the potential of local fruit absorp-tion was very high. Such potential should be worked on. “In Bali, there are 72,000 hotel rooms. If there is a synergy between the agriculture and tourism, it has a great potential,” said Chairman of the PHRI Badung, IGN Rai Suryawijaya. However, the PHRI asked for a guarantee on good quality, good price and continuity because so far the three aspects had become the obstacle.

Then, Secretary of the PHRI Bali, Perry Markus, said the use

of local fruits should not only be obliged to hotels but also to all other tourist accommodations. Related to the obligation of tourism players to use local fruits as criteria in determining the hotel classification, the PHRI asked it should be synchronized with the rules of the Ministry of Culture and Tourism also gov-erning the matter.

In addition, the PHRI also highlighted the Article 72 regard-ing the administrative sanction stating that those violating the regulations could be charged with a 2-year imprisonment or a fine of IDR 2 billion. His party questioned about to whom the sanction would be imposed because it was unclear, whether to individual or institution.

In line with the others, Chairman of the Indonesia Farmers Union (HKTI) Bali, Prof. Nyoman Supartha, said the regional bylaw draft on Local Fruit Protection still needed revising. Some chapters remained ambiguous to be understood, such as the scope of setting in Article 4 of the Regional Bylaw on Lo-cal Fruit Protection did not include the use of local fruits and processing. However, he greatly supported the establishment of the law protecting the agricultural products in Bali. “Armed with this regulation, local fruit growers cannot only produce the fruits, but also market the results in accordance with the market needs in Bali,” he said.

Meanwhile, Chairman of the Special Committee of Regional Bylaw on Local Fruit Protection, Nyoman Sugawa Korry, appre-ciated many inputs obtained in the meeting. Later on, the inputs would be used to perfect the legislation on local fruit protection before it was passed. Other than inputs delivered in the meeting, the community was also given the opportunity to share their suggestions for legislation draft by writing a letter addressed to special committee. “A team of experts will receive the inputs obtained for the sake of improving the legislation on local fruit protection. Later on, we will re-examine it after the revision,” said the member of Commission II, the Bali House. (kmb29)

According to him, all this time the commitment of a leader to equalize the development was not a new thing, but had been classical through the times. However, it had not been fulfilled to date. Nevertheless, he surely welcomed the commitment of one of the candidate packages of the governor and deputy governor.

“The efforts to equalize the development can be reached by making a master plan of the real potential of each region. Armed with this, the leader will leap integrally and measurably and involve all the parties as well as never discrimi-nate based on ethnicity, sectoral and never act arrogantly,” he said.

He added the master plan was thoroughly im-portant considering the current condition of Bali seemed to have been messy in every field either in the field of construction, infrastructure, and other social aspects due to influences of arrogance, ethnocentrism, and inconsistence in enforcing the rules of leadership, minimizing bureaucratization and proximity to all society.

“If the principle of equitable development in its broadest sense can be realized, then I have confidence Bali as a bijou island will be victori-ous. NEW DELHI - India’s economy can “re-capture the magic” and return to high-growth of seven-to-eight percent in the next couple of years, picking up from decade-low expansion, the finance minister said on Saturday.

Earlier in the week, India’s Central Statistics Office (CSO) had projected that Asia’s third-largest economy will accelerate by five percent in the fiscal year ending in March -- its slowest rate in 10 years.

“There are signs of an upturn that will take us to a high growth path,” Finance Minister P. Chidambaram told reporters.

“We will climb back to a growth rate of between six to seven percent next year and then between seven-and-eight percent in the year after,” he said.

“We can recapture the magic of 2004-08. The average growth was 8.5 percent during that pe-riod,” he said.

The finance minister disputed the CSO’s growth estimate of five percent for the current financial year as too low.

“We believe growth will be closer to 5.5 per-cent,” Chidambaram said, as he unveiled a scheme to draw more investors into India’s growing stock market.

The International Monetary Fund last week forecast India’s economy would post growth of 5.4 percent in the financial year ending in March.

Last year, the economy grew by 6.2 percent but even that rate, while enviable by anaemic Western standards, is insufficient to create the jobs India needs to provide work for its balloon-ing population.

An eight percent growth rate is imperative to generate jobs, Chidambaram said.

“The measures we have taken... and will take in the coming days will put India onto the eight percent path,” said the minister, who is due to present the budget for the coming financial year at the end of the month.

The Congress-led coalition government has introduced a string of measures since September to encourage foreign investment in key sectors and reduce subsidies, which have led to a ballooning fiscal deficit.

India’s economy has slowed sharply due to high interest rates, Europe’s debt crisis and slug-gish investment caused by domestic and overseas concerns about policy-making and corruption.

On a positive note, Chidambaram said the CSO’s growth forecast was higher than a decade ago in 2002-03 when the economy grew at four percent.

“I have no doubt in my mind that we will come out of this trough,” he said.

As India gears up for national elections due in 2014, the government is under increasing pressure to kick-start the economy before facing voters.

The currency issue has been revived by Japan and is beginning to cause concern in some quarters in Europe.

France will raise the issue of the strengthening euro at a meeting of eurozone finance ministers on Mon-day. Then a meeting of G20 ministers is likely to focus on the big picture in Moscow on Friday and Saturday.

Eurozone finance ministers, meet-ing as the Eurogroup in Brussels on Monday, hold their first session under their new president Jeroen Dijssel-bloem of the Netherlands against a background of calmer conditions for their debt crisis.

Dijsselbloem has taken over from Jean-Claude Juncker of Luxembourg who chaired the meetings throughout the global financial crisis and then the eurozone debt turmoil.

This meeting is not expected to take any decisions either on help to debt-stricken Cyprus in the run-up to next

week’s presidential election there; or on the creation of a banking union, still the subject of intense negotiations.

The main focus of discussion is likely to be the rise of the euro: French Finance Minister Pierre Moscovici called last week for a debate on the euro’s exchange rate.

France is worried that the strength-ening euro makes eurozone exports look more expensive and could under-mine government efforts to improve the competitive position of French industry and services. The Socialist administration is already grappling with weak growth and a big trade deficit.

France wants the eurozone to arm itself with a policy for the foreign ex-change rate. The external value of the euro should not be left to market forces of the moment, French President Fran-cois Hollande has argued.

Bank however, are keen to nip the debate in the bud, arguing that the Eu-ropean currency is not over-valued.

The ECB has statutory indepen-dence in managing monetary policy and its main obligation is to ensure price stability.

While the exchange rate is one of many factors affecting inflationary pressures, any targeting of an ex-change rate would potentially interfere with the money supply and therefore monetary policy.

ECB president Mario Draghi was nevertheless cautious on Thursday about the strength of economic recov-ery in the eurozone. Many analysts saw his remarks as an attempt to talk down the rise of the euro.

If so, he succeeded: the euro was being quoted at $1.33 at the end of the week having risen a few days earlier to the highest level for 14 months and above $1.37.

access to the video-sharing website YouTube for 30 days for carrying an anti-Islam film that caused deadly riots across the world.

Judge Hassouna Tawfiq ordered YouTube blocked for carrying the film, which he described as “offensive to Islam and the Prophet (Muhammad).” He made the ruling in the Egyptian capital where the first protests against the film erupted last September before spreading to more than 20 countries, killing more than 50 people.

The ruling however can be appealed, and based on precedent, might not be enforced. A spokeswoman for YouTube’s parent company, Google, said in a statement that the firm had “received nothing from the judge or govern-ment related to this matter.”

The 14-minute trailer for the movie “Innocence of Muslims” portrays Islam’s Prophet Muhammad as a religious fraud, womanizer and pedophile. It was produced in the United States by an Egyptian-born Christian who’s now a U.S. citizen.

Egypt’s new constitution includes a ban on insulting “religious messengers and prophets.” Broadly worded blasphemy laws were also in effect under former President Hosni Mubarak prior to his ouster in a popular revolt two years ago.

Similar orders to censor pornographic websites deemed offensive have not been enforced in Egypt because of high costs associated with technical applications. Blocking YouTube might be easier to enforce, though it also can be circumvented by active Internet users.

Rights activists say Egypt’s ministry of communications and information technology has appeared unwilling to enforce such bans. The Cabinet spokes-man could not be immediately reached for comment.

Human rights lawyer Gamal Eid said the decision to ban YouTube stems in large part from a lack of knowledge among judges about how the Internet works. Activists say this has led to a lack of courtroom discussion on technical aspects of digital technology, leaving cases based solely on threats to national security and defamation of religion.

“This verdict shows that judges’ understanding of technology is weak,” Eid said. “The judges do not realize that one wrong post on a website does not mean you have to block the entire website.”

His group released a statement saying that the decision to block YouTube is counterproductive, citing thousands of videos that seek to promote a better understanding of Islam and the Prophet Muhammad on the website.

“Based on star classification, the occupancy rate of four-star hotels was indeed lower when compared to the previous quarter, from 64.62 percent to 63.12 percent,” said the Head of the Central Statistics Agency (BPS) Bali, Gede Suarsa, in Denpasar, Friday (Feb 8). According to him, the decline caused the slowing growth in the hotel subsec-tor considering the four-star hotel had a great contribution to the creation of added value in hotel subsector.

“The slowdown in the sector of trade, hotel and restaurant also gave contribu-tion to the economic growth of Bali which only grew by 1.60 in the fourth quarter of 2012,” he said.

Aside from this sector, the four other sectors also experiencing a slowdown were mining, processing industry, elec-tricity, gas and drinking water (LGA), finance, leasing and services company.

“Construction sector indeed gave the highest contribution during this period. The development of infrastructure in the context of APEC gave significant contribution to the economic growth of

Bali,” he said.He said the biggest contribution to

the establishment of Bali’s economy was still dominated by Badung County at 25.46 percent and then followed by Denpasar at 20.98 percent. “The slow-down also occurred in the agricultural sector, such as in the estate and forestry subsector,” he said.

It was explained the two sub-sectors respectively contracted by 5.16 percent and 1.36 percent, while livestock and fisheries sub-sector grew slowly by 1.02 percent and 0.74 percent.

“The GRDP of Bali increased by 6.65 percent in 2012 compared to the year 2011. The increase occurred in all eco-nomic sectors with the highest growth in the construction sector amounting to 18.67 percent and the lowest in the agricultural sector namely 3.37 percent,” he said.

in a worry state. This time, the Ketut Mario Build-ing seemed to have a no good public facilities as its walls full of vandalism, parts of it damaged, and its outdoor toilets almost collapsed along with its roofs. All windows were also missing, its wall paint peeling off, and ceilings had many spider webs as if no one is living there. Ironically the building kept being used for many regional activities.

The worst condition happened to the toilet nearby the south entrance where its roof falling off. Even so the toilet is still bein used and most of it was market visitors parking nearby the building. Weirdly what got fixed were only its paving of the road that circled the place. “It has been a long time it is damaged, not sure why,” on resident stated last Friday (8/2).

Head of Tabanan House of Representatives, Ketut “Boping” Suryadi has been worried of its condition as well when actually the plan to fix it has been discussed. Yet due to the city garden that wanted to be built first as the Regent and Central Government agreed. Which means to fix this building there has to be an agreement settled first. Based on the mas-terplan, Mario Building will be changed to a city activity space so it is one with the city garden to bring back the real use of it as the place for being creative and recreation. BEIJING — The annual Lunar New Year fireworks barrage in Beijing was notably muted Sunday following government appeals to reduce the smoky celebrations after air pollution rose to near catastrophic levels over recent weeks.

Saturday fell 37 percent over the same period last year, from 410,000 cartons to just 260,000, the official Xinhua News Agency reported, citing figures from the city government. The city authorized 1,337 fireworks stands this year, down from 1,429 last year, and allowed 750,000 cartons of fireworks to go on sale, down from 810,000.

The Beijing Daily, the city govern-ment’s official newspaper, carried ap-peals last week for residents to hold off on fireworks celebrations, saying not doing so would significantly worsen levels of PM2.5 particle pollution forecast to be in the hazardous zone. City environmental bureau readings showed levels well above 200 in most parts of the city Sunday, dangerous but still well below readings of more than 700 seen last month, when Beijing experienced 23 days of smog, up from 10 the previous January.

Beijing was largely helpless in the face of the January smog, while schools canceled outdoor activities, some factories closed and govern-ment cars were ordered off the streets. Scores of people, especially the young and elderly, were treated at hospital for respiratory problems, elevated blood pressure, and heart complaints.

Last year’s fireworks display created a thick haze that sent 2.5 microgram pollution levels as high as 1,500.

Beijing on Saturday night also saw just 25 injuries and 83 fire emer-gencies related to fireworks, down almost 29 percent and 45 percent, respectively, from last year.

Beijing permits fireworks displays over a 16-day period surrounding the Lunar New Year, but largely restricts them to suburban areas outside the

DENPASAR - Due to the absence of legal instrument governing the levy of foreign worker permit (IMTA) renewal, Bali lost revenue for two months at the beginning of the Regional Budget 2013 worth IDR 3 billion more. It was revealed in the coordination meeting between the special committee of regional bylaw draft on IMTA renewal with the Bali Revenue Service and Bali Manpower and Resettle-ment Agency in the Parliamentary Hall on Friday (Feb 8).

The Head of Bali Revenue Service, Wayan Suarjana, said that based on the data of the Bali Manpower and Resettle-ment Agency the existence of foreign workers employed in various companies in Bali reached over 1,700 people. Each month, the company or agency employ-ing the foreigners should pay a levy worth IDR 1 million per person. In the calcula-tion, it could obtain IDR 20 billion per year. “Currently, we do not have a legal instrument to charge them,” he said.

The levies that should have been col-lected, added Suarjana, ultimately could not be collected by Bali government though central government had handed over the authority to local government. Thus, Bali lost revenue from the levy

charged to companies employing foreign workers. If calculated until the end of February, the lost revenue reached IDR 2-3 billion.

Meanwhile, Chairman of Special Committee of the meeting on foreign worker permit renewal of the Bali House, Gusti Putu Budiarta, conveyed the levies should have been able to be collected. However, the bylaw used as a legal instrument for the levy collection to foreign workers in Bali had not accom-plished. “We will boost it and hopefully it could be accomplished next March,” he promised.

This PDI-P politician doubling as a member of Commission II of the Bali House added that previously the levy of foreign workers in Bali was collected by central government. Therefore, all the funds went to central government while Bali got nothing. After the issuance of Law No.28/2009 and Government Regu-lation No.97/2012, central government handed over the whole authority to local government. “Unfortunately, we cannot have accomplished the legal instrument early in 2013 so that we lose some rev-enues,” he explained.

The Head of Bali Revenue Service, Wayan Suarjana, added that if the legal instrument could be accomplished, it

would not apply retroactively. Thus, when the regulation completed the col-lection would be implemented. “If can be completed in March, the income can just be reported on the budget amendment 2013,” he concluded.

Meanwhile, the functional official of work conveyor, Bali Manpower and Resettlement Agency, Ayu Pijaya Ma-nila, said the government had designed a circular delivered to companies hiring foreign workers, immigration office is-suing the limited residential permit and Bank BNI formerly serving as recipient of the BPKK putting it into state treasury. “We have delivered orally the issue and affirmed with circular,” she said.

She added, Provincial Investment Board (BPMP) Bali also issued a statement provided for companies hiring foreign workers carrying that before the existence of regional bylaw on renewal of foreign worker permit (IMTA), companies were allowed not pay the levy because there was no legal instrument. However, the company had to pay it later when the regulations had been enforced. “Therefore, based on the statement, the company has a debt to be paid after the regulations enforced. Meanwhile, Chairman of the GIPI Bali, Ngurah Wijaya, when contacted he confirmed to have received the Gubernatorial Regulation and Decree to be followed up by forming the organizational structure. “We have organized a meeting while waiting for some members who are still outside Bali. We just need several meet-ings to reach the same perception,” he said.

He said the GIPI Bali would soon report the results of the BPPD formation to governor. “Once established, we will immediately report it to governor,” he said.

As known, the establishment of Bali tour-ism promotion board ran slowly whereas Bali relying on the tourism sector should have an integrated promotion agency to support the growth of tourism on the Island of the Gods. Moreover, the Law No.10/2009 on Tourism mandated the local government through the Bali Government Tourism Office to facilitate the formation of two agencies namely the Tourism Industry Association of Indonesia (GIPI) and Regional Tourism Promotion Board (BPPD).

A member of the Indonesian Tourism Pro-motion Board (BPPI), Nyoman Kandia, said that Bali as a world tourist destination was actually less observant if it was unable to immediately form the BPPD. Stakeholders of Bali tourism should immediately propose to government the establishment of the BPPD. “Bali must take action faster in promoting Bali tourism. Bali is Indonesia’s tourist entrance. Besides, the BPPD also poses a partner of local government and in the future it will play the role in increasing the tourist arrivals to Bali,” he said. (kmb27)

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

A legislator of the Badung House, Wayan Suyasa, said on Friday (Feb 8) that traveling aimed to relax. By all means, Badung in particular and Bali in general as a world tourist destination should provide a sense of comfort for travelers, where one of which was the transport. He pointed out that tourist buses were considered not to provide a sense of comfort. It was visible from small space among the seats whereas physically the body size of travelers was larger and higher. Similarly, the interior design should also separate the driver and passenger space.

“Medium and low-income in the North and East Bali should be improved because when talking about equality it should be seen in terms of the Community Devel-opment Index, not on the growth achieved. According to him, the HDI was an indicator describing how the residents of an area had the opportunity to access the results of development as part of their rights in income, health, educa-tion and so on. The HDI value indicated how far the region had achieved the specified objectives namely the life expectancy of 85 years, basic education for all people without exception as well

as the level of spending and con-sumption having reached a decent standard of living.

“To achieve this, the portion of regional budget of Bali Province should be directed to counties still experiencing imbalance. All this time, the regional budget is allotted evenly, so that the rich regions are getting richer while the poor ones are getting poorer,” he said.

Prof. Ramantha advised that whoever would be elected to lead should think of the eco-nomic progress of Bali did not cling to the economic growth, but to the equity and economic stability. Equalization in terms of per capita income should be attempted between the people in Northern Bali such as the Bule-leng, Jembrana, Karangsem and

Klungkung County and those in Southern Bali such as Badung, Denpasar and Gianyar.

“At the moment, 40 percent of Bali’s population is categorized into low-income and poor. Even, those categorized into the medium-income only earn IDR 1.2 million whereas to meet the current needs the income of IDR 2 million is not sufficient,” he said.

He said it would become home-work for next elected leader. “The provincial, county and municipal government should have synergy. It is not enough with the vision and mission in the province, but it is required a coordination between the provincial and county/munici-pal government. BEVERLY HILLS, Calif. — Police in Beverly Hills say Chris Brown es-caped injury after crashing his Porsche into a wall while being chased by paparazzi. Lt. Lincoln Hoshino said the collision occurred around noon Saturday. Brown told police that he lost control of his black Porsche during the chase.

Hoshino said police will investigate the incident. He said he didn’t know whether the paparazzi in the pursuing vehicles have been identified. A call to Brown’s lawyer was not immediately returned. The crash came a day before the Grammy Awards, where Brown is up for best urban contemporary album.
