SECTION – “A”INTRODUCTION

1. Address of Smt. Manju Ray, CPO/ECoR/BBS:-

Mrs.Manju Ray, PCPO/ECoR formally welcomed Shri Umesh Singh, GM/ECoR, all PHODs/CHODs, Shri B.Damodara Rao, President/ECoRSU, Shri P.K.Patsahani, General Secy/ECoRSU and all Central Office Bearers and lady delegates of ECoRSU to the 39th

PNM meeting. She informed that all agenda items of the PNM meeting have been very cordially discussed and most of the items have been closed. She told that the COBs of ECoRSU have been elected recently through secret ballot election conducted by Administration as per orders of Hon’ble Court. She requested the COBs to introduce themselves before GM and they introduced accordingly. She requested Sri P.K.Patsahani, General Secy/ECoRSU to put forth his views before GM.

2. Address of Shri P.K.Patsahani /General Secretary/ECoRSU:-Shri P.K.Patsahani, General Secy/ECoRSU addressed GM, PCPO, all PHODs/CHODs and his colleague central office bearers and lady delegates in the PNM forum.

He expressed his gratefulness to the Administration for conduct of secret ballot election of ECoRSU by the Administration. He thanked all PHODs/CHODs for extending positive cooperation towards ECoRSU. He raised the following issues before the GM.

1. Issue of Safety Shoes for S&T staff employed in K-R & K-K lines.2. Shifting of PREM office from Rail Vihar to Rail Sadan.3. Requested for a referral hospital in Cuttack for the benefit of staff residing in

PRDP, KDJR & BC, etc.4. Visit of Specialist doctor from Central Hospital/MCS to Health Unit/CTC.5. Misutilisation of Track Maintainers and other field staff of Engineering

department in PWI /IOW/ADEN/DEN/Sr.DEN Offices.6. TA/OT of running staff has not been paid in WAT Division for long period.7. One post of Programmer (Group-B) of IT department Operation should be

restored back instead of being operated in GA department. 8. Non-sparing of some engineering staff in case of transfer.9. Permission for utilization of vacant quarter at Tikiri to staff of Rowli, Sikar

stations in WAT Division.10. He requested for opening of rear gate of Rail Vihar, Railway Colony during lunch

time.11. He requested for making a road under bridge by renovating the pathway in BBS

station or constructing a foot over bridge from east to west for the benefit of


staff residing in East & West Colony.12. He complained that electrical bill is not prepared monthly. He requested for

making arrangement of preparing electric bill on monthly basis and a copy thereof may be given to the employee.

13. He requested for fixing HQ of Commercial Inspectors/staff earmarked for Barang-KUR section (excluding BBS) at BBS.

Address of Shri B.Damodar Rao /President/ECoRSU:-Shri B.Damodar Rao, President/ECoRSU addressed the GM, PCPO, all PHODs/CHODs, General Secy/ECoRSU and all central office bearers of ECoRSU including lady delegates attending the meeting. He thanked administration for conduct of secret ballot election of ECoRSU. He observed that the present PNM meeting is being held after a gap of 14 months. He requested all PHODs/CHODs for giving guidance to the newly elected body of ECoRSU. He also told that all PHODs/CHODs were very constructive and positive in their attitude during the deliberations. He raised the issueof provision of air-conditioning in Kalyan Mandapam at VSKP before GM.

4. Address of Shri Umesh Singh, GM/ECoR/BBS:-Shri Umesh Singh, General Manager/ECoR addressed Shri B.Damodara Rao, President/ECoRSU, Shri P.K.Patsahani, General Secretary, ECoRSU, all Central Office Bearers of ECoRSU, lady delegates and all PHODs/CHODs in the PNM meeting. He congratulated all central office bearers of ECoRSU on their election and expected constructive attitude from all members of ECoRSU. He told that during the last 6 months, ECoR has loaded about 88.39 MT which is 3% more than last year. In passenger traffic, it is 47.25 million as against 46.81 million during the corresponding period last year. In apportioned earning and operating ratio, ECoR’s performance is better as compared to last year. He told that East Coast Railway is a growing Railway and at present, a lot of development work is going on. Some incidents have also taken place. A bridge has collapsed between TIG-RGDA section and repair work is going on and by December, 2017 this work will be completed. Moreover, a new bridge is under construction in RGDA-TIG Section and by March, 2018, the work will be completed. In the meantime, Hon’ble MOSR had visited ECoR and Hon’ble MR also inaugurated a few important projects on this Railway, Wi-fi facility has been provided in all A-I & A-2 stations of ECoR. He told that the issue raised by ECoRSU will be looked into. He requested PCMD to look into the matter of health facility at CTC and PCEE to look into OTA matter of running staff at WAT. He advised PCSTE, PCE and PCCM to look into the issues concerned to their departments raised by P.K.Patsahani, GS/ECoRSU in this address regarding supply of safety shoes to S&T staff working on K-K/K-R line, misutilization of field staff in non-technical posts in different offices of Engineering department and fixing HQ of Commercial Inspectors/staff earmarked for Barang-KUR section (excluding BBS) at BBS.

01. 39U-01-2017 NON-EFFECTING 2ND MACP TO THE EMPLOYEES WHO TOOK VR IN LARSGESS SCHEME

PCPO The LARGESS scheme will be effected to employees who are in GP Rs.1800/- and who completed 20 years of service. Hence every employee who took VR on these grounds should be given 2nd MACP, as the employee concerned is not in a position to claim the same because of his son’s appointment and post retirement tensions. Hence it is urged to implement strictly to effect his 2nd MACP in the settlement itself.

02. 39U-02-2017 SERVING OF WARNING CALL BOOK FOR STOPPING OF CRACK TRAIN WORKING TOWARDS TIG AND KUR

PCOM This Union had opposed the Crack working by Crew and Guard of WAT Division towards TIG and KUR in the past years. It has come to the notice of this Union that the administration is trying toreintroduce crack working in the above sections. As per the rule the Goods Crew is not to be booked for a long beat of above 200 kms, by passing relief point of crew lobby at RGDA/PSA.

REMARKS OF ADMINISTRATIONBooking of Guards will be done for crack special without violating the rules as well as interest of staff.

DECISIONDiscussed. Position will be reviewed when crew position will improve.

03. 39U-03-2017 PROVISION OF SEPARATE POOL OF QTRS FOR TRACK MACHINE STAFF IN ALL THE THREE DIVISIONAL HEADQUARTERS

PCE More than 600 staff are working in Track machines and their nature of duty is also throughout the division i.e without confined to one station. Hence they are suffering to keep their families anywhere at one station. As such their wards are suffering a lot for education and other social needs. Hence it is urged to keep separate pool for the track machine staff at Divisional Head quarters only wherever not existing.

REMARKS OF ADMINISTRATIONTrack Machine staff are allowed to apply for Railway quarter at their place of posting in divisions. Normally there is no branch pooling in the Engineering pool of divisions (that is separately for P.Way, works, Bridge, Track Machine, etc). However, at present 41 nos of staff are allotted Railway quarters at nominated stations in divisions (KUR =20 & WAT = 21 nos). Most of the staff of TM Organization (about 90%) are headquartered at BBS. Accordingly based on willingness survey of staff the lease accommodation facility has been sanctioned for 150 nos at HQ/BBS. Out of 150 presently 33 staff are availing the same. Further balanced lease can be provided as per demand. There is no lease cause pending at HQ. Due to non utilization of the 150 nos lease sanction, 100 nos have been proposed for surrender.

DECISION150 nos of lease accommodation has been sanctioned for TMO, out of which about 33 nos. are only being utilized. The balance lease sanctioned for TMO may be distributed to the 03 divisions as per the applications for quarter allotment, pending at these places, of TMO staff.

04. 39U-04-2017 UTILISATION OF TECHNICAL STAFF IN ELS/WATPCEE Under constraint the ECoRSU would like to invite your kind

intervention to set right correct utilization of Technical staff at ELS. It has come to the notice of this Union that large no. of technical staff who are supposed to work in Loco at ELS are being mis-utilized for non-loco jobs like stationary, paper work, ministerial duties etc since last 15 years continuously, causing heavy work load on the existing Loco staff at ELS. The existing staff have become unrest and deprived. So this Union urges upon the administration to utilize the Loco Staff in Loco Works only. So that there will not be heavy burden and


dissatisfaction among the staff who are working in Loco side. If the administration is interested the Loco Staff to work in Non-loco works, the system of rotation among the staff may please be introduced.

REMARKS OF ADMINISTRATIONWAT DIVISION

(a) As per item No. 30204 of ACTM Vol-III under sub heading :Distribution of workload in the shed” , guidelines for establishment of “Technical Section”, “Drawing office”, “Computer section” and S2 (Specification updating section) i.e. Stores section has been given.

(b) Therefore, only limited staff in the above sections, who are conversant with Electrical loco equipment are being utilized in following indirect loco works only, which cannot been done by non loco staff (Ministerial staff).(i) Loco equipment arising/failures data entry.(ii) Entry of equipment Reliability action plan progress. (iii) Entry of 3-phase RAP, new loco defects, off POH

defects in elcos.(iv) Entry of warranty in CLW’s portal. (v) Entry of failure data in HQ’s portal.(vi) Maintenance of loco equipment data in

registers/computers. (vii) Entry of equipment cardex. (viii) Assisting in preparation of Technical reports like

MCDO/PCDO/Hand outs. (ix) Assistance in preparation of reports to POH

shops/warranty letters to firms. (x) Preparation of Material inspection letters. (xi) Compiling of Loco material position periodically. (xii) Compiling of scrap items position for disposal(xiii) Assisting in preparation of correspondence with other

sheds for material assistance. (xiv) Preparation of road permits. (xv) Compilation of monthly reports in Technical/stores

matters. (xvi) Assisting supervisors for day to day shed works.

(c) The above works are as important as direct works on loco for smooth functioning of every Electrical Loco shed.

(d) Hence, utilization of limited staff for indirect loco works as support system for smooth functioning of shed is necessary and is not wastage of manpower.

(e) Also, it is planned to propose outsource the activity of staff


being utilized in office as well as in various sections on shop floor.

Technical staff are therefore required to be utilized in Technical section, Stores section, specification section etc in office to prepare compliance to HQ, RDSO letters, warranty cases, reliability action plan, technical correspondence etc. Rotation of staff is not possible since all the shed staff may not be suitable for these jobs.

DECISIONIt has been reported by ECoRSU that 68 technical persons are working in non-technical jobs. It was assured that utilization of Technical staff in office/non-technical jobs will be reviewed by CELE within a month.

05. 39U-05-2017 CONSTRUCTION OF TYPE-III AND TYPE –IV QUARTERS FOR ELIGIBLE GR. ‘C’ EMPLOYEES

PCESDGM

Due to shortage of Type-III & Type-IV Quarters at VSKP a good number of Non Gazetted staff are not getting the same. ECoRSU demands for construction of more Type-III & Type-IV Quarters exclusively for NG staff at VSKP which will facilitate to get the said Quarters to the NG staff only. Similarly for other locations in the Zone sufficient quarters may please be constructed according to the staff strength.

REMARKS OF ADMINISTRATIONThe division will be asked to look into the issue and include the issue in next works programme, if deemed fit.

DECISION Sr.DPO & Sr.DEN (Co-ord) will consolidate the availability of Type-III & Type-IV Qtrs for NG staff at divisional headquarters vis-à-vis the waiting list for such accommodation and accordingly propose for new quarters in the works programme, in phased manner.

06. 39U-06-2017 PROVISION OF REST ROOM FOR CREW WITH BASIC AMENTIES AT SPUR NO. 9/DB SIDING/ LINGARAJ SIDING AT TLHR & PROVISION OF JEEP UNDER SMR/BDPK & MRDL

A) Despite repeated discussions in various forum and in spite of assurance by the administration for provision of crew rest room with basic amenities at Spour No.9/DB siding/Lingaraj siding, but no action is found to be initiated in this regard. B) As in practice the Crew T.O and relief are arranged at BDPK &


MRDL, but as there is no train communication, they are facing to detain at both the stations, which causes inconvenience to them and as well as loss of man power. If they would have returned back to Head Quarter they might have been booked the Train. As such this Union suggests that one Motor vehicle may kindly be kept under SMR/BDPK & MRDL for their use, which may save the loss of Railway revenue and the staff concerned will be free from the inconvenienceHence this Union urges to take an appropriate action for compliance without further delay.

REMARKS OF ADMINISTRATIONA. MCL authorities have been advised to provide rest room at

Spur No. 9 & DB siding and suitable resting facilities at Lingaraj siding.

B. Additional 02 vehicles have been provided for MRDL & BDPK pilot movement.

DECISIONPCOM assured that he will pursue with MCL authorities for provision of suitable resting facilities at Lingaraj siding. Additional 02 vehicles have already been provided for MRDL & BDPK pilot movement.

07. 39U-07-2017 EXTENDING FACILITY FOR ON DUTY AFTER LEAVE FOR THREE DAYS INSTEAD OF ONE DAY AT 06.00 A.M IN SPITE OF 00.00 HOURS

As in practice if any Running Staff goes on leave for one day he has to report on duty at 00.00 Hours which created much inconvenience to the staff concerned, for which the matter was discussed by this Union in a forum and the administration had issued an order that instead of 00.00 Hours, he may be given on duty at 06.00 A.M, after availing one day leave, which is in force now. Keeping in view of smooth functioning of the works, the said instructions may kindly be extended to 3 days leave.

REMARKS OF ADMINISTRATIONThis is a policy matter which shall be decided after due deliberation.

DECISIONThe facility of reporting on duty at 6 am after availing one day leave is extended to 02 days leave on experimental basis for 03 months. The continuation of this facility will depend on review after 03 months.

08. 39U-08-2017 REMEDIAL MEASURE TO SORT-OUT THE FAULTY DRAINAGE SYSTEM OF OMFED FACTORY ATTACHED TO RAIL AWAS COLONY/BBS.

PCE This issue has been discussed in details in the earlier ZPNM but the decisions has not yet been materialized. A solution to the effect is highly essential as the polluted water of the OMFED factory/C.S.Pur causing hardship for the residents of Rail Awas & MCS Railway Colonies.

REMARKS OF ADMINISTRATIONAs per letter of GM (project)/OMFED, the New Effluent Treatment Plant (RTP) erection is under progress and it will be functioning from April’ 2018 by which the bad smell will be eliminated from Railwayarea.

09. 39U-09-2017 REGULAR SUPPLY OF ELECTRICAL CONSUMPTION BILL OF RAILWAY STAFF QTRS; IN RAILWAY SETTLEMENT IN KHURDA ROAD.

PCEE It is quite interesting to represent here that the following matter was discussed earlier and also a certain outcome is resulted, but unfortunately no action is taken by Divisional authority for implementation. So again the same matter is raised before you for early action.Earlier the Electrical consumption is being noted every six months while Railway staff was doing the work, but subsequently the Noting of Meter consumption is outsourced. Since then the procedure continuing at present is quite unsatisfactory, as they are coming to note the meter reading as and when they feel, which results the Bill Clerks are deducting huge amount at a time through the Salary of Railway employees, which creates much unpleasantness and hardship to the employees. Therefore this Union demands either the earlier practice may be introduced or the outsource agency may be instructed to arrange regular meter reading monthly.


REMARKS OF ADMINISTRATIONEntire division has been covered under contract for monthly meter reading and providing electricity bill to the occupant on monthly basis. Stringent penalty clause & termination of contract clause is included in the contract in case of non-compliance of terms and conditions. Moreover, Sr.DEE/G/KUR vide office letter No. ECoR/EL/G/458/20 dated 25.10.2017 has been strictly advised to ensure monthly supply of electric bill to the occupants of Railway staff quarters by the contractor and further ensure that same is deducted from monthly salary bill of employee after verification by concerned SSE.

DECISIONDiscussed and it was decided that supervisor concerned will ensure that electricity bills are sent on monthly basis before 05th of the month to the Personnel Department. A copy of monthly bill can be provided to the employee at the time of meter reading, starting from December 2017.

10. 39U-10-2017 REVIEW OF DISPARITY IN IMPLEMENTATION OF THE TRAINING PERIOD PRIOR TO POSTING AS TECH-III IN MECHANICAL DEPARTMENT/KUR DIVISION

PCME It is most important to represent here that this Union demanded the following matter in various forum for fruitful result, but no action was taken yet. So the same matter is again raised before you by expecting any fruitful result.A mass compliant has come to this Union that, there was huge disparity in implementation of Training Period for absorption the staff as Tech-III(C&W) in Mechanical department at Khurda Road. The matter was already referred by this Union under Letter No.SU/DC/22/16/107 dtd. 28.07.2016. Therefore this Union urges to accord natural justice to the staff as justified.

REMARKS OF ADMINISTRATIONIn terms of Estt. Srl. No. RBE – 34/2008 (TRG-2/2008), TRG-6/2008, (TRG-4/2008) course completed Act apprenticeship in fitter grade (in Rly. Establishment) candidates are exempted from on job training of 06 months for promotion to the post of Tech-III in C&W wing of Mechanical department. Whereas, the candidates those who have not holding course completed act. Apprenticeship, have to undergo 06 months on job training for the promotion. The disparity of training period for promotion to the post of Tech-III in C&W wing of Mechanical department is as per extant rules.

11. 39U-11-2017 CONDUCTION OF SELECTION TO THE POST OF JE(WORKS) & JE(PWAY) IN ENGINEERING DEPARTMENT UNDER DPQ IN KUR DIVISION

PCE It is very sad to represent that this Union repeatedly discussed the following matter in various forum, but no outcome is achieved yet. So again the same matter raised before you for immediate action.

As the present situation most of the Track man in Civil Engineering department who were appointed through RRC/RRB are highly educated, thus they eagerly waiting for their future carrier. The process of filling up of the JE posts in Works wing & P.way wing were used to conduct through LDCE (20%) & DPQ (20%), which is pending for long period. Thus these staff are being deprived. Therefore this Union demands an immediate action may be taken to expedite the process of DPQ & LDCE in Engineering department for the post of JEs.

REMARKS OF ADMINISTRATIONThere are no vacancies in JE (P.Way) including resultant vacancy of higher grade as such it is not possible to conduct selection against DPQ and LDCE.

12. 39U-12-2017 FILLING UP OF DPQ VACANCIES OF JE,MCM, TECH-I, TECH-II & TECH-III POSTS IN MICROWAVE CADRE UNDER SR.DSTE/WAT

A good number of vacancies of JE, MCM, Tech-I, Tech-II & Tech-III posts of Microwave cadre under Sr.DSTE/WAT are lying vacant since long. In spite of repeated request by the staff the selections under DPQ has not yet been conducted by the administration.


ECoRSU is demanding for early selection process to fill up the DPQ vacancies in the said Microwave cadre presently under the administrative control of Sr.DSTE/WAT.

REMARKS OF ADMINISTRATIONThe DPQ selection was conducted recently and posting orders were issued for filling up vacant posts in Microwave cadre vide DRM(P) WAT’s Office order WPV/162/S&T/MV dated 03.04.17 and Estt. S&T 335/2017, dated 03.04.17.

13. 39U-13-2017 IMPLEMENTATION OF CPO/BBS’S CIRCULAR NO.ECOR /PERS/04/AVC/RHCT/LAB/WAT/16 DATED 06.09.2012 REGARDING SELECTION/PROMOTION OF REST HOUSE CARETAKERS TO THE POST OF JE.CLERK-CUM-TYPIST AGAINST DPQ VACANCIES

PCPO Though the AVC to the Rest House Caretakers has been circulated to all concerned the said policy has not yet been implemented in divisions/Units. ECoRSU urges upon for early implementation of the said policy and the concerned staff shall be called for at the time of conduction of selection to the pots of Jr. Clerk-cum-Typist in divisions/Unions.

REMARKS OF ADMINISTRATION(i)This is being followed in this SBP division. (ii) In WAT division no Jr. Clerk selection against DPQ was conducted since 2007 in Civil Engineering Department. However, instructions circulated vide CPO/BBS’s letter No. ECoR/Pers/04/AVC/RHCT/LAB/WAT/16, dated 06.09.2012 will be considered as and when selection for Jr. Clerk in Engineering department is processed. (iii) This will be ensured in KUR division.

DECISION The relevant rule will be reiterated to all the divisions.

14. 39U-14-2017 REFERRAL OF STAFF TO HIGHER INSTITUTION DURING PME TO OTHER DIVISIONS/ZONES FOR OPINION TO BE TREATED AS ON DUTY

Staff referred to higher institution during PME to other divisions/Zones for opinion are treated by the administration as RMC for which staff has to avail leave from their own account which is not as per rule. Normally it should be on duty as the Railway administration is sending them for further opinion of other Doctors. ECoRSU, therefore, urges upon to treat the said period of runningstaff as on duty.

REMARKS OF ADMINISTRATIONStaff who are booked for PME are examined for their medical fitness as per the laid down standards of IRMM. There who do not come up to the laid down standards are due to some diseases condition they suffer from. Therefore they are kept in RMC and offered treatment at Railway hospital, for those ailments where on in-house specialty is available; these cases are referred to other hospitals having the said specialty or to the higher centers. Treatments as well as opinion regarding fitness go side by side.

15. 39U-15-2017 RECKONING OF RUNNING ALLOWANCES AS PAY FOR MEDICAL ATTENDANT AND TREATMENT AS PER RAILWAY BOARD GUIDELINES.

PCPO As per Railway Board guidelines 30% of the basic pay of Running Staff shall be reckoned as Pay for certain privileges including Medical treatment but the same has not been followed by the Divisional Hospital at Sambalpur. For example the Running Staff during hospitalization, cabin is not allowed to the staff in G.P Rs.4200/- though they are eligible after reckoning of 30% basic pay. Further they are also deprived of such facility to get private accommodation in referral cases in corporate Hospitals. ECoRSU urges upon for issuance of necessary guide lines to Divisional Railway Hospital/SBP.

17. 39U-17-2017 FILLING UP OF LARGE NUMBER POSTS OF GUARD, TP, ASM IN OPTG DEPARTMENT OF SBP DIVISION

PCPO SBP division is running with shortage ASM/SM. Guard & Token porter causing hardship to the existing staff to manage the works. They have to work 12 hours shift besides train running with last vehicles inviting safety hazards. On the other hand in the name of curtailment of expenditures staff are not granted leave to prevent generation of OT.


REMARKS OF ADMINISTRATION30 Station Master and 52 Goods Guard candidates selected through GDCE have been allotted to SBP division. Further, 4 SM and 19 Goods Guard candidates selected through GDCE are to be posted in SBP division after completion of prescribed training.

Indents for 162 Goods Guard and 35 ASMs were placed on RRB/BBS for SBP division. And the panels against these indents will be supplied by RRB shortly.

5 Token Porters were allotted to SBP division during May’ 2017. Recently, the vacancy assessment for TPs have been done by SBP division and 36 posts for TPs are indented for SBP division.

18. 39U-18-2017 PROVISION OF ADDITIONAL CREW LOBBY AT JJKR FOR SMOOTH FUNCTIONING FOR SIGNING ON & SIGNING OFFFOR THE JKPR CREW & GUARD

About 300 Nos. Crew & Guard are working at JKPR. As there is no facility like medical, education, Railway accommodation & Local Market for purchasing of essential items are available at the JKPR, so most of the Crew & Guard are staying at JJKR. But whereaswhen Train ordering is done, the said Crew & Guards are to move through Railway provided Road vehicle to JKPR (i.e the Crew Lobby). So, if an additional Crew Lobby is provided at JJKR then the movement to SKND siding or to section by Road, and then again movement to JKPR for on duty & off duty will be avoided. Hence it is urged to facilitate by providing an additional Crew Lobby at JJKR for smooth functioning for signing on & signing off for those working Crew & Guard at the JKPR.

REMARKS OF ADMINISTRATIONOperation of two CMSs for the same Crew & Guard base is not practicable at different stations as it shall require double establishment and lead to problems in staff management. Quarter facilities at JKPR are going to be developed. For staff convenience, two more vehicles have been provided at JKPR.


DECISIONECoRSU complained that crew normally residing at JJKR are normally brought by road vehicle to JKPR to work trains to Sukinda siding. This crew works the train to BHC, PRDP, KUR, TLHR and return on pilot by available coaching train to JJKR. They are being forced to come to JKPR by road vehicle to sign off. This leads to wastage of crew. This practice should be stopped and crew can manually sign off at JJKR and entry in CMS at JKPR may be done by Crew Controller.

19. 39U-19-2017 GROSS IRREGULARITIES BY UTILISING THE FIELD STAFF AT THE OFFICE OF HIGHER AUTHORITIES i.e PARTICULAR STAFF ARE CONTINUING IN OFFICE WORK FOR LONG YEARS, WITHOUT ANY TRANSFER; AFFECTING THE PURPOSE FOR WHICH THE RAILWAY POSTED THE STAFF FOR FIELD WORKS AS WELL AS VIOLATING THE RAILWAY PROCEDURE AND GUIDE LINES

PCE Especially in Engineering department there are 300 & above Nos. of staff from field units are working for long years at the office of higher authorities like, Sr.DEN(Co-ord) office, DEN office, ADEN office and PWI, IOW units etc; without any transfer i.e enjoying the facilities like the clerical groups. But, whereas due to such irregularities the staff/employees those are working at field which devoting they are hard labour for smooth functioning of Train Traffic are transferring to other units according to the requirement of organization. However the Railway Boards, order for non utilization of field staff at higher authorities residence is a vital factor for improvisation of our system, but the utilization of field staff at office for long years with giving all facilities to them is just a open irregularities i.e observed at Engineering office in our Railway organization. Hence this Union strongly defend such action and urges for immediate release of such field staff or supervisors those are utilized for office work at different Engineering offices to their work at field as allotted/posted to them by the Railway. As the Railway organization is very systematically and by order posted every employees according to the Railway requirement. B) There is no systematic implementation by exchanging the clerical staff from Office of Higher authorities of Engineering department to the Field Unit offices control by their Sub-ordinates and vice versa.Hence this Union strongly urges for immediate implementation of such transfer system as mentioned above, which definitely improve our working system as well as the Railway organization.


REMARKS OF ADMINISTRATION

A) No staff from field unit is working at the residence of any official of Engineering Department. The available strength of staff is very less compared to its requirement. Further, due to construction of some new lines and doubling in the division, there are more requirement of staff for day to day activities.

Therefore, some limited field staff are engaged in various offices against the existing vacancies as supporting staff for maintaining and organizing safely works. These staff are not given any additional facilities and are instrumental in handling safety works by division as well as field offices.

B) Transfer of clerical staff are being made on rotation basis as per extant guidelines.

DECISIONECoRSU emphasized that many field staff are still working in PWI, IOW, BRI, ADEN, DEN & Sr.DEN’s Offices in all divisions. PCE assured that corrective action will be taken after due verification within 03 months.

20. 39U-20-2017 FILLING UP OF HEALTH INSPECTOR VACANCIES OVER E.Co.RAILWAY

The Importance of Health Inspector is known for to maintain the cleanliness of our Railway premises and such cleanliness is much stressed by the order of “Swwach Bharat Abhiyan”. But whereas the existing vacancy of Health Inspector in our Zone is creating a lot of difficulties to maintain the cleanliness of our Railway premises. For example the actual strength of Health Inspector at KUR Division is 18, but the existing sanctioned cadre is 27. So, it should be imaginable how our Railway premises cleanliness is maintained. Hence this Union strongly urges to fill up the sanction cadre i.e 27 Nos immediately to facilitate the cleanliness of our Railway premises, as well as to make the success of “Swwach Bharat Abhiyan”.

21. 39U-21-2017 ENSURE THE PAYMENT OF REMUNERATION FOR EXTRA HOURS PERFORMED BEYOND DUTY ROSTER HOURS BY S&T & TRD STAFF

The field staff of S&T and TRD are coming under continuous classification of HOER, but they used to attend the duties as entrusted by their Supervisors and performed the duties after the duty roster hours, but they are not getting remuneration as admissible in terms of the HOER guide lines. Therefore this Union demands that necessary steps may be taken for arranging the payment to the staff concerned for the extra hours performed beyond duty hours.

REMARKS OF ADMINISTRATIONAll the Signal units In-Charge have been advised by Sr. DSTEs to implement the duty roster, supply of roster copy & OT register to each and every stations where the S&T staff are working & also ensure that timely payment of the OT allowance for the duty performed beyond roster hours.

The TRD staff are normally given CRs for the extra hours performed beyond duty roster hours. However during break downs they are being paid OT for the extra hours of duty performed.

DECISIONECoRSU has suggested for splitting of TRD field staff. Final decisionwill be taken by PCEE.As far as S&T staff are concerned, PCSTE will advise Sr.DSTEs to maintain OT Register at SSE level. Concerned S&T staff shall proceed for duty beyond roster hour after getting the order of S&T control.

PCEE In course of the discussion in the 34th Zonal PNM it was agreed to issue necessary suitable instruction to the division for compliance, but the earlier practice is still continuing which creates much inconvenience to the staff concerned and unsafe. As such this Union demands that suitable instructions may please be issued to the divisions without further delay for compliance.

REMARKS OF ADMINISTRATIONThe TRD staff have to move to site of Breakdown/Maintenance along with materials. Therefore, generally they will move by Tower cars.

When they are to resort for ladder working in yards, where the movement of Tower Wagon is restricted and at Break down site, they move by Road vehicles provided with nominated depots.

DECISIONECoRSU stated that the practice of carrying Railway staff by Truck for attending breakdown should be avoided and road vehicles should be hired as per power given in the new SOP in which Supervisor has been given power to hire vehicle.

24. 39U-24-2017 PROVISION OF AIR CONDITION FACILITY AT RUNNING ROOM OF PURI, BBS & KUR TO FACILITATE THE WORKING EMPLOYEES

PCEE The coastal belt like PURI, BBS & KUR need much importance for provision of AC facilities at Running Room, as per Railway Board guide line. The employees those are availing Running Room to wait for their further duty are facing a lot of difficulties without AC provision at Running Room. So looking in to the importance according to the job allotted the AC provision in Running Room is most vital. Hence this Union strongly urges for facilities like AC should be provided at Running Room PURI, BBS & KUR.

It is vital to represent a fact that, the eligible ALPs of WAT division are devoid to get the benefits of promotion to Loco Pilots (Goods & Passenger). The Assistant Loco Pilots of WAT division are working sincerely up to the satisfaction of administration since long. But, in spite of 421 Nos & 23 Nos of vacancies in Loco Pilot (Goods) & Loco Pilot (Passengers) of WAT Division respectively exist, none of the eligible Assistant Loco Pilots of WAT division are promoted yet. Whereas, under KUR Division the similar promotion effect it completed twice, in last 2 ½ years, but no steps is initiated yet under WAT division. Also 200 Nos of ALPs are undergoing their respective trainings and to be joined within two months to fulfill the vacancies.Hence this Union strongly urges for immediate effect of the promotional benefit to the ALPs of WAT division.

27. 39U-27-2017 INDISCRIMINATE CURTAILMENT OF TA OF TRACK MACHINE STAFF

PCE The Track machine staff are usually working for a spell of 21 days. But sometimes they are being utilized for more than that spell period that is 21 days. The additional days’ TA is being curtailedindiscriminately, for which they are eligible to get according to the Railway rules. This Union urges to arrange the payment for the days worked extra without any curtailment in TA.

REMARKS OF ADMINISTRATIONThere is no such curtailment of TA beyond 21 days. Even TA has been given to staff for 23 days in 30 days month and 24 days in 31 days month for staff working for those days (excluding 7 days rest.)

PCCM There is a long standing demand from reservation staff of ECoR that they may be allowed to avail, Sunday type working pattern (i.e 8 hours to 14 Hrs instead of 22.00 hrs) on few regional holidays like Holi, dussurah, Diwali, Pongal, Ugadi etc vide Ref: RESV/3/PT-VI/RM dtd. 15.03.2016.Other Zones like SER, ER, SR, SCR, avails these holidays since long time back, ECoRSU urges upon for an early decision at par with other Zonal Railway PRS Counters.

REMARKS OF ADMINISTRATIONIt has been ascertained from Eastern & South Eastern Railway that all PRS offices over Kolkotta and Howrah area only are closed in one shift on the occasion of Durga Puja, Lakshmi Puja & Kali puja/Diwali for which orders are issued by CCM(PM)/Eastern Railway along with Press Notification for information of general public. Similar arrangements are not made for other PRS office at other locations on the Divisions.

ECoRSU may furnish copies of orders, if any, issued for the closing of shifts during Durga Puja, Lakshmi Puja & Kali puja/Diwali at other non-metro locations of ER, SER, SR & SCR so that a decision can be taken on the above issue.

DECISIONStatistically it will be examined, how many tickets are sold on Durga Puja, Lakshmi Puja & Kali puja/Diwali in the 2nd shift at the PRS on East Coast Railway. Decision will be taken on the basis of above.

It was recorded in the PNM forum that at present the posts will be creased against work charged estimate in view of urgency. Thereafter, no progress of the matter has come to the light. ECoRSU urges upon for early creation of the posts for smooth running of increased workload at DLS/VSKP & Stores HQ.

ECoRSU would like to intimate once again that the subject matter has been discussed in the 35th Zonal PNM Meeting with ECoRSU, wherein a decision arrived that the works will be proposed in Law Book 2016-17 for sanction under GM’s power.

CE(Planning)/BBS informed this Union vide letter No. W.1/CE-PLG/PNM items/3147 Dated: 05.5.2016 that no fund has been given by RB for sanction of new works under PH-52 & 64 for LAW BOOK 2016-17.

ECoRSU, urges upon for allocation of funds under GM’s power for the above works wherever there is more demand and essential for construction of 4 wheeler garage.

WAT Division: There is no space available in the premises of DRM office complex for construction of garage. MCS Workshop:Four wheeler garage is available for CWM/MCS office complex.

KUR Division: For construction of 4/2 wheeler parking shed at Rail Sadan, provision has been kept in law book 2017-18 vide item No. 764 under PH-52.

DECISIONThe work for construction of 2/4 wheelers parking has been proposed in the works programme for the year 2017-18 for Rail Sadan. Proposal for constructing parking shed in one of the divisional office,“ULTA CHHATA” as done in SWRly which has dual benefit of rain water harvesting as well as solar power will be examined.

REMARKS OF ADMINISTRATION1) Banks and Urban Banks have since been allotted space as per

the requirement.


2) Likewise, Staff Canteen is in operation in North block and the earmarked space has also been designed accordingly suiting to requirement.

3) At present, there is no need for office space for any new office, as all the existing offices have been made operational either at Rail Sadan or at Rail Vihar.

4) Besides there is some space constraint for construction of garage.

34. 36U-08-2015 EXTENDING MILEAGE FOR THE SHUTTLING DUTIES.PCOMPCEEPCME

In WAT division, the shuttling TO’s are being served to the crews to work the trains to GPL, VSPS, NTPC, etc. But due to operational exigencies the crews are being compelled to do longer hours of duty in shuttling duties for more than 8 hours with the mileage of 120km only(15km/hr). For extra hours of duty performed, they are not getting any extra mileage. So, the crews are demanding relief and trains are badly detaining for arranging relief on account of administration.So this Union requests the administration to identify the guaranteed mileage of 150km (15km/hr for 10hours of duty) to the crews working shuttling TO’s in the above sections to avoid detention of trains for arranging relief.

REMARKS OF ADMINISTRATIONOPERATING DEPARTMENTAs per para 3.12 of Railway Board’s letter No. E(P&A)II-80/RS-10, dated 17.07.1981, crew working in WMY/SCMN-KPL-WMY/SCMN & WMY/SCMN-VZM-WMY/SCMN sections of WAT division gets 120 KM as minimum Guaranteed Kilo-meterage (MGK). They are also getting over-time allowances for working more than 08 hours in these sections including MGK of 120 Km. In KUR division for ANGL/TLHR-BDPK-TLHR/ANGL section where 10 hours shuttling duty is in vogue crew gets 120 km as MGK.

LAST MINUTESOPERATING DEPARTMENTThe proposal is under consideration of Zonal Review Committee.

PRESENT POSITIONWMY/SCMN 0 MGPV(GPL)- WMY/SCMN (76 KM) & WMY/SCMN-VSPS-WMY/SCMN(82 KM) sections are notified under short sections for Minimum Guranteed Kilometerage (MGK) i.e. 120 KM each vide CPO/ECoR/BBS’s Memorandum No. ECoR/Pers/R/Running/


Allowance-21, dated 27.07.2016.

WMY/SCMN-NTPC-SCMN/WMY has been notified under Industrial/Coal pilot to enable the running staff to earn trip allowance. As the trip timing is fixed at 6 hours, they are entitled for 120 Km as trip allowance. 50 KM of bonus is allowed if the trip is completed within the 6 hour vide CPO/ECoR/BBS’s memorandum No. EcoR/Pers/R/Running/Allowance/21 dated 05.11.2015.

DECISIONThe existing instructions will be implemented.

35. 36U-15-2015 NOTIFYING OF BCHL-DWZ SECTION FOR SHUTTLING MILEAGE.

Due to night restriction of goods trains in KK line, the down trains movement is being controlled between BCHL & DWZ. So the running staff are not getting minimum guaranteed kilometers after getting relief in the above section of 35 Km.So this union requests the administration to notify the BCHL-DWZ section as shuttling route to get minimum guaranteed mileage to running staff in view of extreme working conditions in that section.

REMARKS OF ADMINISTRATIONThe proposal to declare BCHL-DWZ as short section will be examined after receiving remarks from WAT division.

36. 36U-16-2015 UTILISATION OF BCHL CREWS AT JDB & KRPUPCOMPCEE

At present the LP cadre at BCHL is 129 and ALP cadre is 136 members . The average running time of goods trains between BCHL & JDB is 8 to 12 hours.The average running time of goods trains between JDB & KRPU is 5 to 6 hours.The average running time of goods trains between KRPU & ARK is 5 to 6 hours.If the administration introduces the crew lobby at JDB by shifting 70 crews from BCHL - JDB, they will work the trains of JDB – BCHL and JDB – ARK directly without taking relief at KRPU. 25 crews may be kept at BCHL to answer the RYD & KRDL shuttling TO s. Likewise 25 AC/DC crews may be kept at KRPU to work DMNJ,JYP short trips of both AC/DC trains. So that the WAT crew need not come to KRPU and they will work in VSKP-ARK-VSKP section.There is no need of extra sanction of posts and 10 posts can be surrendered and with that matching surrender value of posts, the quarters at JDB can be constructed for running staff and running at ARK can be improved for availing rest to 30 crews and guards. Simultaneously the BCHL dormitory nearer to the station may be modified as running room for JDB crews. The guard cadre at BCHL to be reviewed accordingly. In the light of the above the running staff welfare will be improved by providing good conditioned quarters to all 25 crews at BCHL to reside with their families. Casualty of JDB & KRPU crews will be reduced as they will be away from Malaria prone area. In future the JDB crew point will become major head quarter after opening the lines between JDB and Delhi Rajra which is under survey.So this union requests the administration to consider our views duly considering the welfare of the running staff at BCHL.

REMARKS OF ADMINISTRATIONDetailed study has to be conducted to understand the advantages. AOM(Plg)/WAT is nominated for conducting the detailed study and submit the report.

LAST MINUTESOPERATING DEPARTMENTA detailed report submitted by AOM(Plg)/WAT regarding opening of new crew base at KRPU & JDB has been sent to Sr.DEE(OP)/WAT on 08.06.2016 vide Sr.DOM/WAT’s Note No. WTP/57/MGK, dated 08.06.2016 for remarks.


PRESENT POSITIONSr. DEE(OP)/WAT has been requested to propose 06 rooms at JDB to accommodate 12 Guards under PH-52 & staff amenity works in Law Book 2017-18 on out of turn basis on 09.08.2017.

DECISIONThe matter will be discussed with division to augment accommodation facility for running staff at BCHL on urgent basis. Alternatively, shifting of some crew from BCHL to JDB can be considered.
