Every Child Matters Forum (Children, Young People & Families Services Network) Notes from 28 th November 2017 1. Welcome and House Keeping Actions/ Information LG welcomed members to the November Forum and explained that the aim of the network is to support and develop a strategic approach to the delivery of services for children, young people and families across all sectors in Sefton, bringing together agencies with an interest in delivering services for children and young people aged 0-19 years (up to 25 if specific to additional needs) and their families. The ECM Forum runs bi-monthly at different areas of the borough. LG briefly went through the agenda and informed members what we would be going through in todays meeting. Members were advised that all information from today’s meeting will be available on our webpage www.sefton.org.uk/network- forums/ecm and were encouraged to follow the twitter page at @ECMForumSCVS. Uploads of news and information shared by members is also available at this page and in monthly bulletins distributed. 2. Minutes and Matters arising from the 27 th September 2017 LG went through the following matters arising and asked members to agree the minutes for accuracy. Matters arising: The Personal health budget flyers are still in draft format, potentially have them for consultation in January 2018 Forum. 3. Children & Young People’s Mental Health – Lynn Loughran (Sefton CVS) Lynn Loughran children & young peoples mental health co-ordinator, LL informed members of the strategy action plan update which included 7 priorities these were: Recognise the vision children and young people have for the future of emotional health and wellbeing in Sefton Improve knowledge of brain development and attachment theory with parents and services so we can build on this to reduce the numbers of children and young people presenting with Page 1 of 6

Notes from 28th November 2017

1. Welcome and House Keeping Actions/InformationLG welcomed members to the November Forum and explained that the aim of the network is to support and develop a strategic approach to the delivery of services for children, young people and families across all sectors in Sefton, bringing together agencies with an interest in delivering services for children and young people aged 0-19 years (up to 25 if specific to additional needs) and their families. 3. Children & Young People’s Mental Health – Lynn Loughran (Sefton CVS)

Lynn Loughran children & young peoples mental health co-ordinator, LL informed members of the strategy action plan update which included 7 priorities these were:

• Recognise the vision children and young people have for the future of emotional health and wellbeing in Sefton

• Improve knowledge of brain development and attachment theory with parents and services so we can build on this to reduce the numbers of children and young people presenting with mental health issues

• Help children and young people better understand emotional health and how to develop resilience

• Improving access to effective support• (Prevention and Early Intervention)• Understand what children and young people need from the workforce• Caring for all children and young people together• Accountability and Transparency

LL informed member of the CYP emotional health and wellbeing network which Lynn chairs, this network meets every 10 weeks with the intention of every 3rd meeting being Young people friendly. There is also a new network ‘’Young People’s emotional health and wellbeing forum’’ This forum was set up following on from CYP IAPT event in March. Where a group of young people from across Sefton who are passionate about:

• promoting positive mental health

• campaigning on emotional health and wellbeing issues• offering challenge to local professionals who make decisions that affect young people’s

lives.This network is open to any young person aged 13+, they group meets every other month at community venues across Sefton. Date of next meeting – 4th December 5:30-7:30pm, Ainsdale CLC. Please contact [email protected] or [email protected] for more details.

LL informed members about free eLearning programmes that anyone can access more information included in powerpoint.

4. Childhood Diabetes - Dr Michael Flynn & Alice Flynn – Merseycare & Parent

LG Welcomed Dr Michael Flynn for attending today’s forum. MF has 30 years experience of being a GP he is currently working with Mersey care in Sefton. Dr MF daughter Alice Flynn also joined him to speak briefly about diabetes and the difference between type 1 & type 2.Type 1: Type 1 diabetes is a serious, lifelong condition where your blood glucose level is too high because your body can't make a hormone called insulin.Type 2: Type 2 diabetes starts gradually, usually later in life, although people are being diagnosed at a younger age. It is the most common type of diabetes in adults.

AF has Type 1 diabetes, Alice has gained support from an organisation called DAFNE – DAFNE is a way of managing Type 1 diabetes and provides people with the skills necessary to estimate the carbohydrate in each meal and to inject the right dose of insulin. AF found this a good support group as you are meeting with other teenagers who are suffering with the same problem and get to support one another.LG thanked both Dr Flynn & Alice Flynn for there in put in today’s forum.

Nicola Kenny – Development Officer – Active Sefton

NK informed members of the MOVE IT programme which is ran by Active Sefton, MOVE IT is a weight management programme for children and their families’ ages 7-16 that need help with weight management/maintenance. It is a FREE localised programme which combines all elements known to be vital in treating and preventing overweight or obesity including family involvement, healthy eating advice, increasing physical activity and behavioural change.There are 3 programmes which are under the MOVE IT programme, these 3 different programmes are aimed at different aged children.

• MOVE IT Schools - 6 week programme for years 5 and 6.• MOVE IT Community - 6 One to One sessions over a 6/12 week period for ages 11-16

years.• MOVE IT Families - 6 week programme for children aged 7-16 years and their family

You can refer children by using the MOVE IT referral form or a school nurse, doctor can also refer children.

5. 0-19 Service Implementation and roll out – Anne Tattersall (Assistant operational director (Sefton) North West Boroughs Healthcare NHS Foundation Trust

Anne Tattersall assistant operational director (Sefton) North west boroughs healthcare NHS foundation Trust -

AT gave a presentation on 0-19 Service implementation and roll out, the service started in April 2017 the contract is for 3 years with option to extend for further 2 years. Also sub contracted to develop South Sefton CCG/Mersey care. AT spoke about the integration of the 0-19 service - Integrated workforce to provide a service for the 0-19 population in defined geographical localities with a focus on the whole family. Reduce duplication across the workforce and minimise multiple handoffs. Improve efficiency and experience of the children, young people and families.

The Pan Borough immunisation service – Northwest boroughs healthcare are recruited to work across Sefton, Knowsley & St Helens. The dedicated staff for Sefton are to include:

– 4 WTE Immunisation Nurses– 2 WTE Clinical Support Workers– 1 dedicated Admin Support

AT also spoke about the Lancaster model which was implemented across NWBH School Health services 2017/18

• Structured programme to drive service improvement with emphasis on public health and early intervention.

• Health needs assessment completed by parents and children at key transitional stages – reception, Year 6, 9 and 11 through on-line portal (HAPI)

• Highlight potential areas where extra support may be needed.• The School Nurse [SCPHN] reviews questionnaires to identify individual support needs

and key themes for school.• SCPHN and Head Teacher devise bespoke school health plan to address 3 key themes.• Plan can be used to tailor PHSE lessons• Overall results can be used to inform future commissioning of services and workforce

planning.

AT then went on to speak about the educational needs there are 6 educational leads appointed, 5 with Health Visiting qualification and 1 with School Nursing Qualification to work across 0-19 Service

• Key areas of priority:– Audit– Pre-registration and SCPHN students – welcome pack for new starters– Perinatal mental health– EMIS recording– Skills analysis / competencies

6. Living Well Sefton – Karen Nolan

Karen Nolan – Living Well Sefton Co-ordinator gave a presentation on Living Well Sefton, The aim of Living Well Sefton is to reduce health and social inequalities and improve the health and wellbeing outcomes of people and families in our most deprived communities. LWS has partners working across Sefton. There is a team of mentors who support individuals, Living well mentors can work with you on a one-to-one basis to identify health areas to see where small tweaks can be made but may have a big impact on improving your health.Living Well Sefton manages the Community Resilience Grant which is awarded to local

community groups and individuals for projects aimed at supporting people to improve their health and wellbeing in the community. The new grant fund will be released in April 2018. If anyone has any ideas of themes please get in touch with Karen.7. Call for Sector Response :

LG asked members to have a think about what themes they would like to bring to next years forums.Proposed changes to the LSCB structure – Establish a pan Merseyside safeguarding board with local establish arrangement LG informed members of the upcoming changes and asked what peoples thoughts were regarding this change. Safeguarding will be handed over to 3 key agencies which will be local authority, health & police. Will operate as it is for 1 year then the new arrangement should be in place by April 2019. Members spoke about the risks that may occur if it goes pan Merseyside, members concerns we’re information may get lost as it widens to pan Merseyside.8. Sharing Opportunities – new projects/ changes/ updates

Ann Taylor:Ofsted SEN action plan: Ann is sitting on the Strategic Board for SEN implementation

Alderhey and stopping medication: Alderhey will be stopping medication (melatonin) but have not consulted properly with parents. Sefton Parent Carer Forum is working with Alderhey to ensure communications with parents happen

- There is an ongoing issue of the inequality of community paediatricians across the borough

- There is ongoing work on a neuro-developmental pathway- Children’s medical records don’t follow them between consultants/ different medical

departments- the system is not joined up, meaning their story needs to be told a number of times- this is leading to the move to ‘Tell the Story once’.
