Overview This standard is concerned with the competence to provide commercial supportto the bidding and tendering process by preparing the commercial aspects ofbid and tender offers. The development of a proposal, bidding and tendering
strategy and any specific proposal requirements is the responsibility of those
authorised to manage the bid or tender operation. The competence contained
within this standard is concerned with the implementation of the strategy and
specific requirements, in providing that support.
This competence may be practiced either as a main contractor or sub-
contractor bidding or tendering for work

Performance
criteria
You must be able to: P1 Participate in the identification of risks and potential opportunities
involved in a successful bid or tender
P2 Identify alternatives and qualifications to the original requirements that
may help the organisation's ability to carry out the work and may provide
protection against unacceptable commercial risks
P3 Recommend the contract clauses and commercial terms that are suitable
for the form of bid or tender proposed
P4 Check that contract clauses, appendices, and amendments meet
statutory requirements
P5 Obtain the necessary legal/commercial advice on the implications of non-
standard forms of contract, clauses and documents
P6 Review and obtain approval of obligations and liabilities proposed to be
contained within a bid or tender
P7 Understand and interpret customer requirements or the business's
offering to the market
P8 Ensure that key stakeholders who have an influence on cost or cost
drivers are consulted
P9 Demonstrate that the organisation has the capacity to discharge the
work, or the capability to source the work through the supply chain
