国際社会と法の支配

セミナーのねらいSeminar Objectives

　国際社会ではグローバリゼーションが多くの分野で進んで

いますが、これを律するためのさまざまな試みもなされてい

ます。今回のセミナーは、「法の支配」という概念がどのよう

な働きをしているのかについて検討します。

　「法の支配」は、これまで主に先進国内において発展してき

た概念ですが、国際的なレベルにおいてどのように実現されよ

うとしているのでしょうか。また、国内レベルではどのような

働きをしているのでしょうか。法そのものではなく、法がどの

ように機能しているのかを各分野で検討することにより、実際

の法の支配を理解していくことが求められています。

　国際レベルでは、国際司法裁判所や国際刑事裁判所といった

機関が、国家間の紛争を平和的に解決する方法や、国際犯罪や

テロリズムなどの問題に取り組んでいます。各国の国内レベル

では、紛争後の国家再建に際して、法の整備がなされるよう

支援が進められています。また、国境を越えて活動する企業の

動きも注目すべき分野となりつつあります。

　人権・開発・国際の平和と安全の分野での最新の動向に注目

しながら、法の支配の実現に国連がどのように係わっている

のか、また、その可能性と限界がどこにあるのかについて、

参加者の皆さんとともに議論します。

Globalization in many areas and fields is one of the specific characteristics of

today’s world, and it is necessary for it to be regulated through various rules.

This year’s Global Seminar will focus on the concept of the rule of law, considering

its function and role.

The idea of the rule of law was originally formulated mainly in developed countries

by national courts, but it has now been extended to the international level, and

introduced in developing countries as well. The key issues are not only the law

itself, but also the meaning of “rule” in each area.

At the international level, the International Court of Justice and the International

Criminal Court are dealing with inter-state disputes, international crimes and

terrorism. At the national level, assistance for developing legal systems is an

important element of nation-building after armed conflicts. Moreover, the activities

of multilateral corporations must be taken into consideration for understanding

the rule of law.

The actions of the United Nations for realizing the rule of law are in numerous areas,

including international peace and security, human rights and development.

All participants are required to discuss the possibilities and limits of this notion.

原則として、日本の大学に在籍する学部生、大学院生、留学生で、専攻分野は問いません。テーマに関心のある社会人（テーマについての専門家や大学などですでに教鞭をとられている方は除く）も歓迎します。国外に住む外国籍の方は申し込みできません。 セミナーの使用言語は日本語と英語。通訳はつきません。

Participation Requirements: The seminar is open to Japanese and foreign studentsat Japanese universities (undergraduate/graduate students), irrespective of their major.Young professionals who are interested in the theme of the seminar are also welcome,although those working in the subject area are not admissible. Non-Japanese residents(persons living outside Japan) are not eligible to apply. Participants are required tounderstand both English and Japanese, as lectures will be delivered in either language.Simultaneous interpretation will not be provided.

セミナーの全プログラムを修了し、所定の手続きを完了した参加者に対して国連大学から修了証が交付されます。

2016年8月30日(火)～9月2日(金)8月30日の午後1時に開会式会場にて参加登録。9月2日の昼食後は、現地解散。詳細は追って通知します。なお、セミナー期間中、受講生は全プログラムに参加するものとします。

応募者はプログラム委員によって審査され、結果は7月8日頃にメールで通知いたします。合格者は7月22日までに参加費用として3万8千円を指定の銀行口座に振り込んで下さい。詳細は後日、直接参加者にお知らせします。※セミナー期間中に撮影した写真は各種広報に利用させていただく場合がありますので、ご了承ください。

Fee: The participation fee of JPY38,000 covers accommodation, meals, and seminardocuments. Transportation costs to/from the seminar site are not included. Foreignstudents (excluding those who receive a monthly scholarship of 117,000 yen ormore) may apply for a JPY30,000 waiver of this seminar fee. All the rooms willbe shared with 2-6 participants.

Certificate: Each participant will receive a UNU certificate upon successfulcompletion of the seminar.
