Project Purpose

!  Provide the First 5 LA Commission and other stakeholders with a comprehensive picture of the ECE-related issues and activities in LA County.

!  Inform consideration of the role and contribution of First 5 LA and other stakeholders to increasing kindergarten readiness in LA County.

!  Inform First 5 LA about the ECE landscape as it undertakes its future decision-making regarding strategies, investments, and partnerships related to ECE access, workforce, and quality improvement.

children and their families?

Research Questions: Workforce 1.  What are the qualifications and demographic characteristics in the ECE workforce?

2.  Does the workforce reflect the cultural diversity of the communities and population they serve (where they work)? What are the differences and similarities?

3.  What is the availability of formal and informal education, professional development, and training programs?

4.  What supports or incentives exist to strengthen qualifications of the workforce? For which segment of the workforce population are they available?

5.  What are the barriers or challenges to accessing these supports or incentives?

6.  Is there any correlation between the quality of rated programs and workforce qualifications?

7.  What existing strategies and policies influence or hinder ECE workforce development?

8.  What policy changes and strategies are needed to support workforce development?

Research Questions: Quality 1.  What is the saturation rate of the quality rating process and other quality

accreditations and designations in LA County and in the Best Start Communities? 2.  What is the descriptive profile of providers that are rated as a part of a quality rating

and improvement system (QRIS)? 3.  Of the programs and classrooms that have been rated, is there a difference in quality

by one or more factors? 4.  What are the key barriers for ongoing, consistent and more universal quality rating? 5.  What are the key domains of quality measured by the three quality rating and

improvement systems in LA County? 6.  What are the key barriers to quality improvement as a part of the QRIS systems in LA

County? 7.  What are the different incentives, programs and supports offered by the three

Making the Case for Early Learning Children Who Have Experienced Quality Early Education Enjoy: !  Lower incidence of special education placement !  Lower incidence of grade repeats !  Higher high school graduation rates By third grade, children who read at grade level are four times

more likely to graduate from high school. Low-income, dual language learners benefit as much or more than native speaker peers Programs for teen parents, like Cal-SAFE, show dual benefits for parents and children: higher

graduation rates (73% vs. 30%) Early education promotes improved social-emotional competency, such as self-regulation, problem-

solving, self-esteem, and task completion. Programs with a parenting focus model positive interactions and opportunities to offer feedback to

parents and translate into more, ongoing support for children at home.

Following $1B+ in cuts at state level to early learning, only 33 seats available for every 100 children between 0 to 5 years old within LAUSD June 18, 2013: Board Resolution to Create Plan & Cost Estimates for Restoration through LCFF including Early Education Reinvestment Aug 20, 2013: Bd President established policy committee to focus upon early education 1436 votes in online voting re budget for restoring early education
