Regular Board of Education Meeting August 24, 2016

A regular meeting of the Board of Education of the Eastport-South Manor Central School District, Suffolk County, New York, was held in the Board Meeting Room, Eastport-South Manor Jr. Sr. High School, Manorville, New York on August 24, 2016. Board of Education Members present: Mrs. Marie Brown, Mrs. Ginny Churchin, Mr. Kenneth Cooke, Mrs. Patricia Harran, Mrs. Karen Kesnig, Mrs. Donna Moeller, Mr. Nicholas Vero (executive session only). Also Present: Peter Scordo, Interim Superintendent; Richard Snyder, Assistant Superintendent for Business; Jennifer Morrison Hart, Ed.D., Assistant Superintendent for Curriculum and Instruction; Linda Weiss, Assistant Superintendent for Personnel; Sharon P. Murray, District Clerk. EXECUTIVE SESSION MOTION made by Kenneth Cooke, seconded by Karen Kesnig for the Board to enter into executive session at 6:00 p.m. to discuss a specific personnel matter.

Vote: Yes – 7, No – 0 MOTION made by Marie Brown, seconded by Patricia Harran for the Board to convene to public session at 7:00 p.m. (Nick Vero left at 6:55 p.m.).

Vote: Yes – 6, No – 0, Absent - 1 The meeting was convened with the Pledge by Board President Donna Moeller and a moment of silence for a former student who passed away. Mr. Scordo announced that the board will be tabling the first reading of the policy addressing volunteer coaching. It will be discussed at a board meeting later in the year. All coaches that have been approved to coach for the Fall season in a volunteer capacity will continue to coach. GENERAL DISCUSSION Reminder that September 21st will be a Community Open Forum instead of a board meeting. Bring your

Board members will be at every open house in case parents would like to ask questions or have comments.

The Board will be conducting their annual walkthrough of the school buildings on September 1st.

Eastport-South Manor Central School District

Academic Intervention Services Plan

I. Introduction In July 1999, the Board of Regents adopted revisions to Part 100 of the Commissioner’s Regulations (Section 100.2(ee) ) requiring school districts to provide Academic Intervention Services (AIS) to students who score below the State designated performance level on state assessments and/or who are at risk of not achieving the State learning standards. The plan must be reviewed and revised based on student performance biannually for approval by the Board of Education. In addition, effective July 1, 2012, all school districts in NYS must have a Response to Intervention (RtI) program in place as part of its evaluation process to determine if a student in grades K-4 is a student with a learning disability in the area of reading. (NYSED, 2009)

The Eastport-South Manor Central School District is committed to providing appropriate AIS and student support services to meet the needs of at-risk students. II. Definition Academic Intervention Services (AIS) are services designed to help students achieve the New York State learning standards. These services include two components: 1) Additional academic instruction that supplements the general curriculum (regular classroom instruction) and/or 2) Student support services needed to address barriers to improve academic performance such as discipline problems, attendance problems, health issues, family issues, mobility, etc. In order for additional instruction and/or student support services to count as academic intervention services, these general criteria should be met: Student needs should be assessed by a trained staff member; Specific interventions should be provided beyond general instruction in the

course; Student progress should be assessed regularly; Records should be kept of the services provided; and Certified teachers/professional staff/teaching assistants should be appropriately

assigned.

III. Eligibility AIS are available to: Students who score below the designated performance levels on elementary,

intermediate, and commencement level State assessments in English language arts, math, social studies, and science. Students who score Level 1 on the NYS Assessments will receive AIS. These may be pull out or push in programs, before or after school programs or summer schools. Students who score Level 2 are partially meeting state standards and may receive direct services or classroom monitoring depending on how close they score to Level 3.

Students “at risk” of not meeting the State standards as indicated through district-adopted or approved procedures.

Limited English Proficient/English Language Learners (LEP/ELL) who do not achieve the CR Part 154 standards. AIS are additional services (in addition to ESL).

Students with disabilities who do not meet the standards. AIS are general education services and must not supplant special education or mandated services. AIS cannot be recommended by the Committee on Special Education and should not be indicated on the IEP. However, all IEP accommodations and supports will be provided to students receiving AIS.

IV. Parental Contact and Involvement In addition to English, all notifications will, when appropriate, be translated into the parent’s native language. Other forms of accommodation may be necessary for parents with different modes of communication, such as the visually impaired or those with limited literacy skills in English or their native language. Parents, or the person(s) in parental relation to the student, will be notified in writing by the principal that the child will be receiving Academic Intervention Services. The notification will include: Summary of AIS to be provided, including frequency and duration Reason student needs service Consequences of not achieving expected performance levels

Parents, or the person(s) in parental relation to the student, will be notified in writing by the principal that AIS will be discontinued. The notification will include: Criteria for ending service Performance levels obtained on district-selected assessments

Parents, or the person(s) in parental relation to the student, will receive the following: Opportunities for conferencing and /or consultation with teacher or staff providing

AIS Quarterly reports Information on ways parents can become involved in working with their child,

monitoring their child’s progress, or working with other educators providing AIS to improve achievement

The Eastport-South Manor Central School District has the responsibility to require AIS during the school day only and will obtain parental permission for participation outside of the school day.

V. Record-Keeping A copy of each of the following shall be kept in the student’s cumulative folder: A record of what Academic Intervention Services a student receives A copy of the parent notification that a child is in need of Academic Intervention

Services and when these services will be offered A copy of the letter to the parent that indicates that the child is no longer in need

of these services Documentation of attendance at a parent-teacher conference at the elementary

level for students in the AIS program NYS Reporting of Student Progress: Each school is required to maintain the above information in the student’s cumulative folder. Specific information is required for NYS reporting purposes. To this end, the district is implementing a database program to record student enrollment in AIS. The program enables teachers to maintain individual entrance and exit criteria for AIS plans.

VI. Management and Coordination of Services Eastport-South Manor Central School District offers AIS in the areas of academic instruction as well as support services. Decisions related to eligibility and frequency and intensity of services will be made by appropriate staff at the building level.

At the elementary level this determination of eligibility, monitoring and service delivery will be coordinated by reading teachers, math teacher leaders, social studies teacher leaders, science teacher leaders, social workers and Instructional Support Team, administrators and supervisors

At the junior high and high school levels the determination of eligibility, monitoring and service delivery will be coordinated by each academic department as well as social workers and counselors, reading teachers, Instructional Support Team, administrators and supervisors.

In addition, district and building administrators will annually review student needs by analyzing data at the building level such as: Root causes of student performance data The number of students receiving AIS within each grade level The range of performance levels of eligible students as determined by State

assessments Staffing needs, instructional approaches and scheduling options required to meet

the needs of students as required by AIS Ongoing oversight, monitoring and review of programs

The CSE must ensure that staff providing AIS are informed of their responsibilities

related to the specific accommodations, modifications and supports that must be provided for the student in accordance with the IEP. In addition, staff must have access to the student’s IEP. This ensures that supports and accommodations listed on the IEP are consistently applied with the provision of AIS. This does not require a meeting of the CSE.

If a student is determined to need AIS and has already been identified as a student with a disability, school personnel may determine that a review of the student’s IEP by the CSE is needed. For example, a student scores below the designated State performance level in English language arts and is receiving special education service to address his/her need in reading. In this case, a review by the CSE of the student’s IEP may be warranted to coordinate the additional reading instruction.

VII. District Description of Academic Intervention Services

The District has developed a uniform plan to provide AIS for grades K-12 in the areas of mathematics and English language arts. AIS are also available to students in grades 4-12 for Science and in grades 5-12 for Social Studies. Students with the most intense needs receive more scheduled services, for a longer duration, and with more individualization. Students with the least intensive needs might only receive progress monitoring as a student support service. The following was included in the NYS AIS Guidelines

regarding what is meant by progress monitoring and when this student support service should be used:

Indicators on other multiple measures for some students who score below the State designated performance level on State assessments (especially in the upper range of level 2) show relatively little risk of not meeting State learning standards. These students might not need additional instruction. However, they must receive some form of AIS.

In those cases, monitoring of a student's performance by school staff would be an appropriate student support service. This could include such activities as regular progress checks, further assessments, and meetings with the classroom teacher to adjust instruction, if necessary.

Records of this service should be kept, as for all AIS.

If necessary, students may receive interventions through push in or pull out programs during academic or special area classes. Parental permission is not required for services that are provided within the constraints of the school day as it is Eastport-South Manor Central School District’s responsibility to provide such services in any area in which a student has not met the NYS Learning Standards as measured by a NYS test.

The District and schools have included as many scheduling options as are necessary to meet the range of student needs in the district. Such options include, but are not limited to, the following: Extra period(s)/time during the regular school day; Within-class staffing that reduces student-teacher ratios (e.g., co-teaching, team-

teaching ); Extended school day; Before-school sessions; After-school sessions; and/or Summer school.

According to NYSED regulations,

(i) For the 2016-17 school year, schools shall provide academic intervention services following a two-step identification process:

(a) First, students who score below a median scale score between a level 2/partially proficient on grade 3-8 English language arts or Mathematics State assessment as determined by the Commissioner, shall be considered for academic intervention services. Students scoring at or above the median scale score determined by the Commissioner but below a level 3/proficient score shall not be required to receive academic intervention services unless the school district, in its discretion, determines that such services are needed.

(b) Districts shall then use a district-developed procedure, to be applied uniformly at each grade level, for determining which students identified in clause (a) shall receive academic intervention services after it considers a student's scores on multiple measures of student performance, which may include, but need not be limited to, one or more measures, as determined by the district.

The elementary schools are implementing AIS through the District’s Response to

Intervention (RtI) model for Grades K-6, in com pliance with sections 100.2(ee)(7) and 100.2(ii) of the Regulations of the Com m issioner of Education. Rather than basing the need for additional instructional assistance solely upon annual NYSED testing, this model identifies expected criteria for what level of material should have been learned, identifies the skill area where a student is deficient, applies a research-based intervention to target the specific deficiency, and documents the student’s response to the intervention.

As has been Eastport-South Manor Central School District’s practice in meeting the instructional needs of all students, RtI assures that multiple assessments are used. These may include:

Every school district is eligible to receive Educationally Related Support Services (ERSS) Aid. Sections100.1(r), 100.1(s), and 100.2(v) of the Commissioner’s Regulations outline requirements associated with these funds. These services are provided in the regular education setting for students referred by the building principal, Instructional Support Team or, for students with disabilities, in accordance with the recommendations of the CSE or the 504 team.

Eligible students display educational, behavioral, personality, social or speech difficulties, which, if not addressed, could adversely affect educational performance and could result in the need for special education services. ERSS includes curriculum and instructional modification as well as support services (psychological, social work, non-career counseling, speech and language services and direct student support team service). Therefore, appropriate ERSS are included in the district’s description of academic intervention services.
