Monitoring and Evaluation
Ongoing Evaluation
The implementation of East Williston UFSD’s Technology Plan is a continuous process requiring ongoing
evaluation. Effective evaluation requires planners to rethink and update objectives, priorities and strategies as
implementation progresses. Ongoing evaluation also allows planners to identify and modify aspects of the Plan
that are no longer applicable, advisable, or feasible.
The primary assessors and tailors of the plan will be the Technology Committee. They will receive evaluations
from various sources:
Board of Education – It is the role of the Board of Education to establish policy regarding the use of technology
in the district consistent with its other educational and administrative policies. It has the responsibility to
examine the impact the technology is having on all of the district’s programs, and to recommend to the
community sensible funding mechanisms so that appropriate technologies are available to our teachers, students,
and staff.
Superintendent –The superintendent identifies, supervises, and holds accountable all of the employees who are
performing specific duties implementing the use of technology in the schools. The Superintendent’s role is to
remain up-to-date on the success that technology is providing in educating students and managing the district.
The Superintendent does this through research, consultation with district experts and by providing support to
those charged with the implementation of the components. The Superintendent, in consultation with the Director
of Technology, determines the staffing needs so that the technological needs of the district can be met.
Director of Technology – As the educational leader of technology, the Director is responsible to define the
vision for the use of technology, based on the educational and administrative needs for the district in
consultation with all stakeholders. As such, the Director must also make sure that there is adequate training and
support for the use of technology in the District. The Director will also oversee all District and BOCES
technology staff to ensure proper implementation of the goals and actions set forth in the Technology Plan. It is
the Director’s role to recommend to the Superintendent and the Board of Education funding mechanisms,
inventory control procedures, and programs appropriate to the efficient administration of the district.
Principals - It is the role of the building principals to identify the instructional models used in their buildings,
and to evaluate teachers in the use of good instructional practices using technology. It is their responsibility to
encourage the use of technology in instruction, and to identify the needs in their respective buildings. It is also
important that the principals are conversant in the District’s goals and applications for technology, and that they
themselves be appropriate models in the use of technology.
Elementary Lead Teachers and Secondary Department Chairs – These people are the curriculum leaders for
the district, coordinating the K-12 program in language arts, social studies, mathematics, science and
technology, guidance, health and physical education, special education and foreign languages. They serve as
models for the integration of technology in instruction, and also serve as conduits for the implementation of the
plan to the classroom level. Building administrators serve as the curriculum leaders in areas not serviced by the
people mentioned above.
Educational Technology Specialists – These specialized staff members help to build the computer literacy skills
among the students, and the technology capability of the classroom teachers by providing both in-lab and in-
class instruction for both students and teachers. Not to be “stand alone”, these staff members work in
28
conjunction with the classroom teachers by introducing new technologies and by assisting teachers in
determining the best way to integrate technology in instruction.
Teachers – It is the role of the teachers to use technology appropriately and to the greatest benefit in the learning
of their students. To do this, teachers are responsible for learning to use technology appropriately, for examining
ways to incorporate it in their instruction, and for identifying the use of technology in their lessons.
The district maintains a Technology Planning Committee to:
Identify student and school program needs
Identify available technology-based and support resources
Integrate technology planning with curriculum
Model best practices
Develop an annual needs assessment of all stakeholders
Goal 1: Develop a mechanism by which the action plans outlined in this plan are reviewed and/or implemented.
Goal 1 Action Items:
Create a checklist of action items in the plan and assign deadlines and responsibilities for the completion
of each action item within the 3 year time frame. Report to the progress of achieving and/or attaining the action items to the Technology Committee on a
regular basis. Provide an annual report to the Superintendent for action items accomplished each year of the plan.
Goal 2: Develop consistent meeting timelines to facilitate an understanding of District, building and department
needs and deficiencies.
Goal 2 Action Items:
Educational Technology Specialists and network administrators to regularly meet with the Director to
assess the integration of technology into the curriculum and to develop a more coherent understanding of
the needs and challenges on a biweekly basis.
Hold regular District Technology Committee meetings (a minimum of 4 per year) in order to evaluate
the technology needs of the district by receiving input from administration, teachers and students. In
addition, Technology Committee members will analyze results and gather information as to determine
the strengths and weaknesses of the plan. Redirection of goals, introduction of new or additional goals,
or implantation of new initiatives will be addressed and incorporated.
Goal 3: Provide students and parents a mechanism through which they can identify technology they deem
important.
Goal 3 Action Items: Continue hosting a Technology Fair and/or participate in Parent University for the community in order
to showcase student work and the uses of technology in the classroom.
Work alongside the PDSG committee to ensure professional development that is infused with technology
in order to enhance the teaching and learning process.
Implement a tri-annual staff and faculty, student, and parent survey to provide insight as to the views of
technology that are held by the individuals who are to use it. The survey will contain questions about
29
staff development opportunities, access to and availability of technology, and personal feelings about
technology as well as other areas determined relevant by the Technology Committee.
30
Budget and Funding
Telecommunications and computer technologies are continually evolving. As a result, expenditures for
technology equipment, services, and personnel are included in almost every portion of the East Williston UFSD
annual budget. Several of the more important budget areas that include major technology-related expenditures
are summarized below:
Telecommunications Services
Computer Hardware
Equipment Repairs
Personnel and training including staff salaries
Supplies
Computer Software and Licenses
Other Technology Expenses
District technology planning and purchasing is coordinated through the Director of Technology, the technology
team, BOCES, and the Technology Committee in order to ensure equitable distribution of all equipment.
Considering all elements of technology spending and funding together permits the school system to insure that:
Every program in the district is adhering to the same technical standards and procedures
Hardware, software, and services purchases can be used and supported by the district’s personnel and
infrastructure
Repair, maintenance, and replacement cycles are uniform
Technology expenditures are standardized for the lowest total cost of ownership
The highlights of the technology budget over the next three years include:
Increased staff development and curriculum integration
Continue funding the one-to-one initiative
Continue to monitor and upgrade security system/cameras
Investigate telephone access in all classrooms
Continued addition of mobile labs in North Side to accommodate addition classroom projects and testing
Continue to investigate the feasibility of live feeds of meetings and/or student events over the Internet
Investigate ways for staff to access technology through multiple medium
Refresh projectors, document cameras, classroom computers and 1:1 devices on a 5-7 year cycle
Identify and implement a learning management system
Provide sufficient technology personnel to support the use of technology in all schools by all stakeholders.
31
Funding Resources
The primary support for the district’s technology initiatives is the general fund budget, which, in turn, is mostly
funded through local tax revenues.
In addition to recurring general fund sources, special technology funding is often available from federal, state,
and/or local programs and grants. These are BOCES Aid, E-Rate funding and Title II and III grants.
Technology funding from government sources is typically difficult to project with regard to actual dollar amount
and timing of receipt. E-rate funding, for example, is often not received for at least a year after its award and is
subject to downward revisions. As a result, such funds are not included in the technology budgeting process for
ongoing technology support and critical new projects until receipt can be confirmed.
E-rate – E-rate funding will continue to be used for ongoing allowable services.
Grants: Grants will be sought for continued technology support in addition to District provided resources.

staff, students and staff are advised to use discretion if making these online connections on social
networking sites and should always maintain a separation between their personal lives and their
professional responsibilities.
11. Do not attempt to visit websites that might be considered inappropriate. All objectionable sites have
been blocked on the school network. If you believe a site that is blocked is of value, contact your
teacher or the Educational Technology Specialist. All sites visited leave evidence in the network and
on the computer. Downloading inappropriate materials and visiting blocked websites may be referred
for disciplinary action.
12. Files held on the school’s network will be regularly checked by the Technology Department.
13. You may read newsgroups, RSS feeds, participate in teacher selected/approved blogs and social
networking sites and access other educationally based Internet resources.
14. You cannot use the network in such a way that would disrupt its use by other users.
15. It is your responsibility (when appropriate) to take all reasonable steps to follow the conditions set
forth in this policy, and to ensure that unacceptable use of the Internet/Intranet does not occur.
Unacceptable Use: Examples of unacceptable use include but are not limited to the following:

EAST WILLISTON SCHOOLS
TERMS AND CONDITIONS FOR THE USE OF INTERNET AND COMPUTERS
Plagiarism: is taking the ideas or writings of others and presenting them as if they were yours. Do not
plagiarize works that you find on the Internet as this is delineated in the East Williston Code of Conduct.
Copyright infringement occurs when you inappropriately reproduce a work that is protected by a copyright.
Respect the rights of copyright owners. If a work contains language that specifies appropriate use of that
work, you should follow the expressed requirements. If you are unsure whether or not you can use a work,
you should request permission from the copyright owner. Copyright law can be very confusing. If you have
questions, you should ask a teacher.
Warranties: The school cannot be responsible for loss of data resulting from delays, non-deliveries, mis-
deliveries, or service interruptions caused by any reason. Use of any information obtained from the Internet is
at your own risk. The East Williston School District specifically denies any responsibility for the accuracy or
quality of information obtained through its services. It is your responsibility to verify the integrity and
authenticity of the information that is used.
Services: There will be no warranties of any kind, whether expressed or implied, for the network service
offered by the school. The school will not be responsible for any damages suffered while on the system. The
damages include loss of data as a result of delays, non-deliveries, or service interruptions caused by the
system or your errors of omission. Use of any information obtained via the network is at your own risk. Each
user is responsible for verifying the integrity and authenticity of the information that is used and provided.
The District also will not be responsible for unauthorized financial obligations resulting from the use of or
access to the District’s computer network or Internet.
Further, even though the District may use technical or manual means to regulate access and information, these
methods do not provide a foolproof means of enforcing the provisions of the District policy and regulation.
No Privacy Guarantee: Anyone using the district’s computer network should not expect, nor does the
district guarantee privacy for any use of the District’s computer network. The District reserves the right to
access and view any material stored on the District’s equipment or any material used in conjunction with the
District’s computer network.
Online communications between staff and students pose unique learning opportunities as well as potentially
negative consequences. Staff and students should always be aware that online communications can become
part of the public domain and should not be considered private. They should also be aware that information
stored on District equipment is subject to review.
Security Issues: Security on any computer is a high priority, especially when the system involves many users.
If you identify a security problem on the Internet, you must notify a teacher, an Educational Technologist,
Library Media Specialist, or the Principal. Do not demonstrate this problem to other users. Users must login
with their own user id and password, where applicable, and must not share this information with other users.
If you attempt to login to any computer as a system administrator, or attempt to by-pass or remove any
security component, or place any inappropriate material on the computer, your privileges will be canceled and
other disciplinary action may be taken. If you are identified as a security risk or as a student who has a
history of infractions with other computer systems, you may be denied access to a computer and/or the
Internet.

EAST WILLISTON SCHOOLS
TERMS AND CONDITIONS FOR THE USE OF INTERNET AND COMPUTERS
Personal Devices: The District will NOT be held liable for any personal device lost or stolen while on
school property.
Physical Security: Students and staff are expected to ensure that portable equipment such as laptops, digital
cameras, and video cameras are securely locked away when they are not being used.
Willful Damage: Vandalism will result in the cancellation of your privileges. Vandalism is defined as any
attempt to harm or destroy data or hardware, or to change the operating configuration of any computer or any
networks connected to the computer. This includes, but is not limited to, the uploading or creation of
computer viruses.
Publishing Student Photographs and Work: Part of the value of the Internet is to broadcast some of the
outstanding work and activities our students are doing in our schools. The school district may publish student
photographs while engaged in schoolwork or school activities. The district will not publish student names,
addresses, or personal information, although the teacher’s name may be used to identify the class or group. In
the case of student work, students may only be identified by first name and teacher name, such as “Melissa,
5th
grader in Mrs. Gonzalez’ Class at Willets Road School.” If further identification is required, parents will
be contacted to obtain their explicit permission to publish the student’s name. Faculty will only post pictures
of children in groups.
Media Publications: For the safety of our students, District employees should follow these guidelines when
posting student-related information to the District’s website and sites that link from the District website:
• Documents/pictures may not include student last names.
• Family information (address, telephone number, e-mail address, etc.) may not be posted.
• Student location information (schedule, after-school activity participation, bus stop, etc.) may not be
posted.
