New centre provides facilities for businesses to access

E ast Riding of Yorkshire Council recently celebrated the offi cial

opening of Brough Business Centre – with the offi ces already 75 per cent let.

The council has now developed eight such centres, with split funding from Yorkshire Forward, the European Regional Development Fund and the council’s capital programme.

Councillor Stephen Parnaby OBE, leader of the council, said: “The centres provide valued and well used facilities for businesses to access advice, support, training and networking opportunities.

“The work that has gone

into developing and improving the business centres is a vital investment in the East Riding’s future and the current economic downturn makes it all the more important that we maintain our work to support businesses.”

The Brough Business Centre has been created through the renovation and remodelling of the ‘old fl ying club’ on the BAE Systems Ltd site on Skillings Lane.

The project has been designed to assist in the creation and survival of business start-ups and also to develop a unique partnership with BAE Systems by accommodating their existing supply chain on site with priority for offi ce space being given to companies in the advanced engineering and manufacturing sectors.

Tony Arksey, site director of BAE Systems, Brough, said: “Everyone

involved in this project has done a fantastic job in providing economically priced, modern and vibrant offi ces to enable young businesses to prosper in the local region.

“I have every confi dence that Brough Business Centre will be an amazing success and I wish the businesses inhabiting the facility every success for the future.”

Jon Fell, a director of video production company JayJay Media which is based in the business centre, was equally impressed: “The offi ces are modern, spacious and fi tted out to a very high specifi cation.

“We often invite clients to our offi ces for meetings and they love coming here. Everyone wants to have a look around and many have asked about availability. The council has done a great job in

refurbishing an old building to 21st century standards”

Amanda Hoggart, the business centre manager for East Riding of Yorkshire Council, said: “We opened in July 2008 and to date 26 businesses have moved into the business centre to take advantage of its excellent facilities. YORKSHIRE WATER MAINS REPLACEMENT WORKS KELDGATE, BEVERLEY - ROAD CLOSURE Yorkshire Water will be carrying out essential work to replace underground water mains at the junction of Keldgate and Lairgate in Beverley; this work will begin on Monday 3 August and is programmed for completion on Friday 21 August. Due to the position of the underground pipes and to ensure the work is undertaken safely the road will have to be closed for the 3 week period, a signed diversion route through the town will be in place. It is anticipated that this work will cause serious congestion and delays during peak traffi c periods.During this period the Council Highway Department will take advantage of the road closure to carry out essential maintenance works.

Giving young people a taste of government

T he hard work undertaken by the East Riding Youth

Assembly (ERYA) hasn’t gone unnoticed and recently they were fi lmed for BBC2’s Democracy In Action programme.

Assembly member Sam Stainforth said: “We work hard all year on different campaigns. Our current one is about getting a transport discount card for young people. It was great that the BBC came along and fi lmed what we are up to.”

The transport discount card is aimed at 13-21 year olds. The ERYA sent a questionnaire out to young people and the 800 replies showed a defi nite demand for free transport. It’s

hoped that a pilot scheme on four bus routes will take place soon.

The Youth Assembly is also involved with the Councillor Shadowing Programme. Councillors Jump and Abrahams have allowed Mollie and Laura, two Youth Assembly members, to shadow them as part of a national initiative to encourage young people to get involved in local democracy and experience leadership within their local communities.

ERYA was set up in October 2003 and is made up of around 40 young people aged 11 to 19 who aim to improve the lot of other young people in the East Riding as well as having a good time with lots of fun and opportunities for themselves.

Richard Moulson, senior youth worker, said: “The Youth Assembly is all about improving the lives of young people. More than 300 people

have helped us do just that since we formed. Any young person can join so why not give it a go? We meet at County Hall in Beverley on the fi rst Tuesday of every month at 7pm. ”

COME AND VISIT: Extended summer holiday openings

THE historic Guildhall, in Register Square, Beverley, has extended opening times over the school summer holidays and is open on Wednesdays until 2nd September as well as Fridays(10am to 4pm both days).

Among the attractions to view is the current exhibition ‘Window shopping’, which shows the changing face of Beverley’s shopping streets through pictures and reminiscences from local people, as well as the community museum local history display.

The Guildhall was the traditional seat of government in Beverley from the 16th century. The building has splendid rooms, including a courtroom with stucco ceiling and panels by Guiseppe Cortese dating from 1762, and historic furniture that has been in place since it was acquired in the 17th and 18th centuries.

LEADING LINESLEADER OF THE COUNCIL COUNCILLOR STEPHEN PARNABY OBE

IT’S holiday time for many people and whilst some will be jetting off to Europe and the far corners of the world, many this year will be taking their break within the UK. The importance of tourism to the local economy of the East Riding is massive with visitors spending an estimated £402m annually, and, equally important, the industry provides in excess of 10,000 jobs.

Many visitors are attracted to our coastal resorts staying in hotels, guest houses, and particularly caravan and holiday home parks. Individuals and families will be in the area, possibly staying for several weeks, maybe taking a traditional week’s holiday or weekend breaks and others will be day visitors. Two years ago, recognising that tourist destinations are not based on administrative boundaries, East Riding of Yorkshire Council partnered with Kingston-upon-Hull City Council to form Visit Hull and East Yorkshire. Staff transferred into one unit to promote the region’s many attractions.

A substantial amount of public funding and support goes into this hugely important area – including funding from the Regional Development Agency, Yorkshire Forward – to raise the profi le of the coast; seaside towns; the Wolds; market towns; and picturesque villages. By recognising the area is larger than the East Riding, people will also visit Hull with its many museums, art galleries, and other attractions, such as The Deep, which gives an all round customer experience. We also recognise that visitors will travel to York and North Yorkshire as part of their break and the new tourist organisation ‘Welcome to Yorkshire’ has a tremendous role in giving the region extensive publicity.

Clearly the recession has had a big impact on holidays abroad, particularly with the low value of the pound to the euro and dollar, and ultimately that will change. Our role is to try and make the visitor experience a great one. People involved in the tourism industry, either directly or indirectly, will be doing everything they can to achieve this but we can all play our part. We should all be proud of our area, what it has to offer and welcome people to our wonderful part of the country. The UK has many visitor destinations and the tourism market is hugely competitive. We want our visitors to enjoy their stay and to tell their families and friends how fantastic the place is to ensure they keep coming back.

A plea for more dropped kerbs

Surface dressing It’s that time of year again when East Riding of Yorkshire Council give members of the public the chance to use their cars/vans as an aid to road resurfacing.

It is so annoying that after paying all that road tax, council tax and fuel tax, the council would be able to afford some kind of roller to press the gravel into the road instead of the general public doing it for them and being peppered with stone chips and cracked windscreens!

I refer (in this instance) to the Leven bypass ‘scattering’, however, it could be coming to a road near you.

Whatever happened to finishing a job off?Come on, East Riding of Yorkshire Council,

spend some of the money we give you on equipment instead of letting us ruin our pride and joys!

Alan Moffatt, Skipsea

in place while any loose chippings are present until final sweeping of the surface some days after. This is a necessary part of the process as secondary embedment of the chippings does indeed take place aided by the action of traffic over a period of some days (it is also worth noting that this embedding process continues over several years which necessitates the resurfacing in the first instance).

I trust that you find the above information useful. However more technical information can be obtained by visiting the website of the Road Surface Dressing Association at www.rsda-gb.co.uk.

Carl Skelton, divisional highways manager (south)

Low energy bulbs Please can you tell me where I can safely dispose of these sort of bulbs when they have ‘blown’ as I understand that they contain mercury, which surely can’t be good in landfill?

Perhaps they’re not so eco-friendly as we have been led to believe!

Mrs C Sims, Market Weighton

Dear Mrs SimsYou are right, low energy light bulbs should not go into landfill.

They can be taken to any of the council’s ten household waste recycling sites where containers are provided.

John Skidmore, head of streetscene services

Confusion over green and blue bins I am initially writing with the cynical view that this letter has no chance of being printed in your next edition of the East Riding News.

However, I was in hysterics after reading some of your letters in the July edition and also your excellent guidance and publicity on pages 8 and 9 concerning blue bins.

This is because I recently witnessed our dustmen put our full blue bin in with the normal green bin rubbish.

We placed both bins out after a bank holiday and were confused what collection was taking place.

I was then shocked to see that they placed both bins in the same truck meaning there was no way our rubbish was recycled.

What is the point of us separating and collecting our rubbish for a month?

We have significant interest in recycling and like to help in any way possible, but I want to know what is the point when our efforts are not being reciprocated by the local council?

Paul Smith, Bridlington

Dear Mr SmithWe are happy to publish your letter and to reinforce the view that there is every good reason to recycle and compost as much as possible.

If a resident puts the blue bin out on the same day as the green bin collections, it is seen by the collection crew as a sign that the recycling is contaminated and it is to be taken away.

It is for that reason that we have distinct rounds for the green and blue bins and on separate days.

I can assure you that the materials collected from the blue bins are sent for recycling and are not sent to landfill.

John Skidmore, head of streetscene services

Coaches in Beverley I would like to know why there is no parking area for touring coaches in Beverley.

Any coaches coming into Beverley have to drop their passengers off, then go out of town to park in a layby until it is time for them to pick up again.

Doesn’t East Riding of Yorkshire Council want tourists to come to our town? If something isn’t provided the coaches will stop coming, depriving the town of much needed revenue.

Mrs M Needham, Beverley

Dear Mrs M NeedhamEast Riding of Yorkshire Council does provide facilities to allow coaches and coach parties to visit the town.

In Beverley a coach drop off/pick up point is provided in the town centre outside the Magistrates Court on Lord Roberts Road.

A coach parking area at Beck View Road offers coach drivers toilets and refreshments. Nearby shops are located within a 10 minute walk.

Coaches are welcome at any time, but we do ask coach operators to prebook where possible via the council’s website.

Booking is not compulsory but it does ensure the council provides coach operators with the best possible service.

Bookings may also be made through the council’s Tourist Information Centre on telephone number: (01482) 391672.

Dean Edwards, engineer (traffic and parking)

Dear Mr MoffattSurface Dressing is a treatment widely used by this Council as part of our highway maintenance programme and undertaken each summer as the process relies upon adequate temperatures to ensure that the outcome is successful.

Surface Dressing is an extremely cost effective process and allows carriageway improvements to extend road life and improve skid resistance at a fraction of the cost of reconstruction, particularly valuable as demand always exceeds available road maintenance budgets.

The process involves the application of a layer of bitumen binder followed by the application of graded grit-stone chippings to provide a new running surface. I must point out that we do use a 12 tonne multi-wheeled roller immediately after the chippings are applied to gain initial embedment of the chippings into the binder. The road is opened to traffic as soon as possible (generally within 30 minutes) after the treatment in order to reduce any disruption to traffic.

You will be aware that warning signs are placed warning of loose chippings and appropriate speed (20mph) at the time of dressing and these remain

COMPACT AND FLAT: Driffi eld town centre

£25Letter

UNFORTUNATELY, owing to having difficulty with becoming disabled through chronic illness and old age, I decided to cease driving after holding a licence for more than fifty years and bought a buggy in order to keep some of my independence.

I find this invaluable as the shopping area in Driffield is so compact and flat.

I know some people grumble about us but hopefully they will never need such an aid and be perfectly fit all their life.

Yes, you have to be careful as the pavements in some areas are narrow and drivers coming through the archways from the rear of the premises on to the main road do not realise that they are directly on to the pavement and it is dangerous to pedestrians, people with pushchairs and buggy owners.

I try to be very conscious of other people who are walking, giving them plenty of room and often stopping to let them pass.

The majority do not even acknowledge this – in fact I wonder how many actually ‘see’ me.

However the main complaint is that very few of the pavement junctions in the town have DROPPED KERBS.

It is often necessary to look for an easy access to the road which is usually the entrance to a garage or where the existing kerb is broken.

You may be aware that buggies are not designed

to climb more than two inches otherwise they may not be safe or suffer damage.

I remember some years ago the Government of the day sanctioned funds to improve facilities for the disabled.

Has the money been fully absorbed?

Mr R Helliwell, Driffield

Dear Mr HelliwellIt is East Riding of Yorkshire Council’s practice to include dropped kerbs as part of any new highway improvement scheme. We also insist on dropped kerbs being installed on all new developments as part of the planning application process. The council has a limited annual budget available to provide these facilities where requested across the existing highway network.

As you can appreciate, requests are numerous and we must prioritise the use of these funds to benefit the majority of users. Therefore, for example, town/village centres, shopping areas and primary pedestrian routes are considered first.

In Driffield, following requests from the Driffield and District Access Group and individuals we have recently installed seven dropped crossings within the town. Should you have any specific areas in mind we will be pleased to asses the locations for similar treatment.

Investing in our future

A £100m package of investment announced to boost

the local economy over three years has seen good progress since it was launched in February.

The accelerated capital programme has been designed to help the East Riding’s valued local contractors in the current economic climate, ensuring the area retains its construction skill base, which will be of vital importance as the economy recovers.

Councillor Stephen Parnaby, OBE, leader of East Riding of Yorkshire Council, said: “The council has worked hard to secure and identify funding streams to enable the accelerated capital programme to be implemented. This signifi cant level of investment not only improves the council’s road and buildings infrastructure, but will also support local contractors in this time of need.”

REGENERATION plans for Bridlington reach an important stage this month with the next stage of consultation on the Bridlington Area Action Plan (AAP), which will ultimately become part of the East Riding’s formal planning policies.

The consultation period will run from Monday, 10th August to Monday, 5th October 2009. A series of exhibition events will provide outline details of developments planned for Bridlington over the next 10 to 15 years.

The consultation documents (Second Preferred Options Draft

together with a Supplementary Planning Document covering design guidance) are available to view from Bridlington Town Hall and Bridlington Library.

The AAP can also be found on Bridlington Renaissance Partnership’s website www.bridlingtonrenaissance.com where further details about the consultation, including exhibition dates, will also be published.

The Strategy for Regenerating Bridlington (Roger Tym & Partners 2004) showed that the town has responded well to the contraction in manufacturing and traditional seaside tourism which has taken

place over the last 15 to 20 years but still more is needed to take advantage of the opportunities for a more prosperous future. The town’s greatest challenge is to diversify and strengthen the local economy, the key to which is regenerating the town centre and harbour areas.

The vision for Bridlington is “A great place to live by the seaside - Visitors welcome!” The key is about making sure that Bridlington serves its residents and local businesses well, so that tourists, who will continue to be very important to the local economy, can also enjoy the experience.

INVESTMENT: Leader of the council, Councillor Stephen Parnaby OBE, looks over fl ood mitigation work carried out in Anlaby

How council investment helps business through the downturn

ACCELERATED capital programme work is being carried out across a wide range of areas.

Sites are being chosen for £18m of new affordable housing. The fi rst wave of planning applications is due to be submitted by autumn to allow £6m of investment by April 2011.

Following detailed surveys of existing council housing stock, a major programme of investment has been agreed including £1.2m of re-roofi ng works and £1.9m to install modern bathroom and kitchens.

A £4.4m fl ood mitigation programme should see £2m spent by April. Around £400,000 has already been spent on schemes including fl ood-water storage in Kitchen Lane Beverley and interactive fl ood screens which allow water levels to be remotely monitored.

Work to create new multi-service centres, which will see residents able to access several council services on one site, is currently in the preparation stage as is work to replace Bridlington Leisure World. Building work on the fi rst wave of these projects is expected in the new fi nancial year.

Major improvements to the A164 between the Humber Bridge and Beverley are currently in the design stage. Work on the overall £13m scheme is expected to commence in 2010/11 and last for a year.

ConsultationUpdate

This column aims to let you know what consultations are taking place, how you can take part, and what happens once they are complete. By consulting and engaging with you, we can make sure that all of your views are heard and met.

New surveysThe Target 45+ waste and recycling strategy has been devised with the aim that at least 45 per cent of household waste will be recycled and composted by 2010. Over the coming months, consultations will be carried out on behalf of the council to fi nd out how aware and knowledgeable residents are regarding waste and recycling schemes, and more specifi cally regarding Target 45+. Ultimately, these consultations will help us to understand how to increase the number of households taking part in waste and recycling schemes and how to increase the amount of recycling and composting being done by households in the East Riding.

Participants for these consultations will be picked at random, so if you are asked to take part please do.

Completed consultationsThe culture and information service recently carried out a museum visitor satisfaction survey. The aims of this questionnaire were to fi nd out the likes and dislikes of museum visitors and to gather suggestions of improvements that could be made, for example regarding the exhibits and facilities.

You told us……that you weren’t happy with the toilet facilities at Sewerby Hall…we have put measures in place to refurbish and replace the toilets by 2012, as part of a Lottery funding bid

…that local history displays are not displayed widely enough…we have arranged for these to be taken to community groups and displayed in mobile libraries

For more details on what consultations are currently taking place please go to www.eastriding.gov.uk/consult.

Equality and diversityThe equalities and diversity team held a Disability Fayre at The Courtyard in Goole on the 27th May. The aim of the event was to raise awareness of the services that are available for people with disabilities. Residents who visited the fayre were asked to leave their comments about the day and share any ideas on how to improve future events.

A further event will be held in October at Driffi eld Leisure Centre and will be publicised once details have been confi rmed.

Also taking place this month is the Deaf and Hearing Impaired Forum –Friday, 21st August 2009, 6pm – 8pm, Four Winds, Driffi eld.

If you would like more information, or to book a place at one of these events, please contact Kiran Kochar, senior policy offi cer, on 01482 391425.

F amilies who attend the MEND (Mind, Exercise,

Nutrition, Do it!) programme are keen to lead healthier lifestyles.

MEND is a free, ten-week course for families with children aged seven to 13 and is available at Goole and Bridlington leisure centres. Sessions last two hours and take place twice a week.

In the fi rst hour, the children get to choose fun activities such as dodge ball, while their parents take part in group discussions around basic nutrition and healthy living and the importance of leading an active lifestyle.

In the second hour, children and their parents get together to have fun and games around nutrition. It’s all very hands-on.

Reducing the levels of childhood obesity across the East Riding is a priority for the council and its partners. The East Riding Local Strategic Partnership (LSP) which brings together public, private voluntary and community organisations has set a target in its Local Area Agreement to reduce the levels of childhood obesity in the school reception years and year six.

As a result, NHS East Riding of Yorkshire and the council are working together to produce a healthy weight strategy, the aim of which is to improve the health of residents by working in partnership

to prevent obesity and promote a healthy weight at all stages of life.

Councillor Ros Jump, the council’s portfolio holder for health, diversity and voluntary partnerships said: “Childhood obesity is directly related to health conditions such as type 2 diabetes.

“I feel we need a family-based change in culture to turn around obesity, in the same way that we have changed attitudes to drink driving and smoking. MEND is the ideal programme and I hope families take advantage of this opportunity to improve their lifestyles.”

Steve Shaw, the council’s public health manager said: “We have seen a doubling in the numbers of families booking onto the next MEND programme. It’s all about making a lifetime change, rather than a quick fi x.”

To fi nd out more, please ring (01482) 395146 or log on towww.mendprogramme.org.

Programme gives exercise and nutritional information to families

THE council’s Exercise Referral scheme has been in operation since 1996 and is now available in all sports and leisure centres. The scheme offers GPs the opportunity to refer patients who would benefi t from a supported exercise regime an induction and 20 sessions at a cost of £30.

The council has recently trialled an electronic booking system in one GP’s practice with such success that it is now to be rolled out to a further

fi ve surgeries across the region. The initial trial resulted in up to four times as many referrals as would normally be expected along with a higher rate of completion of the course amongst participants due to a greater level of support.

Clients undertaking the course have been very complimentary about the service and the difference it has made to their lives, with many keen to continue with their exercise programme once the scheme has fi nished.

• 80% of children on the Goole MEND programme lost an average of 4kg each during the 10-week course.

• School year 2007/8, 13.2% of reception year children were overweight with 9.2% being classed as obese. For year 6, 14% of children were overweight with 15.5% described as obese.

Young volunteers gain new skills

Seventeen-year-old Chelsey Buckle is one of 15 young recruits who are

now on year-long volunteering placements in the council’s children and young people’s services.

Chelsey’s placement is at East Riding Children’s Centre Cottingham where she has been getting involved with the day-to-day activities including the breastfeeding café held there each Monday. Chelsey, who is really enjoying the placement,

said: “v Talent has been a great opportunity and I have met so many people through it. My placement has given me much more confi dence and lots of new skills I will use in my future career.”

It’s all part of v Talent Year, a national initiative aimed at inspiring 16-25 year olds to lend their skills to various children’s services provided by local authorities including youth work, nursery and play work. The East Riding places have been funded by a £285,000 grant awarded by v, the national youth volunteering organisation. The aim is that, after the 44 weeks, the volunteers will walk away with at least a level 2 NVQ as well as invaluable hands-

on experience. Katherine Stoney, the council’s

v Talent Year co-ordinator said: “v Talent Year provides an excellent opportunity for young people to gain a valuable insight into working with children and young people and will hopefully encourage them to pursue a career in the sector.”

In the East Riding, the young people are in a variety of placements including primary schools, leisure centres and youth centres. Next year the programme will run again with another 15 volunteers. Recruitment will begin around January 2010.

For more information, please ring Katherine Stoney, v Talent co-ordinator on (01482) 392835.

Cleaning up the East Riding this summer

T he school summer holidays will bring the usual swell in visitor numbers to seaside

resorts along the east coast from Flamborough to Spurn.

East Riding of Yorkshire Council is keen to ensure that the parks, streets and pavements look their best with well maintained grass, beds and borders together with roads and footways that are free from litter and dog fouling.

Police staff and East Riding of Yorkshire Council teams will be

working together at key sites to crack down on littering and dog fouling.

Councillor Matthew Grove, portfolio holder for highway maintenance, streetscene and emergency planning, said: “In the current economic climate, more families are taking holidays in Britain. We want to present a streetscene that we can be proud of and that visitors will want to come back and visit again in future years”.

“As well as keeping things clean and tidy, we will be working hard to raise awareness and change people’s attitude to littering and cleaning up of dog fouling. We cannot allow the minority of thoughtless people who continue to offend to blight our streets and open spaces. I hope that the visible presence

of the joint teams will help to spread the message of personal responsibility in a cleaner environment.”

During July and August, streetscene environmental, grounds and enforcement resources are being pooled with those of the public protection teams and police community support offi cers to ensure that the streetscene around the heavily used town centre areas is well maintained, clean and free from unsightly deposits of litter and dog faeces.

Targeted road and footpath sweeping and regular litter bin emptying will feature in the campaign as well as joint litter and dog fouling education and enforcement patrols who will be issuing fi xed penalty notices to any offenders.

AFTER 27 years working in publishing, you might have thought that Bob Williams would never want to see another book again.

In fact his lifelong love affair with books continues, and the former paperback salesman is a regular contributor to journals including the East Riding News where Booktime with Bob is a monthly feature.

Each month Mr Williams

receives books from a wide range of publishing houses, covering all interests, both fi ction and non-fi ction. Once he has reviewed them, the books are donated to the Driffi eld Library for others to enjoy.

Mr Williams, who joined the navy in 1941, spent three winters on Arctic convoys to Russia and was also an international football referee, said: “Libraries are absolutely

vital because of the amount of knowledge and enjoyment that can be found in books.

“Books give people enjoyment, they enlighten them and in a strange way they discipline them to go on right to the end.

“I use a salesman’s eye to decide what will sell best and have the widest appeal when I decide what to review for East Riding News.”

Clean streets and green spaces are essential during the holiday seasonTHE Driffi eld Partnership has launched the new Driffi eld Shopping Guide to let people know the incredible range of shops and services on offer in the town. The attractive, pocket-sized guide lists over 200 shops and services making it even easier to fi nd out about the great things that Driffi eld has to offer.

Driffi eld, known as the Capital of the Wolds, is a traditional Yorkshire market town with a bustling town centre. Visitors and residents alike can enjoy a range of quality, independent and specialist local and national shops. Driffi eld has two regular markets: the traditional Thursday market in Market Place and the farmers’ market, held at the Showground on the fi rst Saturday of each month.

Jo Walton, Driffi eld Town Centre Champion and manager of Blockbusters, said: “Driffi eld’s a fantastic place to shop and all the retailers are proud to trade here. The new shopping guide really shows off the amazing number of things there are to do here.”

Councillor Symon Fraser, Chair of the Driffi eld Partnership, said: “The new Driffi eld Shopping Guide is an excellent example of how local people and businesses are pulling together to promote how fantastic our town is.”

The guide was put together by members of the Driffi eld Partnership (town centre group) and funded through a donation from East Riding of Yorkshire Council and local advertising. We would like to thank them for their contributions.

Driffi eld Shopping Guides are available throughout Driffi eld town centre, the library and the town council offi ces and will also be distributed to visitor attractions throughout the area. A facelift for local villages

MAKING A DIFFERENCE: Mike Connor at the start of the scheme in Bishop Burton

How the council’s Village Visits scheme targets the issues that matters to residents

VILLAGES throughout the East Riding can expect a call from helpful council offi cers seeking to improve the look and safety of the local community.

The village taskforce visits for this year are already well underway and many villages will see a co-ordinated taskforce team of grounds, street cleansing and highway services teams carrying out a spring cleaning operation over a period of about two weeks.

Every rural parish benefi ts from the scheme on a two yearly cycle and, traditionally,

tasks include pothole repairs, street sign replacement, street sweeping, grass cutting, hedge pruning and painting of litter bins, benches and railings.

This year the primary focus of the visit has been given to gully cleaning and drainage maintenance.

Councillor Matthew Grove, portfolio holder for highway maintenance, streetscene and emergency planning, said: “Though often unseen, an effective gully and drainage system is a vital part of our streetscene infrastructure.

“We can never guarantee the systems being able to cope

with the unprecedented levels of rainfall that we saw in June 2007, but a concentration on this element during this year’s taskforce visits, together with the massive investment in time and money being made by the council to address fl ooding issues, will I hope give residents some confi dence that our systems have been given every chance.

“Farmers, land owners and partner organisations are also playing their part by maintaining land and fi eld drains and together we aim to reduce the risks of major fl ooding in the future”.

Mike Connor, taskforce and environmental enforcement manager, said “The village streetscene visits are hugely popular. They offer the East Riding of Yorkshire Council the opportunity to focus local

works tightly on the issues which really matter to local people. The initiative is a real win, win situation - better services to residents and more effi cient working for the council.”

AS ever, the council is keen to involve local residents in the identifi cation of streetscene maintenance issues and to get their feedback on the quality of work carried out. A survey and prize draw are undertaken with residents in parishes which received the Taskforce spring clean each year. At the draw made by Councillor Grove at the end of last year’s programme, the winner North Cave was given £100.A similar survey will be carried out throughout this year so watch out for the form and postage paid reply envelope in an issue of East Riding News following works in your village. You could win £100 just for sharing your views and it’s free to respond. For more information, call Mike Connor, taskforce and environmental enforcement manager on 01482 395304 or email [email protected]

First trial results on food waste systems

BLOGGER: Carl Jacques blogs his tips on wormeries

FEEDBACK from the fi rst three months of the council’s trial of food waste systems is highly positive.

The trial involves 60 East Riding residents who are managing their food waste by testing wormeries, bokashi buckets and green cones.

The results of the trial will assist the council in deciding which of the three systems to offer at subsidised prices to residents.

Paul Bellotti, head of community and sustainable development, said: “The initial comments have been extremely useful.

“Feedback shows that the wormeries are slightly ahead in the popularity stakes, with green cones

and bokashi buckets only slightly behind.”

He added: “We have had very few adverse comments and those we have had were mostly about setting up the systems and initial teething problems.”

In the September issue of East Riding News, the council plans to announce an interim scheme to offer food waste systems at reduced prices.

CARL Jacques is so impressed with his wormery that he is blogging his experiences.

Carl successfully applied to take part in the trial and has since been keeping the internet diary.

He said: “I fi nd it easy to use and it took me only ten minutes to set up.

“I put in most kitchen waste except for cooked food because the perceived wisdom is that it attracts vermin, even though the unit is sealed.”

A NEW free guide covering all aspects of recycling in the East Riding will be released next month.

The recycling guide includes chapters on materials such as glass, plastic bottles, garden waste and textiles.

It also includes information about council facilities, such as the materials recycling facilities (MRF) at Carnaby, the 145 local bring sites and ten household recycling sites, including location maps.

Hard copies of the guide will be available at customer service centres, libraries and leisure centres and can also be accessed on www.target45plus.org.uk

THE council is making one of its regular appeals for new sites for glass banks to help residents with their recycling.

The council has 140 glass recycling sites across the East Riding in places like supermarket car parks to make it easy for residents to recycle while they shop.

The council’s waste and recycling team is always looking for more sites to increase the number of glass banks.

Residents wanting an additional glass bank or

who can suggest a suitable location should contact the waste and recycling offi cers on (01482) 395586.

Before any site is approved, the offi cers visit the location and consult with local residents and councillors.

Suitable locations include areas like supermarket or garden centre car parks, pub car parks and any open area that does not have overhanging trees, wires and telegraph poles, and can be easily accessed.

The council is carrying out a three year survey of the waste in the green bins to help

make continuing decisions about how to manage what is thrown away.

The fi rst random sample of 200 bins in East Riding was carried out last month. The next will be in November, with yet more over the next three years.

The aim of the kerbside waste compositions is to identify what

waste is being put into the bins. The resulting information will help the council decide future policies and facilities.

Councillor Symon Fraser, portfolio holder for environment, waste, recycling, strategic highways and planning, said: “No bins will be matched to residents.

“It is not about checking what individuals are putting in their bins, but is about tracking what sort of waste is generally being thrown away and how the council can deal with it.”

He added: “Knowing the composition of the waste helps us to plan our services and investments to ensure we focus

on what is really needed”. For more information contact Gary Arnold, community and sustainable development offi cer, on (01482) 391714.

CHOOSING the right course has never been so important. To give yourself the best chance of getting a job, you need the right qualifi cations, the right skills and the right attitude.

East Riding College offers a wide range of vocational qualifi cations; the kinds of course which give you skills you can use in work as well as the credits you need to go on to university.

In a bid to broaden the scope of qualifi cations on

THE Centre for Lifelong Learning at the University of Hull has a range of short courses to help people to retrain or upgrade their existing skills.

The centre has many years experience in supporting people who want to get back into learning and is always ready to help students overcome barriers and achieve.

Adult learning takes place with small group sizes and courses are specifi cally designed for students who may not necessarily have any

previous qualifi cations or experience.

Those in receipt of certain benefi ts or with a household income of less than £19,510 can access the courses free or for reduced fees.

The University Foundation Award is a fl exible qualifi cation perfect for people with limited time for study and is offered in a wide range of subjects.

The ten-week courses start in September, January and April each year and run as daytime and evening classes offered at a range of venues.

To fi nd out more, call the Centre for Lifelong Learning, on (01482) 465666 or email [email protected] to request a free short course prospectus.

A university open day is scheduled for Saturday, 10 October, to give students the opportunity to take a guided tour of the campus or chat to staff and students.

STUDENTS who live in the East Riding may be entitled to help with transport to school or college if they are under 16 years of age.

Those aged 19 and under who are still in full-time education, 12 hours or more per week, at school or college may also be able to claim for transport.

The help is available to students if their household income in the fi nancial year, which ended on 5 April, was no more than £30,810.

However, the success of each

application is based on the student’s individual need and circumstances. In general, those in receipt of an educational maintenance allowance (EMA) are most likely to be eligible.

Application packs are available from East Riding schools or colleges or from Student Finance, East Riding of Yorkshire Council, PO Box 86, County Hall, Beverley, HU17 9YQ.

For more information or to request a pack in person, call (01482) 394680 or email student.fi [email protected]

JEANETTE graduated this year with a BA in arts and humanities and also won two prizes for exceptional achievement.

Like many students at Hull University, she has a very busy life, but this is what she had to say about her experiences: “I won’t kid you, it’s sometimes been hard work but the sense of achievement is fantastic and the department has been incredibly supportive of all its students.

“As the classes are evening-based I’ve been able to manage my study around work and family commitments.

“Studying on the programme

has helped me to develop in so many ways and the course, which has given me a real buzz and the sense of achievement, both on a personal and an academic level, is fantastic.”

She added: “Aside from the academic skills developed on the course, I have grown in confi dence, made new friends, and gained new perspectives from being involved in stimulating debate in an intensely welcoming atmosphere. As for what to do next, holding a degree from a prestigious university affords me opportunities that I could not have imagined before

starting – it’s already opening doors for me.”

Hull University works hard to provide quality part-time courses to equip students with the abilities to achieve academically and learn other new transferable skills.

The university prides itself on the dedicated support and assistance it can offer to students. The ethos behind this is a fi rm belief that “your success is our success.”

NEW COURSE GUIDE OUT NOW!

EAST RIDING NEWS AUGUST 200916

A n East Riding road has been named the fourth

most improved in Britain after the addition of new safety measures and speed cameras to slow traffi c down and reduce collisions.

The A1079, which runs from York to Hull, has seen a massive drop in the number of people killed or seriously injured in collisions following work to make the road safer.

Councillor Symon Fraser, portfolio holder for environment, waste, recycling, strategic highways and planning, said: “We welcome the results of this European Road Assessment Programme survey which shows that the measures being taken on the road are having a positive effect on speed reduction and

reducing the number of serious collisions.

“Taking speed out of the equation saves people’s lives as traffi c is no longer travelling too fast for the road or attempting daft overtaking manoeuvres. The council will continue to work with communities along the A1079 to improve safety along this vital route. ”

Measures put in on the road include fresh signing and road marking and increased use of fi xed and mobile safety cameras.

Mick Harris, project manager, said: “Safer Roads Humber has worked hard with East Riding of Yorkshire Council to tackle the crash problems along the A1079. A mixture of solutions have been used which include safety cameras.

“Safety cameras are located along the Beverley bypass and at Market Weighton. Enforcement started at these locations in August 2006 and since then we have calculated that there have been 24 fewer

people killed or seriously injured and 35 fewer injury crashes than would have been likely to occur without intervention.”

More recent improvements at Thorpe-le-Street have seen a change in carriageway alignment and a reduced speed limit and it is hoped that these alterations will have a further positive impact on the road’s safety record.

Secure your homes and cars

Residents going on holiday are being urged to secure their

homes and property.

Councillor Evison said: “Those leaving their homes to go on holiday should be extra vigilant.

There are several things people can do to ensure their homes are safe while they are away.”

PC Richard Beeforth, the East Riding’s crime prevention offi cer, said: “We suggest you make it look as if you are home. That includes leaving a light on or using a timer switch.

“Another suggestion is to get a neighbour to keep an eye on your home and take away mail left in the letter box.”

He added: “Even those staying at home can be at risk as there is a temptation in this warm weather to keep windows slightly open.”

For more information about protecting your home and property, visit www.homesecuritychallenge.co.uk which can also be accessed on www.eastriding.gov.uk/community-safety-and-emergencies

The council and police have issued a warning following a spate of 25 burglaries from May to July in the East Riding.

Councillor Evison said: “Thieves have been targeting high value cars during the night. They have been breaking into homes and stealing the keys.

“By alerting residents and putting them on their guard we aim to reduce this type of crime.”

PC Beeforth, of the East Riding safe communities team, said: “Thieves have been looking through windows to see if they can see the keys. On one occasion, they even reached through a cat fl ap to steal car keys.

“We would urge owners to hide their car keys within the house so they cannot easily be found. Better still, lock the car away in the garage.”

For more information, call Humberside Police on 0845 6060222.

Warnings to residents to be on guard against sneak thieves during summer holidays

In joint statements, East Riding of Yorkshire Council and Humberside Police have issued two warnings to residents to protect their homes and property. Councillor Jane Evison, portfolio holder for cultural services, housing and public protection, said: “While crime in the area is one of the lowest in the country, we must still be on guard to protect against sneak thieves at this time of the year.”

PC Beeforth said: “If your home is insecure it may only take seconds for the thief to gain entry and steal property.

“By following a few basic crime prevention measures householders can greatly reduce the risk of being targeted.”

Measures include:• When leaving the

house ensure that all doors and windows are locked

• Never leave ladders or garden tools lying around outside as they could be used by thieves to gain entry

• Don’t leave doors or windows unlocked if they are out of your view, regardless of whether you are

inside your home or sitting in the garden.

• Don’t leave valuable property, such as wallets, purses, mobile phones, car and house keys, near to an external door or window

• Lock all external doors when going to bed and ensure that ground fl oor windows are locked.

As the Hull New Theatre Autumn/Winter season looms ever closer,

there has never been a better time for audiences across the region to book for the string of fantastic shows in Hull this September.

Beyond the Barricade arrives at Hull New Theatre this September (9 September), having delighted audiences throughout the UK and mainland Europe for a decade with its exciting concert portrayal of the greatest songs in musical theatre, all performed totally live!

Recreating original West End/Broadway musical hit songs with amazing authenticity, the cast of past principal performers from Les Miserables celebrate their anniversary with a blockbusting show.

This two-hour spectacular features songs from The Phantom of the Opera, Chess, The Lion King, Blood Brothers, Miss Saigon and many others, climaxing with a spectacular fi nale from Les Miserables.

Comedy fans are in for a treat at Hull New Theatre in September, with several all star comedies that are guaranteed to have them rolling in the aisles.

Starring Sharon D Clarke (Holby

City), Linda Robson and Lesley Joseph (Birds of a Feather), the laugh-out-loud funny, provocative and poignant Vagina Monologues is the fi rst to arrive (14 – 19 September).

Based on author Eve Ensler’s ‘Vagina Interviews’ conducted with women from all around the world, this hilariously witty and moving collection of tales gives voice to a chorus of lusty, outrageous, poignant, brave and thoroughly human stories.

As sharp as Sex and the City, as unmissable as Friends and as funny as Smack the Pony, this riotous evening is the ultimate girls’ night out.

The show also has a good male following – as John Peter said in the Sunday Times: “See it even if you haven’t got one!”

Joining The Vagina Monologues is Alan Ayckbourn’s classic comedy Absurd Person Singular (21 – 26 September).

This production has taken the West End by storm and comes to Hull as part of a nationwide tour.

It’s party time at the Hopcroft’s and the only present they want is to succeed in scaling the social ladder.

Havoc ensues at the drinks party they hold to impress their high-powered friends – but that’s nothing compared to what happens over

the next two years when the friends return their hospitality!

Absurd Person Singular features a celebrity cast including Lisa Kay (Heartbeat), Elizabeth Carling (Goodnight Sweetheart, Casualty), Matthew Cottle (Game On) Stephen Becket (Coronation Street, The Bill), Deborah Grant (Bergerac, Not Going Out) and Robert Duncan (Drop the Dead Donkey).

Lauded by the Sunday Times as a “Seriously hilarious comedy”, audiences are advised to book early for one of Ayckbourn’s best loved plays, and a night that is guaranteed to entertain.

Tickets for Beyond the Barricade (9 September) are priced at £18 and £19, tickets for The Vagina Monologues (14 – 19 September) are priced from £13 – £21 and tickets for Absurd Person Singular (21 – 26 September) are priced from £10 – £20.

Tickets for all the shows can be purchased from the Hull City Council Booking Offi ce under the Hull City Hall, Carr Lane, Hull.

Alternatively, call the Booking and Information Line on (01482) 226655 or visit www.hullcc.gov.uk/hullnewtheatre

MEDIAEVAL BAEBES

Wednesday 28 October 7.30pm

The Spa BridlingtonBeautiful and bedazzling, magical and mysterious, the Baebes will seduce you with their interpretation of mediaeval music and poetry and transport you to an enchanting world very far from our own.

They sing in an impressive array of languages ranging from Latin, Middle English, Mediaeval French, Italian and German to the more quaint and obscure Cornish and Mediaeval Welsh.

In addition to their repertoire of traditional Mediaeval songs, the Baebes also take texts from the period and set them to their own compositions, often branded with the band’s inimitable – and sometimes dark – sense of humour.

From moving tales of unrequited love, musings on humankind’s vanity and mortality and chilling stories of the darker side of faerieland, to humorous accounts of alcohol-induced misadventures

STRIPPING GYPSY: The Life of Gypsy Rose Lee by Noralee Frankel (Oxford: £12.99). Born in 1914 in Seattle, Gypsy performed in a vaudeville routine with her sister June as a child and by the age of 17 had joined the striptease troupe at Minsky’s Burlesque in New York. She developed a sophisticated song style to accompany her teasing dancing and became the fi rst burlesque artist to achieve widespread fame. She was also the fi rst to transfer her act to the legitimate Broadway stage when she played in the Ziegfeld Follies. As well as being politically active, Gypsy was the author of two crime novels, one of which was “The G-String Murders” which was published here in paperback by Pan Books in the late 1950s. Her autobiography, “Gypsy”, was a tremendous success as a stage and fi lm musical. Her younger sister became famous as a Hollywood fi lm star as June Havoc. This book is an engaging delight, written with real skill about a woman who was a legend in her own lifetime.FAR HORIZONS by Frank Gardner (Bantam: £18.99) In 2005 as the nation watched the BBC News there was an item about their correspondent Frank Gardner who had been shot by al-Qaeda in South Arabia, resulting in spinal cord injuries which have now confi ned him to a wheelchair. He has now become the BBC’s Security Correspondent but this book is based on his travel diaries and sketchbooks from the past 30 years. This is a compelling personal story of a man who prior to that fateful day

had had dangerous adventures in some of the world’s most remote places. Indeed, he continues to defy his crippling injuries as the many photographs of his overseas travels in this book demonstrate. This is a remarkable autobiography by a remarkable, inspiring individual.YOU’RE COMING WITH ME LAD... by Mike Pannett (Hodder: £12.99) Mike Pannett was born in York and after some years’ service in the Met. settled back in Malton and became a rural beat bobby. But a policeman’s life is not a quiet one: he had to confront all kinds of violent people including a crazy swordsman who threatens to decapitate him, a married couple who start carving each other up and a memorable stag night which ends up with the bridegroom, the bride and the best man all in custody with the wedding only hours away. Malton’s fl oods and riotous coach parties on their way to rather liquid bank holidays on the coast at Scarborough and Bridlington all combine to keep Mike and his team busy. This book is not only enjoyable but also printed in very easy-to-read, large type. Mike Pannett joins James Herriot, Gervase Phinn and Nicholas Rhea in promoting this wonderful part of the country.STARSTRUCK: FAME, FAILURE, MY FAMILY AND ME by Cosmo Landesman (Pan: £7.99) This is a peculiarly hilarious memoir about his parents’ journey from small-town America via

New York to Swinging London in the 1960s/’70s where I became aware of them. Jay and Fran Landesman were known as being famous for being famous as they moved in literary circles on the London publishing scene. As a picture of that kind of life in Bohemian Bloomsbury and mixing with the likes of the Beatles it is a recognition of their failure to achieve the adulation they craved.THE LADY AND THE POET by Maeve Haran (Pan: £6.99) Maeve Haran has written 11 contemporary novels but this is her fi rst historical story which is set in the dying years of Elizabeth I’s reign. It’s the passionate tale of the forbidden love between Ann More who dares to rebel against the conventions of her time and John Donne, the young poet who is secretary to her uncle, the Lord Keeper of the Great Seal. THE LADY AND THE POET gives Maeve Haran the opportunity to express her lifelong passion with John Donne’s poetry.OXFORD PAPERBACK DICTIONARY & THESAURUS (Oxford: £7.99) This brand new edition has been updated so that it contains the latest words. It offers amazing value for money, combining a dictionary and thesaurus integrated in one easy-to-carry volume. Extra notes on spelling and grammar make this an ideal reference tool for all, including students going back to school and college for the new term.

EAST RIDING NEWS AUGUST 200928

Oasis sell out The Spa Bridlington in minutes

Tickets for rock legends Oasis’s upcoming gig at The Spa Bridlington

sold out in just 90 minutes, breaking the venue’s record for ticket sales.

Excited fans made their way to the

venue, or used phones or the internet to secure tickets to see the band in a far smaller venue than they are usually found in.

Tickets for the popular act, which went on sale at 10am, were all sold out by 11.30am.

The group will play a one-off concert on Thursday, 20 August at the venue which has become a fi rm favourite for touring bands and groups.

The Spa recently hosted a sell-

out concert from Kasabian, who supported Oasis on a national tour which saw some of the country’s largest venues sold out.

Councillor Jane Evison, East Riding of Yorkshire Council’s portfolio holder for cultural services, housing and public protection said: “This is really exciting news. To have Oasis playing at the Spa is a real coup for Bridlington and shows how highly the Spa is rated by promoters.

“I feel it refl ects the hard work of

all the staff there, who continue to ensure The Spa is one of the north’s premier entertainment venues.”

Oasis will be supported by South Yorkshire band Detroit Social Club during the one-off gig.

The Spa reopened on May 31, 2009 following a £20m refurbishment.

Since then other acts which it has hosted have included the Pigeon Detectives, The Kooks, Scouting For Girls, Jane McDonald, and Sugababes.

Oasis are latest in series of top bands to play The Spa Bridlington
