Board Meeting HighlightsBoard Meeting HighlightsBoard Meeting Highlights THE FOLLOWING IS A SUMMARY ONLY AND NOT NECESSARILY EVERY ISSUE TO COME BEFORE THE BOARD OF DIRECTORS. Directors Bridget Blehm, Wayne Pabich, Marisa Mallory, Pat Schiada and Tony Gianetto attended the February 14, 2017 Board of Directors meeting. Staff in attendance included Susan Janowicz (General Manager), Jeff Leinen (Operations Manager) and Tammy Rees (Finance Manager). Jeff Leinen, Operations Manager, provided the Lake Manage-ment Committee report:
Jonathon Todd from Floating Islands attended the Committee meeting to provide a report on the floating islands that are being installed.
The Golden Algae has not had to be treated since September. Current lab reports show no algae in the samples; however the fish are not active.
There are currently 375 Mallard ducks on the lake and 225 Coots.
Two Shores homeowners submitted plans for dock extensions.
There were 420 holiday evening boat checkouts in De-cember

Super Bowl event was a success.
Winter Wonderland event was discussed and next year they will be introducing a couple food trucks and eliminating the chili and macaroni ‘n cheese.
Karaoke Night and a “Meat” & Greet Night have been scheduled to get neighbors together.
Several upcoming events are planned including Comedy Night, Texas Hold ‘Em and a Business & Boutique Fair.
Jeff Leinen reported on behalf of the Landscape Committee: Artificial turf has been installed at the Clubhouse and addition-al proposals are being obtained for other facilities and loca-tions. A landscape architect has been contacted to offer suggestions at the large waterfall, as most of the grass has been eaten by the Coots. Additionally two or three coral trees may need to be removed. The Hearing Committee report was submitted by Liberty Gutierrez, Community Relations Coordinator. There were 6 hearings scheduled for January. Reports were provided by Liberty Gutierrez, Community Relations Coordinator, on behalf of the Architectural Review
Committee. There were 2 applications reviewed during the month of January and no Over The Counter Approval ). Susan Janowicz, General Manager, reported that the City Council approved the final landscape conceptual drawings and will be moving forward on planning for funding of the landscape transi-tion, starting with the medians. The Finance Committee Report was provided by Pat Schiada, Treasurer, for the month ending January 2017. Month-to-date income was under budget $4800 due to there being no Swim Club income. Expenses were $3329 under budget, which left a variance of $2100. Year to date the finances are $12,000 better than planned, but this is with a deficit budget, so there will not be as big of a loss as budgeted. There is a $10 increase in dues effective April 1, which will be explained in the budget mailer. Homeowners Forum offers an opportunity for residents to address the Board of Directors with any questions, concerns or comments. Homeowners expressed concern and objections to the proposed class fee increase for fitness classes. The Board of Directors approved the following actions:

To approve the following Reserve Expenditures:

Wrought Iron Repairs – Clubhouse - $980

To approve the proposal from Robert A Owens CPA for the preparation of the 2016/2017 taxes and audit report for a cost of $3200.
To ratify the renewal of the earthquake policy with Interna-tional Catastrophic Insurance Manager, LLC, at an annual premium of $12,789.37.
To approve to contract with the YMCA for summer group swim lessons at a cost of $25 per hour per instructor.
To approve to contract with the YMCA for summer aqua aerobics at a cost of $35 per hour.
To approve the revised application/agreement for the banquet room.
To ratify an additional expense of $4881.20 for artificial turf at the Clubhouse facility.
To not establish a minimum monthly or per class fee for the fitness classes.
To approve the use of water inflatables at the Jump Into Summer event.
Additional discussions included the Clubhouse saunas and the 2016/2017 goals established by the Board of Directors. The General Session was adjourned at 8:49pm. The next meeting is scheduled for Tuesday, March, 14, 2017 at 7:00pm at the Clubhouse.

Board of Directors Election Scheduled Wednesday, May 18, 2016 at 7:00pm at the Clubhouse.
The East Lake Village Community Association is a non-profit mutual benefit corporation governed by an elected five-member Board of Directors. The Directors serve in staggered terms of two years each. This year there are three positions open for election. Board Members are elected by the thirteen District Delegates who represent all of our 2,240 properties. The mission of the Association is to maintain, enhance, and promote the value of the asset (the value of your home and community amenities). This is a critical responsibility of Board members that requires people with knowledge and skills related to the duties of group leadership, consensus building, and decision-making. Candidates Required East Lake Village Community Association is soliciting candidates for the three (3) open positions on the Board of Directors (each serving a two year term). If you are interested in serving your community, Candidacy Statements will be available at the Clubhouse beginning April 1, 2016, or on-line at www.elvca.com. To prepare you for service on the Board, you are encouraged to read your Association’s Governing Documents (CC&Rs, Bylaws, Articles of Incorporation, Lake Management Committee Rules, Architectural Guidelines and Rules and Regulations). Copies are available on-line at www.elvca.com. Contact your General Manager, Susan Janowicz (714-779-0657 or at [email protected]) with your questions. What is the Board’s Authority? First, check the Governing Documents! The Governing Documents of the Association provide the specific authorities and duties of the Board. The Davis-Stirling Act and other related laws that regulate corporations also provide specific authority and responsibilities to the Board. As a general outline, the Board has the following authorities:
Overseeing the Association and its operations
Defining the vision and direction of the community
Setting Association policies and rules; and directing management
Making sound business decisions
Executing all contracts for services and products
Directing and compensating its agents and employees
Approving annual operating and reserve budgets
Meeting monthly to review general business of the Association and review monthly financial statements (second Tuesday of each month at 7pm)
Appointing all Committee members and volunteers
Conducting short and long range planning
Securing and training replacement leadership
Building a positive sense of community Board members are also required to:
1. Attend Board meetings (second Tuesday of each month at 7pm). 2. Prepare for the Board meeting in order to make informed decisions. 3. Work with groups/committees in the community to provide guidance. 4. Develop new leadership by example. 5. Work with other Directors in a collegial relationship, presenting opposing views with professionalism and civility. 6. Provide assistance and feedback to the officers to assure success of the operations. 7. Continually strive to be better informed in the issues and laws to improve decisions.
How can you help? You need to be informed about how your Association operates and how you can be an active part in its operations. Attend Board Meetings and consider running for the Board. Dues To Be Increased April 1, 2017 (Originally published in February)
Since September the Association, through Management and the Finance Committee, has been working on the 2017/2018 budget. At the January Board of Directors meeting the final budget was re-viewed with the Board of Directors, Finance Committee and Man-agement. The Finance Committee recommended and the Board of Directors approved a $10 per month increase to $80 which will help offset increased costs and projected increases that are expected in insurance, utilities and particularly minimum wage.
The decision for an increase was not reached easily. Although the current budget is expected to end better than planned, the 2016-2017 did include a deficit of $78,260. That figure alone accounts for $3 of the current increase.
The minimum wage, which is out of the control of the Association and is government mandated, has increased dramatically with a subsequent ripple effect in our operating expenses. These effects are not only seen in our own staffing (we are a service industry), but also through all of our contracted services. At the time last year's budget was approved the minimum wage was $10. In April of 2016 the State of California passed a law to increase the minimum wage from $10 to $15 by 2022. This has had, and will continue to have, a corresponding impact on our operating budgets in the future re-sulting additional increases in monthly dues.
Even with the increase to $80 per month, East Lake Village is still one of the lowest HOA dues in Orange County that offers multiple recreation facilities, programs, events and services.
Since its inception in 1978 the facilities have grown from the lake itself to the main Clubhouse and Boathouse in 1984 with a family pool, wader pool, adult pool and spa. Later there was the remodel and expansion of the Boathouse, extensive landscape improvements along north and south shores of the lake, the Heritage pool and spa area and the RCII junior Olympic size pool and fitness center. In 1978 the dues were $44 and now 38 years later the dues have less than doubled.
The Pro Forma Budget package was mailed to the membership at the end of February.
The Finance Committee meets the second Tuesday of the month at 6 p.m. The Committee is responsible for overseeing the spending of the Association including operations, committees, clubs and events. Civil Code Section 4930 (The Open Meeting Act) requires that before a Board may discuss a matter in open session, the pro-posal must first appear on an agenda published to the mem-bership. Agendas are available to the membership four days prior to a scheduled and noticed Board of Directors meeting. The agenda will be posted at the Clubhouse and on line at www.elvca.com for homeowners’ review.
The Board may only discuss items on the published agenda; however homeowners may still speak on issues not on the agenda during Homeowners’ Forum. The Board or staff may briefly respond to statements made or questions posed by a person speaking at a meeting.
This law does permit the Board to take action on an item not on the agenda if the Board determines that: (1) an emergency situation exists; (2) there is a need to take immediate action that came to the attention of the Board after the agenda was posted and distributed; or (3) the item appeared on an agenda that was posted and distributed for a prior meeting within 30 calendar days prior.

Easter Contests Kids Coloring Contest
Beginning March 1st, East Lake will provide coloring pictures for children to color and bring back to the Clubhouse for our annual Coloring Contest. The age categories are: 5 & under, 6-9 years old, and 10-12 years old. All entries will be displayed in the front windows of the Clubhouse. We will be accepting entries Wednesday, March 15th through Sunday, April 9th. Winners will be announced on April 10th.

According to East Lake resident and Hoop Shoot Chairman Steve Vartanian, congratula-tions are in order to our very own East Lake resident Emily Briggs for winning the Fullerton Elks Lodge #1993 Hoop Shoot contest at Fullerton College again!!! Several other East Lake youth participated. Emily advanced to the Orange Coast District (Orange County) where she won again!!! She then advanced to South-ern California Regions in Torrance where her score was compared to contestants in Northern California and Hawaii. She placed 4th. Emily has previously been State Champion and a Na-tional Finalist. You rock Emily!!! Hoop Shoot's motto is "Yes to Hoop Shoot and No to Drugs!"
Our very own neighbor, Danny Ticknor, was Teenager of the Month at the Fullerton Elks Lodge #1993. Danny and his mom, Ellen, live on Via Fonte. Chairman Steve Vartanian (who lives on Via Rene) and the Elks hosted Danny, Ellen and Grandma Connie to dinner followed by an awards presentation. Danny is an Eagle Scout, musician and a senior at Valencia High School. Congratulations Danny! Great job on raising a fine young man, Ellen!!

We meet the second and fourth Monday of the month
from 1 PM to 4 PM. Hand and Foot is a card game that
requires a partner, so if you’re interested in playing, grab

lesson your first time out.

East Lake Resident Dale Bradley (quilter for 12 years), has started a beginning quilt class to teach the basics of quilting. The first quilt that you’ll make in the class will be an easy strip quilt, where you will learn the basic cutting and sewing techniques.

Power Pilates Fusion
Session: March 7 - 28
Days/Times: Tues 9:15—10:15am
Where: Lower floor of the Clubhouse
Cost: $20 for Residents $30 for Guests*
This well-rounded class targets all areas of the body
with minimal breaks to maximize efficiency. We will
utilize light hand weights and continue with mat and
balancing core exercises. All levels welcome. Be
ready to sweat!
POP Pilates
Session: March 2 - 30
Days/Times: Tues/Thurs 5:00pm
Where: Lower floor of the Clubhouse
Cost: $35 for Residents $45 for Guests*
POP Pilates is an incredible fusion of ab-chiseling and total body defining moves choreographed to your favorite Top 40 hits. It is a mat-based workout for all levels that develops a rock solid core while leaving no muscle untouched. You do not need any experience with Pilates to be successful. Modifications will be pre-sented for every move. The workout is done barefoot. Bring a mat, towel, water, and be ready for an uplifting experience that will leave you feeling amazing!

Don’t miss The Littlest Angel Guild of CHOC Children’s 13th Annual “PURSENALLY YOURS” premier event. This Fashionable Fundraiser will be held at the Richard Nixon Presidential Library and Museum in Yorba Linda starting at 10:00 am on March 18, 2017. The $80.00 per person cost in-cludes a gourmet luncheon provided by the Anaheim White House catering team. The silent action event features unique designer, vintage and celebrity handbags to bid on. Every lucky auction item winner will be placed in a drawing for a exquisite necklace donated by David Hayman Jewelers of Yorba Linda.
All proceeds from this event will support CHOC Children’s Pediatric and Young Adult Mental Health Unit and Emergency Transport Services Departments.
