Y ongsan softball FED • WinS tourney

Powered by the long-ball hitting of Dave Roden and Dennis Fischer, the FED softball team won the Yongsan Memorial Day Tournament. The FED team won six straight games to prevail over the other 29 teams in the three-day, double elimina­tion tournament. Fine defensive play featuring frequent double plays was a major factor in the team's success.

The FED team handled most op­ponents easily in its drive to the cham­pionship. They beat the 125th ATC 15-4, Special U.S. Liaison Advisor-Korea (SUSLAK) 10-0 and the 55th Aviation team 4-0. The lone scare came in the se­cond game when FED trailed J-3 9 to 1 in the late innings. They came up with the nine runs they needed for a 10-9 win that kept in the winners' bracket. LTG Bratton sends anniversary message Our 209th anniversary coincides with

the year of the Army family - A theme that is very appropriate for the Army Corps of Engineers and helps reinforce the meaning of our own engineer family.

We in the Corps have a long tradition of the sense of family, and we belong to a large engineer family of almost a quarter million engineer soldiers and civilians who serve our nation daily. Our personal families and our retirees extend the "family" even further.

This sense of family allows us to feel related to our co-workers, helps add meaning, support and enjoyment to our life, and enables us to rise to new levels of service. Because a sense of family is created by each of us individually, we must never take it for granted. I urge you to value and nurture it.

It is the Corps' privilege to serve the even larger Army family. The Army family includes the family unit in which our soldiers live, the organizational unit

in which they work, and the total Army in which they serve.

Of the Army commands, the Corps plays the greatest and most direct role in enhanching the well-being of the Army family. It is the engineers who build and maintain the Army infrastructure for liv­ing and working. We create the environ­ment in which the Army functions -from the barracks to the battlefield. We do it very well.

In this year of the Army family and on the Corps' 209th birthday, it is fitting that we renew our dedication to the sup­port of the entire Army family. It fits our tradition of service to the Army and the nation, and our tradition of family. As we help carry out the Army family theme, let the engineer family be a model in leading the way!

MG Heiberg named Chief of Engineers The Department of Defense

recently announced the nomination of Major General E. R. "Vald" Heiberg III to be the next Chief of Engineers of the U.S. Army Corps of Engineers.

Heiberg, whose nomination was made by President Reagan, will, when confirmed by the U.S. Senate, succeed Lieutenant General Joseph K. Bratton, who will retire from military service on September 30. Heiberg has also been nominated to the grade of Lieutenant General.

Current position

Heiberg is currently serving as Program Manager of the Ballistic Missile Defense Pro­gram under the Office of the Army Chief of Staff. He has

been assigned to this position since May 1983.

Heiberg's previous assign­ments have included serving as the Deputy Chief of Engineers; Director of Civil Works in the Office of the Chief of Engineers; Deputy Chief of Staff, Engineer, U.S. Army, Europe; Military Assistant and Executive to the Secretary of the Army; chief, Manpower and Struc­ture Team, Planning and Pro­gramming Analysis Direc­torate, Office of the Army Assistant Vice Chief of Staff; and as Special Assistant and Executive Assistant to the Director, Office of Emergency Preparedness under the Ex­ecutive Office of the Presi­dent of the United States.

Heiberg has also held com­mand assignments in the

United States and overseas as Division Engineer with the Corps' Ohio River Division; District Engineer with the Corps' New Orleans District; and as Commander of the 4th Engineer Battalion, 4th Infan­try Division in Vietnam.

Class of '53

He is a 1953 graduate of the U.S. Military Academy at West Point and has earned three master's degrees, in­cluding one in ciyil engineer­ing from the Massachusetts Institute of Technology. He is also a graduate of the Army Command and General Staff College and the Indus trial College of the Armed Forces.

He has served as one of seven Presidentially-appoint­ed members of the Mississippi

River Commission, and has also served as president of the Coastal Engineering Research Board and as chairman of the U.S. Section, Permanent In­ternational Association of Navigation Congresses.

Awards

Among his military awards are the Distinguished Service Medal, Silver Star, three Legions of Merit, Distinguish­ed Flying Cross, Bronze Star Medal, seven Air Medals and two Army Commendation Medals.

Heiberg was born at Schofield Barracks in Honolulu, Hawaii. He and his wife, the former Kitty Schrimpf; a Kansan, have four grown children, Kathy, Walter, "Vin" and Kay.

"Construction Quality" workshops held Construction Division had a busy

month of May as it delivered its "con­struction quality" message to FED and contractor personnel. Two hundred fifty construction managers from fifty dif­ferent Korean construction firms attend­ed a Quality Control/ Assurance workshop at the Federation of Korean In­dustries auditorium on May 15. In addi­tion, workshops were held with FED per­_sonnel on May 16 and 17 (Northern Area personnel) and May 30 and 31 (Southern Area personnel).

Lt. Col. Birchfield, Ro, Kyung Ha and Col. Per­renal at the May 15 workshop. The May 15 session was co-oponsored

by the Korean Military Contractors Association (KMCA). After opening remarks by Ro, Kyung Ha, Chairman of KMCA, Ed Tohill, Chief of Construction Division and Col. Perrenot, a series of presentations by FED construction managers covered several technical areas.

After lunch, Jobie Smith, Northern Area Engineer, gave two separate presen­tations on three-step inspections and quality assurance techniques. Jack Church, Western Corridor Resident Engineer, then spoke on construction quality assurance and enforcement of contractor quality controJ. The last presentation was given by Capt. Rodney Grayson (Kunsan Resident Office), who talked about safety.

Each presentation was translated in­to Korean by FED employees. Kim, Che. Nam (S&I), Yim, Kwang Chun (Osan), Yi, Kon U (Camp Casey), Clayton Kim (SAO) and 0, Sung Sik (Western Corridor Res. Off.) did the translating.

Dan Beasley (Chief, S&I) began with a presentation on Quality Management and was followed by Capt. David Dawley (Camp Humphreys), who spoke on preconstruction conferences. Capt. Rich Adams (Camp Casey) then discussed the

This workshop and the others held with FED personnel are an important first step in the improvement of FED con­struction quality control and quality assurance procedures.

"Professional Engineer" more than The "P.E." after an

engineer's name is no longer just a "nice-to-have" adorn­ment. Now it is not only the mark of an engineer's profes­sionalism but is also a re­quirement for selection to many key positions in the Corps of Engineers. For in­stance, at the district level, you must be a P.E. to be selected as Chief of Engineer­ing or Construction Division, Assistant Chief of Engineer-

ing or Chief of Design Branch. Except for Chief, Design Branch, the same is true at Division level.

The Engineer-in-Training and Professional Engineer ex­aminations are offered in Yongsan twice a year, usually in April and October. Ar­rangements can be made through the 8th Army Engineer's Office to apply for and take either test. The ex­aminations are for registra-

tion as a Professional Engi­neer in the State of Min­nesota.

Publications to help prepare for the examinations are available in Korea. If you have any questions on how to obtain professional engineer registration while in Korea, contact Thayne Coffin, Chief of Engineering Division. He is the Engineer Career Advisor.

Military Branch takes bowling title The Military Branch team is the 1984

FED Spring bowling league champion. After a season-long climb through the standings, they were in first position when league play was completed on June 13. A four-point sweep of the CAB team on May 30 assured them of the first place position even before the season ended. The May 30 sweep was the fourth four­point sweep in a row for the league cham­pions.

In individual statistics, Hank Bir­chard (Estimating team) was the high­average bowler for the season with a 176 average. He was followed by Song, Tae Yong (Modifications team - 170), 0, Kyong Hong (Estimating team - 169), Kim, Tu Ki (F&M team- 169) and Mitsuo Waki (Military Branch team- 167), Song, Tae Yong's single-game 280 on May 23 was the season's high. His early-season (Feb. 8) three-game 724 was also the best series.

Golf Ku, Chu So (Camp Humphreys) cap­

tured the 5th Engineer Tournament cham­pionship June 5 by shooting a handicap­ped 60. Kim, Hak Chong of FEAK was the tournament medalist with a scratch score of 80. Kim, Kwang Ku (Fac. Egn. Sup­port) and James Muneno (Design Army Sec.) took second and third, respectively, with scores of 63 arid 64.

Running FED's long distance runner, Stan

Glatt (Program Support) has been busy in recent weeks. On May 19 he completed the half marathon (13 miles) run from Ui­jongbu to Tongduchon in a time of 1 hour and 51 minutes. On June 9, he finished the Camp Casey Marathon in 4 hours and 8 minutes.

Mil. Br. • WinS V-Ba/1 title

The Military Branch team captained by Jessie Amador completed their domination of the '84 season by downing the Design Branch in two close games on Organization Day. Since play started on April 9 the Military Branch team only lost one game and never lost a match.

The Design Branch team gave Military Branch competition throughout the season. Captained by So, To Sok, they were the only team to win a game against the champions. The other teams com­peting were from F&M Branch and the Headquarters. The F&M team improved rapidly as the season progressed and pro­vided some entertaining volleyball.

Playing for the winning Military Branch team were Jessie Amador, Al Kam, Yi, Kun Chang, Fred Davis, Hal Nakaoka, Rick Ulrich, and Kim, Ki Hae.

Congratulations to all the par­ticipants. It was such a successful season that plans are being made for an autumn league that would begin play in late September.

Softball The Memorial Day Tourney champion

FED softball team is also in good position in league play. At press time, they held a 6 win, 4 loss record. With ten games left in the regular season, they need only con­tinue their good showing to qualify for post-season competition. The top four teams in the league will play represen­tatives from the other Yongsan leagues in August.

The FED'ers split two games before the Memorial Day Tournament, losing to J-3 and beating the 12th ATC. After the tournament they lost two, being edged out by USACIDC 6-5 and dropping a 17-7 game to HHC, 8th Army. On June 4, however, they regained their form in an 11-0 win ove.ca good 304th Signal team.

The team relies on steady pitching from Terry Wotherspoon, outstanding outfield play and hitting from Dennis Fischer and Dave Roden's power hitting. Jessie Amador and Greg Vogt provide the tight middle infield that is essential in slow pitch. What seems to provide the key
