    The Tacoma City Council commissioned astudy to work cooperatively with the Port of

    Tacoma and other area businesses to developa transportation corridor in the alignment of theD Street in the East Thea Foss Peninsula areato separate industrial and nonindustrial uses

    and to address traffic and related issues amongthe varied interests.

    Two access & circulation scenarios involving theMurray Morgan Bridge and East D Street at SR-509were analyzed as follows:

    I. Fully operational Murray Morgan Bridge, D Streetoverpass complete, SR509 ramps to D Street.

    II. Vehicle restricted operation of the Murray MorganBridge, D Street overpass complete, and no SR 509ramps to D Street.

    Develop a plan to classify heavy truck arterials and implementheavy truck arterial design standards.

    Determine if a shared cost approach (LID or other) would beacceptable to study area businesses and property owners.

    As funding allows, adopt the recommended projects into the CitysSix-Year Transportation Program 2008 amendment.

    Add all unfunded capital projects to the 2008 ComprehensivePlan/Transportation Element/Project list.
