• Civilian Dispatching coverage extended through state E911 grant funding, allowing officers to remain on patrol duty on road instead of covering desk

• Manpower shortages have resulted in plainclothes detectives having to fill patrol and desk officer shifts, other officers multi-tasking specialty duties, court officer duties affected

• Patrol Officers are often taken off the street for required functions, Community Policing and Social Service duties including to testify in court, responding to non-traditional law enforcement duties and incidents, Overdoses and Outreach Follow Ups, as well as Mental Health calls.

• Has changed the role of Police, increasing time spent on these tasks while not dedicated to traditional patrol functions

• EBPD Officers have completed Crisis Intervention and Multi Health First Aid training

• Mental Health calls, similar to Overdose and Domestic Violence responses, can occupy up to several hours of an officer’s shift

• Between Opioid-related and Mental Health Calls, officers are handling one of these types of calls every 3 days

• January of 2017, East Bridgewater, along with Bridgewater, West Bridgewater, Middleboro, Whitman and Bridgewater State University PD’s received a state Department of Mental Health 3-year grant

• Massachusetts Jail/Arrest Diversion Program grant of $45,000 (each year) allow this Police partnership to work collaboratively with behavior health providers to create alternatives to arrest for citizens with mental health problems

• Domestic offenses, by state and department mandate, require two officers to respond and investigate

• Emergency Restraining Orders are facilitated after court business hours by officers

• Domestic violence arrests typically take additional man-hours to manage

• In 2016 and 2017 East Bridgewater Police have experienced over 300 Domestic Violence related requests

• The average time spent on a Domestic related incident is 1.75 manpower hours

• For Domestic arrests, typically two officers are engage throughout the process, requiring 3.5 manpower hours per arrest
