Welcome I would like to welcome you all to this internatonal policing event. I am delighted to have such a variety of organisations represented.

The next two days provide an excellent opportunity for us all to learn more about what is already going on in the international police assistance space and jointly start to plan how best to move this important agenda forward.

The ‘UK police service’ is renowned across the globe and our expertise is sought after. We have a lot to offer and a lot to learn and can no longer look inwardly to protect ourselves from 21st century threats to the UK. We must have a more holistic approach with further reach if we are to position ourselves effectively in the world.

Working upstream, maximising the cross-overs between operational and capacity building activity will benefit the UK’s interests, but we also have a responsibility to help those countries and regions who struggle most. Influencing key nations and organisations to deliver an effective policing capability must be a priority.

I am keen to see UK police officers do more internationally. Those who do engage overseas develop their leadership skills in unique ways that are to the benefit of UK policing. The rewards for the UK are many and varied and there are real opportunities to make a difference.

I hope this event will both inform and inspire, bring new organisations together and create new connections. We won’t find all the answers but we can start the conversations and work towards joint outcomes. I hope you find your time here in Liverpool valuable.

Sir Jon Murphy DL QPM Professor of Advanced Policing Studies at Liverpool John Moores University

Sir Jon joined Merseyside Police as a Cadet in 1975. Shortly after being on the front line of the 1981 Toxteth riots he began a 20 year career as a detective before returning to uniform duties as Force Operations Manager.

He joined the National Crime Squad as Head of Operations in 2001. He was responsible for national and international operations and led the establishment of the first European Joint Investigation Team for the UK. He returned to Merseyside Police in 2004 as Deputy Chief Constable.

In 2007 he was asked by the Home Secretary to lead the Ministerial Task Force - 'Tackling Gangs Action Programme'. In 2008, he became the ACPO National Serious & Organised Crime Coordinator.

In February 2010 he was appointed Chief Constable of Merseyside Police.

Sir Jon read Law at Liverpool University and has a postgraduate Criminology Diploma from Cambridge. In 1995 he was awarded a Fulbright Fellowship and worked in the USA with the FBI and other agencies researching covert policing methods.

He has led various ACPO portfolios, including Surveillance, Telephone Intercept, Crime and Serious Organised Crime.

Sir Jon has been commended on 14 occasions and was awarded the Queen's Police Medal in 2007. In 2012 he was given a Lifetime Achievement Award by the Police Federation National Detective Forum and in 2013 was voted Mersey Region Public Sector Leader of the Year.

In 2014 he received a Knighthood. In 2016 he was awarded an Honorary Doctor of Laws by the University of Liverpool and was made a Senior Fellow of the Royal United Services Institute. He became a Deputy Lord Lieutenant of the County of Merseyside in 2017.

Sir Jon retired from the Police service in June 2016 and took up the post of Professor of Advanced Policing Studies at Liverpool John Moores University, where he is an Honorary Fellow.

The Rt Hon Brandon Lewis MPMinister of State for Policing and the Fire Service

Brandon Lewis was appointed Minister of State for Policing and the Fire Service at the Home Office on 15 July 2016. He was elected Conservative MP for Great Yarmouth in 2010.

Brandon has a BSc Economics and LLB Hons (Law) from the University of Buckingham. He also holds an LLM in commercial law from King’s College London.

Brandon was Parliamentary Under Secretary of State at the Department for Communities and Local Government from September 2012 until July 2014. He served as Minister of State for Housing and Planning at the Department for Communities and Local Government from July 2014 until July 2016.

Brandon is a qualified barrister and a company director. Before joining the government, Brandon was an active member of a number of all-party parliamentary groups, including those for enterprise zones and local growth as well as local government. He was co-chair of a group on coastal erosion and continues to work with colleagues who represent other coastal towns to highlight common issues in their constituencies.

Brandon served on Brentwood Borough Council for more than 10 years, with 5 as leader.

Brandon is married with 2 children. He enjoys a variety of sports as well as reading and going to the theatre and cinema. He has also completed the London Marathon twice.

Chief Constable Andy MarshChief Constable, Avon and Somerset Constabulary

On 1 February 2016 Andy Marsh returned as Chief Constable to his home force of Avon and Somerset, where he first joined as a new recruit in 1987. He served as police Commander for South Bristol and latterly Somerset East for a period of 5 years between 2001 and 2006 before moving to Wiltshire as Assistant Chief Constable.

He returned to Avon and Somerset as an Assistant Chief Constable in 2009 and was responsible for creating the major crime and specialist operations service. In 2010 Andy joined Hampshire Police as Deputy Chief Constable. Leading on change and performance for Hampshire, he implemented transformation securing £55m of savings.

In February 2013 he was appointed Chief Constable of Hampshire and the Isle of Wight.Along with his force responsibilities, Andy is the NPCC lead for International Policing and the national lead for Body Worn Video Camera.

Throughout his career, Andy Marsh has been determined to create an environment at work where officers, police staff and volunteers can flourish. Fairness, equality, openness and inclusivity underpin his approach to leadership. These are critical to building trust within communities, a key challenge for policing at a time when greater transparency and accountability are rightly being demanded by the public.

Andy is married with two daughters and enjoys fly fishing, running and rowing.

Jane Corbin Broadcaster

Broadcaster and keynote speaker Jane Corbin is internationally respected. For many years she has acted as the face of cutting-edge news.

Covering the world's major conflicts for more than two decades, Jane is an accomplished international media commentator on the Middle East and terrorism, as well as a senior correspondent for Panorama, the BBC's flagship current affairs programme. She has also investigated key security and human rights issues across the globe.

Her influential and ground-breaking work has won her numerous awards and accolades. Internationally respected for her prolific journalism,

Jane is a keynote speaker and host of the highest calibre.

Corinne KitsellMultilateral Policy Directorate, Foreign & Commonwealth Office

Corinne has been Head of Conflict Department, Multilateral Policy Directorate, Foreign & Commonwealth Office since autumn 2016. From 2013-2016 she was Counsellor at the UK Mission to the United Nations in New York. Before New York, Corinne was the FCO’s Deputy Director Migration in London for two years, working closely with the Home Office.

Her previous overseas postings include the UK Mission to the United Nations in Geneva, two years at the British Embassy in Beirut and short stints in Beijing, Karachi, Hamburg and Accra.

In London she has worked in the FCO’s Policy Unit and in departments dealing with EU trade and development, the UN, Commonwealth and the South Caucasus and Central Asia. From 2013-2016 Corinne was Senior Sponsor for the FCO’s LGBT Staff Association (FLAGG – FCO Lesbian & Gay Group). She is now Senior Sponsor for the FCO’s Disability Staff Association, ENABLE.

David McIlroyDeputy Head (Operations), Stabilisation Unit

David McIlroy has been Deputy Head (Operations) of the Stabilisation Unit since April 2016. A career diplomat, David has served in postings to the UK Mission to the United Nations in Vienna and the British Embassy in Belgrade, as well as in a range of jobs in the Foreign and Commonwealth Office in London.

He has also previously worked on policing issues in the Home Office, and on the Iraq Inquiry.

LIEUTENANT COLONEL DAN REX MVO RGR

SO1 Defence Engagement 1 (UK) Division

Lt Col Dan Rex is the lead Staff Officer for Defence Engagement within 1 (UK) Div, the Army’s primary component for Land based Defence Engagement. He commissioned from the Royal Military Academy Sandhurst (RMAS) in to the Royal Gurkha Rifles in 1993 and has served in a number operational and staff appointments within the United Kingdom and overseas.

Previous posts have included commanding Gurkhas on combat operations in Afghanistan, Military Intelligence Liaison Officer (working across government, deploying globally and qualifying as an International Hostage and Crisis Negotiator), Equerry to Her Majesty The Queen, Station Commander at the RMAS.

He most recently returned from a 9-month tour in Mogadishu, Somalia in December 2016, where he was advising the Somali National Army before assuming his current appointment.

Eleanor Rees Senior Adviser, National Security Secretariat

Eleanor is a Senior Adviser in the National Security Secretariat Joint Programme Hub. The JPH oversees the implementation of the £1.13bn Conflict Stability and Security Fund, Eleanor covers the Middle East and North Africa, as well as Gender and Security and Justice across the CSSF portfolio. Eleanor has previously managed CSSF programmes in East and West Africa with a particular specialism in security and justice. Prior to working on programmes Eleanor worked at senior levels in the Ministry of Justice and in DFID as a Rule of Law Adviser.

Eleanor has undergraduate degrees in Law and in International Relations and a Masters in Politics.

Cecilia Dunster Chief Inspector, Thames Valley Police

Cecilia Dunster is a Chief Inspector in Thames Valley Police. She has 27 years of experience across a broad range of specialisms including community policing, criminal investigation and project management. In August 2014 she deployed as part of a team of four UK Police Officers to deliver a community policing project in the United Nations Mission in South Sudan (UNMISS).

Following the South Sudan crisis of December 2013 this mission adopted a peacekeeping mandate. The team implemented a model of community policing in the UNMISS protection of civilian sites (UN protected camps for internally displaced people), Using UN Police and residents organised into Community Watch Groups,they developed effective partnership working with Community Groups, NGOs and other mission sections.

They also supported the South Sudan Nation Police Service to implement their Confidence and Trust Building Policing Strategy. During her second year in the mission Cecilia became the Team Leader and the work focussed on supporting the implementation of the Joint Integrated Police (an integrated team of Police Officers drawn from both sides of the conflict) under the Peace Agreement. She completed her deployment in August 2016. Cecilia holds a Master of Science degree in Police Leadership and Management.

Emma MacLennan Director, Eastern Alliance for Safe and Sustainable Transport (EASST)

Emma MacLennan is the Founder, Trustee and Director of EASST, the Eastern Alliance for Safe and Sustainable Transport. EASST is a UK-registered charity working in Eastern Europe, the Caucasus and Central Asia to facilitate cross-border projects on road safety and sustainable transport.

EASST's focus is countries with high road casualty rates, working with local partner organisations to achieve road safety gains. In each country EASST and its partners work closely with the road police, making their efforts more effective by sharing know-how and resources across borders. An EASST project in 2010 sponsored by the World Bank Country Office in Moldova - ‘Road Safety Enforcement and Traffic Policing’ - has led to sweeping reforms in road policing, reductions in reported corruption and improvements in public support for policing in Moldova.

Steve Kendall Chief Inspector, Avon and Somerset Constabulary

Steve Kendall is a serving officer with Avon and Somerset Constabulary. He has 25 years policing experience. Steve has worked in a variety of roles including being Head of Custody and Deputy Head of Communications. He has a strong background in community policing and has been the local area commander for South and East Bristol. Steve has undertaken two international secondments. Between 2011-2013 he worked for the EULEX Rule of Law Mission in Kosovo.

He was the Chief International Police Advisor in the Mitrovica region of north Kosovo near the Serbian border. Steve was involved in police capacity building, peacekeeping, mentoring, and developing community policing. The work of his team contributed to the signing of an agreement to normalise relations between Kosovo and Serbia. In 2016 Steve was seconded to the UN Peacekeeping Mission in Liberia (UNMIL). His role was to assist the Liberian National Police with command and leadership training, mentoring senior officers and to develop the police national communication infrastructure.

He also assisted the mission with transition of security powers from the UN to local institutions. He took part in developing security plans for the 2017 Liberian Presidential Elections. Steve has represented the UK at International Policing forums.

Steve holds a MA in International Politics and feels passionately about the value policing plays in rebuilding post conflict environments. In 2014 he was awarded an MBE for services to International Policing.

Mark Burns-WilliamsonPolice and Crime Commissioner for West Yorkshire Police

Mark was appointed to West Yorkshire Police Authority in June 1999 and elected Chair of the Authority in June 2003. After joining the national board of the Association of Police Authorities (APA) in 2003, he was elected Deputy Chair in 2009 and in October 2011 he was elected the outgoing Chair of the Association of Police Authorities (APA) overseeing transition to the Association of Police and Crime Commissioners (APCC). In November 2012 he was elected to be the first Police and Crime Commissioner (PCC) for West Yorkshire and re-elected in May 2016 with 300k votes.

Mark has instigated a number of initiatives, including establishing the Safer Communities Fund where assets seized from Criminals (POCA) are used to support hundreds of local community projects. He was key in establishing a dedicated police Human Trafficking Team in West Yorkshire and leading the co-ordination of stakeholders dealing with historic and current child sexual exploitation cases. He has worked with partners to establish the West Yorkshire Human Trafficking and Modern Slavery Network and each of the 5 districts of West Yorkshire now having its own forum. In 2016 he launched the National Anti-Trafficking and Modern Slavery Network at the Home Office which he Chairs, this brings Police and Crime Commissioners, the Home Office, National Police Chiefs Council and the Independent Anti-Slavery Commissioner together (amongst others) to tackle the horrendous abuse and exploitation of people.

He is also the lead PCC for the National Police Air Service (NPAS) and has overseen the establishment of the service as the first service to be delivered nationally by a lead Force (West Yorkshire) and PCC under a national collaboration agreement and Chairs the national NPAS Board since its creation in 2013.

Mark has spent over 30 years working for both public and private sector organisations in West Yorkshire, including West Yorkshire County Council, Wakefield Council, Citizens Advice Bureaux, CableTel Ltd, The Rugby Football League (RFL) and Halifax Bank Plc.

In the 2012 Honours List, he was awarded an OBE for services to the Community and Policing. For nearly 15 years he was a Labour District Councillor for Castleford and Glasshoughton, part of Wakefield MDC, Mark stood down from this post after he was elected as Police and Crime Commissioner in Nov 2012.

Mark lives in Castleford and is President of Glasshoughton Cricket Club, an ex-rugby and cricket player and a passionate supporter of rugby league (Castleford Tigers) and many sports, as well as a Trustee of Castleford Heritage Trust and lover of rock music.

Dr Daniel Silverstone Director of the Liverpool Centre for Advanced Policing Studies

Dr Daniel Silverstone is Director of the Liverpool Centre for Advanced Police Studies and Reader in Police Studies. His main research area is organised crime he is currently working with the Independent Anti-Slavery Commissioner reviewing the incidence of trafficking and Modern Slavery from Vietnam to the UK. Recently, he has worked internationally in Armenia, Abu Dhabi and Rwanda.

Catherine Owens Evidence and Evaluation Adviser Organisational Development and International Standards

Catherine currently works at the College of Policing as an evidence and evaluation adviser, in the Organisational Development and International Standards team. Catherine supports the creation of the evidence base on any transformational change in policing including body worn video and national police vision as well as the College’s international work and UK policing activity abroad. Before that Catherine worked in a team dedicated to Futures and Innovation, and has also worked on research in the College Integrity Programme.

Catherine started her career in the Prison Service, working in the psychology departments of various prisons. She has subsequently worked in a range of research roles in government departments and agencies, such as HM Inspectorate of Prisons, HM Inspectorate of Constabularies and Department for Education.

Dr Patrick Hagan International Security Sector Advisory Team (ISSAT)

Patrick is a highly experienced justice and security specialist, with a focus on the assessment and evaluation of aid effectiveness, police development, the rule of law, peacekeeping and military operations. He works as the Knowledge Coordinator for the International Security Sector Advisory Team (ISSAT), which provides SSR support to the governments of the UK, Germany, Sweden, Norway, Ireland, The Netherlands and Switzerland. He recently managed and contributed to the External Review of the United Nations Police Division, and has supported the UK/Canada/Netherland/Norway Police Masterclass.

Previously Patrick has worked for the Australian Federal Police, where he led the evaluation team, assessing the progress of Australian police development and peacekeeping missions in 14 countries. He began his career with the Defence Science and Technology Organisation, the research arm of the Australian Defence Force, where he supported Australian counterinsurgency operations in Afghanistan and stabilisation operations in Timor-Leste.

He has led teams providing assessment, design, monitoring, evaluation, and lesson learning to the police and the military, and has an extensive background in the application of qualitative and quantitative methodologies to the assessment of complex post-conflict situations.

John CuddihyConsultant

John Cuddihy is a former Detective Chief Superintendent, having retired in December 2015 from Police Scotland. He has made high impact contributions in challenging strategic and operational areas of Intelligence led covert policing, with a focus on organised crime and counter terrorism bothnationally and internationally, and has a track record of

successfully building organisational capability and delivering transformational change.

In his capacity as Detective Chief Superintendent, John led the creation of Police Scotland’s Organised Crime & Counter Terrorism Unit (OCCTU), the first of its kind in Europe, which successfully fused OC & CT resources from 8 Police Forces, the Counter Terrorism Intelligence Unit and the Scottish Crime and Drugs Enforcement Agency into a single, efficient and effective unit. Indeed, his drive towards the fusion of information between agencies led to the collocation of 16 separate agencies leading to enhanced collaboration, which, through co-ordination and the creation of Strategic Multi Agency Response Teams (SMART) developed into integrated operational and strategic models.

John also has experience of international policing models having operated within the jurisdictions of Canada, USA, Australia, South America, South-East Asia, Africa, Europe and the Caribbean.

Since retiring from the police John has developed his consultancy portfolio across public, private, academic and third sectors.

He is one of only 12 International, strategic advisors to Globsec Intelligence Reform Initiative and was invited as a Visiting Fellow at Coventry University, Securing Societies Research Group.

John is currently acting as a consultant to United Nations working in Central and West Africa and an Advisor to Guyana Ministry of Public Security relative to the creation of an Information, Command and Control Centre, which fuses together “blue light” services under a single delivery model, that collectively impacts on the safety, security and well-being of the citizens of Guyana.

Prior to joining the Department for International Trade’s Defence and Security Organisation (DIT DSO), Richard served in the Metropolitan Police Service, completing

Paul Jenkins Head of Region, Europe and Africa National Crime Agency

Paul has over 25 years’ law enforcement experience having served in West Midlands Police, National Crime Squad, Serious Organised Crime Agency and now the National Crime Agency.

During his career Paul has been a senior investigating officer for kidnap and extortion and for corruption and has held a variety of command roles in serious and organised crime investigation. He is currently responsible for over 70 NCA international liaison officers deployed across Europe and Africa.

He is an accredited strategic firearms commander and is a champion for the NCA SONAR (Sexual Orientation Network and Resource) Group.

Paul holds a Masters’ degree in Criminology from the University of Cambridge and is a graduate of the police Strategic Command Course.

He is married with two daughters and is due to deploy to Washington D.C. in 2017 as head of the North America and Caribbean region.

Scott Wilson National Counter Terrorism Coordinator, Protect and Prepare

Det Chief Superintendent Scott Wilson is currently the National Co-ordinator for Protect and Prepare under the CONTEST strategy, based at the National Counter Terrorism headquarters in London. He is a senior Investigating Officer with extensive working knowledge in homicide and counter terrorism investigations having led over 50 murder and Counter Terrorism enquiries. As a SO15 Senior Investigation Officer and former head of Scotland Yard SO15 forensic management team, he is experienced in bomb scene management and disaster victim identification having been a senior Identification manager for over 9 years.

Scott has delivered training at a number of educational and police academies together with conferences in the USA, Norway, France , New Delhi and Oman on a wide range of subjects inc Counter Terrorism, Scene management , CBRNe and Strategic Crisis Management. In 2010, he led the MPS Counter Terrorism and Senior Identification Team in New Delhi in support of the Commonwealth Games.

In 2010 as a Detective Chief Superintendent, he was appointed head of Emergency Preparedness, Business Continuity, CBRNe and DVI for the Metropolitan Police. In 2012, he led the MPS as Bronze Commander for the Olympicand Paralympics Games. Scott was responsible for multi-agency emergency planning for all 26 sporting venues and delivery of the testing and exercising programme.As chair of LESLP between 2010 and 2013, Scott delivered the 8th edition of the LESLP manual incorporating Lady Justice Hallett recommendations prior to the commencement of the Olympic Games.

He has advised the Norwegian authorities on blue light inter- operability following the review of the Andres Brevik case, and Police Scotland in advance of the 2014 Commonwealth Games. He currently sits on the programme board of JESIP and is responsible for CT military liaison and major event planning.

She took up the post in September 2016, following a secondment to the Dutch government as an expert secondee during the NL presidency of the EU, where her work included organising an IP enforcement seminar. Previously, she headed a policy team in the IPO’s Copyright Directorate. She led on enforcement, competition and design rights in the Hargreaves Review of Intellectual Property. The Review set the template on IP for the Government’s growth agenda.

Georgina Sinclair is Co-director at Strategic Research International (SEI) providing services within the UK and internationally relating to policing, law enforcement and wider security sector reform. She is Senior Research Fellow at the University of London and an Associate of the Scottish Institute for Policing Research, undertaking academic-led research relating to international policing assistance; including recent projects to explore police knowledge transfer within international missions and police – gendarmerie cooperation within hostile environments.

She has previously held academic lectureships in history at the Universities of Reading and Leeds, and, a research post at The Open University. Her areas of publication have included British colonial policing, the internationalisation of UK policing post 1945; the UK Police and international policing and police-military relations within FCAS.

Professor Nigel Weatherill DL DSc FREng FRSAVice-Chancellor, Liverpool John Moores University

Professor Weatherill graduated in Mathematics and after some years in industry began an academic career that has seen him hold senior positions in the UK at both Swansea and Birmingham Universities and then around the world, including Adjunct Professor at the US National Science Foundation Engineering Research Centre in Mississippi and Scientist-in-Residence in Singapore.

He has had national responsibilities, including Executive Director of the National Higher Education STEM (Science, Technology, Engineering and Mathematics) Programme for England and Wales. In September 2011 he was appointed Vice-Chancellor and Chief Executive Officer of Liverpool John Moores University.

He holds a number of positions outside his role as Vice-Chancellor. He is Honorary Colonel of the Liverpool University Officer Training Corps and a trustee of the Royal Court Theatre, Liverpool, the John Moores Liverpool Exhibition Trust and The Daniel Adamson Preservation Society.

He is on the Board of the CBI North West Regional Council, the Local Enterprise Partnership for the Liverpool City Region and the Arts Council (North). He was appointed Chair of the Royal Liverpool Philharmonic in November 2015.

He was elected a Fellow of the Royal Academy of Engineering in 2003 and is an Honorary Fellow of Swansea University. In April 2016 Professor Weatherill was commissioned as a Deputy Lieutenant of Merseyside.

He is married with two children.

Dame Vera Baird QCChair of the Association of Police and Crime Commissioners

Dame Vera has been a leading Police & Crime Commissioner nationally and has exceeded the local priorities she set out in her Police & Crime Plan. She was re-elected in May 2016 with a majority of more than 120,000 and is currently Chair of the National Association of Police & Crime Commissioners, she was honoured with a Damehood in the 2017 New Year Honours list for services to women and equality.

Dame Vera is a criminal law QC, was a Member of Parliament and Minister in the Labour government and in 2007 appointed Solicitor General - the House of Common's most senior law officer. As Solicitor General she was particularly involved in criminal justice policy and legislation, especially on gender and equality policies. Northumbria’s Police & Crime Commissioner is recognised as being a strong voice for the North East, speaking up for Northumbria Police force, partners and communities at a local and national level.

The Rt Hon Baroness Anelay of St Johns DBE Minister of State at the Foreign & Commonwealth Office

Baroness Anelay was appointed Minister of State with responsibility for the Foreign & Commonwealth Office in August 2014. She was appointed the Prime Minister’s Special Representative on Preventing Sexual Violence in Conflict in June 2015. Prior to this she was Chief Whip in the House of Lords and Captain of the Honourable Corps of Gentlemen-at-Arms. She was made a Privy Counsellor in 2009. Lady Anelay is a Conservative member of the House of Lords. She was educated at Enfield County School and Bristol, London and Brunel Universities.

Lady Anelay was raised to the peerage in 1996 and served as an Opposition Spokesperson for various departments until being appointed Opposition Chief Whip in 2007.

She was a history teacher between 1969 and 1974 and served as a magistrate between 1985 and 1997. She was also associated with the Citizens Advice Bureau in Woking from 1976 to 2010, including periods as a voluntary adviser, Chairman of the Management Committee and President of the CAB.

The Prime Minister’s Special Representative (PMSR)on Preventing Sexual Violence in Conflict works with governments, the UN, civil society and others to strengthen accountability and tackle impunity; provide greater support for survivors; ensure gender equality is fully integrated in all peace and security efforts; and deliver a more effective multilateral response to crimes of sexual violence in conflict.

The PMSR will also promote and implement the commitments of the June 2014 Global Summit. In addition to continuing the international campaign to raise awareness, the PMSR chairs the cross-Whitehall ministerial committee which brings together the FCO, DFID, MoD and the Home Office.

The committee looks at implementation of UK commitments as well as what additional support we can provide politically and practically to key partners in order to secure measurable progress. The PMSR will also chair the PSVI Steering Board with NGOs, academia and experts. The PMSR will undertake these activities on behalf of the Prime Minister and will report to him.

The Joint International Policing Hub (JIPH) is currently funded by the Conflict, Stability and Security Fund (CSSF) and administered by the Stabilisation Unit, an operational agency supporting cross-government efforts to tackle instability overseas.

The JIPH is housed alongside but independent of the National Police Coordination Centre with oversight governance provided by the National Police Chiefs' Council International Coordination Committee (ICC) comprised of a range of senior representatives from government, police and law enforcement.

The JIPH will ensure that the UK is more joined up in its approach to international policing. However, it does not want to interfere with or curtail the range of good work that is already ongoing across the country. Rather, it seeks to develop the offer that the UK can make internationally and maximise the opportunities that arise from greater coordination.

It will identify, prioritise, develop and deliver upon non-operational international policing requirements and requests in line with government priorities and according to need. For the first time the JIPH gives the UK a gateway for domestic and global stakeholders to access non-operational UK international policing assistance.

The JIPH is developing the International Police Assistance Brief (IPAB) process towards a new phase with the introduction of a more user-friendly, accessible and auditable web-based system and will work with others to develop a career pathway for officers who deploy internationally.

It also builds strategic bilateral and multilateral networks with countries and institutions and contributes to a range of international activity on behalf of the UK.

The Royal Liver Building is a Grade I listed building in Liverpool, England. It is located at the Pier Head and along with the neighbouring Cunard Building and Port of Liverpool Building is one of Liverpool's Three Graces, which line the city's waterfront.

On 19 July 1911, the building was officially opened by Lord Sheffield. The building became the first major structure in Britain, and one of the first buildings in the world, to be constructed using reinforced concrete, and given the building's radical design was considered by some to be impossible to build.

The Royal Liver Building is one of the most recognisable landmarks in the city of Liverpool and is home to two fabled Liver Birds (Bella and Bertie) who watch over the city and the sea. Legend has it that were these two birds to fly away, then the city would cease to exist.

What intellectual property is? Having the right type of intellectual property protection helps you to stop people stealing or copying: the names of your products or brands your inventions the design or look of your products things you write, make or produce.

Copyright, patents, designs and trade marks are all types of intellectual property protection. You get some types of protection automatically, others you have to apply for.

What counts as intellectual property? Intellectual property is something unique that you physically create. An idea alone is not intellectual property. For example, an idea for a book doesn’t count, but the words you’ve written do.

Owning intellectual property? You own intellectual property if you: created it (and it meets the requirements for copyright, a patent or a design) bought intellectual property rights from the creator or a previous owner have a brand that could be a trade mark, eg a

well-known product name Intellectual property can: have more than one owner belong to people or businesses be sold or transferred.

Intellectual property if you’re self-employed? If you’re self-employed, you usually own the intellectual property even if your work was commissioned by someone else - unless your contract with them gives them the rights.

You usually won’t own the intellectual property for something you created as part of your work while you were employed by someone else.
