WHO IS THIS RFQ FOR?
King County’s Developmental Disabilities & Early Childhood Supports Division,
along with Best Starts for Kids, are seeking new, qualified organizations to provide
Early Support for Infants and Toddlers (ESIT) services as a:
•Full-Service Provider;
•Deaf/Hard of Hearing Provider; or
•Infant Mental Health Provider.

WHAT IS EARLY SUPPORT FOR INFANTS AND TODDLERS?
STRATEGY
Comprehensive services and supports to:
• Enhance a child’s development, and
• Help parents understand how to help their children grow and develop.
Tailored to meet child's and family’s individual needs.
Available to all eligible children ages birth to three with developmental delays or
disabilities and their families regardless of income.

WHO RECEIVES ESIT SERVICES?

Eligible children are birth to 3 years old and:
1. Have a 25% delay in one or more area, OR
2. Have a diagnosis with high probability of developmental delay, OR
3. Evaluation team uses “Informed Clinical Opinion”

Increase ESIT Provider capacity in geographically underserved areas of King
County including Vashon Island, Skykomish, Auburn, and Tukwila School
Districts.

Ensure county-wide ESIT Provider capacity to address specific cultural and
linguistic needs of children and their families whose identities include

Ensure Provider capacity to increase culturally and linguistically relevant ESIT
services for children of color in Seattle, Renton, and Tukwila School Districts,
and surrounding areas.

DATA & EVALUATION
All programs will be required to participate in evaluation
efforts, including reporting on performance measures.
No evaluation plan is required with your proposal. If
awarded, Best Starts for Kids is creating an ESIT-specific
evaluation plan.
Not all programs impact all indicators. Select only those
for which the activities of the model will contribute to
change.
Where possible, BSK will attempt to coordinate with other
existing data collection.

All complete applications will be reviewed and scored by a panel of
community members, subject matter experts, and King County staff.

Free technical assistance (TA) is available to support organizations and eliminate
barriers that might prevent them from seeking funding, through September 5, 2019.
TA providers can:
Assist in determining appropriate fit between your organization and ESIT
requirements
Provide guidance on how best to answer questions
Support application review, including editing and budget review
