Application and selection procedure

Before completing the form, please read the Guidelines for Call for Proposal 2008, which contains information on specific priorities for this year. This information can also be found on the EU-US websites:

The form must be completed in one of the 23 official languages of the European Union. However, bear in mind that all partners have to be able to endorse the common proposal.

The application must be typewritten or word-processed using a computer.

The original of the application must bear the original signature of the person legally authorised to sign on behalf of the coordinating institution and the original stamp of this institution.

The signed original and 2 copies thereof must be sent in the same envelope.

4. PROPOSAL NARRATIVE

Proposal Narrative:

In no more than 5000 words, you should address the following:

1. The objectives of the transatlantic degree and its potential contribution to educational excellence and innovation.

2. The project’s outcomes for improving teaching and student achievement.

3. The added value for the proposed discipline and profession and the proposed transatlantic degree compared with courses and programs that may already exist in the same field at national and international levels.

4. The detailed structure and content of the joint study program and how it is integrated among the consortia institutions; What is the role of each Institution and which part of the programme is delivered by which Institution.

5. The commitment and formal administrative arrangements for the delivery of the degree as evidenced by letters from the highest administrative and academic levels at the partner institutions.

6. The guarantee that the proposed degrees awarded by the institutions in the EU and the U.S. will be recognized and accredited by Member States and relevant U.S. agencies.

7. The arrangement for academic credits, including, if applicable, the extent to which ECTS mechanisms such as the grading scale and other mechanisms for study periods compatible with ECTS will be used.

8. If and how the Diploma Supplement is used and the plan to improve international transparency in order to facilitate academic and professional recognition of qualifications and accreditation.

9. The cooperative mechanisms and administrative structure for institutionalization, meetings, roles for partners, and communications.

10. The shared arrangements and conditions for student selection and admission to the Transatlantic Degree. How will these be co-ordinated within the consortium to ensure equal treatment of students ?

11. The arrangements for tuition and fees.

12. The consortium structure and mechanisms for student and faculty mobility between hosting institutions. Describe how many students you intend to send and receive and for how long the period of study will be. (see also section 7 Table 4 and section 9)

13. The language plan, particularly, the use of training facilities, mentors and tutors, and local language resources.

14. The resources available and the arrangements for hosting foreign students and faculty, particularly, the availability of an office and persons dedicated to linguistic assistance, housing, coaching, visas and insurance, and activities for social integration.

15. The evaluation plan, including formative and summative evaluations, feedback mechanisms, and assessments by independent entities.

16. The plans for promoting and disseminating the results of the project. Indicate in particular, any aspect of the Course which offers examples of best practice and how far the Course has a distinctive European added value.

10. LETTERS OF ENDORSEMENT

Include letters of endorsement from the highest academic or executive officers (e.g., rector, vice-chancellor, provost, dean, director, or president) of each of the European and American institutions. These letters should indicate how the project fits within the international strategy of the institution or organisation and how this project will complement that strategy. The letters must indicate a commitment to implement the double/joint degree programme and conclude agreements on tuition and credit recognition or transfer by the end of first year of the project . Other major parties involved in the consortium should also indicate in writing their commitment to this project.

Explanatory notes on the budget – Selection 2008

A. Introduction

These Notes provide information to applicants concerning the financial procedure related to budget proposal, its apporoval and to the determination of the level of the European Community grant. It also provides guidance on how to complete section 7 (Budget) of the application forms and related information on the rules for eligibility of costs.

B. Financial procedure

1. Funding request in the application form

The funding proposal must be submitted in the structure laid out in section 7).

2. Determination of Community assistance

The funding mechanism applied under the US Programme is based on flat rate financing. Applicants can easily calculate the expected grant amount and facilitate the realistic planning of the project.

Flat rate financing covers specific categories of expenditure by applying a standard scale of unit cost (e.g. 1.000 € x week x scholar).

the grant may not under any circumstances give rise to a profit for the beneficiary or partners the policy for awarding grants the available EU budget

The grant agreement specifies the total approved budget for the project and the maximum amount of the grant. The final amount of the grant awarded is determined by the Executive Agency after verifying that the action has been carried out in accordance with the agreement and can never exceed the maximum amount laid down in the agreement

The EU/USA grant is paid in the form of- a pre-financing payment of 25% after signature by both parties payable within 45 days of the signature of the agreement by the

Executive Agency.- Further pre-financing payments are divided into three instalments, each representing 25% of the total amount of the grant stipulated in

article I.3.2. - Payment of each further instalment is dependent upon the receipt and approval of a progress report and statement of expenditure on the

project implementation and may not be made until at least 70% of the previous pre-financing payment has been used up [and shall be conditional on the beneficiary producing, if applicable, a financial guarantee equivalent to the aggregate amount of pre-financing].

C. Rules on Eligibility

1. General Principles

The contractor (project coordinator) must ensure that expenditure is directly connected with and necessary for the implementation of the activities, according to the project work plan and

provided for in the approved estimated budget and has been generated during the lifetime of the project as defined in the grant agreement

all costs presented in the proposed Budget are necessary for the performance of the project no member organisation of the partnership may derive a profit from financial assistance awarded by the European Community each item of expenditure is only included under one heading of the proposed Budget.

2. Eligible costs

Except for flat rate amounts, only costs in respect of mobility grants for students and faculty are eligible under this application No other cost item will be considered as qualifying as eligble expenditure

D. Principles applied to the different categories of funding

1 Flat rate amounts

7.500 € per Institution per year with a maximum flat rate amount of 15.000 € per project year and a total over 4 years of 60.000 € per project

2. Transatlantic Student mobility grants including students’ travel costs

Under the EU/US Transatlantic Degree programme, student mobility grants for EU students are budgeted at 12.000 Euros per student. Each student is supposed to spend on the other side of the Atlantic at least one full academic year. The student stipend money is a block allocation intended to offset additional costs incurred by students travelling abroad over the costs of remaining at the home institution. Mobility stipends may not be used to move EU students within the EU.

3 Transatlantic Faculty mobility grants.

Under the EU/USA Transatlantic Degree programme, faculty mobility stipends are budgeted at a maximum of of 1.000 Euros per week per faculty member for a minimum period of 1 week and a maximum of 8 weeks plus a fixed amount of 1.000 Euros for travel in relation to programme related scholarly work at the partner US Institutions. Each successful project will be awarded a maximum of 60.000 Euros for faculty travel grants.
