Introduction
• After formation of BSNL to sort out the outstanding
issues on account of absorption a committee was
constituted
• Based upon the recommendation of the committee
time bound/post based policy was approved by
competent authority.

Scope
• Time bound IDA up gradation shall be provided to the
executives from pay
• Scale of Rs 9850-250-14600 up to pay scale of JAG
Selection grade i.e Rs 17500-400-22300 in the pre
revised and 16400-40500 up to 36600-62000 in the
revised scale.

Eligibility
• (a) Due Date:-The date on which the executive fulfils
the qualifying service condition for up gradation to
next higher scale explained in the heading “qualifying
service conditions”.
• (b) Review date:- Ist October every year and first
review as on 01-10-2004.

Qualifying Service conditions
• 1. First Up gradation:- After completion of 4 years of
service in the current IDA scale provided the basic of
the executive crossed/touched the minimum of the
higher pay scale to which up gradation is considered
or has completed six years of service in the current
IDA scale whichever is earlier.

• 2.Subsequent up gradation:-The subsequent up
gradation of IDA scale up gradation to the next higher
IDA scale will be due on completion of 5(Five) years
of service in the current IDA pay scale.

Up gradation Criteria
• Review:- The review for all executives
meeting the qualifying service condition as
explained earlier will be done every year with
reference to review date i.e. 1st October. On
being found fit ,the IDA scale up gradation will
be effected from the due date.
• The fitness for IDA pay scale up gradation to
the next higher scale of eligible executives
will be judged by prescribed

• Screening committee on the basis of performance
ratings of ACR in the table,subject to necessary
disciplinary and vigilance clearance and no
punishment in current.

General Principles
1.On being found fit for IDA up gradation, fixation under FR22(1)(a)(1)
shall be allowed.
2.No roster is applicable as this is not linked with the availability of posts.
3.For the purpose of counting the service in current IDA pay scale for
any time bound up gradation technical periods in the ad hoc
arrangements ordered by DOT/DTS/DTO/BSNL corporate office will be
treated as continuous for the limited purpose of counting of current IDA
scale service period without any other benefit ,monetary or otherwise.
Further any scale granted to a executive by virtue of local officiating
arrangement will not count for the purpose of IDA scale up gradation.

4.Review to be done at circle level for all disciplines on a time
bound basis and on being found fit as per regulatory conditions,
the IDA scale of the executive will be upgraded to concerned
IDA scale from due date
5. Consequent to up gradation of IDA pay scale ,there will be no
change in substantive status ,designation and duties and
responsibilities of the executive, unless any change is ordered in
any specific context.

6.Since time bound up gradation of IDA pay scale of any
executive under the policy is personal to the executive
concerned, no claim what so-ever can be made by comparison
on grounds of seniority, class, community ,cadre, stream etc.
Further except as provided in instant guidelines , no claim on
account of the other provisions of FRSR in the context of pay
scale’s ,pay fixation, substantive status etc.

7.Since the first review under executive up gradation policy is to
be made with reference to 01-10-2004, any up gradation due to
executive on or before 01-10-2004 based on earlier time bound
policies , such up gradation will be granted to the executive on
the basis of option as one time relaxation if he/she is willing to
such promotion and adjudged fit in accordance with the
concerned regulatory conditions . OPTION ONCE exercised ,
shall be final. The subsequent eligibility for IDA pay scale up
gradation of such executives will be governed as explained in
“qualifying service conditions” above.

8. With the implementation of IDA time bound pay scale
up gradation scheme with effect from 01-10-
2004,provisions with regard to arrangement like In-
situ/ACP or any other time bound /up gradation scheme
of government set up shall stand withdrawn, unless
permitted in any specific context.

Screening committee
• The fitness of the eligible executive for up gradation to next
higher IDA scale shall be judged by a screening committee.
The details are as follows (a) For E1 TO E2, E2 to E3&E3 to
E4 1.DDG/General Manager 2. Jt DDG/DGM 3. Jt
DDG/DGM (b) For E4 to E5 & E5 to E6 1. Sr DDG/CGM
2.DDG/GM 3. DDG/GM One of the members of the
screening committee must belong to SC or ST category
,else one additional SC/ST member of STS/JAG may be co
opted.

Training
• Every executive whose pay is upgraded to next
higher IDA pay scale will have to compulsory
undergo TWO weeks of training (One week in
administration/management/customer care and one
week in latest development in core competence area)
for being eligible for drawl of second increment in the
upgraded scale.
