Cruz, Laguna Philippines Abstract— For so many years communications evolve from sign languages, gestures, sounds and figures. It allows people to interact with each other, share their thoughts, ideas, plans, feelings, emotions and knowledge. Through smoke signals, morse-code, message in a bottle, telegraphs and telecommunication lines long distance communication was bridge that resulted to more information gathered and shared. Information’s that leads to global evolution and innovations, innovations that gives way to global communication. Short Message Service or popularly known as “SMS”, a messaging service of phones, mobile communication system, also in the web which delivers enormous amount of communication data to different recipient worldwide. With SMS technology improved and applied more system applications, business software and businesses are helped and industrialized, even schools, campuses or universities. Monitoring process, notifications and information disseminations are applied and implemented. Communications are more accurate, efficient and fast. That is why there is an easy access in cellular phones and broadband technology so that every person can satisfy their needs or rights to be properly informed with the changing world. From this, the developers consider the fact that cellular phone and broadband technology can be combined. Technically the combination of the two can perform a rapid way of spreading information, transferring it simultaneously from one to another. In the school setting people actually encounter difficulties in terms of attendance and presence during different activities and special programs provided for the students to participate with. It is due to the fact that they are not aware or sometimes they are too busy to notice the announcements posted in the bulletin boards, and some other factors.

Ultimately the system is designed to benefit mainly the students, faculty, employees, and even alumni on how the information technology works well in the communication process. This can also lead in transmitting information through messages in which the receiver can easily understand the content same with the context of the issues or announcements being sent by the sender. Through the features of this project, the researchers became inspired to combine the text technology with the broadband technology, thus, innovating the process of disseminating information to a large number of population or area. At present almost everybody has their cell phones and used other means of technology materials, gadgets like computers, etc. User becomes updated with the latest or current trends inside and out of the country resembling news or issues so the developers consider the use of cellular phones and broadband technology in the dissemination of information. The use of these processes can be leading towards the development and transfer of all necessary ideas, information, issues and others that can also be essential with the students, employees, faculty, alumni, and administrators and beyond linkages.

II. RELATED WORKS

In order to provide a clear view on the current study, the related literature and studies are presented and reviewed. This chapter presents a review on related studies of local and foreign literature; the researchers relied on book, magazine and previous studies. The researchers have to go in different libraries in order to gather data or research materials. This is done with references to other studies similar to what researches had proposed.A. Related Literature

1.) Facts about SMS MessagingIn the study of Chris Cornell, Facts about SMS Messaging, SMS is a designation representing short message service. However sending SMS are more publicly known to be texting or text messaging. This is a service that permits cell phones users to send short text messages, consisting of a limited number of characters to another person also using the cell phone. The recipient who receives the message will be able to view the message and understand what the teller is trying to convey. But now the SMS can also be delivered from the internet to the cell phone. The purpose of sending SMS is to transport brief conversational messages. Cell phone developers have come to improve the SMS services due to the finding of T9 technology, predictive software to ease the efficiency of typing and sending text messages. In as much as the SMS messages play the role of communication medium, it has now become one of the brilliant channels of advertisement. In fact, it is claimed to be rather effective as the message is purposefully and directly delivered to the recipient. Being only a minimal cost, business owner can conveniently spread the knowledge of their products, services, offers or discounts to customer via the easiest way. That is why most business developers are taking advantage of the SMS as their advertisement method.

2.) E-science Develops SMS-based Information Exchange ApplicationThe article of Microsoft Philippines E-science Develops SMS-based Information Exchange Application, the e-science corporation has developed a new application that allows a companys sales marketing, and other field personnel to access company information and services through their mobile phones. The application, dubbed ELMER (Elaborate Mobile Information Retriever), provides a customizable means for corporate user to access mobile phone numbers and other information stored in the database and automatically sends out text messages using that data. It can also retrieve information as well as update the database through SMS. The information states that texting highly affect the lives of every Filipino because they rely on SMS to communicate. The present study will give advantage to the students, employees and faculty because they will have a system that will give the necessary information they need through texting.

3.) SMS-based Literacy initiativeMOBILINK, SMS-based Literacy initiative, documents that 250 learners received informative text messages daily in Urdu and were expected to respond. In the second part, the participants were evaluated on a periodic basic to assess gains in knowledge and learning. The program was conducted with the help of 10 teachers enlisted by bunyad. It was found that at the beginning of the program 57% of the girls were graded c and only 28% of the girls managed to score an a. However, near the end of the project the situation reversed with percentage of girls receiving a c dropped to only 11% whereas more report a stark improvement in the confidence of the young girls as owning a mobile phone made a difference to their sense of security. The cell phone holds the key to social development by its very nature and we want to make sure that women are an integral part of this revolution.

B. Related Studies1.) SMS based Security System with immobilizer

In terms of Text Messaging Randy R. Pabilonia, Zandelyn L. Callo, SMS based Security System with immobilizer, is constructed a simple anti-hijackdevice which is able to provide security with the use of SMS as a medium for receiving alarm and enabling the user to disable the vehicle. SMS Based Motorcycle Security System with immobilizer is primarily composed of GSM module, relay unit and microcontroller unit. When the alarm is activated, the device will prompt the administrator that the alarm is currently, the device will prompt the administrator that the alarm is currently activated when unauthorized person had driven away the motorcycle and triggered the sensor, the device will send an SMS informing the administrator that the motorcycle has been driven away. By the use of the SMART Locator, you can be able to locate your motorcycle as long as both receiver and transmitter are working together and signal transmission is high, and through SMS you can deactivate the ignition of the motorcycle in case it is stolen and driven away.

2.) DSLU wiseIn De La Salle University Computer Science Students Body (n.d), DSLU wise , is a SMS based inquiry. Short Messaging service (SMS) is a convenient way to get class schedules, class suspensions, UAAP updates and many more information through their own cell phone by pressing the number and corresponding keywords for the information required. This service is open to all smart and globe subscribers. To access DSLU wise using SMS capable cellular companies is still in works. To get the information you need, type the necessary keywords and/or parameters and then send the message to phone number 2333 or 211 by just keying, they would have their needed information.

In Polytechnic University of the Philippines, PUP IText, is a short messaging service (SMS) that enables PUP students to receive announcements and advisories from the university through their mobile phones. The PUP iText has many features like text cast, Feedback, text polls, SIS Inquiry and more. Text cast enables PUP to send announcement, advisories and promos to registered subscribers. Students can now be notified of important announcements like suspensions of classes reminders on registration period and deadlines for payments; Feedback makes it possible for students to send PUP a message; Text polls allow students or Faculty to conduct and/or answer a survey through SMS; Students using the SIS who are registered to this service can also request data likes grades, account balance, account details, schedule and subject offering.

Jai Parkash Godara, SMS based wireless Temperature monitoring: Temperature monitoring system, was initially used system like SCADA and PLCs for home, industrial automation purposes and for security applications, but for todays world when people want to access and monitoring from remote location, mobile network phones can be good option. This work is design a low cost system which use a mobile (particularly SMS services of GSM) to monitor temperature from a remote location. To achieve the objective a micro controller-based sms module is designed to interface a mobile phone via serial cable to form wireless temperature sensor which is used to acquire temperature information, the module sends temperature information to remote user via SMS.

Jamil S. Mousumi (n.d)Sh, ort Messaging Service (SMS) based m-banking, m-banking has become one of the most familiar banking service providing technologies in different western countries. Now-a-days billions of inhabitants of Bangladesh are within a network through mobile network coverage, but in the commercial sectors like banking, m-commerce perspective in Bangladesh a SMS based m-banking system has been proposed which is able to provide several essential banking services only sending SMS to bank server from any remote location. This system facilities bank customer by providing four major services like balance inquiry, payment without going to bank physically and save their precious time.

The developed system John Relin, SMS Based industrial automation using personal computer , is used to control the functions of a device from a remote area through the SMS of a mobile phone using personal computer and micro controller. From transmitting section using a mobile phone, shirt messages are delivered to the NOKIA mobile phone. This system is designed in such a way that it has to be user friendly and it must be possible to operate it from anywhere in the world. It compensates all the drawbacks of the landline telephone due to the inclusions of enhanced feedback and monitoring facility. It acts as a better remote mobile operation. III. Proposed WorkThe system University E-Text Messaging System using Broadband Technology is user friendly and easy to understand, so the user without broader knowledge and background about the computer can still use the system provided that they are valid users.

The system has requirements, because the system is using broadband technology, the computer must have a GSM module or GSM broadband modem so that the user can send messages to the recipients.

The system was developed with the use of Microsoft Visual Studio 2010 and MySQl as Database Server. The basic idea here was that instead of freezing the requirements before a design or coding can proceed, a throwaway prototype is built to understand the requirements. This prototype was developed based on the currently known requirements. By using this prototype, the developers got an actual feel of the system, since the interactions with prototype enabled the developers to better understand the requirements of the desired system.Prototyping is an attractive idea for complicated and large systems for which there is no manual process or existing system to help determining the requirements. The prototype is usually not complete systems and many of the details are not built in the prototype. The goal is to provide a system with overall functionality.The gained information was patiently synthesized until it met the extent of its limitation. From the pieces gained information, the developers, organized its specific function, determined the specific problems that might exist in the study and built the possible solutions

IV. Results and AnalysisA. Project Result

Despite all the efforts given by the developers to make the software as effective as it could be, they could not ensure that their software is for perfect evaluation of the system. That is why testing and evaluation was conducted.

For the testing of the system application, the developers requested the person in charge in the University office to try and test the prototype system application. After they tested the prototype application, the developers asked the respondents if they are satisfied in the prototype application. They also asked for their opinions on certain adjustments and changes to do in the software.

After several testing and studying the respondents feedback about the system, the developers debugged the software and made some improvements based on the feedback of the respondents. When they finished debugging and changing some system contents, they tested the software again to make sure they didnt miss any system errors to debug and ensure the better outcome of the software.

Project Features

1. Auto Response.

The system responds to every text message received. The message may contain special keyword that would make the system reply to appropriate text corresponding to the message. If the sender is not registered in the system, the system can automatically inform the sender that he/she is not registered in the system.

2. Bulk / Group Forwarding

The system can receive a text message from the administrator with a corresponding keyword that the system can read the message and can be forwarded to the group recipient that the administrator has sent a text message to.

3. Reports

The system can generate message reports by date, monthly, annually, user and message.

4. Contact Update

The system can accept commands in regarding of updating their mobile number in the system.

5. Activation / Reservation

In every semester, enrollment in the university increase and decrease per semester. So to solve the problem of spamming students that isnt enrolled anymore. There is a deactivation button that deactivates all students in the system. The students can activate their number so they can receive again information from the system by simply texting the system.

V. Conclusion

Even though the developers have only limited time to conduct this study, they were able to finish it, the system is not perfect but the developed system can serve as an asset and can be a much better system than the manual process. The process of disseminating information to the recipient reduce and they can read the announcement in time when they receive the text message. The recipient can read the message and whom the message was from, lessen the miscommunication. And also due to the technology, the message was receive faster.

VI. Recommendation

The developers recommend to every future developer to conduct similar study to improve the effectiveness and functionality of the system. The study implies that implementation of the developed system can lessen the time and effort in posting announcements or information in bulletin boards. The system was only related in the process of disseminating information in school.

The developers believe that even though the process is effective, further enhancements are still recommended. Further study is suggested to make minor correction in the program. The developers of this study encouraged other developers to do a study based on the particular system.
