Project Introduction BBR Category A Report
Objective:
The completion of this road erosion and structures inventory for the town of Concord, VT suits the mission of the Essex
County Natural Resources Conservation District (ECNRCD) to sustain and protect the vast and varied natural resources of
Essex County. The districts main objective was to work with the town to accomplish this inventory effort; build working
relationships around this topic; raise awareness of road related water quality issues; and to provide the town with a
comprehensive practical report listing priority road sites with water quality issues in need of the town’s attention including
estimated costs and effective solutions for the prioritized sites.
In general this effort is meant to facilitate the enhancement of general maintenance and working practices on town gravel
roads while improving local water quality. This is done by first understanding road erosion and then addressing issues with
effective control practices. Soil vegetative cover, velocity of runoff and soil properties influence the amount of erosion in an
area and are what can be controlled. Erosion occurs when exposed soils on road, in the ditches and banks with hilly
topography receive rapid water velocities mainly during storm runoff events carrying away sediment particles. Soil sediment
textures influence erodiblity, the town of Concords soils are for the partly made up of glacial till with origins from the mostly
granitic and some metamorphic parent material- sandy, stony and loamy soils. These relatively large particle soils tend to drain
quicker reducing their erosion susceptibility but with likely low soil organic matter and compaction issues these soils are still
vulnerable to erosion. There are also areas in the low laying topography with poorly drained silty loam dominant dense glacial
till soils with poor drainage and higher erodablity. Please refer to the included maps which are meant to introduce town
decision makers to some of the town’s natural resources characteristics.
This is a water quality issue once these sediments reach surface waters and have the potential to affect the water
chemistry/nutrient balance and aquatic habitat. The public needs the help of towns to protect the quality of Vermont’s
waterways by assuring their necessary and important work also prevents eroded sediments from making their way to streams,
rivers and lakes. This inventory report is meant to assist the town in this effort by servicing as a working document to be
utilized as a guide and a tool that should be updated over time. The ECNRCD is available for assisting in any updates, future
inventories and offers grant project promotion in both administrative and implementation capacities.
Description of Project:
Essex County Natural Resources Conservation District staff worked with the town officials- mainly the town road foreman-,
VTrans district 7 manager and VTDEC watershed coordinator to conduct a road erosion and structures inventory. Field
inventories were centered on town priorities based on the town’s road foreman’s recollections of maintenance priorities and
problem areas that have continual problems associated with spring runoff and summer storms; as well as medium & high
ranked areas of the VTDEC Road Erosion Risk Analysis mapping data. These town concerns and mapping data analysis areas
generally overlapped.
The town of Concord, VT has a total of 65 miles of roads of that, 55 miles, are class 3 roads. The town has adopted the new
state codes and standards, is interested in trying some new erosion control techniques and overall seems to be doing a good job
with condition and maintenance of the road system. Including continuing to work toward meeting the principles of getting
water off the roads as soon as possible- proper road crowing, preventing water from running lengthen wise down the road-
stabilizing and vegetating disturbed areas as soon as possible, diverting water to vegetative areas away from surface waters,
installing stoned lined ditches, and having good regular maintenance. These standards and other management practices, such
as proper grading to avoid creating a ridge between the crown and ditch, removing any berms created, vegetating ditches after
maintenance and maintaining vegetation should continue to be improved upon and accepted as general town operating
practices. The town might also want to consider completing a town highway and infrastructure study.

After major flood damage in 2011 resulting in FEMA and state funded projects town officials understand that these standards
well serve their short and long term management. In addition there is an understanding of the importance of maintaining clean
waterways while implementing annual maintenance and larger capital projects. While there have been a few structural projects
implemented in the past few years Better Back Roads grants have not been utilized in the town. The town doesn’t have a
completed town highway and infrastructure study nor do they conduct and document broad based inventories.
A total of twenty-four sites were assessed as well as private roads located around Miles Pond, which is known to be stressed
due to sedimentation and has increased nutrient trends based on lay spring phosphorous sampling. This inventory represents
observations seen in dry conditions and after rain storms. Being that this inventory was conducted on targeted sites based on
VTDEC mapping analysis and town priorities this report hasn’t captured all of the potential issues in the town’s road network.
After considering site assessments and evaluation based on water quality impacts and scope of the project feasibility ECNRCD
and town staff prioritized 11 sites which are listed below in order of water quality protection priority but it will be up the town
of Concord to determine the priorities for project implementation. Best management practices installations were considered
for these priority sites, materials list and estimated budgets where put together and potential funding amounts from grant
sources at 80% and town capital budget at 20% were estimated. All sites would qualify for Better Back Roads Category B
grants besides the Wilson Rd and Prospect Rd culverts which would qualify for VTAOT Town highway structures grant.
The following pages of this report include information for each of these sites. These site descriptions are intended to be used
and/or contribute to future implementation grant proposals. Write ups include a map and pictures of location, a site
description of each location, the erosion water quality issue, recommended treatment with construction notes referring to state
technical documents to be used during further construction planning, estimated cost of construction and for most sites an
example of conceptual drawings, copied from the VT Better Back Road Manual, of proposed treatment.

Long Hill Road project area has native soils of Cabot to Cabot-Colonel Complex of poorly to somewhat poorly drained silt
loamy till. The road is 2.66 mile ~7% slope class 3 road with narrow road surface, high vegetated banks and small to no
ditching. There has been recent residential development in the higher section of the road. The section of from this new house
down ~800’ to a poor condition cross culvert the has road surface and ditch erosion that directly deposits to unnamed brook
that drains to the Moose River and runs parallel to road.
Recommended Treatment______________________________________________________________
Starting approximately .5 mile up from the bottom of the road at existing cross culvert up to first driveway ~300’ remove
vegetation and push back banks to the R.O.W. on the north side of the road. Install properly lined ditches, install a metal 24”
cross culvert at the top of the section and a 30’ culvert at the bottom of the section ~20’ up from existing cross culvert. Install
a sediment detention basin/pool at the outlet of each to decrease velocity and capture sediment.
This treatment will only address the bottom section of the area with issue but will address the direct loading to the stream and
will give the town a place to start in getting this road into better shape.

LeClair Road project area has native soils are Cabot-Colonel complex of poorly to somewhat poorly drained loamy stony till.
The road is 2.97 mile ~10% slope class 4 road with narrow road surface, vegetated banks and no ditching with one ditch on
the north side of the road that has become a perennial stream. There has recent residential development in the higher section
of the road. The section of from the last recently installed turn out to ~225’ to the bottom of the road has road surface water
flow and erosion that directly deposits to Halls Brook and around where the town installed a new bridge in 2011.
Recommended Treatment______________________________________________________________
Address erosion from last turn out to bottom by installing three additional proper road turnouts on the south side of road,
reshaping and grading the road surface toward these turnouts with the lowest one being larger and acting also as settling basin.
This treatment will only address the bottom section of the area with issue but will address the direct loading to the stream and
will give the town a place to start in getting this road into better shape.

Johsnon Road project area has native soils are Cabot generally poorly drained silt loam till. The road is 1.2 mile class 4 road in
the area evaluated the road has an ~2-4% slope with narrow road surface, high vegetated banks and no ditching. There are
permeant to semi-permanent residential developments in the further section of the road. The section of road that crosses an
unnamed tributary to Mink Brook has surface erosion that directly deposits to the brook.
Recommended Treatment______________________________________________________________
Address erosion from cross culvert ~250’ up from the stream culvert by installing proper a proper ditch and a turnout on the
east side of road, reshaping and grading the road surface toward the ditch. Raise stone headwall on the brook culvert.
This treatment will only address the section of the road that is close to the tributary to address the direct loading to the brook.

Micah Baker Road project area has native soils are Colonel-Dixfield moderately drained dense sandy loamy complex. The road
is 0.26 mile ~9% slope class 3 road with narrow road surface, high vegetated banks and ditches. The upper section of the road
has a few turnouts that need to be lowered and cleaned out but there are power lines in the area. The lower section of the road
is approximately 9% grade with road surface and ditch erosion on both sides going to Shadow Lake Road cross culverts that
drain directly and close to Halls Brook.
Recommended Treatment______________________________________________________________
On both sides of the road, stone line ~300’ of cleaned out ditches and install check damns or other velocity controls at ~22’
apart (or just at bottom of ditch were the slope is <2%) and regrade and recrown road surface toward turnouts.

Prospect Street project area has native soils of Wilmington-Colonel poorly to somewhat poorly drained fine sandy gravelly
loam compacted dense glacial till complex. The road is 1.5 mile ~3% slope class 3 road that is generally in good condition. The
area around the unnamed brook which drains to the Moose River has ditch erosion entering the brook in the area of an
undersized culvert.
Recommended Treatment______________________________________________________________
Stone line 100’ of ditch, install 20x 15’ driveway culvert, reshape 400’ of ditch on west side of the road, install turnout ~ 30’
before culvert in lower section of the field in the towns R.O.W.
Complete hydrologic study for the culverts drayage area. Replace culvert.

Shadow Lake Road project area has native soils are Cabot-Colonel complex of poorly to somewhat poorly drained loamy
stony dense till. The road is 3.07 mile ~8-12% slope class 2 road. The ditch, which in some areas has bedrock in it, is eroding
into the road. This erosion goes the end of the ditch to an unnamed small mountain stream into a road culvert that flows
~500’ directly to Shadow Lake. The road culvert has an eroded headwall.
Recommended Treatment______________________________________________________________
Armor the ditch bank; excavate an area the normal size of average road edge erosion at the edge of road close to the ditch. Lay
filter fabric in the excavated area tying it to the road, lay large stone over the fabric add more stone on that, and then reshape
top of road edge and surface. Install headwall on stream culvert.

Bullard Road project area has native soils of Buckland moderately well drained course-loamy till. The road is 0.35 mile ~ 8%
slope class 3 road with very wide road surface that meets or in some places in within the ditch that doesn’t hold much
vegetation. The road section of concern from the first driveway on the left (going uphill) down ~675’ to (2) cross culverts that
are carrying road surface and ditch erosion sediments to close proximity to a state identified class 2 wetland.
Recommended Treatment______________________________________________________________
Measure and refine road width and ditch line. Reshape and line ditch. Install cross culvert to outlet into woods above field
(~325’ from bottom of driveway referred to description). The ROW in the culvert drainage area need to be determined and
may need drainage rights from landowner. Install plunge pool at last culvert outlet.

Beebe Road project area has native soils of Cabot-Colonel complex of poorly to somewhat poorly drained loamy stony till.
The road is .91 mile ~10% slope class 3 road. Bridge and road work was completed in 2013 at the bottom of the road, at the
four way intersection. The road and ditches are generally in good condition with cross culvert and stone line ditches at the
bottom of the road. The ditch on the south side below Morton Ln has a ditch that shows signs of significant erosion. This
ditch carries water off of Morton Rd and Beebe and goes into two culverts the last culvert outlet shows signs of sediment
depositing in close proximity to Halls Brook. There are culverts at the upper section of this road that potentially have issues.
The town, DEC and VTrans are already working on this and thus are not mention here.
Recommended Treatment______________________________________________________________
Upgrade Morton road cross culvert inlet with stone. Reshape and stone line ~200’ of ditch to the second Beebe Road cross
culvert.

South Street project area has native soils of Monadnock-Sunapee well to moderately well drained course loamy sand stony
gravel till complex. The road is .06 mile ~1-2% slope class 3 road. Bridge, ditch and road work were completed on the
Royalston road in 2013-2014 and the road and ditches are generally in good condition with cross culvert and stone line ditches
at the bottom of the road. The ditch on the east side of South St below where Eastern St turns off shows signs of significant
water and sediment run off from the road and ditch erosion which then flow into a cross culvert that outlets to the bank of
the Moose River . There is an old rail road line bed in this area which will have to be worked around during construction.
Recommended Treatment______________________________________________________________
Address ~150’erosion starting below the rail bed with defining, reshaping and stone lining ditch and installing turn
out/sediment basin and installing two-three check dams in the ditch leading to the culvert.

Wilson Road project area has native soils of Sunapee-Moosilauke moderately drained sandy course loamy till. The road is 1.12
mile ~8% slope class 3 road. The road and ditches are generally in good condition. Approximately .1mile north of the Bradley
road junction is a culvert in poor condition that conveys water from an unnamed brook in cross proximity to the Moose River.
A hydrologic study has been completed for this culvert in 2011 and will likely need to be updated. The estimate below is based
on the 2011 recommendations.

Kirby Mountian Road area has native soils are Buckland moderately well drained course-loamy till. The road is 1.12 mile ~8-
10% slope class 3 road. Road and ditch work was completed in 2013. The road and ditches are generally in good condition
with cross culvert and stone line ditches. There are three culverts in poor to fair condition on this road. The first ~200 from
the junction of Bullard Rd continually fails and causes road surface failure and erosion. The other two~850’ from the junction
of Bullard Rd are without headers causing road and bank erosion around the culverts outlets.
Recommended Treatment______________________________________________________________
Install 3 new longer (40’x18”) culverts with great than 2:1 slope or proper headers with dry lay stone.
